The Spatial Image contents of Geomorphology 3-D environment is focused by the requirement and importance in the fields such as, national land development plan, telecommunication facility management, railway construction, general construction engineering, Ubiquitous city development, safety and disaster prevention engineering. The currently used DEM system using contour lines, which embodies geographic information based on the 2-D digital maps and facility information has limitation in implementation in reproducing the 3-D spatial city. Moreover, this method often neglects the altitude of the rail way infrastructure which has narrow width and long length. There it is needed to apply laser measurement technique in the spatial target object to obtain accuracy. Currently, the LiDAR data which combines the laser measurement skill and GPS has been introduced to obtain high resolution accuracy in the altitude measurement. In this paper, we tested of the railway facilities using laser surveying system, then we propose data a generation of spatial images for the optimal manage and synthesis of railway facility system in our 3-D spatial terrain information. For this object, LiDAR based height data transformed to DEM, and the realtime unification of the vector via digital image mapping and raster via exactness evaluation is transformed to make it possible to trace the model of generated 3-dimensional railway model with long distance for 3D tract model generation. As the results, We confirmed the solutions of varieties application for railway facilities management using 3-D spatial image contents.
Anyone who wants to install local ventilation system must obtain a permission from the Ministry of Employment and Labor even if he has permission from the Ministry of Environment. This is because not only the Atmospheric Environmental Protection Act, but also the manufacturing industry's hazardous risk prevention plan under Article 48 Clause 2 of the Industrial Safety and Health Act is to be submitted by 15 days before the construction. Under the current Environmental Protection Act, the Ministry of Environment regulates only the emission of pollutants from local exhaust ventilation systems into the atmosphere and the contents of workers' safety and health within industrial sites are managed by the Ministry of Employment and Labor. Even with the approval of the Ministry of Environment, the number of unsuccessful cases by the Ministry of Employment and Labor has increased, causing a growing discontent among the sites due to production delays and additional costs of improvement. In addition, local exhaust systems that are at greater risk of fire explosion have increased the risk of severe industrial accidents due to fire explosion. This is due to insufficient design of air volume, control speed, return speed, duct size, and risk of fire explosion. This is because the criteria and procedures for approval of local exhaust ventilation systems are similar, but the Industrial Safety and Health Act adds additional screening items for safety and safety of workers and fire and explosion. In this study, the Environment Ministry and the Employment and Labor Ministry seek to find a reasonable way to operate the system by comparing local exhaust ventilation system installation approval standards.

Objectives: The purpose of this study is to reveal the circumstances under which the cases of harm to health caused by humidifier disinfectant were neglected and show the points where the number of victims and the degree of damage could have been reduced. In addition, it attempts to describe how damage management proceeded immediately after the incident and actually exacerbated the damage. Finally, it explores the unfortunate aspects of the recent trial. By doing so, it attempts to take this as an opportunity to consider whether a tragic event such as the humidifier disinfectant incident could occur in the future. Methods: This study collected and analyzed data on chemical material characteristics related to humidifier disinfectants, data on health effect characteristics, data on related laws and regulations from the Ministry of Environment, data related to the damage investigation by the Korea Environmental Industry and Technology Institute, and current contents. Results: The lack of related systems and laws is the area where the greatest responsibility for the cause of the humidifier disinfectant disaster falls, so it is difficult for the government to escape this responsibility. Establishing a dedicated department to identify the prevalence of certain diseases within the functions of the Health Insurance Review and Assessment Service to monitor health can greatly contribute to the prevention and management of diseases through early detection and management of group outbreaks caused by harmful factors. Humidifier disinfectant damage relief should have been expanded earlier beyond HDLI (humidifier disinfectant lung injury) to include non-specific diseases such as asthma, pneumonia, and interstitial pneumonia. The scope of relief benefits should have also been expanded earlier to include the payment of disability benefits. Fortunately, with the 2020 revision of the Special Act, the conditions for estimating causal relations were eased and individual screening systems such as health impact assessment were reorganized along with the introduction of a rapid screening system. Conclusions: The management system for chemical substances in a country is clearly of paramount importance, and the ministry in charge must have a response system in case of damage to health effects. Administration that looks at the victims' situation from their point of view is needed, and technical countermeasures are required to quickly recognize the prevalence of certain diseases.
This study aims to prepare countermeasures to prevent and minimize drowning accident in inland waters by examining the current status of inland water safety management in Korea and diagnosing the defects. The defects in current inland water safety management is analyzed in four aspects. First is the legal defect that includes the absence of legislation that directs the inland water safety management. Second is the instructional defect such as the absence of educational program for prevention of inland water accidents and lack of professional water rescue experts. Third is cooperation defect such as dispersed reporting system and lack of private-public partnership in accident response. Fourth is the defect of emergency response ability, professionalism and accident response skills due to the dispersion and overlaps of safety management systems. In order to improve these defects, this study finds the countermeasures based on the survey of water sports professions and users and its analysis as follows: legislation of '(tentatively named) special act for water safety management in inland waters' is suggested in the legal aspects. A development of inland waters safety education program and training of water accident experts are suggested in the instructional aspects. Integrated operational system for water accident management, activation of safety network and re-establishment of private-public partnership are suggested in the cooperation aspects. Systematic and efficient inland water safety management plans such as enhancement of accident response skills and expertise and integrated inland water safety management with fire department-centered system were suggested in the aspects of emergency response ability.
Essential urban services that protect citizens' lives and property such as firefighting, disaster and crime prevention, should be provided equally to all citizens regardless of their location, personal status, and income. This paper analyzes the equality of firefighting services in spatial and social perspective in Daejeon Metropolitan City. For this the accessibility of fire service was analyzed for all settlements in the city. In addition, the distribution status of low-income class and forecasted income each region were compared to analyze whether the area where fire fighting service in 5 minutes was related to the distribution of income class. According to the analysis, the area where fire service can be provided within 5 minutes was 46.2% of Daejeon, and 98.0% of the population lived in this area. The proportion of old-age pensioners living in the area where fire service can't be provided within 5 minutes was 52.7%, reise than the average of 7.14% in Daejeon. In addition, in areas where the provision of firefighting services exceeds five minutes, the forecasted income tends to be lower in areas where service arrival is delayed. Therefore, it can be said that the economically vulnerable people living in the outskirts of Daejeon are not provided with equal urban services, and policy consideration is required accordingly.
The Korean society has become increasingly concerned about the safety consciousness because of the Sewol Ferry disaster in April 2014. This shows the absence of social system and safety consciousness of Korean society that has been rapidly growing through fast industrialization. The purpose of this paper is to suggest guidelines for the production of a safety animation by approaching the discourse of public value. For this research process, first, literature review will be conducted by focusing on the safety culture, causes of safety accidents, safety education and educational effect using animation. Second, I will analyze 11 safety animation films by focusing on (1) construction of accident environment(narrative, character and background design) (2) exploration of dangerous elements and accident happening(accident type and dangerous elements, method of direction for accident happening, damage degree) (3) the guideline for safety behaviour. Third, guidelines for the production of safety animation will be suggested by analyzing the results of literature reviews and case studies in a comprehensive way. It is expected that this paper will be used as a basic data for academic research and animation production related to the safety accident.

The frequency of official injury of fire-fighting officers exposed to an extreme situation in disaster areas has been continuously increased. In spite of increase of injury, procedures of injury approval are complex, so the working environment of fire-fighting officers is very poor in terms of safety management. This study was, therefore, conducted to provide basic data for improvement of the injury management system for fire-fighting officers, by empirically analyzing the system for those in Busan city. The findings of the empirical analysis are as follows: first, the frequency of injury experienced by them is higher than that of other occupations; second, application for injury is not actively made; third, fire-fighting officers should bear the expense if injury is approved. On the basis of such an analysis on actual conditions, an analysis on policy factors for improving the injury management system shows; first, various high-risk matters should be considered in the review of application for injury, for improvement factors of the application for injury, while it is necessary to extend the benefit and support project for injured officers, for operation improvement factors of the injury management system, and the compensation act should be improved, for the improvement factors of the injury system. Second, it is urgent to develop damage prevention and coping education program for improving the injury management system. In addition, the simplification of administrative procedures of application for injury and the extension of benefit and support project for injured officers should be realized as soon as possible, moreover, the enhancement of directors' interest and support is also required.

This paper proposes a safety management method that extracts ETA (event tree analysis) based scenario and combines ICT technology to reduce serious disasters occurring workplace for shipbuilding and offshore plant. The statistics of Safety and Health Agency and (previous)Ministry of Public Safety and Security show that the most frequent accident among the serious disasters related to shipbuilding and offshore plant is falling. The main cause of accidents is absence of a safety belt and safety belt ring. To solve these problems, we create ETA based scenarios to derive results based on safety considerations. Based on these results, we propose a solution by applying ICT technology for accident prevention. Deriving ETA based scenarios and ICT technology, the proposed solutions include a system for detecting the wearing of safety belts and safety helmets, a system for detecting whether or not the safety belts are connected, and a hook system for measuring safety distances. These safety related systems can reduce the probability of death of workers. By preventing accidents using the proposed method, we can reduce serious disasters in shipbuilding and offshore plant and establish systematic safety management.
Ground investigation and result analysis generally used to examine all sorts of structures' subsidence or stability can be classified into sandy soil and cohesive soil, and analysis on the liquid limit of soil is utilized to evaluate the physical properties of ground and types or technical behavior of soil. The most widely used method to analyze liquid limit is Casagrande with which liquid limit can be calculated relatively easily; however, it is fairly difficult to apply it to soil equipped with intermediate properties. Therefore, concerning the properties of soil having the intermediate properties of sedimentary ground, this researcher mixed the clay from Yangsan, Gwangyang, and Busan with sandy soil to make intermediate soil and then carried out the test of consistency limit and also evaluated applicability by using the suggested formula of consistency revision. The sample of intermediate soil was the mixture of clay and sandy soil, and to produce intermediate soil, the content (Fc) of fine soil was applied as 50%, 75%, or 100%. Regarding the physical properties of intermediate soil, to maintain the properties of clay in the natural state, bentonite was added at a fixed rate for controlling the properties of clay, and then, consistency was analyzed. By adopting the formula of consistency revision suggested in advanced research, this author analyzed consistency based on the experiment and consistency based on the suggested formula of revision. Also, about intermediate soil collected at the site, consistency based on the experiment and consistency based on the suggested formula of revision were analyzed comparatively, and about intermediate soil collected, this researcher analyzed particle size and calculated the content (Fc) of fine soil to analyze intermediate soil in diverse conditions. Moreover, about intermediate soil collected at the site, the suggested formula of consistency revision was applied to calculate the compression index, and the compression index based on the experiment and the compression index based on the suggested formula were analyzed comparatively to evaluate the applicability of the suggested formula.
We constructed a model test apparatus to evaluate the dependence of the saturation velocity (Vs) in soils on rainfall intensity (IR). The apparatus comprises a soil box, a rainfall simulator, and measuring sensors. The model grounds (60 cm × 50 cm × 15 cm) were formed by Joomunjin standard sand with a relative density of 75%. The rainfall simulator can control the rainfall intensity to reenact the actual rainfall in a soil box. Time Domain Reflectometer (TDR) sensors and tensiometers were installed in the soils to measure changes in the volumetric water content and matric suction due to rainfall infiltration. During the tests, the soil saturation was determined by raising the groundwater table, which was formed at the bottom of the soil box. [Please check that the correct meaning has been maintained.] The wetting front did not form at the ground surface during rainfall because the soil particles were uniform and the coefficient of permeability was relatively high. Our results show that the suction stress of the soils decreased with increasing volumetric water content, and this effect was most pronounced for volumetric water contents of 20%-30%. Based on a regression analysis of the relationship between rainfall intensity and the average saturation velocity, we suggest the following equation for estimating the saturation velocity in soils: Vsavg (cm/sec) = 0.068IR (mm/hr).
