The purpose of this study is to explore the effects of fire officers' experience of traumatic events and subsequent forest healing on their occupational burnout. The results are as follows: First, the experience of traumatic events, social and psychological healing, and relieving stress by strolling had a significant effect on burnout. The more fire officers are exposed to traumatic events, the more they lose self-control in social and psychological aspects, and the lower the level of stress relieved through strolling, the higher the level of burnout. Thi sresult suggests that the more fire office rsare called out for fire fighting, the more they see their colleagues with severein juries, and the higher the level of mental and physical an xiety, the more they areex hausted. Moreover, for es thealing help store duce the irmental and physi calfatig uecaused by traumatic events, thu spreven ting them from suffering from burn out. Second, the experience of traumatic events, social and psychological healing, and relieving stress by strolling had a significant impact on occupational stress. The more fire officers are exposed to traumatic events, the more they lose self-control in social and psychological aspects, and the lower the level of stress relieved through strolling, the higher the level of occupational stress. This result indicates that to relieve job stress caused by fire fighting, increased forest healing activities, including various programs such as psychotherapy, developing interpersonal relationships and self-control, and creating a positive mind-set, can reducejobstress and help fire officers recover from it. Lastly, job stress had a mediation effect on the effects of the experience of traumatic events and forest healing on burnout. This implies that burnout can be prevented when fire officers gain high emotional stability through social and psychological healing and stress-relief strolling over a traumatic experience, and stronger support from the organization and family can keep them from being emotionally drained, thus contributing to the prevention of burnout.
Significant costs to the public and private sectors due to recent extreme wind events have motivated the need for systematic post-hurricane damage data collection and analysis. Current post disaster data are collected by many different interested groups such as government agencies, voluntary disaster relief agencies, representatives of media companies, academicians and companies in the private sector. Each group has an interest in a particular type of data. However, members of each group collect data using different techniques. This disparity in data is not conducive to quantifying damage data and, therefore, inhibits the statistical and spatial description of damage and comparisons of damage among different extreme wind events. The data collection does not allow comparisons of data or results of analyses within a group and also prohibits comparison of damage data and information among different groups. Typically, analyses of data from a given event lead to different conclusion depending upon the definition of damage used by individual investigators and the type of data collected making it difficult for members of groups to compare the results of their analyses with a common language and basis. A formal method of data collection and analysis-within any single group-would allow comparisons to be made among different individuals, hazardous events and eventually among different groups, thus facilitating the management and reduction of damage due to future disaster. This research introduces a definition of damage to single family dwellings, and a common method of data collection and analysis suited for groups interested in regional characterization of damage. The current state-of-data is presented and a method for data collection is recommended based on these existing data collection methods. A fixed-scale damage index is proposed to consider the damage to a dwelling's feature. Finally, the damage index is applied to three dwellings damaged by Hurricane Iniki (1992). The damage index reflects the reduced functionality of a structure as a single family detached dwelling and provides a means to evaluate regional damage due to a single event or to compare damage due to events of different severity. Evaluation of the damage index and the data available support recommendation for future data collection efforts.
The burden of addressing the damage and financial losses caused by disaster events falls primarily on local governments. Given this reality, preparing for disasters and assessing the effects of disaster management would be more effective if both were carried out at the local level. However, disaster management in South Korea is realized at the national level, revolving around the central government. The Ministry of Public Safety and Security, which was newly established after the sinking of MV Sewol, was criticized for failing to carrying out its role as a "disaster control tower" in dealing with the earthquakes near the city of Gyeongju in 2016. The criticism, as well as deep anxiety concerning the ministry's ability to effectively respond to disasters, means that there is a need for a practical alternative plan to the current method of dealing with disasters. As such, there is an increasing call to re-examine the role of the police force, which played an integral part in past disaster response efforts, in future disaster events. Among the various activities the police force performs, this study focused on one particular role and function of the police, namely community policing. Specifically, this study examined community policing within the context of local governments. The primary purpose of community policing is crime prevention. But the police must respond to citizens' expectations and desires that the police expand the scope of its role. Thus, to maximize public safety and order, the police must be actively engaged in conducting disaster response activities. Hence, this study concentrated on the measures, including community policing, that need to be taken to enable the police to respond rapidly and effectively to disaster events, thereby minimizing losses, and to contribute meaningfully to disaster recovery efforts. Because community policing requires public cooperation, community-oriented disaster response and disaster management are closely examined. This study basically seeks to expand the scope of community policing to strengthen disaster safety. Furthermore, this study aims to assert that disaster safety can be promoted by establishing a cooperation system between the police and private security; changing how the role of community policing in disaster response activities is perceived; increasing professional manpower and establishing a comprehensive and independent department dedicated to disaster-related matters; and merging consultative organizations into one organization. Additionally, this study states that an integrated CCTV platform and police cars on disaster prevention patrol duties would enhance the capability of the police to respond to disasters and perform their community policing activities.

Purpose: As the intensity and frequency of natural hazards are increasing due to climate change, external events that affecting nuclear power plants(NPPs) may increase. NPPs must be protected from external events such as natural hazards and human-induced hazards. External events that may occur in NPPs should be identified, and external events that may affect NPPs should be identified. This study introduces the methodology of identification and screening methods for external events by literature review. Method: The literature survey was conducted on the identification and screening methods of external events for probabilistic safety assessment of NPPs. In addition, the regulations on the identification and screening of external events were investigated. Result: In order to minimize the cost of external event impact analysis of nuclear power plants, research on identifying and screening external events is being conducted. In general, in the identification process, all events that can occur at the NPPs are identified. In the screening process, external events are selected based on qualitative and quantitative criteria in most studies. Conclusions: The process of identifying and screening external events affecting NPPs is becoming important. This paper, summarize on how to identify and screen external events for a probabilistic safety assessment of NPPs. It is judged that research on bounding analysis and conservative analysis methods performed in the quantitative screening process of external events is necessary.

With the use of Supercomputer and engineering workstations, high quality computer graphic representation of the modeling of marine process is feasible. In this wort major tsunami events occurred during recent years were simulated by numerical models and the computed water levels were viewed as three-dimensional surfaces in an animated sequence. Photorealistic images are constructed by advanced rendering technique with light reflection and shadows. It has demonstrated that video animation of numerical results reproduced the behaviour of propagation of real tsunami events remarkably well.
Uniaxial compression tests were conducted on sandstone-CGFB composite samples with different interface angles, and their strength, acoustic emission (AE), and failure characteristics were investigated. Three macro-failure patterns were identified: the splitting failure accompanied by local spalling failure in CGFB (Type-I), the mixed failure with small sliding failure along with the interface and Type-I failure (Type-II), and the sliding failure along with the interface (Type-III). With an increase of interface angle β measured horizontally, the macro-failure pattern changed from Type-I to Type-II, and then to Type-III, and the uniaxial compressive strength and elastic modulus generally decreased. Due to the small sliding failure along with the interface in the composite sample with β of 45°, AE events underwent fluctuations in peak values at the later post-peak failure stage. The composite samples with β of 60° occurred Type-III failure before the completion of initial compaction stage, and the post-peak stress-time curve initially exhibited a slow decrease, followed by a steep linear drop with peaks in AE events.
Due to recent heavy rain events, there are increasing demands for adapting infrastructure design, including drainage facilities in urban basins. Therefore, a clear definition of urban rainfall must be provided; however, currently, such a definition is unavailable. In this study, urban rainfall is defined as a rainfall event that has the potential to cause water-related disasters such as floods and landslides in urban areas. Moreover, based on design rainfall, these disasters are defined as those that causes excess design flooding due to certain rainfall events. These heavy rain scenarios require that the design of various urban rainfall facilities consider design rainfall in the target years of their life cycle, for disaster prevention. The average frequency of heavy rain in each region, inland and coastal areas, was analyzed through a frequency analysis of the highest annual rainfall in the past year. The potential change in future rainfall intensity changes the service level of the infrastructure related to hand-to-hand construction; therefore, the target year and design rainfall considering the climate change premium were presented. Finally, the change in dimensional safety according to the RCP8.5 climate change scenario was predicted.
The climate of the $21^{st}$ century is likely to be significantly different from that of the 20th century because of human-induced climate change. An extreme weather event is defined as a climate phenomenon that has not been observed for the past 30 years and that may have occurred by climate change and climate variability. The abnormal climate change can induce natural disasters such as floods, droughts, typhoons, heavy snow, etc. How will the frequency and intensity of extreme weather events be affected by the global warming change in the $21^{st}$ century? This could be a quite interesting matter of concern to the hydrologists who will forecast the extreme weather events for preventing future natural disasters. In this study, we establish the extreme indices and analyze the trend of extreme weather events using extreme indices estimated from the observed data of 66 stations controlled by the Korea Meteorological Administration (KMA) in Korea. These analyses showed that spatially coherent and statistically significant changes in the extreme events of temperature and rainfall have occurred. Under the global climate change, Korea, unlike in the past, is now being affected by extreme weather events such as heavy rain and abnormal temperatures in addition to changes in climate phenomena.
Purpose - This paper aims to explore the distribution and application of community-based disaster risk information and employ a case study as a qualitative research method to make some implications and suggestions for disaster management in the future. Research design, data, and methodology - This research has basically adopted an idiographic approaches to examine the basic policy of integrated flood risk management of Shiga prefecture in Japan. The methodology is based on a retrospective analysis, which starts from critical events and traces backwards processes to find out what goes well or wrong. Results - The results of this paper support that the multiple stakeholders in a community have to share and distribute disaster risk information in the proper time. The distribution and application of community-based disaster risk information cannot be overemphasized in that the local communities are culturally rich in traditional flood management knowledge, have voluntary organizations and have enjoyed mutual support and human network to cope with floods. Conclusions - The study results also imply that local residents of the community will be abe to have an important role in coping with natural disasters, which involves more proactive actions than passive actions for the enhancement of disaster management.
