An Advanced Model for Week Point Analysis and Evaluation on Important Information Communication Infrastructures (주요 정보통신 기반시설 취약점 분석 및 평가절차 모델 개선 연구)

  • As the major information communication infrastructure had been getting more important, 'Act on the Protection of Information and Communications Infrastructure'(APICI) was legislated in Korea 2001. Consequently, the major information system, nationwide monitering service systems and government administration operation & management systems have been registered and managed under the APICI. The authorized organizations related to above service and system, perform vulnerability analysis and evaluation for chief communication infrastructures by themselves or registered agencies. In this research, we propose an advanced model for vulnerability analysis and evaluation and apply it to the main information and communication infrastructures through the case study. We hope each related organization could apply this model for analysis and evaluation of vulnerability in these infrastructures.

  • Tropical Atmosphere Ocean/Triangle Trans-Ocean Buoy Network (TAO/TRITON) Array is the series of buoys for the international ocean research project, which is mostly supported by National Ocean and Atmosphere Administration (NOAA) and Japan Agency for Marine-Earth Science and Technology (JAMSTEC). We can determine the effect of the equatorial and Pacific Ocean conditions on global climate change from buoy array measurement data. The TAO/TRITON array comprises around 70 measurement buoys from $10^{\circ}$ north to $10^{\circ}$ south in the tropics and between Galpagos and New Guinea. NOAA maintains ATLAS buoys in the central and eastern Pacific between $165^{\circ}E$ and $95^{\circ}W$, and JAMSTEC maintains the 12 buoys in the western Pacific along $137^{\circ}E$, $147^{\circ}E$, and $156^{\circ}E$. The KA-10-03 cruise excursion provided us with a good opportunity to obtain knowledge on oceanic buoy operation and maintenance. Further, we learned advanced techniques and know-how on buoy operation and maintenance. Once we are confident with our buoy management and maintenance techniques, both KORDI and NOAA technicians may be able to help each other when needed and share available resources.

Study of a Improvement Plans about Efficient Operation of Korean Volunteer Fire Departments (우리나라 의용소방대의 효율적인 운영에 관한 개선방안 연구)

  • This study sought for an improvement plan of overall fire-fighting activities and all kinds of support activities of service for public welfare of Korean Volunteer Fire Departments by utilizing the internal fire administration data and statistical yearbooks of the (Old)Ministry of Public Safety and Security (MPSS), the statistics of the (Old) National Emergency Management(NEMA), and the data of the National Statistical Office (NSO) of 5 years from 2012 to 2016 and drawing the practical problems through the statistical analysis. The results of the study are as follows: First, the quota management system of Volunteer Fire Departments that considers the characteristics of rural areas should be supplemented. Second, the culture and training system to solve internal conflict factors of Volunteer Fire Departments should be strengthened. Third, management members readership competency of operating organizations including volunteer fire marshals should be strengthened. Fourth, the education and training system of Volunteer Fire Departments to satisfy regional conditions should be established. Fifth, the reward system for Volunteer Fire Departments' activities of large disaster sites should be improved. The result of the study will be expected to be utilized as the basic data to develop Korean Volunteer Fire Departments in the future.

  • Sapporo subway sets up the integrated information system to be aim at the effective and automatic work from the first time. They are expanding integrated system by introducing IT into Serve system positively which developed for recent several years. To keep up with the big size and high speed of information according to integrated system,. the integrated transmission line system which is basic of the integrated system is changed into the system which apply the newest technology. Also, they are aimed at the next generation traffic system through the cooperation of the local administration, for example, test of the multipurpose card using non-contact IC card. This study reviewed the present state of Sapporo subway, the upgrade of information transmission system, and the function of each serve system those are the order of equipment, management of the running, management of the disaster presentation, signal protection, passenger management etc.

  • It is very difficult to forecast accurately a damage from the natural disaster which occurs frequently due to the climate change. When the significant weather event is forecast, it will be able to minimize a damage with the suitable prevention action. But 2000's our country meterological disaster damage is a several trillion won. Therefore, this paper analyzes Korea Meterological Administration, Japan Meterological Agency, television and newspaper have reported, information substance, transmission system, an ex post facto valuation about typhoon Nabi between september $5{\sim}7$ in 2005 and heavy rainfall in 1998 at Japan. Through the investigation, we want to present basic data order to rises the application effect of disaster prevention meterological information. We think KMA must present many information report to promote a people's understanding about the meterological information and the serious disaster situation. Also the disaster damage estimation model development is necessary, which forecasts the accurate damage scale due to the weather event, such as typhoon, heavy rainfall, strong wind. And also we think the KMA, National Emergency Management Agency, related agency, television and newspaper must positive reports the contents which is suitable to disaster response phases and an ex post facto examination. Then it grasps the problem of disaster prevention meterological information and must improve effectively.

  • The basic goal of urban safety is to support citizens' quality of life and city competitiveness, and its importance is increasing. Since the risk of disasters is growing, there is a growing demand from society for minimizing the damage by preventing and responding to them in advance. In case of urban governments, securing safety emerges as one of the most important policy tasks due to natural disasters such as heavy rain and heavy snow and human disasters such as various accidents. Recently, it is emphasized the necessity to increase the prevention effect through disaster analysis using Big Data. This study examined paradigm change of disaster safety management using big data centering on Seoul city. In particular, the study tried case analysis from the viewpoint of maximizing effective government services for disaster safety management, and sought the strategic meaning in connection with the ordinance.

  • The purpose of this paper is to describe the Disaster Management System Development of Enterprise GIS at the Kangwon Province in Korea. This project is included into 'the Kangwon Enterprise GIS 21 plan'. The Division of Disaster Management is in the middle of the 2-year project of the Disaster Management System development, appropriate for business performed at the Departments of Forestry, Culture, Environment, Tourism, etc. At the 1st phase of CIS implementation, for more than half a year we focused on the necessity of management of disasters. In the planning process, we needed long-term information on the whole area of Kangwon. In the assessment and response processes, we needed real-time data from Korean Meteorological Administration and other agencies. All the above information was carefully studied and referred to. ESRI's new GIS technologies solve the natural hazard/disaster problems. For example, hazardous materials routing often needs to be found the least expensive path through a roadway network. In the circumstances given, we can choose the departure point and destination of the vehicle, which carries the materials. It's also possible to minimize overall risk and costs of disaster problems by making a plan of people and possessions evacuation from the disaster area in short time limits. We can meet all the above goals using the latest ESRI's technologies.

The Analysis of Characteristics of Swell in Korea using the Ubiquitous Measurement System (유비쿼터스 관측시스템을 이용한 국내 너울의 특성규명에 관한 연구)

  • The swell is a major cause of interruption for the activity in a port and the ship navigation in coastal waters, coastal geographical changes, and the disaster with a loss of lives. However, many researches about the observation and the prediction of swells have not been conducted actively due to the difficulties to collect and synthesize the massive amount of long term field data for waves and meteorological information. In this study, the internet-based realtime monitoring system(Fieldbox) was developed to collect the wave data. The characteristics and main components of swells occurred in Korea were analyzed using wave data observed through the Fieldbox and the meteorological data collected by the KMA(Korea Meteorological Administration) and NASA(National Aeronautics and Space Administration). The characteristics of the swell generation patterns were analyzed using the monthly data of the Kwangan Tower between 2004 and 2006 to estimate the specific features such as sources and locations of swells generated in Korea.

Occurrence of black shoot blight in apple and pear trees in Korea

  • Erwinia pyrifoliae, which causes black shoot blight in apple and pear trees, was first identified in Korea in 1995. Extensive measures are typically used to control the disease by eradicating trees in diagnosed orchards, owing to the detrimental impact of the disease on apple and pear production. However, despite governmental efforts, the disease has continuously spread. In this study, we analyzed the current status of the black shoot blight occurrence in apple and pear orchards between 1995 to 2022. Our findings reveal that over the past 28 years, black shoot blight has occurred in 26 cities and districts across five Korean provinces. The affected regions are predominantly concentrated in the northern part of Korea, including the Gangwon and Gyeonggi provinces. Furthermore, black shoot blight has gradually expanded to the northern provincial regions of Chungbuk, Chungnam, and Gyeongbuk, which are centrally situated in Korea. Furthermore, the occurrence pattern of black shoot blight differed between apple and pear orchards; in apple orchards, black shoot blight occurred consistently each year, with a sudden increase in cases in 2020; however, in pear orchards, it has considerably decreased since 2007. To the best of our knowledge, this is the first comprehensive report on the occurrence of black shoot blight in apple and pear trees in 28 years, and the results will provide valuable insights for future disease management strategies.

Mitigating Hazards by Better Designing a Recycling Program: Lessons Learned from South Korea

  • As an effort of mitigating hazards, pro-environmental programs have been vigorously activated with regard to solid waste recycling. It is beneficial for both the environment and resource saving, but implementation and enforcement are hard to achieve voluntarily. The South Korean Government first implemented the Deposit Refund System (DRS) and later the Extended Producer Responsibility Program (EPR) to reduce waste and encourage recycling in South Korea. Un-der the DRS, producers would pay for recycling the wastes of the products. The government then repealed the DRS and implemented the EPR program. Under this program, the producers recycle as much as the Ministry of Environment determines or pay a penalty for an excessive amount of the waste. In the broader perspective of disaster management, such policy programs can mitigate environmental hazards. This paper compares those two programs that facilitated the level of recycling, focusing on how such programs regulate producers and how they were operated from the perspective of implementation and enforcement.
