Analysis of Educational Needs for Developing a Consumer-oriented Regular Safety and Health Education Curriculum - Focusing on Management Supervisors (수요자 중심의 산업안전보건교육 과정 개발을 위한 요구분석 -관리감독자 정기안전보건교육을 중심으로-)

  • Objectives: The purpose of this study is to suggest a direction for consumer-oriented curriculum development by analyzing the priorities of subjects and their preference for educational methods. Methods: The participants included 773 management supervisors and education practitioners in the workplace, and a survey was conducted from April 17 to August 30, 2019. Frequency analysis, t-test, Borich's Needs Analysis, and Locus for Focus Model analysis were performed using Microsoft Excel 2019 and IBM SPSS 21.0. Results: The highest perceived priorities for education subjects were as follows: ① 'CPR and First Aid Practice' and 'Occupational Disaster Prevention and First Aid Basics' in the manufacturing industry; and ② 'Emotional Labor and Job Stress Prevention', 'Occupational Disaster Prevention and First Aid basics, and 'Musculoskeletal Disorder Prevention' in the service industry. 'Collective education' was the most preferred method of education. 'School-type' was preferred for the seating arrangement, and the proper number of trainees was considered to be about 30. Respondents said the contents of the education was a top priority when they applied for education, and curriculum and appropriate textbooks should be considered in calculating the cost of education. Conclusions: Practical subjects and subjects related to major hazards by industry were required for management supervisor education. It was proposed in this study that the contents and operating methods of education be changed so that workers can easily comprehend essential subjects such as the Occupational Safety and Health Act. In conclusion, it is necessary to design the curriculum and apply educational methods suitable for each subject's characteristics in consideration of the priorities for subjects reflected in the needs of trainees.

Analysis of Death Accidents of Hazardous and Dangerous Works defined in Regulation for Employment Restriction and Special Education for Safety and Health (유해·위험작업의 취업제한에 관한 규칙 및 특별안전보건교육 대상작업의 사망재해 분석에 관한 연구)

  • With the changes of industrial structure, contents and types in hazardous and dangerous works have been changed considerably. However, the hazardous and dangerous works by defined "Regulation for the hazardous and dangerous work employment restriction" and "Special education for safety and health"have not been amended over twenty years. This study aimed to identify the recent trends of the works by analyzing the death accidents cases from 2004 to 2013 and to present the management methods about future hazardous and dangerous works. The results showed that amount of 1,972 cases among 11,513 death accidents were equivalent to the works presented by "Regulation for the hazardous and dangerous work employment restriction". The amount of death accidents in 'Work of using construction equipment following construction machinery management act' was biggest among the death accidents cases and that of 'Work of handling pressure vessels following high-pressure gas safety control act' didn't show up. For the works in "Special education for safety and health"amount of 1,650 death accidents cases were equivalent. The amount of death accidents in 'Work involving a crane with a capacity of 1 ton or more or work which is carried out with a crane or hoist with a capacity of less than 1 ton in a workplace having at least 5 such machines' presented by "Special education for safety and health"was biggest. Also, death accidents case didn't occurred in three works presented by "Special education for safety and health". It was analyzed that works with low death accidents cases should be needed to study thoroughly the whole disaster research involving nonfatal accidents.   • This study was conducted to extract the student-centered experiential safety education activities in order to establish safety-experience-education-facilities based on "School safety education 7 standards" announced by the Ministry of Education in 2015. For this purpose, we established the concept of safety-experience-education-facilities, and conducted surveys twice targeting experts of each 7 fields based on the learned results of 758 sessions through "School safety education 7 standards". First, through the surveys, it was organized by 150 sessions out of 758 education class that extracted from safety-education-program sessions on experts, conducted a second expert survey for the validation of selected educational programs in Delphi format, the result of 5 sessions of the program is deleted, and 145 sessions was surveyed to be maintained. It was ascertained that 145 sessions of education program, 21 sessions of life safety area, 22 sessions of traffic safety area, 18 sessions of violence and personal safety area, 5 sessions of drugs and cyber addiction area, 36 sessions of disaster safety area, 10 sessions of occupation safety area, 33 sessions of first-aid area, is the experiential safety education activities that have to be applied to the safety-experience-education-facilities.

A Study on the Improvement Measures of Drowning Accident in South Korea (물놀이 안전사고 개선방안에 관한 연구)

  • Purpose: This paper aims to derive improvement measures, in terms of legal and technical aspects, which can reduce effectively the casualties caused by drowing accidents. Method: Firstly, we checked the status of drowing accident management and carried out the interview of field private safety guards. field private safety guards. In addition, surveys were conducted on safety personnel and managers. Based on survey results, we are lastly analyzed the specific problems and reviews the improvement measures from technical and legal aspects. Result: As an analytical result, it was considered that supplementary supporting tools such as CCTV, monitoring devices using IoT and artificial intelligence technologies were necessary to prevent drowning accident, and qualification with limited authority should be added to the private safety guard because of the lack of regulation. Conclusion: In order to manage water safety effectively, a comprehensive water safety management system should be established that integrates people and equipment through systemic education of security personnel, authorization of enforcement, and introduction of surveillance equipment.

  • For last decade, the number of foreign workers in all industries has been increased continuously. In the construction industry, the number of foreign workers has also increased as 80,000 persons in 2010. According to the increase of foreign workers at domestic construction sites, the frequency of construction disasters has increased as well. The safety education can be a effective solution to decrease the construction disaster. So, it is necessary to develop the appropriate education system for foreign workers. Therefore, the objective of this study is to propose a safety education model for foreign workers and to develop the prototype system. In a result of that, a new safety education model and prototype system was constructed based on the method of E-learning. The system can support for foreign workers in domestic construction sites to understand the safety education easily. And, it can also assist the safety manager to educate and manage the foreign workers efficiently.

The Effect of Psychological Characteristics of Adolescents on Life Safety Awareness (청소년의 심리적 특성이 생활안전의식에 미치는 영향)

  • The purpose of this study is to explore how adolescents' psychological characteristics affect their sense of life safety according to gender. To this end, a survey was conducted on male and female high school students in six schools in the C area, and a total of 1,048 data were used for analysis. Differences in major variables according to gender were verified, and the effect of psychological characteristics on living safety awareness was analyzed through hierarchical multiple regression analysis. As a result of the analysis, depression, anxiety, type A characteristics, and the presence or absence of experience in accidents did not significantly affect life safety awareness in the male student group. On the other hand, in the female student group, anxiety and type A characteristics had a significant effect on life safety awareness. Anxiety negatively affects living safety awareness, and type A characteristics have been shown to have a positive effect on living safety awareness. The presence or absence of depression and accident experience did not significantly affect life safety awareness. The results of these studies suggest that gender differences should be considered in education to prevent life safety awareness and that education that reflects the psychological characteristics of adolescents is necessary.

A Study on Improvement of the police disaster crisis management system (경찰의 재난위기관리 개선에 관한 연구)

  • With about 75% of the population of Korea criticizing the government's disaster policy and a failure to respond to large-scale emergency like the Sewol ferry sinking means that there is a deep distrust in the government. In order to prevent dreadful disasters such as the Sewol ferry sinking, it is important to secure a prime time with respect to disaster safety. Improving crisis management skills and managerial role of police officers who are in close proximity to the people is necessary for the success of disaster management. With disaster management as one of the most essential missions of the police, as a part of a national crisis management, a step by step strengthening of the disaster safety management system of the police is necessary, as below. First, at the prevention phase, law enforcement officers were not injected into for profit large-scale assemblies or events, but in the future the involvement, injection should be based on the level of potential risk, rather than profitability. In the past and now, the priortiy was the priority was on traffic flow, traffic communication, however, the paradigm of traffic policy should be changed to a safety-centered policy. To prevent large-scale accidents, police investigators should root out improper routines and illegal construction subcontracting. The police (intelligence) should strengthen efforts to collect intelligence under the subject of "safety". Second, with respect to the preparatory phase, on a survey of police officers, the result showed that 72% of police officers responded that safety management was not related to the job descriptions of the police. This, along with other results, shows that the awareness of disaster safety must be adopted by, or rather changed in the police urgently. The training in disaster safety education should be strengthened. A network of experts (private, administrative, and police) in safety management should be established to take advantage of private resources with regard to crisis situtions. Third, with respect to the response phase, for rapid first responses to occur, a unified communication network should be established, and a real-time video information network should be adopted by the police and installed in the police situation room. Fourth, during the recovery phase, recovery teams should be injected, added and operated to minimize secondary damage.

  • Purpose: Since COVID-19 was first discovered in China in December 2019, it has rapidly spread around the world, causing serious economic and social problems not only in individuals' lives, but also in businesses and countries. Individuals, businesses, and governments have all made various efforts to prevent the spread of COVID-19. Although the roles of individuals, companies, and the government are important to respond to and manage infectious diseases, previous studies have only partially studied the roles. Therefore, in this study, the roles of individuals, companies, and the government to achieve results in responding to infectious diseases disaster management A comprehensive study was conducted on this issue, and it was attempted to understand the impact of workers' perceptions of infectious disease disaster management and government and corporate capabil]ities on disaster response performance. Method: The survey was conducted for workers in the automobile manufacturing industry in Ulsan, Gyeongju, and Yangsan, and frequency analysis, factor analysis, correlation analysis, and regression analysis were performed. Result: It was found that worker perception had a positive effect on both government and corporate capabilities as well as disaster management performance. In addition, government capacity and corporate capacity had a positive effect on disaster management performance. Conclusion: The results of this study are meaningful in that they reveal that not only workers' perceptions but also the capabilities of the government and companies are important to achieve disaster response performance. In addition, workers should make good use of opportunities for education and participation provided by the government and corporations, and make the most social efforts that workers can make.

Factors Affecting Nursing Students' Perception on Pediatric Patient Safety Culture and Nursing Activity (간호대학생의 입원아동 안전간호활동 인식 영향 요인)

  • Purpose: The purpose of this study was to identify the factors that affect nursing students' perception of pediatric safety nursing activities for children during hospitalization. Methods: The study sample included 304 nursing students who had participated in pediatric nursing practice. Data were analyzed using SAS 9.3 program. Results: Regression analysis showed that the model's explanatory power was 37%. Safety policy and procedure, safety priority, disaster experience, and knowing a place of refuge were factors affecting the perception of safety nursing activities for children during hospitalization. Conclusion: Findings show that safety policy and procedures and safety priority are major factors that affect the perception of safety nursing activities and indicate that effective education programs on safety policy and procedure and safety priority are necessary to improve the perception of safety nursing activities.
