  • Fuse is the initial equipment of Protective Relay The installation standard of Fuse has been used for long time in Power Facilities. However according to the innovative development of Electric & Electronic element(=semiconductor) Technology, Protective Relay and other Power Equipments are being changed into Digitalization and Multi-Functional Convergence. In contrast with it, the installation standard of Fuse is just the same. There is a need to give careful consideration to it. This study will bear a Part of producing a safe and efficient Power by examining the current installation of primal 8f secondary 1'use in multi-functional PT of Power plant, giving a problem careful consideration and suggesting suitable countermeasures.

Anomaly Detection System for Solar Power Distribution Panels utilizing Thermal Images

  • This study aimed to develop an advanced anomaly-detection system tailored for solar power distribution panels using thermal imaging cameras to ensure operational stability. It addresses the imperative shift toward digitalized safety management in electrical facilities, transcending the limitations of conventional empirical methodologies. Our proposed system leverages a faster R-CNN-based artificial intelligence model optimized through meticulous hyperparameter tuning to efficiently detect anomalies in distribution panels. Through comprehensive experimentation, we validated the efficacy of the system in accurately identifying anomalies, thereby propelling safety protocols forward during the fourth industrial revolution. This study signifies a significant stride toward fortifying the integrity and resilience of solar power distribution systems, which is pivotal for adapting to emerging technological paradigms and evolving safety standards in the energy sector. These findings offer valuable insights for enhancing the reliability and efficiency of safety management practices and fostering a safer and more sustainable energy landscape.

Thinking multiculturality in the age of hybrid threats: Converging cyber and physical security in Akkuyu nuclear power plant

  • Nuclear Power Plants (NPPs) are the most protected facilities among all critical infrastructures (CIs). In addition to physical security, cyber security becomes a significant concern for NPPs since swift digitalization and overreliance on computer-based systems in the facility operations transformed NPPs into targets for cyber/physical attacks. Despite technical competencies, humans are still the central component of a resilient NPP to develop an effective nuclear security culture. Turkey is one of the newcomers in the nuclear energy industry, and Turkish Akkuyu NPP has a unique model owned by an international consortium. Since Turkey has limited experience in nuclear energy industry, specific multinational and multicultural characteristics of Turkish Akkuyu NPP also requires further research in terms of the Facility's prospective nuclear security. Yet, the link between "national cultures" and "nuclear security" is underestimated in nuclear security studies. By relying on Hofstede's national culture framework, our research aims to address this gap and explore possible implications of cross-national cultural differences on nuclear security. To cope with security challenges in the age of hybrid threats, we propose a security management model which addresses the need for cyber-physical security integration to cultivate a robust nuclear security culture in a multicultural working environment.

  • 최근 정보통신 기술의 비약적인 발전에 힘입어 정보통신 산업이 다른 산업분야에도 영향을 미치고 있다. 전력산업도 이런 환경적 변화에 부응하여 다양한 IT 기술의 융합을 시도함에 따라 전력계통의 전 분야에 걸쳐 디지털화가 확산되고 있는 추세이다. 그러나, 이런 도입의 방식이 개별 업무단위로 적용됨에 따라 다양한 디지털 전력설비들이 계통 전체에 걸쳐 혼재하게 되고, 이에 따라 기기 상호간 연동의 어려움이 야기되고 있다. 그 결과 계통운영에 있어서 신규 투자 및 유지보수비용의 상승과 함께 새로운 미래지향적 전력부가서비스 창출에 걸림돌로 작용하고 있다. 이를 극복하고자 전력기기 및 설비에 대해 전체 정보구조와 ID 구조 및 체계, 인터페이스 표준, 통신접속 표준 등과 같은 특성정보체계의 정립이 필요하며, 이를 통해 전력공급의 신뢰성과 안정성, 전력품질 향상의 기반 확보가 용이할 것으로 기대된다.

  • 원자력발전소는 주요 국가기반시설로 보호되고 있으며, 계측제어계통은 보호, 제어 및 감시등의 기능을 수행하는 원전을 구성하는 핵심 설비로서, 과거의 아날로그 장비에서 컴퓨터와 네트워크에 기반 한 디지털 기술로 진화하고 있다. 또한, 계측제어계통에서는 대부분 원전용 제어기를 사용하지만, 일반적인 IT 자원의 사용도 증가하고 있는 실정이다. 스턱스넷으로 인한 원자력 시설의 제어기 침해 사고 및 여타 원전의 사이버 사고로 인해 원자력발전소에 대한 사이버보안 문제가 대두되고 있다. 본 논문에서는 원전 사이버 보안을 위해 규제지침의 접근제어 요건분석을 통하여 원전 계측제어계통에 적용 가능한 혼합형 접근제어 모델을 제시하였다. 제안하는 혼합형 접근제어 모델은 가동 중인 국내 원전 및 건설 중인 신규 원전에 구현하여, 원전의 안전성을 효율적으로 증대 시킬 수 있을 것으로 판단된다.

에너지 설비의 효율적 관리를 위한 한전 e-IoT 표준형 oneM2M Gateway 개발 (Development of KEPCO e-IoT Standard Type oneM2M Gateway for Efficient Management of Energy Facilities)

  • 본 연구는 2050 탄소중립 정책으로 에너지신산업 분야 혁신기술개발 일환의 ICT기술에 기반한 디지털화 연구로서 각각의 에너지 설비의 외부 인터페이스와 연동하여 통합관리 할 수 있는 oneM2M 기반 IoT 서버 플랫폼 개발이다. 전력 공기업인 한전은 에너지 IoT 'SPIN(Smart Power IoT Network)' 구축을 통한 한전 e-IoT 표준 규격을 분석하고 oneM2M 및 LWM2M Gateway Platform을 개발한다. oneM2M은 기존 Release1 대신 최근에 발표된 Release2에 대한 규격을 확보 및 분석하여 R2를 기준으로 e-IoT 표준 oneM2M 플랫폼을 개발하고, 또한 한전 e-IoT 표준을 충분하게 구현할 수 있는 e-IoT Gateway 장치 규격을 선정하고 향후 확장성까지 고려한 고성능의 Gateway 장치를 개발하고 관련 시스템을 제안하였다.

GIS 스페이서 내장형 저전력 측정용 변압기의 설계 및 제작 (Design and Fabrication of an LPVT Embedded in a GIS Spacer)

  • In electrical power substations, bulky iron-core potential transformers (PTs) are installed in a tank of gas-insulated switchgear (GIS) to measure system voltages. This paper proposed a low-power voltage transformer (LPVT) that can replace the conventional iron-core PTs in response to the demand for the digitalization of substations. The prototype LPVT consists of a capacitive voltage divider (CVD) which is embedded in a spacer and an impedance matching circuit using passive components. The CVD was fabricated with a flexible PCB to acquire enough insulation performance and withstand vibration and shock during operation. The performance of the LPVT was evaluated at 80%, 100%, and 120% of the rated voltage (38.1 kV) according to IEC 61869-11. An accuracy correction algorithm based on LabVIEW was applied to correct the voltage ratio and phase error. The corrected voltage ratio and phase error were +0.134% and +0.079 min., respectively, which satisfies the accuracy CL 0.2. In addition, the voltage ratio of LPVT was analyzed in ranges of -40~+40℃, and a temperature correction coefficient was applied to maintain the accuracy CL 0.2. By applying the LPVT proposed in this paper to the same rating GIS, it can be reduced the length per GIS bay by 11%, and the amount of SF6 by 5~7%.

강대국 간의 경쟁시대와 미 해군의 증강 노력 (USN's Efforts to Rebuild its Combat Power in an Era of Great Power Competition)

  • The purpose of this paper is to look at USN's efforts to rebuild its combat power in the face of a reemergence of great powers competition, and to propose some recommendations for the ROKN. In addition to the plan to augment its fleet towards a 355-ships capacity, the USN is pursuing to improve exponentially combat lethality(quality) of its existing fleet by means of innovative science and technology. In other words, the USN is putting its utmost efforts to improve readiness of current forces, to modernize maintenance facilities such as naval shipyards, and simultaneously to invest in innovative weapons system R&D for the future. After all, the USN seems to pursue innovations in advanced military Science & Technology as the best way to ensure continued supremacy in the coming strategic competition between great powers. However, it is to be seen whether the USN can smoothly continue these efforts to rebuild combat strength vis-a-vis its new competition peers, namely China and Russian navy, due to the stringent fiscal constraints, originating, among others, from the 2011 Budget Control Act effective yet. Then, it seems to be China's unilateral and assertive behaviors to expand its maritime jurisdiction in the South China Sea that drives the USN's rebuild-up efforts of the future. Now, some changes began to be perceived in the basic framework of the hitherto regional maritime security, in the name of declining sea control of the USN as well as withering maritime order based on international law and norms. However, the ROK-US alliance system is the most excellent security mechanism upon which the ROK, as a trading power, depends for its survival and prosperity. In addition, as denuclearization of North Korea seems to take significant time and efforts to accomplish in the years to come, nuclear umbrella and extended deterrence by the US is still noting but indispensible for the security of the ROK. In this connection, the naval cooperation between ROKN and USN should be seen and strengthened as the most important deterrents to North Korean nuclear and missile threats, as well as to potential maritime provocation by neighboring countries. Based on these observations, this paper argues that the ROK Navy should try to expand its own deterrent capability by pursuing selective technological innovation in order to prevent this country's destiny from being dictated by other powers. In doing so, however, it may be too risky for the ROK to pursue the emerging, disruptive innovative technologies such as rail gun, hypersonic weapon... etc., due to enormous budget, time, and very thin chance of success. This paper recommends, therefore, to carefully select and extensively invest on the most cost-effective technological innovations, suitable in the operational environments of the ROK. In particular, this paper stresses the following six areas as most potential naval innovations for the ROK Navy: long range precision strike; air and missile defense at sea; ASW with various unmanned maritime system (UMS) such as USV, UUV based on advanced hydraulic acoustic sensor (Sonar) technology; network; digitalization for the use of AI and big data; and nuclear-powered attack submarines as a strategic deterrent.
