AHP를 활용한 생태문화도시 평가지표 개발 연구 (A Study on the Development of Eco-cultural City Evaluation Indicator Using AHP(Analytic Hierarchy Process))

  • This study was conducted to develop detailed evaluation indicator as a way for evaluating sustainable urban ecosystem health focused on ecological urban elements from an eco-cultural point of view after the appearance of Eco-cultural City to meet various needs. And this study was also conducted to search for ways to utilize the detailed evaluation indicator like institutionalization. Eco-cultural City was defined as a city where ecological environment and cultural environment coexist and was aimed to derive applicable planning indicators in Korea. For this, FGI was executed, planning indicators were derived, and suitability was examined. The weights were calculated based on the selected indicators through AHP expert survey. After getting the result of FGI, experts reviewed the adequacy of definition from Eco-cultural City and its necessity, and the applicability of planning indicators was examined with evaluation of suitability. As a result of evaluating suitability, it was judged that 41 indicators based on an overall average of 4 areas were relatively high on suitability and also important among sectors. As for the analysis result, the priority order in multistage classification was as followed : harmony between human and environment(B) 0.349, environmental resources(A) 0.266, city environment and quality of culture(C) 0.208, and role division and citizen participation(D) 0.177. In the second level of relative importance, environment protection and infra in the role and citizen participation section was the highest, 0.449, harmonization policy and system in calculating weights was the highest.

도서관의 교육적 가치 측정을 위한 평가지표 개발에 관한 연구 (A Study on Development of Evaluation Indicators for Measuring Educational Value of Libraries)

  • 본 연구에서는 도서관의 교육적 가치를 평가할 수 있는 평가지표를 개발하고자 하였으며, 이를 위해 1차적으로 도서관의 가치에 대해 연구한 60여 개의 국내 외 논문들을 총체적으로 분석하여 예비 평가지표를 도출하였다. 도출한 예비 평가지표를 토대로 10명의 전문가를 선정하여 3차에 걸친 델파이조사를 실시하여 최종평가지표를 개발하였다. 도서관의 교육적 가치의 최종평가지표는 크게 리터러시 개선, 학습 및 교육지원, 연구지원 및 정보자원제공, 교육환경 및 교육의 질 개선, 역량강화 등의 5가지 평가영역과, 13개 평가항목, 62개 평가지표로 구성된다. 향후에는 이를 기반으로 실제로 도서관의 교육적 가치를 측정하는 연구가 수행되어야 할 것으로 보인다.

한국의 하천환경 평가를 위한 저서동물 속범주지수(BMGI)의 개발 및 적용 (Development and Application of Benthic Macroinvertebrates Genus Index for Biological Assessment on Korean Stream Environment)

  • The genus-level biotic index of benthic macroinvertebrates (Benthic Macroinvertebrates Genus Index, BMGI) was developed and applicated based on the data collected from 13,347 sampling units of 814 sites from 2010 to 2021 in Korea. Tolerant values of 274 indicator taxa were established by analyzing the relationship between the relative frequency and abundance of indicator taxa and the water quality index considering biochemical oxygen demand (BOD5), total suspended solids (TSS), and total phosphorus (T-P). BMGI showed a slightly higher correlation with water quality than the species-level biotic index (Benthic Macroinvertebrates Index, BMI) that was developed and applied in Korea. Although the BMGI does not contain species-level information, the reason why BMGI shows higher applicability than BMI seems to be due to the increase in the number of indicator taxa and the decrease in the misidentification of immature aquatic insects. The coefficient of determination in multiple regression with BOD5, TSS, and TP for BMGI was 0.62 in the long-term averaged data of 814 sites, and the standardized coefficient of BOD5 was -0.46, TSS was -0.17 and T-P was -0.21, respectively. As a result of the evaluation by BMGI, of the 814 sites, 38% were in good, 25% in fair, and 37% in poor condition.

공공주택 사업지구의 수요평가모델 구축 연구 (Housing Need and Demand Assessment: Focused on Public Housing Development Projects)

  • 본 연구는 최근 임대 및 소규모 위주의 공공주택정책과 개발 패러다임의 변화를 반영하여 소규모 주택사업지구와 행복주택사업지구를 중심으로 하는 새로운 주택수요평가모델을 제시하였다. 공공주택 사업지구의 수요평가모델은 정량적 평가요소인 잠재소요지표, 수요압력지표와 정성적 평가요소인 지역여건지표로 구성된다. 소규모 주택사업지구의 잠재소요지표는 읍 면 동 단위의 해당 지역에서 도출된 잠재소요량에서 기 공급된 건설임대와 매입 임대 재고물량을 차감하여 산출하였다. 이렇게 산출된 실제소요물량과 신규공급계획물량을 비교하여 공급의 미달, 적정, 초과를 판단하였다. 도심 내 젊은 층을 위한 행복주택사업지구의 경우 잠재소요지표는 시 군 구 단위의 해당 지역에서 행복주택공급대상계층인 대학생, 사회초년생, 신혼부부를 대상으로 임차여부, 소득요건 등을 바탕으로 추정하였다. 중소도시 및 농어촌지역 소규모 주택사업지구의 경우 수요압력지표는 해당 지역의 청약저축가입자수, 기초생활보장수급자수, 국가보훈대상자수와 각각의 무주택가구수 대비 비중으로 산출하였다. 다만 지역여건지표와 산업단지 개발 등 향후 인구유발요인 등을 감안하여 후보지 선정여부를 종합적으로 판단하도록 하였다. 행복주택사업지구의 수요압력지표는 해당지역의 소형주택재고비율, 전세가격상승률, 전세가격수준, 월세거주가구비율로 하였고 이를 전국 및 해당 시 도 평균과 비교하여 수요압력 정도를 판단하였다. 또한 행복주택의 사업여건이나 입지경쟁력과 관련된 대중교통이용여건, 주변시설현황, 중심지와의 거리, 지역개발현황 등의 지역여건지표를 바탕으로 최종적인 평가가 이루어지도록 하였다.

초·중학교 SW교육을 위한 프로그래밍 평가지표 개발 (Development of SW Program Assesment Indicator for SW Education in Elementary and Middle School)

  • 본 논문에서는 2016년부터 초 중학교에서 확대 강화되는 SW 교육에서 학생들이 개발한 SW 프로그램을 창의력, 논리력, 문제해결력 등과 같은 교육적 가치 측면과 효율성, 신뢰성, 완전성 등과 같은 SW 품질적 측면이 조화롭게 평가될 수 있는 평가지표를 개발하고자 하였다. 이를 위해서 먼저 SW교육의 단계별로 교육적 가치 측면과 SW 품질적 측면에서의 15개의 SW 프로그램 평가요소를 설정하고 각 평가요소별 총 36개의 평가기준을 개발하였다. 그리고 15개 평가요소와 36개의 평가기준에 대하여 SW교육 및 프로그래밍 전문가 39명에게 평가요소와 평가기준의 타당성을 검토 받았으며, 그 결과, 15개 평가요소와 36개 평가기준 모두 타당성이 양호한 것으로 나타났다. 본 논문에서 개발된 SW 프로그램 평가지표는 SW교육의 신뢰성을 높여주고 학생들에게 자신의 학습에 대한 자아성찰의 기회를 제공해 주며, 정보영재교육과 SW 프로그램 공모전 및 경시대회, SW 능력 인증 및 자격제도 등의 다양한 교육활동 활성화에 기여할 것으로 기대된다.

PDM 데이터베이스로부터 핵심성과지표를 추출하기 위한 정보 시스템 아키텍쳐 (An Information System Architecture for Extracting Key Performance Indicators from PDM Databases)

  • The current manufacturers have generated tremendous amount of digitized product data to efficiently share and exchange it with other stakeholders or various software systems for product development. The digitized product data is a valuable asset for manufacturers, and has a potential to support high level strategic decision makings needed at many stages in product development. However, the lack of studies on extraction of key performance indicators(KPIs) from product data management(PDM) databases has prohibited manufacturers to use the product data to support the decision makings. Therefore this paper examines a possibility of an architecture that supports KPIs for evaluation of product development performances, by applying multidimensional product data model and on-line analytic processing(OLAP) to operational databases of product data management. To validate the architecture, the paper provides a prototype product data management system and OLAP applications that implement the multidimensional product data model and analytic processing.

SMR/AHP 기법을 활용한 국방핵심기술 연구개발사업 성과평가지표 개발 (The Development of Evaluation Indicators for the Performance of Defense Core-Technology R&D Projects Using SMR/AHP)

  • Currently, the investment on Research and Development(R&D) for defense core technology is continuously increasing to maintain advanced country's R&D level. In accordance with this trend, the national defense R&D investment management system is being more strengthening, and importance of performance evaluation is being emphasized more and more. However, the existing indicators of performance evaluation for defense core technology R&D is limited in efficient management because of the qualitative evaluation items and subjective allocation of points. In this paper, we developed a novel indicator for defense core technology R&D performance evaluation through domestic and foreign related literature and inquiry, brainstorming, and analysis techniques by Stepwise Multiple linear Regression(SMR) and Analytic Hierarchy Process(AHP). And we verified effectiveness of proposed indicators of performance evaluation by comparing with the existing evaluation indicators. Our proposed indicators for performance evaluation will create superiority performance on defense R&D fields.

지방정부의 소통성과지표 개발 및 관리방안에 관한 연구 (Development and Management of Performance Indicators of Local Government for Citizen's Communication)

  • Local governments in South Korea are making efforts to promote highly effective policies through activating communication with citizens as a major innovation strategy. The performance evaluation system includes new performance indicators related to communication with citizens. This is a change to build a consumer-centered performance management system. The purpose of this study is to present guidelines when developing and applying the communication indicators promoted by local governments with interest. For this purpose, the development scope and management methods of the communication performance indicators are presented. For communication performance management, this study emphasized building a strategy planning based performance management system, presenting information that can be understood by citizens, complying with the development procedures of performance indicators, and improving qualitative indicators. In addition, for effective performance management, this study presented the decision-makers' strong willingness, gradual expansion of communication evaluation, establishment in organizational performance culture, and so on.

교통정온화사업 평가체계 개발에 관한 연구 (A Development of an Evaluation System for Traffic Calming Schemes)

  • 본 연구는 교통정온화(Traffic Calming)기법 적용시 고려되어야 할 평가지표들을 개발하고 이를 토대로 교통정온화 기법 평가시 주요하게 고려되어야 할 지표들을 AHP분석을 통하여 그 중요도를 분석하였다. 본 연구에 대한 결과를 요약해보면 다음과 같다. 주거지역과 상업지역 모두 교통정온화의 대분류의 가중치는 주거지역, 상업지역 모두 안전측면을 가장 중시하고 있음을 알 수 있었고, 주거지역과 상업지역 모두 공통으로 자동차 평균주행속도, 보차분리정도, 교통사고 심각도 순으로 도출되었다. 주거지역에서는 제한속도 보다 낮은 속도라 해도 주택가에서는 전반적인 평균속도가 보행약자의 안전을 지킬 수 있을 것이라 사료되기 때문에 '자동차 평균 주행속도'가 주요한 지표로 도출되었으며, 상업지역에서는 특성상 많은 보행량 때문에 '보차분리정도'의 중요도가 높은 것으로 나타났다. 평가지표를 사례지에 적용해본 결과 교통정온화는 주거지역에 적용하였을 경우, 그 효과는 상업지역에 적용하였을 때 보다 상대적으로 큰 것으로 나타났다. 본 연구의 결과는 향후 교통정온화 기법을 적용시 또는 정온화기법의 평가 시에 기초적인 자료로 활용 될 수 있을 것으로 판단된다.

Using Analytic Network Process to Establish Performance Evaluation Indicators for the R&D Management Department in Taiwan's High-tech Industry

  • The high-tech industry is the economic lifeline for Taiwan. Its characteristics are short product life cycle, rapid changes in the market, and a high obsolescence rate for new products. Under globalization, the high-tech industry has adopted Information Technology (IT) to shorten the manufacturing process, reduce costs and conduct product research and development (R&D) to increase the core competence of enterprises and achieve the goal of sustainable operations. Enterprises should actively strengthen their integration with internal and external resources and lead in R&D management to increase industrial operating performance. Effectively managing operations and R&D management evaluation in Taiwan's High-tech Industry has become a critical subject. This study adopted 4 major Balanced Scorecard (BSC) perspectives to establish the Total Performance Evaluation Indicators for the R&D management department in Taiwan's High-tech Industry. The Analytic Network Process (ANP) was applied to evaluate the overall performance of the R&D management department. The research framework is divided into 2 phases. The first phase is combined with the 4 major perspectives, Financial, Customer, Internal Business Process and Learning and Growth, as the related indicators for each measurement perspective. The Key Performance Indicators (KPI) were selected using Factor Analysis to identify the key factor from the complicated indicators. The relationship between the characteristics of each BSC's evaluation perspective is dependence and feedback. This study applied ANP to conduct the calculation and adjustment of correlation between each KPI, and determine on their relative weights for the objective KPI. The "Financial Perspective" for R&D management department in Taiwan's High-tech Industry focused on the budget achievement rate of R&D management. The weight indicator value is (0.05863). The "Customer Perspective" focused on problem-solving satisfaction. The weight value of this indicator is (0.17549). The "Internal Business Process Perspective" focused on the quantity and quality of R&D. The weight value of this indicator is (0.13506). The "Learning and Growth Perspective" focused on improving competence in the research personnel's professional techniques. The weight value of this indicator is (0.02789). From the total weighting indicators, the order of the Performance Indicators for the R&D management department in Taiwan's High-tech Industry is: (1) Customer Perspective; (2) Internal Business Process Perspective; (3) Financial Perspective; and (4) Learning and Growth Perspective.
