The International Ice Patrol (IIP) was established after the Titanic collided with an iceberg off the eastern coast of Canada in 1912 and sank, killing more than 1,500 people. Recently, the IIP has analyzed satellite images and provided safe operation information to vessels by tracking the occurrence and movement of icebergs. A large number of recent arctic studies mainly deal with sea ice formed by freezing seawater related to sea routes and resource development. The iceberg that collided with the Titanic was land-based ice that dislodged from a glacier and fell into the sea. The properties of these two types of ice are different. In addition, vessels operating in ice-covered waters such as the Arctic sea have an ice-breaking function or minimum ice-strengthened functions. Ships operating on transatlantic routes including the eastern coast of Canada do not necessarily require ice-strengthened functions. Hundreds to thousands of icebergs are discovered each year near the area where the Titanic sank. In this study, the status of ship-iceberg collision accidents was investigated to provide useful information to researchers, and the physical and mechanical characteristics of icebergs were investigated and summarized.

This paper introduces a new method of ice load generation in the time domain for the station-keeping performance evaluation of Arctic offshore structures. This method is based on the ice load spectrum and mean ice load. Recently, there has been increasing interest in Arctic offshore technology for the exploration and exploitation of the Arctic region because of the better accessibility to the Arctic ocean provided by the global warming effect. It is essential to consider the ice load during the development of an Arctic offshore structure. In particular, when designing a station-keeping system for an Arctic offshore structure, a consideration of the ice load acting on the vessel in the time domain is essential to ensure its safety and security. Several methods have been developed to consider the ice load in the time domain. However, most of the developed methods are computationally heavy because they consider every ice floe in the sea ice field to calculate the ice load acting on the vessel. In this study, a new approach to generate the ice load in the time domain with computational efficiency was suggested, and its feasibility was examined. The ice load spectrum and mean ice load were acquired from a numerical analysis with GPU-event mechanics (GEM) software, and the ice load with the varying heading of a vessel was reconstructed to show the feasibility of the proposed method.
The rapid melting of Arctic sea ice has increased interest in the Northern Sea Route (NSR) as a viable alternative trade route between Europe and Asia. While extensive research has examined its competitiveness in terms of technical feasibility, safety, profitability, and environmental impact, the topic of the NSR ports remains relatively underrepresented in the literature. Hence, this study aims to contribute to the existing research by assessing the efficiency of 17 NSR ports to gain insights into their operations and identify areas for improvement using models of Data Envelopment Analysis(DEA). The obtained results show that efficient ports mainly belong to the western NSR region, with ports like Murmansk and Varandei consistently demonstrating high efficiency and constant returns to scale. Several ports, such as Onega, Arkhangelsk, Naryan-Mar, and Khatanga, showed inefficiencies in the utilization of berths and quay lengths. The findings not only contribute to academic knowledge but also offer practical implications for NSR port authorities, assisting them in making well-informed decisions regarding infrastructure development plans.
The purpose of this study is to Analyze the problems that container shipping companies exist through the commercialization of container shipping for Non-Arctic countries and the opportunity factors for the transport of the Arctic shipping to improve cooperation cross-border relation Arctic policy and the use of transport. In order to design a hierarchy analysis method study model, four high and 17 low factors were extracted by designing a hierarchy analysis method study model based on results by prior study and in-depth interview. The first of the higher factors is the internal strength of assessing the value of the Arctic, the will and capabilities of the shipping companies in creating new markets with the vision and goals of the shipping companies. Second, the internal constraints associated with the shipping companies advance to the NSR mean the negative factors for the entry into the NSR and the internal weaknesses that cause the shipping companies capacity limitations. Third, the economic benefits from the use of NSR are external factor for shipping companies in cooperation with the future economic value of the Arctic and with respect to Arctic sea and Arctic advance and development from Arctic coastal countries. Finally, external pre-emptive tasks means to respond to use NSR by external restrictions on transport to prepare the possibility of severe weather conditions, the customs policy change of coastal countries.
The statistical prediction model for wintertime surface air temperature, that is based on snow cover extent and Arctic sea ice concentration, is updated by considering $El-Ni{\tilde{n}}o$ Southern Oscillation (ENSO) and Quasi-Biennial Oscillation (QBO). These additional factors, representing leading modes of interannual variability in the troposphere and stratosphere, enhance the seasonal prediction over the Northern Hemispheric surface air temperature, even though their impacts are dependent on the predicted month and region. In particular, the prediction of Korean surface air temperature in midwinter is substantially improved. In December, ENSO improved about 10% of prediction skill compared without it. In January, ENSO and QBO jointly helped to enhance prediction skill up to 36%. These results suggest that wintertime surface air temperature in Korea can be better predicted by considering not only high-latitude surface conditions (i.e., Eurasian snow cover extent and Arctic sea ice concentration) but also equatorial sea surface temperature and stratospheric circulation.
In recent several years, East Asia, Europe and North America have suffered successive cold winters and a number of historical records on the extreme weathers are replaced with new record-breaking cold events. As a possible explanation, several studies suggested that cryospheric conditions of Northern Hemisphere (NH), i.e. Arctic sea-ice and snow cover over northern part of major continents, are changing significantly and now play an active role for modulating midlatitude atmospheric circulation patterns that could bring cold winters for some regions in midlatitude. In this study, a dynamical seasonal prediction system for NH winter is newly developed using the snow depth initialization technique and statistically predicted sea-ice boundary condition. Since the snow depth shows largest variability in October, entire period of October has been utilized as a training period for the land surface initialization and model land surface during the period is continuously forced by the observed daily atmospheric conditions and snow depths. A simple persistent anomaly decaying toward an averaged sea-ice condition has been used for the statistical prediction of sea-ice boundary conditions. The constructed dynamical prediction system has been tested for winter 2012/13 starting at November 1 using 16 different initial conditions and the results are discussed. Implications and a future direction for further development are also described.
The potential competitiveness for new routes and resources has been theoretically discussed with regards to the Arctic route but is gradually becoming a reality as global warming increases. In June of 2017, China officially included the Northern Sea Route (NSR) as part of the Belt and Road Initiative (BRI), and major countries' interests in the NSR are greatly expanding. This paper presents the general characteristics of the NSR, NSR development in China, the expected relationship between the NSR and the BRI, and this relationship's implications for Korea. The NSR has poor facilities and information infrastructure and is not economically viable for commercial navigation due to its high-cost conditions compared to competitive routes. In order to explore the Arctic and develop the NSR, large-scale projects must be funded over a long period of time; this has caused major difficulties in development. However, as the NSR is included in the BRI, there could be an opportunity to utilize BRI funds, such as Asian Infrastructure Investment Bank (AIIB). Further, China's NSR development and the NSR development of partner countries, such as Korea, should be further stimulated. As Korea has strengths in terms of its shipbuilding technology and geographical location, which is located at the core of the NSR, Korea would have chances to expand the economic cooperation and business opportunities with China and Russia.
Because of the global warming, the Arctic Ocean is expected to be ice-free by the year 2035. When the Arctic Ocean will be opened, a number of national interests will become more salient as experiencing a shortened sailing distance and decreasing navigation expense, possibility of natural resources transport by sea from Arctic Circle, and indirect-profit making by building a herb port in Asia. To secure the national interests and support the free activities of people in this region, R.O.K government is trying to make advanced policies. In order to carry out the naval tasks in the Arctic Ocean, using the operational characteristics(mobility, flexibility, sustainability, presence of capabilities, projection) is necessary. To this end, ROK Navy should analyze the operational environment (O.E.) by its capability(weakness and strength), opportunity, and threat. R.O.K. Navy should make an effort over the following issues to implement the tasks in the Arctic Ocean: first, Navy needs to map out her own plan (Roadmap) under the direction of government policies and makes crews participate in the education·training programs in home and abroad for future polar experts. Third, to develop the forces and materials for the tasks in cold, far operations area, Navy should use domestic well-experienced shipbuilding skills and techniques of the fourth industrial revolution. Next, improving the combined operations capabilities and military trust with other countries in the Arctic region to cover the large area with lack of forces' number and to resolve the ports of call issues. Lastly, preparation in advance to execute a variety of missions against military and non-traditional threats such as epidemics, HA/DR, SOLAS, in the future operation area is required.
In this study, design parameters of ice-transiting vessels in the world, currently in service or under construction, were collected and a database of principal particulars for each ship was established. To understand the recent design trend, ice-transiting vessels were categorized into four groups, i.e., conventional icebreakers, icebreaking tug/supply/research vessels, ice-strengthened passenger/car ferry and ice-strengthened cargo vessels. Changes in principal particulars for each group were reviewed and summarized. It was found that the most significant change in the design of ice-transiting vessels was the increment of large size commercial cargo vessels. It is believed that the recent hike of oil prices and booming of Russian economy has resulted in the need for year-round operation with bigger ships in the Baltic Sea and in the Sea of Okhotsk and also along the Northern Sea Route in Russian Arctic Sea.
다산기지 주변 해역인 스발바드섬은 북반구 해빙 분포지역의 가장자리에 위치해 있으며 해빙의 이동이 비교적 빠른 지역이다. 지구 온난화의 영향을 받는 대표적인 지역으로 이 지역의 해빙변화에 대한 연구는 지구온난화의 지표로서 중요성을 가진다. 스발바드섬 주변의 해빙에서 얻어진 다편파 SAR 데이터를 분석하여 해빙에 대한 후방산란계수의 특성을 분석하고자 한다. 데이터 획득에는 ENVISAT/ASAR (2002 년 발사 C-밴드, 다편파 사용)과 PALSAR (2006 년 발사, L-밴드, 다편파 사용)의 두 가지 SAR 가 이용되었으며 데이터 획득 시기는 해빙의 변화가 활발한 4 월경이다. 기본적으로 L-밴드와 C-밴드의 두 가지 밴드별 차이에 관한 특성을 알아보고 기타 후방산란계수에 영향을 주는 요소들에 대하여 알아보고자 한다.
