개발부담금 개편을 위한 표준개발비용 적용방안 연구 (A Study on the Measures for Applying Standard Development Cost for the Revision of Development Charge System)

  • 개발부담금 제도는 1989년 개발이익을 환수하기 위해 도입되었으나 현재까지 20여차례 개정되는 등 많은 변화를 겪었다. 이처럼 빈번한 개정이 이루어진 주요한 이유는 개발부담금 부과를 위한 개발비용에 대한 정의 및 산정이 복잡하고 불분명하여 관련 주체 간 갈등이 발생하였기 때문으로 이를 최소화할 수 있는 개발비용 산정방식의 간소화가 시급히 필요하다. 본 연구는 최근 "개발이익환수에 관한 법률" 개정에 따라 일정면적 이하 사업에 대해 단위면적당 표준비용을 적용함에 있어 합리적이고 객관적인 적용방안 도출을 위해 다양한 지역별 사업유형별 적용방안의 차이를 통계적으로 검증하고 정책적 시사점을 제시하였다. 분석자료로는 최근 3개년간 전국 시군구에서 부과한 개발부담금 및 개발비용 관련 전수조사 자료 9,362건을 활용하였다. 분석결과 수도권/비수도권별로 구분하는 방식이 유의미한 차이를 발생하였고 집단 간 구분도 명확하게 나타났다. 본 연구결과는 개발부담금 제도를 합리적으로 개편하여 사회갈등을 최소화시키면서도 토지공개념 실현에 기여할 것으로 예상된다.

Low-Voltage-Stress AC-Linked Charge Equalizing System for Series-Connected VRLA Battery Strings

  • This paper presents a low voltage-stress AC-linked charge equalizing system for balancing the energy in a serially connected, valve-regulated lead acid battery string using a modular converter that consists of multiple transformers coupled together. Each converter was coupled through an AC-linked bus to increase the overall energy transfer efficiency of the system and to eliminate the problem of the unbalanced charging of batteries. Previous solutions are based on centralized and modularized topologies. A centralized topology requires a redesign of the hardware and related components. It also faces a high voltage stress when the number of batteries is expanded. Modularized solutions use low-voltage-stress, double-stage, DC-linked topologies which leads to poor energy transfer efficiency. The proposed solution uses a low-voltage stress, AC-linked, modularized topology that makes adding more batteries easier. It also has a better energy transfer efficiency. To ensure that the charge equalization system operates smoothly and safely charges batteries, a small intelligent microcontroller was used in the control section. The efficiency of this charge equalization system is 85%, which is 21% better than other low-voltage-stress DC-linked charging techniques. The validity of this approach was confirmed by experimental results.

정밀선상성형장약의 침투·관통 성능에 관한 연구 (Study on Penetration Performance of Precision Linear Shaped Charge)

  • 항공우주시스템에서 절단/분리 시스템에 널리 사용되는 선상성형장약은 복합화약 충전량의 불균일로 인해 과량의 복합화약을 충전해야 하며 제작 공정의 특성상 라이너 및 복합화약 형상을 자유자재로 조절하기 어렵다는 단점을 가지고 있다. 이를 개선하기 위하여 라이너를 단독으로 제작하여 균일한 복합화약량을 충전할 수 있는 정밀선상성형장약에 대한 연구 개발이 진행되고 있다. 본 연구에서는 정밀선상성형장약이 적정 복합화약량을 갖도록 설계하고 설계된 정밀선상성형장약의 최적 침투 관통 성능을 확인하기 위하여 라이너로부터 표적까지의 거리에 단차를 두어 이격거리에 따른 침투 관통 성능시험을 수행하였다. 정밀선상성형장약의 침투 관통 성능시험 결과를 바탕으로 AUTODYN 기반의 수치 해석 환경을 구축하였다. 수치해석 및 시험 결과의 비교 분석을 통해 정밀선상성형장약의 침투 관통 메커니즘과 특성을 분석하였다.

  • As environmental pollution and fossil fuel energy problems from fuel vehicle have occurred, the interest of electric vehicle(EV) has increased. EV industry and energy industry have grown dynamically in these days. It is expected that the next generation of primary transportation will be EV, and it is necessary to prepare EV infra and efficient energy management such as EV communication protocol, EV charge station, and smart grid. Those EV and energy industry fields are now on growth. Also, the study and development of them are now in progress. In this paper, distributed charge signal processing software for smart slow and quick EV charge is proposed and designed for dealing with EV charge demand. The software consists of smart slow and quick EV charge schedule engine and EV charge power distribution core. The software is designed to support two charge station types. One is normal EV charge station and the other is bus garage EV charge station. Both two types collect the data from EV charge stations, and then analyze the collected data. The software suggests optimized EV charge schedule and deliveries EV charge power distribution information to power switchboard system, and the designed software is implemented on embedded system. It is expected that the software provides efficient EV charge schedule.

Improved Slow Charge Scheme for non-communication Electric Vehiclesby Predicting Charge Demand

  • Recently, the study and development of environment-friendly energy technique have increased in worldwide due to environmental pollution and energy resources problems. In vehicle industry, the development of electric vehicle(EV) is now on progress, and also, many other governments support the study and development and make an effort for EV to become widely available. In addition, though they strive to construct the EV infra such as a charge station for EV, the techniques related to managing charge demand and peak power are not enough. The standard of EV communication has been already established as ISO/IEC 15118, however, most of implemented EVs and EV charge stations do not support any communication between each of them. In this paper, an improved slow charge scheme for non-communication EVs is proposed and designed by using predicting charge demand. The proposed scheme consists of distributed charge model and charge demand prediction. The distributed charge model is designed to manage to distribute charge power depending on available charge power and charge demand. The charge demand prediction is designed to be used in the distributed charge model. The proposed scheme is based on the collected data which were from EV slow charge station in business building during the past 1 year. The system-level simulation results show that the waiting time of EV and the charge fee of the proposed scheme are better than those of the conventional scheme.

EDLC를 위한 성능시험용 충방전기 개발 (Development of Charger/Discharger to Test Performance for EDLC)

  • With the increase of consumption of new renewable energy, the use of Electric Double Layer Capacitor(EDLC) is being gradually widened as the next generation energy storage device. In order to expand the market of EDLC which is recently receiving a lot of attraction as a new promising area, development of a charge/discharge cycle tester to measure and test performance, is essential. Therefore, this research designed a circuit to measure capacity and internal resistance and a circuit to measure voltage maintenance properties, based on EDLC's basic charging/discharging properties so it is able to measure the state of charge and discharge at high speed. When evaluating performance characteristics, the 5[V]/100[A] prototype-EDLC charge/discharge testing system developed for this research showed ${\pm}0.1$[%] of accuracy of voltage and current measurement. It was also proved that the developed charge/discharge testing system for EDLC can be applied to the actual industry, when testing the entire system using a program produced for data monitoring and acquisition.

  • Linear Shaped Charge(LSC) is widely used as a separation system in the field of weapon system. However, there are some disadvantages that are charging lots of explosives due to lack of uniformity and having difficulties of the design of liner and explosives because of manufacturing process. In order to solve these problems, Precision Linear Shaped Charge(PLSC) that can design a liner independently and charge explosives uniformly has been developed. In this study, PLSC was designed to have a proper liner shape and amount of explosives, and the penetration test of PLSC with different stand-off distance from liner to target was conducted. On the basis of the penetration test results of PLSC, the numerical analysis method using AUTODYN was established and verified. The penetrative mechanism and characteristics of PLSC with targets of different materials was analyzed from experimental and numerical results.

PHEV용 Charge Indicator 시험기 개발 (Development of Charge Indicator Inspection System for Plug-in Hybrid Electric Vehicle)

  • In this work, we have developed a test system to examine whether the charge indicator of the plug-in hybrid electric vehicle (PHEV) works properly or not. In PHEV, the driver should charge the necessary electricity by plugging in manually and be able to know the charging status through the charge indicator conveniently located for the charging individual. Our system used the CAN bus to transmit the same commands from ECU to the indicator to test the proper operation of the indicator lights. It measured the electric current values during operation and analyzed to determine the quality of the indicators. The inspection items included the proper packaging, the electrical shorts, the LED lighting during charging, the LED lighting for charging failure, and the LED lighting when errors occur. We developed the system for the operators in the factory allowing them to approve the test results at the site. We developed the hardware, the control software, and the software to store the test results and the history of the products in the database. Serial numbers were given to the good quality products and the bar code labels were printed to trace the products afterwards. Through this work, we developed a system to inspect the electric parts in real time upon fabrication. We are planning to further improve our system to inspect the brightness of the indicator by adding the vision inspection in future.

  • Electric vehicles have reached a new level of development with introductions by Chrysler, Ford, Honda and Toyota. Today's charging technology includes conductive and inductive charging systems. There are three standardized charging levels: Level 1: charging can be done from a standard, grounded AC 120V, 3-prong outlet available in all homes; Level 2: charging is at AC 240V, 40 amp charging station with special consumer features to make it easy and convenient to plug in and charge EVs at home or at an EV charging station; Level 3: a high-powered charging "fast charge" technology currently under development that will provide a charge in less than 15 minutes. The incoming AC power is converted to DC and stored in the vehicle's batteries. In this paper, we investigated the application of urban railway DC electric power for electric car charging system.
