화학산업은 한 국가의 근간을 이루는 산업으로, 고기술집약, 고자본 투자의 특징을 지니고 있다. 2018년 정부는 "화학산업 발전전략"을 발표하면서, '첨단화학산업으로 고도화'를 비전으로 내걸었다. 우리나라 화학산업에서 이루어진 기술 및 공정 고도화는 자체기술의 연구개발보다는 기술선진국으로부터 선진기술이전에 의한 것이었고, 기술이전 유형은 주로 선진국 소재 기술공급사와 연계된 국제합작투자였다. 이러한 국제합작투자를 통한 기술이전을 촉진하기 위하여 기술이전결정요인 및 각 결정요인별 상대적 중요도에 대한 연구가 필요하므로, 본 연구는 국제합작투자를 통한 기술이전 과정에서 기술공급사와 기술도입사가 갖고 있는 기술이전결정요인에 대해 전문가의 견해와 가중치를 정량화하는 AHP 분석을 활용하여 상대적 중요도 비교분석 연구를 진행하였다. 분석결과, 계층1(PEST요인)에서는 기술도입사는 '기술의 수익성', '비용효율성'과 같은 경제적요인에 치중하는 반면, 기술공급사는 '기술공정을 계속적으로 개선해 가는 능력'과 같은 기술적요인을 중요시 하는 것으로 나타났다. 또한 계층2(하부결정요인)에서도 모든 영역에서 기술공급사와 기술도입사의 기술이전결정요인 우선순위가 다른 것으로 나타났다. 이는 우리나라 정부나 기업이 국제합작을 통한 선진기술이전을 촉진하기 위한 정책방향이 '기술중심'으로 전환되어야 한다는 시사점을 제공한다.

본 연구는 중소기업의 기술이전에 영향을 미치는 결정인자가 무엇인지를 분석하여 중소기업의 융복합 경영 전략을 수립하기 위한 기초자료를 제공하기 위한 것이 목적이다. 중소기업을 대상으로 한 2008년부터 2012년까지 기술이전 사례를 지식재산거래정보시스템 등에서 기술거래 데이터를 수집하여 중소기업 기술이전의 결정요인을 로지스틱 회귀분석을 통해 분석하였으며 그 연구결과는 다음과 같다. 첫째, 중소기업 기술이전의 경우 해당 기술 발명자의 수가 많을수록 기술이전의 성공에 긍정적인 영향을 미치는 것으로 나타났고 둘째, 해당 기술의 청구항의 수가 많아질수록 기술이전의 성공률이 제고되었고 셋째, 해당 기술에 대한 피인용문헌의 수가 많을수록 중소기업의 기술이전 성과와 정의 관계가 있는 것으로 나타났다.

This study aims to come up with the elements that have influence on the outcomes of technology transfer in a multi-divisional way by making analysis of the interactive relations among technology transfer factor, technology transfer procedure factors, and technology transfer outcome factors through the Structural Equation Model(SEM). And the sample companies are restricted to the ones that have the records of technology transfer to China for the past five years For research model, technology success factor model of Choi and Lee (2000) and technology receptive capability and technology transfer outcome model of Lin, Tan and Chang(2002) were adopted. The research model was divided into an external variable, technology transfer factors and an internal variables, technology transfer procedure factors and technology transfer outcome factors. Research hypothesis was divided into technology transfer factors and technology transfer procedure factors; and technology transfer outcomes. As a result of analysis, cultural difference associated with technology transfer, technological type, corporate capability, and mutual trust have an effect on the outcomes of technology transfer.

본 연구의 목적은 국책 연구 성과의 기술거래에서 기술공급 기관과 기술도입 기업 간에 작용하는 기술료 결정요인을 비교 분석하여 기술이전 관련 기관, 기술공급 및 도입 기업 등 이해 관계자에게 유의한 정보와 정책적 시사점을 제공하기 위함이다. 이를 위하여 본 연구에서는 2011년부터 2015년까지 농촌진흥청 차세대바이오그린21 국책 연구 사업을 추진한 N사업단의 대학과 중소기업간 기술이전 사례를 중심으로 96개 기술공급 기관과 85개의 기술도입 기업에게 2016년 9월 1일부터 10월 31일 2개월 동안 AHP 설문 조사를 실시하고 각 기술거래 당사자 간 기술료 결정요인의 중요도를 비교 분석하였다. 분석 결과 기술거래 양 당사자는 '기술 활용의 수익성'과 '경영진의 기술도입 의지'를 중요한 기술료 결정요인으로 인식하고 있는 공통점이 있는 반면, 기술공급 기관은 기술이 적용된 제품의 '시장 경쟁력' 요인을, 기술도입 기업은 '기업의 가용 예산범위'를 더 높은 상대적 중요성으로 인식하는 차이가 있었다. 본 연구를 통하여 산업 현장의 구체적 니즈를 반영한 기술수요 조사, 기술료 지불 방법의 다양화, 기술이전을 목적으로 한 연구 평가 지표의 차별화, 기술개발 시급성을 반영한 연구 과제 추진이 필요하다는 정책적 시사점이 도출되었다.

본 연구는 전문가 설문기법으로 한국 군사기술의 상용이전에 영향을 미치는 주요한 요인들을 조사 분석하였다. 국방연구개발 투자의 효과로서 필요한 군사과학기술 개발과 더불어 군에서 민간부문으로의 기술이전을 통한 상용기술개발을 촉진하는 역할도 중요하게 여겨지고 있다. 군사선진국들은 국방기술개발에 대한 효과적이고 효율적인 투자의 중요성을 인식하고 자국의 특성을 고려하여 국가수준에서 연구개발투자의 효과를 극대화할 수 있는 최적의 기술이전 메커니즘을 적용하기 위해 노력하고 있다. 기술이전 메커니즘은 국가마다 다양하며 한국에서 효과적이고 효율적인 기술이전을 위한 영향요인은 무엇인지를 알아보는 것이 필요하다. 본 논문은 전문가 면담과 문헌연구를 통하여 고려대상 영향요인 19개를 식별하였으며 이중 11개가 기술이전활동에 유의한 영향을 미치는 것으로 나타났다. 정책적 함의로서 목표 지향적 투자, 기술이전 관련 규정의 검토, 그리고 기술이전 전문가 양성에 대한 필요성을 제기하고 있다.

This study aims to understand the importance of commercialization of research and development projects and examines key factors that allow successful technology transfer and commercialization. Given the characteristics of the railway research project, and assuming that R&D input factors would vary depending on the technology readiness level and the degree of research convergence, this study analyzes the moderating effect of each R&D input factor on technology transfer and commercialization to determine their eventual impact. Through this study, it was found that it was necessary to proceed to technology transfer and commercialization of the national research and development projects via strategic workforce composition and allocation of research funding given the subjects and development goals of R&D projects.

공공연구기관들 중 과학기술개발에 핵심적 역할을 담당하고 있는 정부출연연구기관(이하 정출연)은 많은 연구비와 지식을 보유하고 있음에도 불구하고 기술이전 성과 활용에는 한계를 보이고 있다. 본 논문은 2009~2013년 사이에 수행된 1,163개의 연구과제 데이터를 기반으로 분석을 실행하였다. 이를 위해 본 논문에서는 국가과학기술지식정보서비스(NTIS)에 있는 국가 R&D 데이터를 활용하여 정량적 통계분석을 통해 가설들을 검증하였을 뿐만 아니라 논문들과 정성적 비교를 하였다. 분석 결과 특허출원 유,무에 따라 기술이전료에 차이가 있는 것으로 나타났으며, 연구개발단계, 연구자 수 그리고 연구개발비의 다른 범주에 따라 기술이전료에 차이가 나는 것으로 나타났다. 마지막으로 분석에 사용된 변수들 중 특허출원, 연구자 수, 연구개발비의 규모가 기술이전료에 통계적으로 유의미한 관계가 존재하는 것으로 분석되었다. 위에 제시된 연구결과를 토대로 과제특성을 고려한 정책적 시사점을 제시한다.

Technology transfer has emerged as one of me important key issues for obtaining competitive advantage. To improve the chances of effective technology transfer, a strategic alliance between partners have to mirror respective objectives. The purpose of this study is to analyze the influence of core competences on organizational performance in domestic companies, including the moderating effect of technology transfer. This study adopted research variables such as technology competence, resource competence, marketing competence as independent variables, with organizational performance as a dependent variable, including the moderating variable of technology transfer. 113 companies data were collected from me survey. The result of this empirical study is summarized as follows. First, marketing, resource, and technology competence are the important determinants to influence organizational performance in direct effect model. Second, only marketing competence has positive influence to organizational performance in organizations with higher needs of technology transfer. Third, technology transfer as a moderating variable moderates me effect of the core competences on organizational performance.

본 연구의 목적은 산업분야로의 기술이전을 목적으로 연구개발을 수행하는 공공부문의 연구기관과 관련 정책을 수립하는 정부 기관 등 이해 관계자에게 '기술도입 기업' 입장에서 고려하는 중요한 기술료 산정 변수가 무엇인지에 대한 의미있는 정보와 시사점을 제공하기 위함이다. 이를 위하여 본 연구에서는 2011년부터 2015년까지 농촌진흥청 차세대바이오그린 21 국책 연구 사업을 통하여 유상 기술이전을 받은 N사업단의 85개 기업을 대상으로 2016년 10월 1일부터 10월 31일 1개월 동안 AHP 설문 조사를 통하여 기술료 결정요인의 중요도에 대한 실증 분석을 실시하였다. 분석 결과 기술도입 기업에서는 1)기술 활용에 따른 수익성, 2)경영진의 관심 및 의지, 3)기술도입의 필요성 및 긴급성 순서로 기술료 결정을 위한 중요도의 우선순위가 작용하고 있는 것으로 나타났다. 이러한 연구결과를 통하여 첫째, 향후 국가 R&D 연구 정책 또는 국책 연구를 수행하는 기관에서 단기간에 현장 활용성이 높고 제품화 등 기술도입 기업의 수익성에 도움이 되는 기술을 개발해야 한다는 것 둘째, 기술료 지불 절차와 방법, 기간 등에 대해 기술도입 기업의 경영적 부담을 줄여주어야 한다는 것 셋째, 국책 연구 과제를 공모할 때는 기술 개발의 시급성이 반영되어 연구수행 기간이 산정되어야 한다는 시사점이 도출되었다.

This study examines the underlying properties of technology valuation and empirically tests the difference in various aspects of the determinants of technology valuation in Korea. In particular, this study analyzes influential factors on the determination of economic value of a technology. For this purpose, we look into the trends of technology valuation in Korea and analyze the patterns of technology valuation in terms of intellectual property, technology area, discount rate, and contribution of technology to business value. By doing so, this paper investigates how the economic value of a technology in transfer or commercialization of technology is determined in Korea and draw implications from the process of discussion.
