The Set of Performance Evaluation Index of Remodeling in Rural Housing for Residential Environments Improvement (주거환경개선을 위한 농촌주택 리모델링 성능평가지표 설정에 관한 연구)

  • Living environments in rural area have become deteriorated rapidly. Increase of aging population, decline in agricultural income, polarization of wealth in rural community due to rural returners have caused severe decline and imbalance of living environments in rural area. Responding to this circumstances, governments currently develop projects for improving living environments focusing on individual housing which were excluded from governmental supports because those had been regarded as private property. Nevertheless, there are still some gaps and problems in evaluating the quality of living environment and suggesting effective solutions. It would be because standards and guidelines of the projects have been based on urban housing system. In order to support the implementation of the projects, this research has developed an index for evaluating and monitoring the quality of living environments in rural area. By applying Delphi method, the index has been created in four categories of 'security', 'convenience', 'comfortability', and 'durability' 'Security' consists of structural safety, crime, disaster, accident prevention. 'Convenience' includes three divisions of living, traffic, farm working. 'Comfortability' is divided into sanitation, indoor environments, and aesthetic appreciation. Lastly, 'durability' has four divisions of energy conservation, environmental friendliness, efficiency, and economics. Each sub-division also has different items from three to twelves. In the case of an index for performance evaluation, items have been derived from energy conservation(6-items), and environmental friendliness(7-items). Items developed as an index for evaluating rural living environments in this research might be good background information for remodeling project in rural housing development.

Revitalization of Urban Regeneration through the Happiness Housing Project as Public Housing Policy

  • Urban space structure in South Korea when through drastic changes ever since public housing policies began their full-fledge implementation. That is, public housing policies represent the main cause for formation of the current urban space structure, as the public houses are constructed in accordance with changes of demographic/social structure, considering changes of housing demand, in urban spaces demanded by the end users. After rapid industrialization and urbanization in the 1960's, each government in different periods have implemented housing supply policies through massive urban developments, to resolve the issue of housing shortage and residential instability. Phase 1 New Towns were developed in the 1980's resulting in suburbanization of the Seoul Area, followed by urban sprawl due to construction of small-size New Towns after deregulation in the 1990's, and construction of Phase 2 New Towns for resolution of housing shortage in the early 2000's and the resulting urban problems. In the mid-2000's, construction of Bogeumjari houses in GB areas led to insufficient housing supply in downtown areas, and the period after 2010 witnessed continuous deterioration of existing urban areas and acceleration of the rental housing crisis caused by rental housing shortage in downtown areas. Moreover, the residentially vulnerable classes consisting of young, 1~2-member households is expanding, with the real estate market in recess. Therefore, the government is trying to achieve urban regeneration through public housing policies so as to resolve the urban space problem and the housing problem at the same time, and the Happiness Housing Project has been implemented as a policy to achieve that goal. The Happiness Housing Project for young, residentially vulnerable classes in downtown areas, is going through diversification aimed at conjunction with urban regeneration projects in downtown areas, as exemplified by conversion of rental houses in residential environment improvement project districts and redevelopment/reconstruction project districts into happiness housing, and supply of happiness housing in conjunction with small reorganization projects for deteriorated residential areas in such areas as those excluded from New Town designation. Continuous supply of Happiness Housing in conjunction with urban regeneration requires mixed-use residential development which includes convenience facilities and public facilities, along with improvement of rental conditions (rental period/rent) and diversification of project methods, considering that the project is implemented in downtown areas.

  • Citizens' needs for urban green spaces are on the rise due to improved quality of life and increased interest in environments. The garden is noteworthy because it is small in size, making it less controversial to create in the city, and it is adjacent to the residential area, improving citizens' daily environment. Moreover, recently gardens is attracting attention as a tool for urban regeneration, such as being created in declining areas as part of a government project. Therefore, it is time to study the role and value of urban gardens in deteriorated areas in terms of space welfare. However, there are few studies that quantitatively evaluate the effects of gardens, and many prior studies are limited to focusing the green space larger than a certain size (e.g., parks and forests). Therefore, the aim of this study is to examine the effect of garden and gardening quantitatively, paying attention to social aspects such as life satisfaction and community of inhabitants. The study was conducted in an old row housing complex in Gojan1-dong, Ansan-si, Gyeonggi-do. In there, some of the dwellers voluntarily created outdoor gardens and engaged in gardening for a long time. In addition, after the 2017 Gyeonggi-do Garden Fair, several gardens have been maintained and used by residents there. For the first step, the field trip was done to research the status of the garden in the area, and then, a survey was conducted on whether or not gardening has an impact on the life satisfaction and community of residents. The results were analyzed by t-test and ANOVA. As a result, residents who are engaged in gardening are more active in the "neighborhood exchange" and "resident participation" than those who are not engaged in gardening. In addition, if residents voluntarily create a garden, the level of "satisfaction of life" is higher than those staying in the garden which is constructed by the government. And a resident who is gardening in the complex shows higher life satisfaction than those who garden outside of the complex. These results confirmed that the garden has positive effects promoting "exchanges with neighbors", "participation in the community", and "life satisfaction" of residents. It shows that it is important to ensure the right of residents to participate in the garden-making process as much as possible, and the garden's location should be paid attention to maximize the positive effect of gardens.

Technical Application and Analysis for Reduction of Water Loss in Water Distribution Systems (상수도 관망의 유수율 제고 기술의 적용 및 분석)

  • Non-revenue water reduction(NRW) technologies are implemented to evaluate and manage leakages scientifically in water distribution systems under local governments. A development of quantitative leakage indicator by measuring minimum night flow, pressure control policy by installation of PRV(pressure reducing valve) and the establishment of leakage prevention schemes by residual life modeling of deteriorated water pipes are reviewed and studied. Estimation models of allowable leakage are developed by measuring and analyzing minimum night flow at residential and commercial area in Nonsan city, which is suggested from UK water industry and can improve an existing leakage indicator for the evaluation of non-revenue water. Also, pressure control method is applied and analyzed to Uti distribution area in Sacheon city in the operation aspect. As results, $466\;m^3/day$ of leakage can be reduced and it is expected that 113million won of annual cost can be saved. In the part of corrosion velocity and residual life assessment, non-linear prediction models of residual thickness are proposed by assessment of corrosion velocity based on exposure years, soil and water quality etc., since the deteriorated water pipe play a major role to increase leakage. It is expected that collection data and analyzing results can be applied effectively and positively to reduce non-revenue water by accumulating surveying data and verifying the results in the business field of water distribution systems under local governments.

Load factor of Nonpoint Source Pollutant owing to Land Use in Bangdong Reservoir Watershed (방동저수지 유역의 토지이용에 따른 비점오염 부하발생 원단위 산정)

  • The water quality of river has been deteriorated mainly by both point source pollution and nonpoint source pollution from the watershed. Techniques to cut point source pollutants down to the level required have been developed. But, techniques of best management practices to catch the nonpoint source pollutions and to control the routine of pollutants were not successively developed. The quality of closed water system such as reservoir, lake and farm pond is irresistable to being polluted mainly by nonpoint source pollutions. In this study, the population, land use, runoff coefficient, amount of rainfall, and runoff discharge in the watershed were surveyed to investigate the characteristics of water quality such as BOD, COD, SS, T-N, and T-P. After studying the changes of water quality in the viewpoint of land use such as paddy land, residential area, upland, forest and meadow, load factors of nonpoint source pollutant were calculated in Bangdong reservoir watershed. Residential area was more severe than other land use as far as BOD, COD and SS concerned. T-N and T-P released from the paddy and upland were higher than other land use. The 45.9% of total load of nonpoint source pollution was occured during the rainy season.

  • Gentrification, caused by residents who are being forced out due to the rise of rent with vitalization by an excessive increase of city tourists and Touristification, meaning of phenomenon of residents' migration caused by residential area turning into tourist attraction have recently pointed out as a global problem. In Korea, the phenomenon such as environmental pollution, the rise of land value and rent, and the weakening of community culture in Jeju island and Bukchon Hanok Village has appeared as well. This phenomenon has become a serious problem by hindering resident's quality of life. In this circumstance, Smart tourism city has been regarded as a solution of these problems. Hence, this study chose Busan city, which has been designated as a smart city since 2015, and examined the complex impacts of the economic benefits, social costs, environmental substantiality, cultural benefits, and technical effects derived from tourism development on the residents' deteriorated quality of life based on Fuzzy-set Qualitative Analysis (fsQCA). As a result, three patterns of the hindrance to residents' quality of life were derived. If social costs of tourism development are perceived to be large, the residents perceive deteriorated quality of life, even if they recognize essential benefits (technological and economic benefits) (Pattern #1) or secondary benefits (environmental and cultural benefits) (Pattern #2) of tourism development. In addition, some residents were found not to recognize any benefits of tourism development (Pattern #3).

  • Traffic Safety and efficient Road Traffic Policy of Traffic management came into effect over the certain size of the road like main road. Comparatively, Safety for Living street is deteriorated. Especially, Vehicle are usually priority to the life-zone street, even though Safety for the Passengers are essential to the life-zone street in the residential area. Improvement for the Living street has not been achieved In this study, To suggest Intersection Notifications standard of installation in Living Street, We execute on-site survey in priority to Gwangju Metropolitan City. Furthermore, After We suggest experimental value for the Intersection Notifications' standard of installation Prediction model in the Living street, Intersection Notifications compare & veritfy experimental value to the installation point's value to suggest the standard of installation in the living street. As a result, We can prevent frequent traffic accident in the Living Street. Furthermore, We are judged by installation of intersection Notifications considering stability and convenience to the passengers who are using the living street.

  • The purpose of this study is to analyze the perception of the residents of the new city by examining the consciousness of the occupants to understand the characteristics of the residents of the city of Bundang. As a result of evaluating and analyzing the durability by visual inspection and some equipment tests at the site of the on-site investigation, it was found that there is a problem with the quality, and continuous maintenance is required to improve the durability and usability of the apartment house. In particular, many cracks appearing in the rapidly deteriorated part should be repaired promptly, and a systematic plan should be formulated and carried out. In the apartment housing perception survey of Bundang new city residents, about 93.4% showed above-average satisfaction, and 43.4% showed a favorable preference toward the residential area.

  • There are many apartment buildings with the government's policy of increasing the supply of residential houses in Korea. Roughly 60% of the Korea population are living in apartment buildings. Since the 1970s, the Korean economy has grown enormously, the economic and social structure was radically transformed to industrialization and urbanization step. A village has grown into a large town in Korea and apartment buildings was constructed to solve national housing shortage by the Korean government and the construction company. Since the 2000s, this apartment buildings which was built in the 1970s and 1980s had become gradually deteriorated. So, reconstruction and remodeling project of apartment buildings have been come into request in Korea. There are two way to improve the residential environment. The one is remodeling of apartment buildings and the other is reconstruction of that. Therefore, we carried out questionnaire and survey study of the preference on the reconstruction and remodeling of old aged apartment which were located in daejeon province. As a result, the preference rate of remodeling is increasing instead of reconstruction because reconstruction of apartment buildings takes more money and needs long construction period.

Suggestion of Urban Regeneration Type Recommendation System Based on Local Characteristics Using Text Mining (텍스트 마이닝을 활용한 지역 특성 기반 도시재생 유형 추천 시스템 제안)

  • "The Urban Renewal New Deal project", one of the government's major national projects, is about developing underdeveloped areas by investing 50 trillion won in 100 locations on the first year and 500 over the next four years. This project is drawing keen attention from the media and local governments. However, the project model which fails to reflect the original characteristics of the area as it divides project area into five categories: "Our Neighborhood Restoration, Housing Maintenance Support Type, General Neighborhood Type, Central Urban Type, and Economic Base Type," According to keywords for successful urban regeneration in Korea, "resident participation," "regional specialization," "ministerial cooperation" and "public-private cooperation", when local governments propose urban regeneration projects to the government, they can see that it is most important to accurately understand the characteristics of the city and push ahead with the projects in a way that suits the characteristics of the city with the help of local residents and private companies. In addition, considering the gentrification problem, which is one of the side effects of urban regeneration projects, it is important to select and implement urban regeneration types suitable for the characteristics of the area. In order to supplement the limitations of the 'Urban Regeneration New Deal Project' methodology, this study aims to propose a system that recommends urban regeneration types suitable for urban regeneration sites by utilizing various machine learning algorithms, referring to the urban regeneration types of the '2025 Seoul Metropolitan Government Urban Regeneration Strategy Plan' promoted based on regional characteristics. There are four types of urban regeneration in Seoul: "Low-use Low-Level Development, Abandonment, Deteriorated Housing, and Specialization of Historical and Cultural Resources" (Shon and Park, 2017). In order to identify regional characteristics, approximately 100,000 text data were collected for 22 regions where the project was carried out for a total of four types of urban regeneration. Using the collected data, we drew key keywords for each region according to the type of urban regeneration and conducted topic modeling to explore whether there were differences between types. As a result, it was confirmed that a number of topics related to real estate and economy appeared in old residential areas, and in the case of declining and underdeveloped areas, topics reflecting the characteristics of areas where industrial activities were active in the past appeared. In the case of the historical and cultural resource area, since it is an area that contains traces of the past, many keywords related to the government appeared. Therefore, it was possible to confirm political topics and cultural topics resulting from various events. Finally, in the case of low-use and under-developed areas, many topics on real estate and accessibility are emerging, so accessibility is good. It mainly had the characteristics of a region where development is planned or is likely to be developed. Furthermore, a model was implemented that proposes urban regeneration types tailored to regional characteristics for regions other than Seoul. Machine learning technology was used to implement the model, and training data and test data were randomly extracted at an 8:2 ratio and used. In order to compare the performance between various models, the input variables are set in two ways: Count Vector and TF-IDF Vector, and as Classifier, there are 5 types of SVM (Support Vector Machine), Decision Tree, Random Forest, Logistic Regression, and Gradient Boosting. By applying it, performance comparison for a total of 10 models was conducted. The model with the highest performance was the Gradient Boosting method using TF-IDF Vector input data, and the accuracy was 97%. Therefore, the recommendation system proposed in this study is expected to recommend urban regeneration types based on the regional characteristics of new business sites in the process of carrying out urban regeneration projects."
