  • This study aimed to analyze the relative influence of related variables on the university students' civic consciousness. The study sorted out the data for 1,200 university students from a larger data set collected by Son et al.(2009), and analyzed the data by a hierarchical regression analysis method. The study showed the major results in four aspects. First, personal characteristics and home environment variables had mostly no influence on the students' civic consciousness. Second, on the sub categories of the students' civic consciousness, almost no influence was found in case of the home environment variables on democratic constitution and participation-practice, and in case of the school environment variables on value and attitude. Third, among the home and school variables, parents' attitude(${\beta}$=.228) and professors(${\beta}$=.162) had positive influences on the students' civic consciousness. The results suggest that parents and professors should be the two principal axises in the cultivating process of the students' civic consciousness. Third, on the democratic participation and practice no positive influences were found in any of the social environment variables. Among the social environment variables, politicians(${\beta}$=-.238) and corporations(${\beta}$=-.097) had rather negative influences on the democratic participation and practice. These results raised the question on how school education and social political systems are operated in the democratic manners. Fourth, the study recommends that local government would establish the civic education centers, develop various civic education programs, and provide each school with the programs. The study also recommends that each university would democratize in all the school affairs, and actively implement the civic education for university students as a specialized project.

  • This study sought to explain the reasons why the civic education bill failed to be enacted as many as 13 times. What we discovered as a result of our research is, first, the absence of a legislative strategy by the minority member of the national assembly on this bills. The Citizenship Education Bill was a controversial bill with great potential for ideological conflict, and after the 19th National Assembly, this bill was promoted by a minority of a specific political party. The Democratic Party's sponsoring lawmakers did not use active legislative strategies, such as exerting influence within the party to have these bills adopted as the party's platform, or developing them into major pledges for the general and presidential elections. Second, there is a consistent passive response from civic groups as well as lawmakers who signed the bill in an unfavorable public opinion environment. During the legislative process, opposing opinions were overwhelming, including concerns about the spread of leftist ideology, waste of budget and organization, and violation of neutrality and fairness in education. In addition, the passive attitude of field teachers and civic groups, who should be in charge of civic education, also served as a background for the legislative failure. Third, due to a lack of sharing of reliable information on recent theoretical research and global policy trends among stakeholders, legislation through an agreement between the ruling and opposition parties failed.

Modern modernization of the education system requires the search for new information and communication technologies that can ensure the formation of a citizen with an active civic position, which involves not only students mastering the rights and responsibilities of citizens, convincing them of the feasibility of democratic transformation of society, patriotic qualities and feelings, but also the identification of motivated civic actions. The pandemic and hostilities have led to significant changes in the field of education around the world, they have caused educational problems in Ukraine. At the beginning of the quarantine in the spring of 2020, all educational institutions in the emergency mode switched to distance learning. Intensive use of information and communication technologies in the life of modern society has led to a rethinking of the content of education and training of future professionals: the main role is played not so much by the information itself as the ability to work with it, critically comprehend and produce new knowledge; the main thing is not the amount of information, but its quality; information is needed for further practical application and transformation into knowledge, and the ability to work with information becomes one of the important competencies of the modern specialist in the new transformation of society: from information to the knowledge society. In this context, one of the main forms of training is distance learning, which is able to respond to the challenges of society. The main methodological positions that are taken into account in the construction of the structure and dynamics of the formation of civic responsibility of the individual during the use of information and communication technologies are highlighted. The structure of civil responsibility as a holistic system of information and communication technologies is outlined, which includes three subsystems that characterize the natural, social and systemic qualities of citizenship, interconnected hierarchically and synergistically. The constituent elements of the structural part of the model of civic culture of the individual are analyzed.

  • This research aimed at suggesting the implication of Korean unification education based on German unification education, which country achieved unification from the divided country as Korea. Germany named unification education as the political education. German political education includes democratic citizen education, peace education, and solidarity education between the peoples. Also, besides school unification education, civic organization and parties treat political education. German political education is conducted by being shared with role by main government and several organizations, when the federal government level suggests a big frame. Also, political education with proper content could be conducted suitable for the characteristic of main area and the color of the party and civic organizations. Of course, federal government supports administrative financial support enough on this. In such situation, German people have naturally accepted and developed political education without distance. This situation has lots of implication on Korea. First, systematic system of unification education. In Korea, unification education is conducted mainly by Ministry of Unification and Education Center for Unification. However, in order to naturally approach the people, systematic system synthesizing civic organization, local government, religious organization, and educational local government should be established. Second, 'integration within acknowledgement of diversity'. In Korea, also, diversity should be acknowledged by being suggested by the country with the big frame, and the detailed parts by various institutions and civic organizations as Germany. Third, conversion to integrated education of unification education. Germany is conducting comprehensive education naming unification education as the political education. We also should prepare for coming unification in the near future by complementing the content by converting the mere unification education to comprehensive and integrated education.
