Patterns of Cash Payments for Care : Cross-National Comparative Study (장기요양 현금급여 정책의 국가간 비교 연구)

  • The introduction of cash payments for care is a distinct trend that characterizes changes in care policies since the 1990s. Recently, many developed countries have newly introduced or extended cash payments for care that allow care users to be able to plan themselves for their cares instead of receiving direct care services from the state. Cash payments for care can be said to be one of the alternative policies by which user choices are extended, and it becomes possible to establish demand-cantered care delivery systems more economically and effectively, hence addressing the issue of the financial limitations and rigid systems that are common in modern welfare states, which make it difficult to response to various needs. However, the design and administration of cash for care vary across different countries. Such variations of cash for care policies influence on the combination of consumerism (based on liberal market values intrinsic in the care market) and citizenship based on social solidarity. Those variations eventually produce impacts on the balance of responsibilities and the roles of families, the state and market regarding care in other words, balancing of welfare pluralism. This paper has attempted to find general meanings and particularity of cash for care polices in modem welfare states by means of looking at the characteristics of cash for care policies of four different countries (Netherlands, France, Germany and Italy) and their impacts on their care market. If the four countries are ranked by the degree that they emphasize citizenship in light with social rights, the Netherlands, France, Germany and Italy could be placed in due order. From an economic point of view and in terms of cost containment, those countries will be placed in an inverse order, It is apparent that in the course of planting cash for care policies in the existing social systems involving different socio-cultural conditions and labour markets, sometimes more emphasis is placed on the citizenship of care users, family carers and care providers than on cost containment issue, and sometimes vice versa. Behind this lies the process of different social valuation on what care is about; who can better deliver care; who should be responsible for care; how responsibilities should be shared and so on.

  • Recently, there has been a rapid response from mineral-demanding countries for securing critical minerals in a high tech industries. Graphite, while overwhelmingly dominated by China in production, is changing in global supply due to the exponential growth in EV battery sector, with active exploration in East Africa. Rare earth elements are essential raw materials widely used in advanced industries. Globally, there are ongoing developments in the production of REEs from three main deposit types: carbonatite, laterite, and ion-adsorption clay types. While China's production has decreased somewhat, it still maintains overwhelming dominance in this sector. Recent changes over the past few years include the rapid emergence of Myanmar and increased production in Vietnam. Nickel has been used in various chemical and metal industries for a long time, but recently, its significance in the market has been increasing, particularly in the battery sector. Worldwide, nickel deposits can be broadly classified into two types: laterite-type, which are derived from ultramafic rocks, and ultramafic hosted sulfide-type. It is predicted that the development of sulfide-type, primarily in Australia, will continue to grow, while the development of laterite-type is expected to be promoted in Indonesia. This is largely driven by the growing demand for nickel in response to the demand for lithium-ion batteries. The global lithium ores are produced in three main types: brine lake (78%), rock/mineral (19%), and clay types (3%). Rock/mineral type has a slightly higher grade compared to brine lake type, but they are less abundant. Chile, Argentina, and the United States primarily produce lithium from brine lake deposits, while Australia and China extract lithium from both brine lake and rock/mineral sources. Canada, on the other hand, exclusively produces lithium from rock/mineral type. Vanadium has traditionally been used in steel alloys, accounting for approximately 90% of its usage. However, there is a growing trend in the use for vanadium redox flow batteries, particularly for large-scale energy storage applications. The global sources of vanadium can be broadly categorized into two main types: vanadium contained in iron ore (81%) produced from mines and vanadium recovered from by-products (secondary sources, 18%). The primary source, accounting for 81%, is vanadium-iron ores, with 70% derived from vanadium slag in the steel making process and 30% from ore mined in primary sources. Intermediate vanadium oxides are manufactured from these sources. Vanadium deposits are classified into four types: vanadiferous titanomagnetite (VTM), sandstone-hosted, shale-hosted, and vanadate types. Currently, only the VTM-type ore is being produced.

Current Situation and Cooperation on the Metropolitan Airport between Korea and Japan (한국 및 일본의 수도권 공항의 현황과 협력)

  • The air market in Asia has already entered upon the age of limitless competition. It means a very important moment in Asia air market. Each Asian country thus has put a lot of effort into a development plan and support to their hub airport. In order to achieve such a plan, first of all we should build closer cooperation system between the two countries Japan and Korea. The Korea and Japan are very fast growing in the northeast countries within the global air transport market. Air passenger and cargo traffic volumes between Korea and Japan have increased dramatically, since the 1990s. In response to such a trend, both countries have opened new airports and expanded existing facilities in the hopes of laying claims to the main international hub airport in Asia. Apart from the trend, air transportation between Korea and Japan's metropolitan areas is the only transportation in substance, even if they are located very closely in geographical position. The air transportation between the two countries shows that it is necessary to get fast and more convenient because of the economic and cultural interchange and exchange concentrated on the metropolitan areas, and that will promote the economic growth of Korea and Japan. However, within the air transportation industry field, there have no sufficient seats/slots to supply the air demand from the capital cities of each country, as well as no counterplan for some problems regarding capacityand sustain ability of metropolitan airports. Thus, it is necessary for us to consider in all aspects and solve them to improve air transportation between Korea and Japan. This paper is to try to demonstrate this matter and from all angles, that is, in legal and political aspects, facilities and given environmental conditions and cooperation between Korea and Japan. I think that it is indeed a great necessary and convenient for many Korean and Japanese tourists to conclude a new 'Open Sky Agreement' between Japan and Korea in order to the prepare the increase of the shuttle flight between Haneda-Gimpo and opening of air route newly for shuttle flight between Haneda and Cheongju as well as opening of air route for shuttle flight between Haneda-Shanghai Hongqiao International Airport and Beijing International Airport for the 2008 Beijing Olympic Games. Furthermore it is a great desirable thing for us to conclude a new 'Open Sky Agreement' in cooperation reciprocally among the Japan, China and Korea for opening the new air route by the shuttle flight.

Case Study on the Leadership Shifts in Smart Phone Industry: Rise of China and Falling Behind of Korea (스마트폰 산업에서의 주도권 이전: 중국의 부상과 우리나라의 쇠퇴에 관한 사례 연구)

  • Since mid and late 2000s, the smartphones has been widely diffused and Korea ranked first in global smartphone market in 2011 thanks to its rapid adoption of Android operating system, technology capability accumulated in featurephone development, vertical integration on smartphone production and premium positioning. However, Korea fell behind because of the rise of another latecomer, China, in four years (2015) after it recorded the top position globally. How did the leadership change occurred in the smartphone industry so rapidly? In order to answer the question, we investigated three favorable windows of opportunity for the rise of China, which are technological, demand, and institutional, and the strategic responses of Chinese firms as well as the rigidity and complacency with the past success of Korean firms. Our findings contribute to the extension of 'catch-up cycle' theory as well as provide in-depth insights for strategies and policies settings to overcome the recent rise of China in information and communication technology sector for Korea.

  • I tried to analyze export relation of influence in Chinese H beam(common steel), Hot Rolled Steel(common steel), Plate(common steel) which could be influenced immediately by China's cancellation of the export rebate of value added tax in 2010 through the statistic methods such as cointegration, Granger causality, impulse response and variance decomposition. In the first period they mutually influenced each other in export to Korea but in the second period, this relation of influence was lessoned. Due to production expansion of Hot Rolled Steel(common steel), Plate(common steel) in Korea, the change of import trend, the market change of steel users' industries and China's expedient export of boron steel to Korea, mutual influence among these products was greatly declined. Ever since Hyundai Steel's production expansion involving blast furnace facilities, there is need for the industry to concentrate on developing new markets for its facilities' output in Korea. Therefore, Korea's steel industry desperately needs strength of de-jure standards such as unique quality standards and related certifications, efficient distribution management, as well as export promotion strategy through its global trading network to effectively address its structural supply-demand imbalances.

  • The technical regulation and conformity assessment procedure of our country on ICT equipments is currently required to have more innovation due to the request of main trade countries, the second phase conclusion of MRA, necessity of expansion of conformity assessment service market and demand of manufacturers. The world's leading advanced countries have already proceeded with innovation based on privatization plan. According to the comparative analysis of the level, it turned out that Japan obtained the highest level of privatization while South Korea ranked the lowest level. According to the research result of examination and certification ability of private institutions of our country, it turned out that our country is expected to have possibility of achieving higher level of privatization than that of the present. Moreover, according to the questionnaire survey conducted to the persons concerned regarding privatization direction, they gave positive response to all the indicated survey contents of privatization direction in terms of "delegation of certification services to private sectors (contracting-out)", "transformation of EMC into private voluntary standard" and "changeover of conformity assessment agent". However, from the view of acceptance and conflict model, it is estimated that starting from "delegation of certification services to private sectors (contracting-out)" seems to be the most advisable plan. Also, prior to privatization, it is required to improve relevant systems such as certification examiner system.

Seismic Performance of High Strength Steel(HSA800) Beam-to-Column Connections with Improved Horizontal Stiffener (개량수평스티프너를 보강한 고강도강(HSA800) 접합부 내진성능평가)

  • As the height and beam span of buildings built in the construction market increase, increasingly higher quality is being required of the construction materials. In response to this trend, 800MPa tensile strength class steel was developed in domestic company. Currently, experiments applying flexural member, compression member, and connections are continuously conducted, but a design guideline for high strength steel has yet to be established. Among those construction materials, for the high strength steel beam-to-column connections, the evaluation of implementing ductile connections for the high strength steel beam-to-column connections is producing pessimistic results and the number of related researches is inadequate because of the high yield ratio, which is the characteristic of high strength steel. This study on implementation of ductile connections made of high strength steel was conducted using the connection detail as the variable, for the purpose of enhancing the deformation capacity of high strength steel beam-to-column connections. Cyclic loading test and nonlinear finite element analysis were conducted with full-scale mock-up connection models with the applied connection details. As a result, the structural performance of high-strength steel beam-to-column connection with presented detail was contented with demand of Special Moment Frames of KBC standard.

  • Climate change and related policies and regulations influence the performance of the firms in various ways. Climate change influences corporate competitiveness through physical impacts, GHG regulations, changes in asset values, demand shift, etc. Therefore, corporate competitiveness could be maintained by reducing vulnerability to climate change and adapting to new circumstances. Without effective responses to the challenges, the firms would have difficulties in maintaining their competitiveness in the market and the cost of national economy will significantly increase as well. Even though it seems fairly easy to understand the meaning of competitiveness, deriving the driving forces of and measuring changes in competitiveness are complicated and disputable processes. A common way to overcome it is to develop a 'competitiveness index'. The objective of this study is to derive the main factors influencing corporate competitiveness related to climate change and develop 'competitiveness index' reflecting those factors. The index will make contribution to enhance the response capacity of the firms to climate change and increase the effectiveness of climate change policies for the industry by providing a quantitative tool to measure the changes in corporate competitiveness related to climate change.

  • This paper deal with government logistics policy in related low carbon in China. The government policy of promoting low-carbon way is more dependent on the top-down enforcement rather than voluntary market principles. It will succeeded in transforming the environment-friendly image, to focus on creating a mindset the company can go on voluntary carbon-reduction. The three factors of low-carbon economy and the new energy and industrial development policy is technology and funding, and that most of the government's policy has a crucial role. Due to the nature of the Chinese economy, government policies impact on the development of the industry is very important, and even for China's industrial restructuring of the logistics industry in the areas of government policy support for green economic growth, its role is expected to be very large. In Future, Chinese government will promote low carbon policies through the optimization of the logistics network to reduce energy waste, pursue the low carbon-reduction of logistics machinery and equipment, and develop an mode to appropriate demand for green low-carbon economic growth.

  • The expansion of the performing arts market to include new genres of art that combine art and cutting-edge media technology has surpassed the limitations of traditional theatre art elements such as stage, costumes, lighting, sound, and props, allowing free expression of space-time and visual art. It is growing into a wide area with unlimited potential in the performing arts sector. In response to these changes and the demands of the time, there is an increasing demand for multi-talents who can plan and produce arts and technology-converged contents that will contribute to the development of the performing arts industry. As a result, university departments related to theatre art across the country feel that it is urgent to develop curricula that will enhance students' competency by incorporating the latest media technologies such as virtual reality, holography, and interactive motion sensors into the existing performance art visualization process. In this study, the author will examine the process of developing courses in technology-incorporated theatre art (design) through case studies of media technology-converged performances from the past 10 years. Based on the traditional concept of theatre art, the attempt to fuse stage art with media technology will be a cornerstone of attempts to foster a group of talented artists who transcend the limits of creative visual expression and creative value.
