A Research on the Changes of the Gifted and Talented Law in U.S.: Focusing on the Marland Report (미국 영재교육법률의 변천 과정에 관한 연구: 말랜드 보고서를 중심으로)

  • The research deals with the changes of the laws related to gifted education focusing on the Marland Report. As result, contrary to conventional argument for the beginning of legal ground for gifted education, 1958's National Defense Education Act(P. L. 85~864) which stipulated the article for 'identification and encouragement' for 'able students' can be said the first legislation of gifted education in the level of federal government. In the case of definition of the gifted, prior to 1972's Marland Report, there was the first legal definition in the Section 806 of the Elementary and Secondary Education Act(P. L. 91~230, 1970), which said "Children who have outstanding intellectual ability or creative talent". However Marland Report expanded the realm of the gifted from the area of intelligence to the area of leadership, art and psychomotor ability. On the basis of Marland Report, in 1974 the Office of Gifted and Talented was set up in the Department of Education for dealing with gifted education in federal. Further, Marland emphasized the importance of stipulating article related to funds for gifted education in law. Without manifesting funds for gifted education in law, he knew very well how hard it was to practice gifted education in reality. This implies that regulation funds for gifted education is crucial for effective actualization of gifted education.

The Analysis on Mathematically Gifted Students' Activities Constructing Definition of a Regular Polyhedron (수학영재 학생들의 정다면체 정의 구성 활동 분석)

  • This study was conducted with the focus on the process of constructing 3 definition and produced definitions as well as gifted students' conceptions of a mathematical definition In the study, the students made five types of regular polyhedrons (section1), observed them and stated their characteristics (section2) and then constructed a definition of regular polyhedrons based on their observations (section3). We divided students into two groups by analyzing students' definitions. One group made definitions that were consist with a mathematical definition of regular polyhedrons, the other one made definitions that were not. We checked if they fulfilled requirements for a mathematical definition. Researchers sought to gain various suggestions through the analysis of the observations and definition laid down by the students and through the characteristics shown by the students in the process of defining the concept.

  • Taxicab geometry was a typical non-Euclid geometry for mathematically gifted. Most educational material related quadratic curves on taxicab geometry for mathematically gifted served them to inquire the graph of the curves defined by focis and constant. In this study, we provide a shape of quadratic curves on taxicab geometry by applying three definitions(geometric algebraic definition, eccentricity definition, conic section definition).

  • This article provides a new definition of giftedness drawn from a cognitive mechanism. The mechanism shows how cognitive components are functionally related to each other and cooperatively "work" together, producing the various cognitive phenomena in the social world. The author argues that for a universally agreed definition, giftedness has to be understood in the mechanism, the origin of all the cognitive phenomena in cultural or social contexts. According to the definition drawn form the cognitive mechanism, giftedness is the ability to form a simple and fundamental domains-integrated knowledge of the "whole" world. A new method for identifying gifted students is subsequently suggested.

A Study on Comprehension level of Mathematical Basic Knowledge by 2nd Middle School Students (중학교 영재학생의 수학기초지식의 이해 정도에 대한 조사 연구)

  • A study on comprehension level of mathematical basic knowledge(MBK) of gifted students in middle school. The interest in mathematics gifted education is very high. However, in reality, there has been a shortage of the analysis of students' achievement result since mathematics gifted education began through the institute of gifted education in the education office in 2003. On this study, MBK is subdivided into definition, property and procedure and then examination questions arc developed on the basis of national level achievement standard. With these examination tools, total inspection was conducted in on metropolitan city and the result was analyzed. First, in a basic definition, relatively low achievement result was seen except the basic concept related operation. Second, in a basic property, very low achievement result was seen in the questions of basic property without basic definition and as a whole, the result was similar with the basic definition. Third, in basic procedure, the achievement result was very remarkable. This result shows we need tn increase the comprehension ability of MBK. To do this, the systematic alternative development of the questions of selecting gifted students and the contents of gifted education is required. This study proposes the meaningful implication to the selection question development related to the MBK and the improvement of gifted education contents. And it is expected to provide the positive change for mathematics gifted education.

  • This survey is to know the present situation and effective alternatives of mathematics gifted education program for the 5-8 grade students in Korea. This is aiming at finding effective ideas useful to the definition of the gifted, the development of the methods and tools for identification, the proper organization of program and urgent issues. The number of collected questionnaire available by mailing is 92; 21 specialists, 24 experienced teachers and 47 scholars who are concerned with the education for the gifted.   • This stady was carried out to define Gifted student for science, model for selection, the tools and methods and related theory for the selection of the Gifted students for the science in primary school level. Also the developed tools and materials are applied to student and analysed the results to generalize the methods for the selection of Gifted students for science. The definition of Gifted students for science was carried out by the three-ring conception model by Renzulli(1982) and Lee long-Sung which defined the characteristics as three parts such as above average ability, creativity and tesk comitment. The Gifted students for science upper 2 percent which have three characteristics at the same times, namely overlapping three characteristics. The model for the selection of Gifted students consist of four step; such as screeing, selection,differentiation, judgement. The materials for the selection are input at each stage, analysed the results and standard for the selection are made. In the first stage screening, 202 students are selected from the 5060 of 4th and 5th graders according to their achievment, intellecture ability and observation of students activity. In second selection and third differentiation stage, 65 students are seletted according to their achievement In this study it is approved that the Gifted students in science have to be selection by various test such as achievement, intellectual ability, aptitude in science, inquiry activity, manual skill etc, rather rather then simple test such as achievement and intellecture ability. Also it is important to select upper 2 percent who have general abilites overlapping three characteristics mentioned in definition of Gifted students in science and selections model

Development of a Curriculum for the Cultivating the Creative Gifted and Talented Children of Informatics (창의적 정보과학영재 양성을 위한 교육과정 개발)

  • Existing curricula for the gifted and talented of informatics are inapplicable directly to the current educational fields because its educational objectives are abstract and impractical. In particular, after the gifted and talented of informatics was defined by korean educational development institute in 2005 and other institutes, there is not a clear standard definition. Curriculum for the gifted and talented of informatics also varies and is different in accordance with research institutes. Therefore, we propose the definition of the gifted and talented of informatics and then suggest seven educational goals and a curriculum for the gifted and talented as well as its detailed learning contents. Finally, for proving the validity for those suggestions, this paper is verified by conducting the construct validity with a content validity and a confirmatory factor analysis using SPSS 18.0 and AMOS 21.

  • In this paper, we did a study on the definition and properties of binomial coefficients which can be seen with the topic for the enrichment of mathematically gifted students. Using this result, studied the problem of how to solve equations containing the binomial coefficients by using the mathematical induction, binomial theorem, the definition of the combination, and road network model situations. And such contents can be adequately dealt with the subject of mathematics enrichment gifted and talented Education because mathematically gifted students may well be the subject of inquiry. In addition, it can be used to study the subject to experience a deep sense of mathematics. As this research, it will be introduced as an example to guide students.

  • In this paper we deal with the concept and definition of giftedness, the difference between giftedness and talent, and introduce the gifted education policy and current affairs, identification principle and methods of gifted children and so on there in New Zealand and also we introduce how the current affairs for gifted education there in New Zealand is different with ours. Finally, 1 have suggested a gifted education program of mathematics which can be used in Year 7(6th grade here in Korea) with the assistance of Brian Storey who is the coworker of this paper.
