Development of the Information Security Methodology for Defense Organization (국방조직의 정보보호 평가 방법론 개발)

  • As Cyber threats are rising, the scope of information Security (IS) is extending from technical protection of a single information system to organizational comprehensive IS capability. The ministry of National Defense (MND) has established the IS evaluation for defense organization in 'the Directive for Defense Informatization Affairs.' However, no information about an evaluation method, process and organization is provided. We surveyed information security management system (ISMS) and related best practices in public sector and other countries, and analysed the military information security affairs. Thus, this paper recommends the IS evaluation method and process. The trial IS evaluation is in progress this year and the MND will expand this IS evaluation to the entire organization.

  • The future outlook for defense faces various and challenging environments such as the acceleration of uncertainty in the global security landscape and limitations in domestic social and economic conditions. In response, the Ministry of National Defense seeks to address the problems and threats through defense innovation based on scientific and technological advancements such as artificial intelligence, drones, and robots. To introduce advanced AI-based technology, it is essential to integrate and utilize data on IT environments such as cloud and 5G. However, existing traditional security policies face difficulties in data sharing and utilization due to mainly system-oriented security policies and uniform security measures. This study proposes a paradigm shift to a data value-based security policy based on theoretical background on data valuation and life-cycle management. Through this, it is expected to facilitate the implementation of scientific and technological innovations for national defense based on data-based task activation and new technology introduction.

Study on Enhancing National Defense Security based on RFID and Internet of Things Technology (RFID와 사물인터넷을 활용한 국방 보안 강화에 대한 연구)

  • Radio-frequency identification (RFID) is being used in various fields as a technology for identifying objects (people, things etc.) using radio frequencies. In the past, there was an attempt to apply RFID into national defense, but failed to spread RFID in the defense field because of some limitations of RFID in a specific situation (e.g., low recognition rate). Therefore, in this paper, we propose how to overcome the limitation of RFID by adopting the Internet of Things (IoT) technology which is considered as an important technology of the future. Furthermore, we propose four scenarios (i.e., healcare band and RFID, identification and anormal state detection, access control, and confidential document management) that can be used for enhancing national defense security. In addition, we analyze the basic characteristics and security requirements of RFID and IoT in order to effectively apply each technology and improve security level.

An Approach for Applying Network-based Moving Target Defense into Internet of Things Networks

  • In this paper, we propose an approach to apply network-based moving target defense into Internet of Things (IoT) networks. The IoT is a technology that provides the high interconnectivity of things like electronic devices. However, cyber security risks are expected to increase as the interconnectivity of such devices increases. One recent study demonstrated a man-in-the-middle attack in the statically configured IoT network. In recent years, a new approach to cyber security, called the moving target defense, has emerged as a potential solution to the challenge of static systems. The approach continuously changes system's attack surface to prevent attacks. After analyzing IPv4 / IPv6-based moving target defense schemes and IoT network-related technologies, we present our approach in terms of addressing systems, address mutation techniques, communication models, network configuration, and node mobility. In addition, we summarize the direction of future research in relation to the proposed approach.

Comparison Study between the Cyber Weapon System and the Conventional Weapons Systems on Their Core Technologies Levels and Features (국방 사이버 무기체계와 기존 재래식 무기체계의 핵심기술 수준 및 특성 비교 연구)

  • Since the inauguration of Defense Acquisition Program Administration(DAPA) in 2006, the national defense core technology research & development business has not only pertained to the weapons systems development but also to the improvement of the national science & technology capability via the acquisition of cutting-edge technologies. Furthermore, it has been closely related to the promotion of the defense industry and the mutual improvements of defense and civil technologies. The cyber warfare weapon system, a newly added national defense weapon system field since 2015, has become a promising weapon system branch for improving the national defense power as well as the national defense industry as shown in the case of Israel. By utilizing the existing result of the national defense core technology level, in order to establish the direction of technology planning of the cyber warfare weapon system, this paper analyzes the technology level and features of the cyber warfare weapon system in various aspects via comparisons with other weapons systems. The result of these analyses shows that the cyber warfare weapon system possesses a relatively high technology level due to the technology accumulation in the civilian sector while the relatively slow inclusion to the national weapons systems and the lack of the correspondence case regarding aggressive cyber responses in the defense sector yields a relatively low national rank. However, the technological gap between South Korea and the most advanced country in the field of cyber warfare technology is analyzed to be among the lowest, which indicates that with efficient and effective pursuits in terms of pthe weapons systems acquisitions as well as the core technologies research & development business, an outstanding cyber warfare capacity can be obtained in a short time.

  • The rapid advancement of drone technology has significantly altered the landscape of modern warfare, presenting both opportunities and challenges for military forces worldwide. As drones become increasingly sophisticated, capable of performing complex missions such as reconnaissance, surveillance, and precision strikes, the development of effective air defense systems has become a critical priority. This study examines the current state of drone and air defense technologies, analyzing their impact on military strategies, tactics, and the future battlefield environment. By exploring the patterns of technological evolution, the limitations of existing air defense systems, and the potential consequences of drone proliferation, this research highlights the need for adaptive, innovative approaches to counter emerging threats. The findings underscore the importance of investing in advanced detection and interception capabilities, developing comprehensive counter-drone doctrines, and fostering international cooperation to address the ethical and legal challenges posed by the military use of drones. As the competition between drone and air defense technologies continues to intensify, policymakers and military leaders must proactively engage in shaping the future of warfare to ensure national security and stability in an increasingly complex world.

Proposed CCPS model for comprehensive security management of CCTV (영상정보처리기기(CCTV)의 포괄적 보안관리를 위한 암호·인증·보호·체계(CCPS) 모델 제안)

  • A video information processing system (CCTV) requires comprehensive administrative, physical, and technical security management to collect, transmit and store sensitive information. However, there are no regulations related to video information processing, certification methods for the technology used, and application standards suitable for security technology. In this paper, we propose a cryptography, certification, protection, system (CCPS) model that can protect the system by including encryption technology for application to the video information processing system and authentication measures for the technology used in the system configuration.

Analysis of Iran's Air Defense Network and Implications for the Development of South Korea's Air Defense Network

  • This study analyzes the current status and prospects of Iran's air defense network, focusing on the Russian-made S-300 system, and derives implications for the development of South Korea's air defense network. Iran's air defense network exhibits strengths such as long-range detection and interception capabilities, multi-target processing, high-altitude interception, and electronic warfare response. However, it also reveals weaknesses, including lack of mobility, difficulty in detecting low-altitude targets, obsolescence, training level of operating personnel, and vulnerability to electronic warfare. Real-world cases confirm these weaknesses, making the system susceptible to enemy evasion tactics, swarm drone attacks, and electronic warfare. Drawing from Iran's case, South Korea should establish a multi-layered defense system, strengthen low-altitude air defense and electronic warfare capabilities, foster the domestic defense industry for technological self-reliance, and enhance international cooperation. By addressing these aspects, South Korea can establish a robust air defense network and firmly protect its national security. Future research should aim to secure and analyze materials from the Iranian perspective for a more objective evaluation of Iran's air defense network and continuously track Iran's efforts to improve its air defense network and the trend of strengthening drone forces to predict changes in the Middle East security situation.

Defense ICT Supply Chain Security Threat Response Plan (국방 ICT 공급에 대한 보안 위협 대응 방안)

  • The potential security threat is increasing as the supply of ICT products to the defense sector increases with the development of information and communication technology. Attempts to neutralize, such as intelligence gathering and destruction, through attacks on the defense power support system and the intelligence system of the weapons system could pose a fatal threat.Therefore, security measures of supply chain shear system that take into account ICT product production and operation stage to maintenance stage are needed in defense field. In the paper, technical and administrative measures for responding to 12 ICT supply chain security threats at each stage of the defense ICT supply chain life cycle were presented.

  • A established military security tast based on existing manual and off-line needs the change and development to support effective and systematic task performance according to environment change of informational and scientific project in the military. Therefore this study suggests to set up the standard model of the defense integrated security system to automate and informationize major defense security task based on actual and problem in the area of major defense of security task and case analysis of these in America, England and other countries. The standard model consist of unit systems were made up integrated security system, security management system, man entrance system, vehicle entrance system, high-tech guard system, terror prevention system and the security accident analysis system, and this suggested model based on possible technology and system. If this model is apply to each real military unit, we will expect the development of defense security.
