Break-even Analysis with Learning Effect Under Inflation

  • Break-even analysis is a simple and useful tool in decisions and planning activities though its use is somewhat limited to short-term analysis. The subject is discussed in the fields of engineering economics, production management, cost and managerial accounting, finance, marketing, and so on. Conventional break-even analysis suits the case of stable price and low interest rate. In this paper, we try to overcome the limit by considering following factors, namely, time value of money, depreciation, tax, and capital gains. Also, considering learning effect, we increase applicability to a new project which raises certain changes such as a replacement of production process, an employee turnover, etc. Thus, we suggest a model which has a dynamic break-even quantity per period for the project. Furthermore, we examine the effect of inflation in break-even analysis.

Leader-subordinate communication and leadership style in a project team

  • The relationships between leader-subordinate interpersonal communication and performance were examined in conjuction with leadership for small project teams of six research institutes funded by Korean Government. The official communication was more positively related to consideration than initiating structure of leader behavior. The non-official communication was positively related to consideration but not significantly related to initiating structure. Each dimension of the performance was positively related to the official and non-official communication for total sample and related differently to the communications according to leadership types for given leadership style.

  • In this paper, we have studied how to reuse common data link software by applying software product line engineering. Existing common data link software performed different stages of design, implementation, and testing without sharing the accumulated knowledge of different developers. In this situation, developers agreed that sharing the assets of each project and reusing the previously developed software would save human and time costs. Even with the initial difficulties, the common Data Link is a continually proposed project in the defense industry, so we decided to build a product line. The common data link software can be divided into two domains. Among them, the initial feature model for the GUI software was constructed, and the following procedure was studied. Through this, we propose a plan to build a product line for core assets and reuse them in newly developed projects.

  • This technical paper is a study on the unique displacements of Shotcrete Lining at the mined tunnel during excavation period through deep consideration with real time data from monitoring instrumentations correlation with the numerical analysis to identify the rock stresses and the rock spring points at the working face of the Conventional tunnelling by the Drill and Blast, based on the geological face mapping results of the project NS2, Transmission cable tunnel project in Singapore. The created geometry of numerical model was prepared to the real mined tunnel construction site including, vertical shaft, construction adit, tunnel junction area, and 2 enlargement caverns. The convergence measurements by the monitoring instrumentation were performed during the tunnel excavation and shaft sinking construction stages to guarantee the safety of complicated underground structures.

A Deriving methodologies for OT&E items using WBS when acquiring a weapon system (무기체계 획득시 WBS를 활용한 운용시험평가 항목 도출방법 개발)

  • In general, similar or previous projects are mainly referred to in order to derive operational test and evaluation(OT&E) items after acquiring weapon system. The idea that a more systematic method is needed is spreading because some of OT&E items derived in this process are redundant or unnecessary. Therefore, in this topic, we plan to use WBS, a tool that classifies components into a hierarchical structure and manages development easily to achieve the weapon system development goal. In addition, the WBS tool is applied to the medium-sized standard vehicle project, which is currently being research and developed, to effectively derive OT&E items. As a result of deriving OT&E items by applying WBS to the vehicle development field and electric devices of the medium-sized standard vehicle project, the operability and relationship were judged early, and then contents of the evaluation items could be written substantially while working on environmental adaptability. In the future, it is judged that the efficiency will be increased if the method discussed in this paper is applied when deriving the OT&E items from the R&D development project.

(A) Study on the Priority Selection for business development of the Defense Education and Training System Based on Virtual Reality (가상현실 기반 국방 교육훈련체계 사업화 우선순위 선정에 관한 연구)

  • In order for the military to review the introduction of virtual reality technology into various education and training systems and fully utilize it, it is important to reflect the characteristics of the technology and education system and to accurately identify and selectively apply the characteristics of commercialization. In this study, the evaluation criteria were selected through the Analitic Hierarchy Process (AHP) method for factors to be considered when commercializing a virtual reality-based education and training system, and the priorities of the projects were determined. Based on previous studies, an initial AHP model was constructed and the relative importance of six factors, including reality, was analyzed as the level 1 evaluation criteria. Next, for Level 2, each evaluation criterion was evaluated to confirm the importance of each of the 11 tasks in the six evaluation criteria, and priorities were selected for each task. As a result of the analysis, level 1 showed that reality and ripple had higher importance than other factors. As a result of evaluating the final relative importance, the priority was shown in the order of ① flight training, ② disaster training, ③ shooting Training, and ④ driving a vehicle. Based on the relative priorities determined in Levels 1 and 2 of the model presented in this study, the importance of each project necessary for final decision-making of the research priorities for the defense virtual reality project was presented. It is expected that this study can be used as a reference material for prioritizing the commercialization of education and training systems in the defense sector.

A Research on RC3(RMF-CMMC Common Compliance) meta-model development in preparation for Defense Cybersecurity (국방 사이버보안을 위한 RMF-CMMC 공통규정준수 메타모델 개발방안 연구)

  • The U.S. Department of Defense, leading global cybersecurity policies, has two main cybersecurity frameworks: the Cybersecurity Maturity Model Certification (CMMC) for external defense industry certification, and the Risk Management Framework (RMF) for internal organizational security assessments. For Republic of Korea military, starting from 2026, the Korean version of RMF (K-RMF) will be fully implemented. Domestic defense industry companies participating in projects commissioned by the U.S. Department of Defense must obtain CMMC certification by October 2025. In this paper, a new standard compliance meta-model (R3C) development methodology that can simultaneously support CMMC and RMF security audit readiness tasks is introduced, along with the implementation results of a compliance solution based on the R3C meta-model. This research is based on practical experience with the U.S. Department of Defense's cybersecurity regulations gained during the joint project by the South Korean and U.S. defense ministries' joint chiefs of staff since 2022. The developed compliance solution functions are being utilized in joint South Korean-U.S. military exercises. The compliance solution developed through this research is expected to be available for sale in the private sector and is anticipated to be highly valuable for domestic defense industry companies that need immediate CMMC certification.

  • Recently, the acquisition environment of the Korean defense weapon system is emphasizing more the importance of cost analysis in terms of efficient execution for defense acquisition budget. While cost analysis, however, is emphasized in law and process, its infrastructures are still insufficient We have been using computerized cost models to obtain an estimate at early phase of project. But those models have been developed by foreign companies, and so they have many limitations when using in Korean defense environment. For this reason, it began to sympathize that we need the development of the Korean version cost estimation model suitable for our defense industry environment, and now many studies are proceeding. In this study, we suggest Cost Estimating Relationships(CERs) developing methodologies which is key logics of Korean version cost estimation model. Especially, we proposed a new CER's development process depending upon data characteristics such as, multicolinearity, outlier, small samples and heteroscedasticity. Also, we presented a case study for artillery weapon system using these methods we developed. We find that these CERs could be verified through theoretical methods.

The Plan for Promotion of Civil and Military S&T Cooperation and Activation of Dual Use Technology Program (민군기술협력 촉진과 민군겸용기술사업 활성화 방안)

  • Since the end of the cold war, technical tie-up between private corporations and an army in developed countries has increased a lot, and the trend is spreading through developing countries rapidly. To cope with the circumstance actively, the dual use technology program for both private corporations and an army was begun in Korea in 1998. With the program, overlapping investment was resolved and technology transfer was stimulated. And the standardization and information exchange saved considerable national budget and made possible economic profit. Yet, the combination project of 4 ministries and offices showed problems such as loose cooperation and, low industralization record. However, developed countries are out of the mere stage of dual technology development and turn into broad technical tie-up including future prediction, national competitiveness improvement, and the private company's leading participation and they are systemizing them very fast. Korea also set up the national defense reform plan with the blueprint of future military force improvement, budget increase for national defense research, and increased participation of private corporations, and created Defense Acquisition program Administration to support them. The innovation of national defense system brings forward the need to link the private and military innovation. Korea has pursued the fast growth through assimilation, absorption, and improvement of foreign technology. But now, Korea has to focus on self innovation, original technology, parts and material. As this applies to private companies and military equally, it is important to concentrate limited resources for the effective technology cooperation. Considering this, the strategies to activate the dual use technology are program concept and range extension, task-deduction way improvement and future-oriented common task deduction, and promotion system improvement.

A method for selecting the evaluation index of defence R&D project by AHP (계층분석법에 의한 국방연구개발 평가지표 선정에 관한 연구)

  • To evaluate companies that participated in the defense R&D project, 27 variables are chosen through literature survey, feature analysis of defense R&D and interviews with military experts. 17 variables are selected after factor analysis which is applied to reduce the number of variables and to detect structure in the relationships among variables, that is to classify variables using Likert-type scales. And then 17 variables are prioritized by AHP (analytic hierarchy process) method. It is shown that communication skill & cooperation strategy, level of technology, possession of needs technology have high priorities. However, protection plan of technology leakage, expertise of subcontractors, software development plan have low priorities.
