The Imbalance Compensation in CMG ('제어모멘트자이로'의 질량불균형 보정)

  • Raising the speed of the momentum wheel in the CMG increases the unintended force and torque caused by mass imbalance. This unintended force and torque should be minimized to get the better quality of satellite SAR image because they lead to the vibration of the output image. This paper shows the works on compensating the static imbalance and couple mass imbalance in the CMG wheel. First, the force and torque at the center of mass generated by the mass imbalance were predicted through M&S analysis. Second, the force and torque were estimated similarly through the M&S analysis when the measurement point was moved from the rotation center. Third, the measurement configuration for the force and torque by the mass imbalance was described. Fourth, the change of the force and torque by adding the specified mass to the momentum wheel was observed after comparing the measurements with the results of the M&S. And finally, the effect of the compensation was analyzed by comparing the force and torque before and after the correction while 24Nm class CMG was running in the standby mode.

An Analysis of Effective Factors for Defense Technology Transfer (국방기술이전 성과영향요인에 관한 연구)

  • This study investigates key factors affecting the activity of defense technology transfer through the questionnaire survey in Korea. Defense R&D investment has played an important role in promoting the commercial technology development as well as the targeted defense sector through the spin-off mechanism as shown in many countries. Recognizing the importance of effective and efficient investment in defense technology development, the advanced countries in defense technology are trying to establish optimal technology transfer mechanism to maximize the effect of the invested R&D at the national level considering the idiosyncratic features of their own countries. Because the technology transfer mechanisms are very distinct from country to country, it is natural to question "what are the determinants of the effective and efficient technology transfer in Korea?" We tested 19 potential factors and identified 11 factors that are significantly important as the determinants of technology transfer. From the empirical findings, we discuss some policy implications to promote the technology transfer.

Analysis on Design and Fabrication of High-diffraction-efficiency Multilayer Dielectric Gratings

  • We report an in-depth analysis of the design and fabrication of multilayer dielectric (MLD) diffraction gratings for spectral beam combining at a wavelength of 1055 nm. The design involves a near-Littrow grating and a modal analysis for high diffraction efficiency. A range of wavelengths, grating periods, and angles of incidence were examined for the near-Littrow grating, for the $0^{th}$ and $-1^{st}$ diffraction orders only. A modal method was then used to investigate the effect of the duty cycle on the effective indices of the grating modes, and the depth of the grating was determined for only the $-1^{st}$-order diffraction. The design parameters of the grating and the matching layer thickness between grating and MLD reflector were refined for high diffraction efficiency, using the finite-difference time-domain (FDTD) method. A high reflector was deposited by electron-beam evaporation, and a grating structure was fabricated by photolithography and reactive-ion etching. The diffraction efficiency and laser-induced damage threshold of the fabricated MLD diffraction gratings were measured, and the diffraction efficiency was compared with the design's value.

A Study for Defense Acquisition System Improvement (국방무기체계 획득절차 발전방향 - 미국 국방획득절차 개선노력을 중심으로 -)

  • During the 'Cold War', DoD had focused on the high performance and timely acquisition which enabled quick field out the superior weapons than the enemy regardless of acquisition cost. But, after the cold war, the focus has been changed to the 'cost effective acquisition' of weapon systems because of tremendous investment cost & economic theory. The U.S. DoD has been tried to make 'the most effective acquisition system'(AR, Acquisition Reform) from mid-80's with their enough experienced program data, and as a result, they had launched the new acquisition procedure - DoD 5000 series - in 1996. DoD is continuously doing the study and making several improvements on the procedure after it had been once announced. On Oct 30. 2002, DoD noticed that they cancelled the DoD 5000 series documents(5000.1, 5000.2, 5000.2-R) and 5000.2-R will be reissued as a guide. The most recent version which focused on 1) evolutionary acquisition and spiral development, 2) procedure for future technology systems including software and IT, 3) supplement on the area of efficiency, flexibility, creativity and innovation of old system was issued by May 12. 2003. This article suggests a 'good idea' based on the reviewing of these DoD efforts for our defense acquisition regulation and procedure to go. It includes the CAIV concept application, IPT utilization, T&E method, cost or price based contract etc-all for the effective acquisition.

High-power Yb Fiber Laser with 3.0-kW Output (3.0 kW 고출력 발진 단일 모드 Yb 광섬유 레이저)

  • We report high-power continuous-wave operation of a Yb-doped fiber laser at 1070 nm, pumped by high-power laser diodes at 976 nm. Based on theoretical calculation of the stimulated Raman scattering and temperature distribution in the fiber, we construct a bidirectionally pumped Yb-fiberlaser system incorporating a pair of fiber Bragg gratings and a cladding light stripper. The fiber laser yields 3.0 kW of continuous-wave output at 1070 nm in a diffraction-limited beam with M2 ≈ 1.26 for 4.1 kW of incident pump power, corresponding to a slope efficiency of 81.5%. The prospects for further power scaling are discussed.

  • This study is to review strategic priority for Defense Quality Management Factors of the Defense Agency for Technology and Quality. It is necessary to decide which quality factors are more important and which quality factors are relatively less important. In this study, Analytic Hierarchy Process (AHP) method was used in assigning the factors' weights. The survey of fifty one members participated in Defense R&D Programs showed that the Consistency Ratio was under 0.1 in evaluation items and factors.

  • Although defense standardization is recently becoming more and more active, there are still many obstacles to achieve attainments as planned. On the other hand, national standardization already has been applied as a mandatory rule in the overall industries and R&D programs and is well supported by systematic and specialized national basis. Furthermore, advanced countries, such as U.S.A., England and NATO, are considering defense standardization as a essential element to achieve low cost and highly efficient acquisition system and to enhance interoperability among the allied forces. This study aims to form public opinion in support of importance of defense standardization and to provide the vision and various implementation tasks for improving defense standardization outcome.

Assessing the Value of Research and Exploratory Development Stage of an R&D project under Duopoly and Oligopolistic Competition

  • In acquiring and transferring a superior knowledge assesing the intermediate result value of a competitive R&D project is very important for a firm engaging in R&D. Most existing literatures on R&D evaluation are concerned with project selection and resource allocation. In this paper the stage of an R&D project is classified into research, exploratory development, and development. And a model is suggested which evaluates the intermediate result value before completion of development stage under duopoly and oligopolistic competition. Assessed value of the intermediate result transferred to the next tier company can be used as a minimum acceptable price to the inventor when more advanced knowledge acquired through R&D is transferred to the next tier one. The model suggested is composed of structural variables including research cost, success rates, potential profits, discount rate degree of competition. By using exponential distribution for invertion process time in each stage, we derive a formula that can assess the value of the intermediate result, and we demonstrate how the model can be applied to a competitive R&D situation through an example.

A Design and Fabrication of the X-Band Transmit/Receive Module for Active Phased Array SAR Antennas (능동 위상 배열 SAR 안테나를 위한 X-대역 송수신 모듈의 설계 및 제작)

  • In this paper, a X-Band T/R-module for SAR(Synthetic Aperture Radar) systems based on active phased array antennas is designed and fabricated. The T/R modules have a and width of more than 800 MHz centered at X-Band and support dual, switched polarizations. The output power of the module is 7 watts over a wide bandwidth. The noise figure is as low as 3.9 dB. Phase and amplitude are controlled by a 6-bit phase shifter and a 6-bit digital attenuator, respectively. Further the fabricated T/R module has est and calibration port with directional coupler and power divider. Highly integrated T/R module is achieved by using LTCC(Low Temperature Co-fired Ceramic) multiple layer substrate. RMS gain error is less than 0.8 dB max. in Rx mode, and RMS phase error is less than $4^{\circ}$ max. in Rx/Tx phase under all operating frequency band, or the T/R module meet the required electrical performance m test. This structure an be applied to active phase array SAR Antennas.

  • A test service for the weapon systems evaluation is one of the most important processes during the weapon systems acquisition or development life cycle. Before completion of weapon systems development, the appropriate evaluation test can reduce risk and expense which might be expected during weapon systems development procedure. In this paper, it is suggested that a probabilistic prediction method based on Monte Carlo simulation for how much the annual weapon systems evaluation test excution ratio can be reached compared to the yearly initial planned test quantity. And then a weapon systems evaluation test quantitative management scheme is suggested to assist decision making for the test schedule manager who can arrange monthly test schedule based on the prediction result of annual test excution ratio. And the proposed method is applied for the weapon systems evaluation firing test data of the 8th directorate, Agency for Defense Development(ADD). And also the application result is examined.
