Analysis of Trends for Weapon System Accidents Using Social Network Analysis (사회 연결망 분석을 활용한 무기체계 안전사고 동향 분석)

  • Since military weapon accidents or breakdowns are directly linked to enormous damage, it is important to analyze the causes of weapons system accidents. Recently, in the defense sector, there have been cases in which budget has been saved through analysis of the causes of frequent breakdowns and improvement activities that have occurred in the process of operating weapon systems since 2015. But due to the nature of the defense sector, it is not easy to collect data and studies on weapons system accidents have been insufficient so far. Therefore, this study aims to investigate the causes and types of military weapon accidents by collecting military weapon accident data for military weapon systems and analyzing trends by weapon system classification through the analysis process. It analyzes statistically and visually through social network analysis, NodeXL. It is expected that this study will help improve the stability of the weapon system by reducing the number of military weapon accidents and failures.

The study of the relationship of the defense industry-specific factors effect the innovation of manufacturing technology and the market share. (방위산업의 시장구조 결정요인이 기술혁신과 시장지배에 미치는 영향)

  • This study examines the relationship of the industry-specific factors that effect innovation of manufacturing technology and the market share within the defense industry. Since the establishment of the basic defense industry framework in 1973, there were numerous interactions of the industry-specific factors of the defense industry structure with the technological innovation and market organization of the defense industry. During last three decades, the domestic defense industry has achieved the considerable level but the framework of the basic system has not developed much in areas of the military science and the defense manufacturing technology. Industry-specific factors were formed in the process and appeared in a variety of behavioral characteristics as subsystems. Currently, there IS a growing trend where the management of defense industry is gradually deteriorating due to limitation of the domestic industry-specific factor (e.g. defense technologies, amount of demand, etc.). If there is a prominent imbalance of the industry-specific factors. it can trigger the potential problem of conflict, lack of cooperation and control, slowing the growth of the manufacturing technology thereby diminishing the market and deteriorating the defense supply/demand relationship. In a research conducted by Joe S. Bain, Bain analyzed the relationship of the traditional industrial organization where industry-specific factor(S) not only impacts the conductor(C). And, conductor(C) influences the shaping of the performance(P) of relationship of the traditional industrial organization. Consequently, the researcher has identified the demand monopoly, barriers to entry, and market competition with comparison of defense industry issues. These defense issues were three industry-specific factors identified, which are 1) The demand monopoly and The entry barriers to new market competition, 2) the industrial technical factor to a production technical competitiveness and a market sharing competitiveness, 3) the probability factor to revolution for military affairs(RMA) and a R&D production. According to baseline with these factors, the following research model is established from the special companies group(Group A), the systematization companies group(Group B), and the general companies group(Group 0. The hypothesis is that if there are more industry-specific factors, then there will be more relationships of defense industry relation statutes. This research is an empirical study on the relationship that the industry specific factors effects the innovation of manufacturing technology and the shaping of the market in the defense industry. Moreover, the existing models to evaluate the industry specific factors of the defense industry IS much to be desired with the controlled statistical analysis of the result. It is vital to study on current situation with suggesting alternative strategy to the efficient strategy. The descriptive analysis approach analysis is conducted with SPSSWIN to conduct reliability test, factor analysis, correlation analysis, cross-tabulation analysis, one-way ANOVA, and multiple regression analysis. However, there were some limitations of the survey such as the rigidity of concept about the technical factors and various market management factors. The wishes is that the decision-maker could be utilized these defence industrial factors to formulate efficient defence policy and strategy in the future.

Efficiency and Failing Firm Defenses in Merger Assessment: Economic Rationale and Policy Implications (기업결합 규제에서의 효율성 및 파산기업 항변: 경제적 논거와 정책적 함의)

  • This paper provides consistent understanding between the economic rationale of the 'efficiency' and 'failing firm' defenses and the conditions that the defenses require in the merger assessment process, focusing on two main concepts, 'enhancing competition' and 'counterfactual'. This paper states that the economic rationale of the 'efficiency' defense rests on the effect of enhancing competition rather than on the improvement of efficiency itself. Regarding the 'failing firm' defense, the rationale is stated that competition would not deteriorate even when the merger proceeds compared to the counterfactual where it is prohibited. This understanding reflects not only recent international discussion but also the merger guidelines of advanced competition authorities. It also consistently explains the requirements of the defenses. Finally, this paper includes some comments on the Merger Review Guideline of Korea for its improvement based on various domestic merger cases.

  • From a phenomenological perspective on military human resources to carry out the government's "Defense Vision 2050" project, this study presents the direction of revision of the military pension along with the age and continuous retirement age system under Article 8 of the Military Personnel Act and the promotion criteria under Article 33 of the Enforcement Decree of the Military Act. The Military Personnel Act and the Enforcement Decree of the Military Personnel Act, which was created 60 years ago, are contrary to the equity of the current situation in 2022, and the conflicts continue to be drawn in terms of internal and external aspects of military human resources carrying out the "Defense Vision 2050" project, which is the keynote of the government's policy. In addition, this is linked to the national financial burden of military pension finances. Therefore, this study began with the need to revise the Military Personnel Act so that excellent human resources can continue to be introduced into a military system and perform stable duties through retirement age guarantee systems rather than class retirement.

Reinforcement Learning-Based APT Attack Response Technique Utilizing the Availability Status of Assets (방어 자산의 가용성 상태를 활용한 강화학습 기반 APT 공격 대응 기법)

  • State-sponsored cyber attacks are highly impactful because they are carried out to achieve pre-planned goals. As a defender, it is difficult to respond to them because of the large scale of the attack and the possibility that unknown vulnerabilities may be exploited. In addition, overreacting can reduce the availability of users and cause business disruption. Therefore, there is a need for a response policy that can effectively defend against attacks while ensuring user availability. To solve this problem, this paper proposes a method to collect the number of processes and sessions of defense assets in real time and use them for learning. Using this method to learn reinforcement learning-based policies on a cyber attack simulator, the attack duration based on 100 time-steps was reduced by 27.9 time-steps and 3.1 time-steps for two attacker models, respectively, and the number of "restore" actions that impede user availability during the defense process was also reduced, resulting in an overall better policy.

  • As a cutting edge technology intensive value-added business, the defense industry is jumping into a new engine of a national growth. Also, the defense industry export is recognized not only as the field to activate the Korean economy but also as an important field to create the national brand value. However, though the consensus on the importance of defense industry export helps achieve the remarkable performance in reality, the rate of increase in the budget for national defence is slowing down gradually, and the investment in R&D is not so big, and there are a lot of drawbacks with the management of core technology and the development of cutting edge weapon system. Accordingly, this thesis tried to find the leverage to make the structure of defense industry export work normally after analyzing the systematical structure of defense industry export to understand its characteristics. Also, through the process to make the leverage a strategy, the thesis tried to present the optimal direction of policy to join the ranks of the advanced countries in defense industry export.

A Linear Approximation Model for an Asset-based Weapon Target Assignment Problem (자산기반 무기할당 문제의 선형 근사 모형)

  • A missile defense system is composed of radars detecting incoming missiles aiming at defense assets, command control units making the decisions on weapon target assignment, and artillery batteries firing of defensive weapons to the incoming missiles. Although, the technology behind the development of radars and weapons is very important, effective assignment of the weapons against missile threats is much more crucial. When incoming missile targets toward valuable assets in the defense area are detected, the asset-based weapon target assignment model addresses the issue of weapon assignment to these missiles so as to maximize the total value of surviving assets threatened by them. In this paper, we present a model for an asset-based weapon assignment problem with shoot-look-shoot engagement policy and fixed set-up time between each anti-missile launch from each defense unit. Then, we show detailed linear approximation process for nonlinear portions of the model and propose final linear approximation model. After that, the proposed model is applied to several ballistic missile defense scenarios. In each defense scenario, the number of incoming missiles, the speed and the position of each missile, the number of defense artillery battery, the number of anti-missile in each artillery battery, single shot kill probability of each weapon to each target, value of assets, the air defense coverage are given. After running lpSolveAPI package of R language with the given data in each scenario in a personal computer, we summarize its weapon target assignment results specified with launch order time for each artillery battery. We also show computer processing time to get the result for each scenario.

Strategy for South Korea-Vietnamese Military Cooperation in the field of defense (한(韓)·베트남 군사협력 추진전략 : 방산분야를 중심으로)

  • South Korea and Vietnam have been engaged in extensive political, economic and cultural exchanges since the establishment of diplomaticties in 1992. In March 2018, Moon Jae-in, President of South Korea, made an official visit to Vietnam, a key partner of the New Southern Policy and discussed comprehensive cooperation measures, including expanding trade volume and measures to establish peace on the Korean Peninsula. At the defense ministers' meeting held in April 2018, the two countries signed a joint defense and defense cooperation statement, which included promotion of maritime security, defense cooperation, UN PKO activities, excavation of remains, and joint military cooperation. Currently, Vietnam is facing territorial disputes with China over the South China Sea, and is stepping up military modernization and military buildup to counter this. In particular, Vietnam is strengthening its external military cooperation beyond ideology with the U.S., Russia, India and France to strengthen its maritime power. Against this backdrop, the bilateral cooperation between South Korea and Vietnam needs to expand beyond the traditional economic and cultural exchanges to military cooperation. The study aims to review the relationship between South Korea and Vietnam on the 26th anniversary of the normalization of diplomaticties and seek ways to develop military cooperation with Vietnam, which has grown to the next China. To that end, it analyzed Vietnam's security environment and military strategy and presented strategies for promoting military cooperation focusing on defense areas.

"Peaceful Uses" of Outer Space and Japan' s Space Policy

  • Space development and utilization must be conducted within a framework of "peaceful uses" principle under Space Treaty. Japan ratified the treaty in 1967, and interpreted "peaceful uses" as "non-military uses" then. A ghost of "peaceful uses" principle has been hung over Japan up to the moment. Japan's space development and utilization has been conducted with genuine academic interest, and therefore Japan did not introduce space infrastructures to national security policy and did not facilitate growth of space industry. When the Cold War ended, Northeast Asian security environment makes Japan difficult to maintain an interpretation as "non-military uses". Besides the change of external security environment, the domestic industry situation and a series of rocket launching failure needed reexamination of Japan's space policy. Japan is gradually changing its space policy, and introducing space infrastructure in a national security policy under a "generalization" theory that gave a broad interpretation of "peaceful uses" principle. Council for Science and Technology Policy (CSTP) adopted a basic strategy of Japan's space policy in 2004. Since then, a long-term report of Japan Aerospace Exploration Agency (JAXA), an investigation report of Society of Japanese Aerospace Companies (SJAC) and a proposal of Japan Business Federation (JSF) were followed. Japan will promote space development and utilization in national security policy with a "strictly defensive defense" strategy and "non-aggressive uses"principle for protection of life and property of Japanese people and stabilization of East Asian countries.

A Study on Cost Risk Estimation applying Joint Cost-Schedule Probability Distribution Model (비용과 일정의 결합확률 분포를 적용한 위험비용추정에 관한 연구)

  • The risk analysis plays an important role in weapon system acquisition project due to uncertainties in the acquisition process. But in domestic, studies on risk analysis are insufficient and risk cost is not included in acquisition budget in policy. Therefore, in this study, we suggest a method that measures risk or success probability of project using the stochastic model. In particular, in order to calculate the success probability, we apply the joint probability distribution model of cost and schedule that are critical factors influencing the project risk. And also we verify the applicability of this model in Korean defence industry environment through case studies.
