  • In this paper, The laser transmitter module is designed as the subsystem of the high repetitive laser rangefinder. The module consists of high voltage power supply, high voltage control circuits, high voltage discharger, electro-optic Q-switch driver, and laser resonator. The high voltage power supply is composed of 2-phase flyback converter. And it has 220W power level and 78% conversion efficiency. From the Q-switch driver of the crossed porro resonator, the phase retardation voltage is switched from 600V to -1500V with 200ns falling time. The module can be operated up to 15Hz. And it generates the laser pulse which has 20ns width and 80mJ.

  • An EA(Evolutionary Acquisition) strategy is based on the systems engineering. It is a preferred approach to provide operationally useful capabilities to the warfighter much more quickly than single-step to full capability strategy. Recently, DoD is trying to apply the acquisition process based on the systems engineering. In spite of these trends, efforts of domestic defense acquisition society to this strategy are insufficient. Although an EA strategy has many benefits, there are many constraints to apply it. This study analyzes these constraints and presents applications of the EA strategy to defense R&D programs.

Earned Schedule 개념을 활용한 국방 연구개발 사업진도 기법의 일정 관리 및 예측 기능 연구 (Research of Schedule Managing and Forecasting for Project Progress Method in Defense Research & Development using Earned Schedule Concept)

  • Traditional project progress method(PPM) has been used for Korean defense research and development project management for the last 20 years. However, it is difficult to intuitively understand the performance in terms of the project schedule, because the PPM does not provide the function of managing and forecasting project schedule. Therefore, this paper proposes new schedule managing and forecasting function for the PPM using earned schedule management concept. We verify the effectiveness of the proposed functions through several defense projects and prove that it is possible to reinforce the schedule management function of the PPM.

  • 국방은 감염병과 같은 비전통 위협에 대한 직·간접적인 영향에서도 중단없는 의사결정 업무 수행이 필요하다. 모든 업무는 정보시스템을 활용하기에 정보시스템의 가용성을 보장하는 것이 매우 중요하다. 특히, 국방업무는 보안관리 측면에서 네트워크를 국방망과 상용인터넷망으로 이원화하여 수행되고 있다. 본 연구는 효과적인 국방정보체계 운용을 통해서 인터넷에서 수행되는 업무의 효율성과 보안의 효과성을 고려한 업무수행 방안을 제시하였다. 국방망과 상용인터넷이 연결되는 네트워크 접점을 최소화하고 다양한 업무 중 우선순위가 높은 것을 선정하여 효율적으로 운용하는 방안이 필요하디. 이를 위해 A기관을 대상으로 실제 사례를 조사하고 특성을 제시하였다. 본 논문에서 제시한 국방업무의 효과성을 향상하고 보안성을 보장하기 위한 대상 업무와 운용방안을 통해 감염병과 같은 비전통 위협에서도 업무수행의 가용성을 높일 수 있을 것이다.

  • 미래 국방은 세계 안보정세의 불확실성 가속화, 국내 사회·경제적 여건 제한 등 다양하고 도전적인 환경에 직면하고 있다. 이에 우리 국방부는 인공지능, 드론, 로봇 등 과학기술 기반의 국방혁신으로 당면한 문제점과 위협요인에 대응하려 하고 있다. 인공지능 기반의 첨단과학기술 도입을 위해서는 클라우드, 5G와 같은 IT기반 환경 위에 데이터를 융합하고 활용하는 것이 필수적이다. 하지만 기존의 전통적인 보안 정책은 주로 시스템 중심의 보안으로 일률적인 보안 통제수단을 적용하는 등 데이터공유 및 활용에 어려움이 있다. 본 연구는 데이터 가치 평가 및 데이터 수명주기 관리에 대한 이론적 배경을 바탕으로 데이터가치 기반의 국방 보안정책으로 패러다임 전환을 제안한다. 이를 통해 데이터 기반의 업무 활성화 및 AI기반 과학기술중심의 국방혁신 구현에 도움이 될 것으로 기대한다.

사회 연결망 분석을 활용한 무기체계 안전사고 동향 분석 (Analysis of Trends for Weapon System Accidents Using Social Network Analysis)

  • Since military weapon accidents or breakdowns are directly linked to enormous damage, it is important to analyze the causes of weapons system accidents. Recently, in the defense sector, there have been cases in which budget has been saved through analysis of the causes of frequent breakdowns and improvement activities that have occurred in the process of operating weapon systems since 2015. But due to the nature of the defense sector, it is not easy to collect data and studies on weapons system accidents have been insufficient so far. Therefore, this study aims to investigate the causes and types of military weapon accidents by collecting military weapon accident data for military weapon systems and analyzing trends by weapon system classification through the analysis process. It analyzes statistically and visually through social network analysis, NodeXL. It is expected that this study will help improve the stability of the weapon system by reducing the number of military weapon accidents and failures.

  • To keep pace with other powerful nations in this era of the era of digitalization and to emerge stronger in the world, the defense forces of South Korea aim to innovate and prepare themselves for digital battlefields of possible wars in the future. The resources in the defense sector, which is the core of defense intelligence, is based on an intelligent mission collaboration tactical network system via cyber, command, control, communication, and computer (C4), and military and non-human weapons. Defense intelligence depends on the degree of the convergence of advanced Information and communication technologies (ICTs). Considering this aspect of defense intelligence, We plan to determine the application status of defense blockchain technology and examine the feasibility of applying blockchain technology and the core of applied technology. Generally, a key feature of blockchain technology is its data integrity in untrusted environments. There are various types of core technologies for the blockchain depending on the target areas of application in the defense sector, and it is also essential to derive new application strategies for core technologies that are applied in combination with other ICT technologies. We plan to demonstrate new defense ICT converged technologies (DNAB2: Data, Network, AI, BigData, Blockchain) and DNAB2-As-Services in the defense strategy.

신 협력 강화에 따른 동유럽 방위산업의 국제유통방향 (The Global Distribution Direction of Defense Industry in Eastern Europe under the New Cooperation Strengthened)

  • Purpose - After the transition, the development of defense industry in Eastern Europe has been regressed. Recently, they have internationally recognized that new products have been exported and contributed to the Innovation-Based Manufacturing of national economy such as unmanned reconnaissance aircraft, water purification technology, and mobile chemical laboratory, etc. The military forces in Eastern Europe are re-armed by the localization of self-produced munitions in their own defense industry, and then emphasize fostering their own defense industry. Thus, if they make a collaboration with other nations as a industrial cluster, it will gain a competitive edge on the defense industry. Research design, data, and methodology - The study was designed with the data of each national defense department. The research of the subject was reviewed before and after the transition. Thousands of workers have worked in defense industries before the transition, however, the defense industry and experts left after the transition. The Hungarian defense spending on GDP also dropped sharply from 1.72% in 2000 to 0.85% in 2013. But, due to the crisis in Ukraine and the crisis of Syrian refugees, the Viségrad Group (V4) member countries have also increased their interest in a defense and industries as well as the confidence in the EU and NATO. Results - On the whole, the joint of military training and purchase of defense materials were found in order to form the EU cooperative combat troops in CEE. There are the implementation of a joint manual plan for strengthening V4 security policy and the joint military exercises for V4 every year, and the others are electronic warfare and innovation of V4 national forces. Through such a performance analysis methodology, we found that the defense industry is developed through the national cluster cooperation among CEEs and spreading global distribution. Conclusions - Eastern Europe and Balkan countries have been looking forward to cooperating with the non-EU countries such as Korea and other defense industries. There are a lot of potential development into a new civilian cooperation defense industry for global-distribution. Thus, Korea should develop electronic commercial applications, not just as a weapon exporting region.

AHP를 이용한 국방연구개발사업 메타평가 지표개발 (A Study on the Development of Meta Evaluation Indicators based on AHP Technique for Defense R&D Programs)

  • The purpose of this study is to develop Meta Evaluation Indicators for Defense R&D Programs in Korea. At first, the four components of this meta evaluation model were designed, which are evaluation context, evaluation input, evaluation process and evaluation outcome. And fifty two indicators for this meta evaluation were developed by experts who performed evaluations for Defense R&D Programs. The reliability of components and items was verified by Cronbach's ${\alpha}$ coefficient. It was over 0.6 in all areas. The validity of components and items was verified by Factor Analysis. Analytic Hierarchy Process method was used in assigning the evaluation weight. The survey of twenty two evaluators participated in Defense R&D Programs showed that the Consistency Ratio was under 0.1 in evaluation components and items. In this study, an objective and reasonable set of Defense R&D Meta Evaluation Indicators was developed to increase the responsibility of Defense R&D Programs and improve the quality of evaluation results.

  • 이스라엘의 미사일 방어체계인 Arrow 체계는 미국과 이스라엘 간 전략적 협력관계를 통해 개발되었다. 미국 레이건 행정부의 전략방위구상(Strategic Defense Initiative, SDI) 연구에 이스라엘이 1986년에 협력함으로써 전술탄도미사일 방어체계 개발이 시작되었고, 두 차례의 획기적인 성능개량을 통해 현재 Arrow 3까지 개발되어있다. 주변국으로부터 탄도미사일 위협을 직접적으로 받고 있고, 전장의 종심이 짧은 이스라엘의 지정학적 환경에 맞도록 개발되고 지속적으로 업그레이드되고 있는 Arrow 미사일 방어체계의 개발 사례는 한반도 환경에 적합한 탄도미사일 방어체계를 구축함에 있어 모범적 사례가 될 수 있다.
