핵심역량 지향성과 프로세스 관리역량이 IT 아웃소싱 성과에 미치는 연구 (An Empirical Investigation into the Role of Core-Competency Orientation and IT Outsourcing Process Management Capability)

  • Recently, the role of IT service providers has been enlarged from managing a single function or system to reconstructing entire information management processes in new ways to contribute to shareholder value across the enterprise. This movement toward extensive and complex outsourcing agreements has been driven by the assumption that outsourcing information technology functions is a reliable approach to maximizing resource productivity. Hiring external IT service providers to manage part or all of its information-related services helps a firm focus on its core business and provides better services to its clients, thus obtaining sustainable competitive advantage. This practice of focusing on the strategic aspect of outsourcing is referred to as strategic sourcing where the focus is capability sourcing, not procurement. Given the importance of the strategic outsourcing, however, to our knowledge, there is little empirical research on the relationship between the strategic outsourcing orientation and outsourcing performance. Moreover, there is little research on the factor that makes the strategic outsourcing effective. This study is designed to investigate the relationship between strategic IT outsourcing orientation and IT outsourcing performance and the process through which strategic IT outsourcing orientation influences outsourcing performance, Based on the framework of strategic orientation-performance and core competence based management, this study first identifies core competency orientation as a proper strategic orientation pertinent to IT outsourcing and IT outsourcing process management capability as the mediator to affect IT outsourcing performance. The proposed research model is then tested with a sample of 200 firms. The findings of this study may contribute to the literature in two ways. First, it draws on the strategic orientation - performance framework in developing its research model so that it can provide a new perspective to the well studied phenomena. This perspective allows practitioners and researchers to look at outsourcing from an angle that emphasizes the strategic decision making to outsource its IT functions. Second, by separating the concept of strategic orientation and outsourcing process management capability, this study provides practices with insight into how the strategic orientation can work effectively to achieve an expected result. In addition, the current study provides a basis for future studies that examine the factors affecting IT outsourcing performance with more controllable factors such as IT outsourcing process management capability rather than external hard-to-control factors including trust and relationship management. This study investigates the major factors that determine IT outsourcing success. Based on strategic orientation and core competency theories, we develop the proposed research model to investigate the relationship between core competency orientation and IT outsourcing performance and the mediating role of IT outsourcing process management capability on IT outsourcing performance. The model consists of two independent variables (core-competency-orientation and IT outsourcing process management capability), and two dependent variables (outsourced task complexity and IT outsourcing performance). Comprehensive data collection was conducted through an outsourcing association. The survey data were analyzed using a structural analysis method. IT outsourcing process management capability was found to mediate the effect of core competency orientation on both outsourced task complexity and IT outsourcing performance. Further analysis and findings are discussed.

Competencies of Dental Hygienists for Oral Care Service for People with Disability

  • Background: Dental treatment has shifted to the center of the community, and the public policy of the country has expanded to support the vulnerable classes such as the disabled. The dental profession needs education regarding oral health services for persons with disabilities, and it is necessary to derive the competencies for this. Therefore, we conducted this study to derive the normative ability to understand the role of a dental hygienist in the oral health service for persons with disabilities and improvement plans for education. Methods: We conducted a qualitative analysis for deriving competencies by analyzing the data collected through in-depth interviews with experts in order to obtain abilities through practical experience. Based on the competency criterion, relevant competency in the interview response was derived using the priori method, and it was confirmed whether the derived ability matched the ability determined by the respondent. Results: The professional conduct competencies of dental hygienists, devised by the Korean Association of Dental Hygiene, consists of professional behavior, ethical decision-making, self-assessment skills, lifelong learning, and accumulated evidence. Also, core competencies of the American Dental Education Association competencies for dental hygienist classification such as ethics, responsibility for professional actions, and critical thinking skills were used as the criterion. The dental hygienist's abilities needed for oral health care for people with disabilities, especially in the detailed abilities to fulfill these social needs, were clarified. Conclusion: To activate oral health care for people with disabilities, it is necessary for dental hygienists to fulfill their appropriate roles, and for this purpose, competency-based curriculum restructuring is indispensable. A social safety net for improving the oral health of people with disabilities can be secured by improving the required skills-based education system of dental hygienists and strengthening the related infrastructure.

  • With the increase of global competition and the reduction of the lifecycle of business process, most leading companies begin to adopt BPO(Business Process Outsourcing), by outsourcing the whole or part of their business process to external service providers and focusing on their core capability, in order to enhance their core competency, In adopting BPO, it is an important decision-making issue that which part of process should be outsourced. So identifying core/non-core process among the business processes is a prerequisite for managing corporate capability and performance of outsourcing. In this study, by focusing on knowledge intensity and degree of informatization of the business process that are important factors in adopting BPO, we have analyzed the current status of BPO adoption of domestic firms and proposed several guidelines for adopting BPO.

농촌청소년의 직업능력분석 (A Study on the Vocational Competencies of Rural Youths)

  • The purpose of this study was to analyze vocational competencies of rural youths. The study was carried out by focus group interview and questionnaire. The data were collected from 200 rural youths by stratified random sampling. The SPSSWIN / ver13 was used for analyzing data with t-test, ANOVA, and factor analysis. The major findings of this study were as follows; Firstly, rural youths showed higher competencies in handling and fixing machines, selecting seeds, where as rural youths showed lower competencies in goal setting, envisioning, acquiring agricultural policy information, management evaluation. Secondly, rural youths predicted optimistic future of their own farming even though the future of national farming should get smaller. Lastly, rural youths who are higher education, extending farming size, establishing farm had higher vocational competencies than other youths. Conclusionally, the study suggests adult-farmers give rural youths an opportunity to participate in decision making and farming.

Structural Dashboard Design for Monitoring Job Performance of Internet Web Security Diagnosis Team: An Empirical Study of an IT Security Service Provider

  • Company A's core competency is IT internet security services. The Web diagnosis team analyzes the vulnerability of customer's internet web servers and provides remedy reports. Traditionally, Company A management has utilized a simple table format report for resource planning. But these reports do not notify the timing of human resource commitment. So, upper management asked its team leader to organize a task team and design a visual dashboard for decision making with the help of outside professional. The Task team selected the web security diagnosis practice process as a pilot and designed a dashboard for performance evaluation. A structural design process was implemented during the heuristic working process. Some KPI (key performance indicators) for checking the productivity of internet web security vulnerability reporting are recommended with the calculation logics. This paper will contribute for security service management to plan and address KPI design policy, target process selection, and KPI calculation logics with actual sample data.

특성화고 미래인재전형 담당교사들의 역량모델 연구 (Development of the Competency Model of Specialized Vocational High School Teachers as Admission Officers)

  • 본 연구의 목적은 특성화고 미래인재전형 담당교사들의 역량모델을 개발하는 것이다. 미래인재전형은 특성화고의 특별전형 중 하나로, 교과 성적과 상관없이 취업 및 창업의지, 소질과 적성을 가진 학생들을 선발하기 위해 2016년 서울시 소재 특성화고에 도입되었다. 본 연구는 미래인재전형 담당교사들의 역량모델을 개발하기 위해 특성화고 교사 191명에 대한 설문조사를 실시, 요인분석을 실시하고 고경력자와 일반 경력자의 응답을 비교 분석하였다. 본 연구결과로 나타난 특성화고 미래인재전형 담당교사의 핵심역량은 3개 역량군, 14개 역량으로 나타났다 : 1) 공통 역량군은 입학담당자로서 직무를 수행하는 데 기본적으로 필요한 역량으로 (1)입학전형 담당자로서의 책임감, (2)평가자로서의 윤리성, (3)의사소통 역량, (4)팀워크 역량을 포함한다. 2) 기획 역량군은 미래인재전형 선발에 적합한 모든 전략과 세부 계획을 설계하는데 필요한 역량으로 (5)특성화고 입학전형에 대한 이해력, (6)인재상에 따른 평가 준거 및 요소추출 역량, (7)면접 문항 개발 역량, (8)평가 기준 개발 및 지침 이해 역량, (9)평가자간 신뢰도 제고 역량 등이다. 3) 실행 역량군은 성공적인 미래 인재 선발에 적용하고 실천할 수 있는 역량으로 (10)면접 진행 역량, (11)면접 답변에 대한 실시간 평가 역량, (12)평가결과를 객관화, 수치화하는 역력, (13)평가결과에 대한 통합적 해석 역량, (14)평가 결과에 대한 의사결정 역량이 포함된다.

주가지수의 예측에 있어 Fuzzy Delphi 방법의 적용 (The Application of Fuzzy Delphi Method in Forecasting of the price index of stocks)

  • In the stock marketing. investor needs speedy and accurate decision making for the investment. A stock exchange index provides the important index of the early of 1993 in Korea using Fuzzy Delphi Method(F. D. M) which is widely used to a mid and long range forecasting in decision making problem. In the Fuzzy Delphi method, considerably qualified experts an first requested to give their opinion seperately and without intercommunication. The forecasting data of experts consist of Triangular Fuzzy Number (T.F.N) which represents the pessimistic, moderate, and optimistic forecast of a stock exchange index. A statistical analysis and dissemblance index are then made of these subject data. These new information are then transmitted to the experts once again, and the process of reestimation is continued until the process converges to a reasonable stable forecast of stock exchange index. The goal of this research is to forecast the stock exchange index using F.D.M. in which subjective data of experts are transformed into quasi -objective data index by some statistical analysis and fuzzy operations. (a) A long range forecasting problem must be considered as an uncertain but not random problem. The direct use of fuzzy numbers and fuzzy methods seems to be more compatible and well suited. (b) The experts use their individual competency and subjectivity and this is the very reason why we propose the use of fuzzy concepts. (c) If you ask an expert the following question: Consider the forecasting of the price index of stocks in the near future. This experts wi11 certainly be more comfortable giving an answer to this question using three types of values: the maximum value, the proper value, and the minimum value rather than an answer in terms of the probability.

미국 중학교 가정과 교육과정의 '소비생활' 영역 내용요소 분석: 오하이오, 미네소타, 위스콘신 주를 중심으로 (Analysis of the Content Components of 'Consumer Life' Area of Middle School Home Economics Curriculum of the U.S.: Focusing on the States of Ohio, Minnesota, and Wisconsin)

  • 본 연구는 우리나라 청소년들의 소비자역량 강화를 위해 미국 3개 주(오하이오, 미네소타, 위스콘신) 중학교 가정과 교육과정을 분석함으로써, 우리나라 중학교 가정과 교육과정에 시사점을 도출하는데 목적이 있다. 이를 위해 2015 오하이오 주, 2017 미네소타 주, 2013 위스콘신 주 중학교 가정과 교육과정의 '소비생활' 영역의 성취기준을 수집해 소비자역량 내용을 분석하였다. 소비자역량 내용 분석 준거는 우리나라 성인들의 소비자역량을 측정하기 위해 개발한 한국소비자원의 소비자역량 내용체계를 기준으로 연구자가 수정·보완하여 활용하였다. 분석 결과와 시사점을 요약하면 다음과 같다. 첫째, 미국 가정과 교육과정에서는 청소년들의 금융이해력 향상을 위해 신용관리, 저축/투자/보험, 세금, 금융환경과 금융의사결정 등 다양한 내용요소를 다루고 있었다. 차기 교육과정에서는 길어진 노후생활에서의 재무 안정을 위해 경제 환경의 변화 등 각종 변수를 고려해 생애주기별 실제적인 재무계획을 세울 수 있도록 금융기초지식과 금융 정보 활용 기술 강화를 위한 내용을 제시할 필요가 있다. 둘째, 미국 가정과 교육과정에서는 소비자거래역량 향상을 위해 가격과 이자율, 경제동향 및 수요와 공급의 영향, 구매방법과 계약 조건 등 경제개념을 적용해 구매의사결정을 할 수 있도록 교육과정을 개발하였으나, 우리나라는 구매계획, 구매의사결정과정에 집중되어 있기에 중학교 수준에 적합한 경제 개념을 도입해 소비자거래역량 함양을 도와줄 필요가 있다. 셋째, '소비자시민역량' 강화를 위해 차기 교육과정에서는 권리주장과 책임 수용을 균형 있게 다룰 필요가 있으며, 특히 소비자 주권이 실현되는 소비환경 조성을 위한 소비자 정책과 법률, 소비자 옹호 등에 관한 내용을 강화할 필요가 있다.

데이터 분석 프로젝트 참여한 예비 교사의 통계적 지식에 대한 변화와 데이터 기반 의사 결정의 경험 (Changes in Statistical Knowledge and Experience of Data-driven Decision-making of Pre-service Teachers who Participated in Data Analysis Projects)

  • 미래 사회는 데이터를 다룰 수 있는 역량이 특히 중요해질 것이라 예측되며, 따라서 통계적 지식과 더불어 통계적 사고력을 갖춘 교사 교육이 필요한 시대가 되었다. 이에 따라 본 연구는 연구자들이 개발한 데이터 분석 프로젝트를 예비 교사들에게 적용해본 뒤 이들의 통계적 지식의 변화를 살펴보고 통계적 사고력을 활용한 데이터 기반 의사 결정 경험의 내용을 살펴보았다. 해당 프로젝트를 통해 예비 교사들은 실제 데이터를 공학적 도구를 통해 분석하는 기회를 가질 수 있었다. 연구를 위해 혼합연구 모형을 적용하여 예비 교사들의 통계적 지식의 변화를 양적으로 분석하였고 데이터 기반 의사 결정의 경험을 질적으로 살펴보았다. 그 결과 예비 교사들은 모평균과 표본평균의 관계, 그리고 모평균 추정 및 해석에 관한 통계적 지식이 부족한 것으로 드러났다. 데이터 기반 의사 결정에 관해서는 데이터와 분석 방법 및 분석 결과에 대한 이해의 깊이에 차이를 보였으며 이러한 차이는 예비 교사들이 한 모둠에서 같이 활동한 경우에도 발생하였다. 이와 같은 결과를 바탕으로 통계 교육의 질 제고를 위한 제안점을 논하였다.

퍼지 TOPSIS를 이용한 신임교수선택을 위한 집단의사결정 (Group Decision Making for New Professor Selection Using Fuzzy TOPSIS)

  • 본 논문의 목적은 대학의 신임교수선택 문제를 해결하기 위해서, TOPSIS 방법을 퍼지 환경에 적용시키는 것이다. 이를 위해서, 본 논문에서 각 후보자에 대한 평가와 평가기준에 대한 가중치는 사다리꼴 퍼지 수로 표현되는 언어적 용어로 기술된다. 여기서 두 사다리꼴 퍼지 수들 간의 거리는 vertex 방법으로 측정한다. 그리고 TOPSIS 개념에 따라서, 근접계수를 구해서 모든 후보자들의 우선순위를 결정한다. 본 연구에서는 1) 신임교수선택을 위한 4 개 평가기준(연구실적, 교육연구역량, 인성, 전공 적합성), 2) 집단의사결정을 위한 퍼지 TOPSIS 방법의 5단계 절차, 3) 신임교수선택 사례를 통해서 4명 후보자들의 우선순위를 도출했다. 본 논문의 결론은 퍼지 자료를 분석하려는 전문가에게 활용될 수 있고, 또한 인사관리에서 직원선택문제를 해결하는 다기준 의사결정 도구로도 유용하게 사용될 수 있다. 끝으로 이와 같은 연구결과가 갖는 이론적 및 실천적 함의를 논의했고, 향후 연구방향을 제시했다.
