Environmental conservation plan, notwithstanding their feasibility and potential utility in construction of environment-friendly spaces, has long been perceived in practice as "declarative" and a "formality." Such perceptions are largely the result of the failure to provide spatial planning that is directly relevant to development of the space in question, and to sufficiently interconnect with urban development plan. This demonstrates the need for ways to link disparate plans, i.e. to enact "spatial environment plan." In response to these issues, this study proposes the systematization of spatial environment data as a necessary prerequisite to the establishment of spatial environment plan, which would provide both linkages with other plans, and ensure the applicability of environmental conservation plan. To this end, this study analyzed existing environmental data, and then proposed systems for links with spatial environment plan. In respect of this, the study examined spatial data systems, and then classified applicable spatial according to each environmental medium. The study also produced spatial information and planning items that can be included in spatial environment plans for each of the nine environmental media, and then constructed a system that could link the existing spatial information system, current spatial environment data, and spatial environment management plan. Furthermore, the study proposed matters for improvement in the construction of spatial environmental data to ensure the activation of spatial environment plan. The construction of a systematic spatial database, by facilitating the smooth establishment of spatial environment plan, can enhance and upgrade environmental conservation plan, while contributing to enhanced linkages with related spatial plans.
As Geoweb is continuously developing, today it is possible for the public to utilize geospatial information technology, whereas only a few experts could apply this technology in the past. The examples that utilize the geospatial information technology creatively in the field of education have been increasing. Google, USGS and NASA, etc. presented various strategies to attract participation from people as they construct the related web-sites and suggest practical examples so that the existing spatial data in public institutions can be utilized in the field of education. In this study, we presented the strategies that converged education and exploratory learning can be vitalized on the primary, middle and high schools by using geospatial information technology. We took a literature review of researches that geospatial information technology had applied in the field of education according to the changes of schools' environments, analyzed internal and foreign web-sites which applied geospatial information technology to the field of education, and finally presented the strategies for application of geospatial information technology in the field of education. The strategies we presented are divided into four parts: 1) construction of course modules, 2) construction of educational database based on geospatial information technology, 3) construction of authoring environments for course modules, and 4) provision of supporting services for vitalizing the education based on geospatial information technology.

In this study, a design value analysis technique that considered stochastic LCC and stochastic performance evaluation was proposed, and by introducing the concept of reliability analysis, a decision making that secured reliability was supported. The results of this study, which was carried out according to the above objectives and methods, are summarized as follows: 1) The design value analysis procedures and value state function, improved in order to carry out a reliable analysis when evaluating alternate proposals that were extracted after the function definition was complete, were formalized, and in order to secure consistency and efficiency for value evaluation procedures, an evaluation index scheme was proposed; 2) Database collection and analysis were done for a bridge's LCC analysis. As for the collection scope of data, literature of previous research done on a bridge's LCC analysis was used as the basis for analysis, and for securing reliability regarding analysis results and dealing with uncertainty of collected data, the MCS technique was applied; 3) Weights and evaluation ranks for performance evaluation of each of the alternate proposals, as well as LCC analysis model, analysis period, discount rate, user expense, safety inspection and safety diagnosis expense conditions for LCC analysis were proposed. Lastly, a feasibility study was done and conclusion was made about "OO grand bridge and connecting road construction work execution design" project centered on value analysis execution case.
Considering the conversion of the Korea Construction Standards to Limit State Design (LSD), we analyzed the resistance bias factor for pullout resistance, as a part of the development of the Load and Resistance Factor Design (LRFD) for soil nailing; very few studies have been conducted on soil nailing. In order to reflect the local characteristics of soil nailing, such as the design and construction level, we collected statistics on pullout tests conducted on slopes and excavation construction sites around the country. In this study a database was built based on the geotechnical properties, soil nailing specifications, and pullout test results. The resistance bias factors are calculated to determine the resistance factor of the pullout resistance for gravity and pressurized grouting method, which are the most commonly used methods in Korea; moreover, we have relatively sufficient data on these methods. We found the resistance bias factors to be 1.144 and 1.325, which are relatively conservative values for predicting the actual ultimate pullout resistance. It showed that our designs are safer than those found in a research case in the United States (NCHRP Report); however, there was an uncertainty, $COV_R$, of 0.27-0.43 in the pullout resistance, which is relatively high. In addition, the pressurized grouting method has a greater margin of safety than the gravity grouting method, and the actual ultimate pullout resistance determined using the pressurized grouting method has low uncertainty.
The dredging project became more important with the recent construction of off shore structures and reclamation projects. Accordingly, more exact quantitative estimation of the dredged amount should be required. The sub-sea ground information can be obtained generally by the boring investigation and the dredged amount can be estimated based on the depth or the deeper bound of a ceratin layer via 3D visualization program. During the estimation process, the input DB should be constructed with 1D elevation information from boring investigation for the spatially approximated distribution of a deeper bound of each ground layer. The input DB can be varied with the application of the borings and the approximation targets. Therefore, the 3D visualized ground profile and dredged amounts are compared on the actively dredged sites, vicinity of Saemangeum area and outer port area in Gunsan with regard to the input DB construction methods. Conclusively, the input DB based on the spatially approximated depths show higher precision results and more reasonable 3D visualized ground profiles.

Many cases have mentioned the effect by applying BIM on the media such as at conferences, workshops, reports, ect. These cases reported that costs could be saved directly by prevention the need to re-do and reconstruct caused by using BIM. BIM users mentioned that using BIM has potential value in saving costs. The benefits of the BIM include intangible value that cannot be estimated in costs, such as reducing work time and improving productivity. However, the financial value of using BIM, such as Return on Investment, has not yet been exposed, and BIM users have a negative view of the financial value of BIM in Korea. Therefore, this study has researched the effects of applying BIM on construction estimate services in view of business productivity, not finance. This study compared the traditional and BIM based estimation, and verified the effect of estimating BIM through work sampling. This study investigated a precondition for getting the effects of BIM based estimation. The results show a need for BIM education, 3D Modeling standards, and database on quantity in order to improve product ivity and reduce work time on BIM based estimation

This paper introduces a system, Simulation based Stochastic Markup Estimation System (S2ME), for estimating optimum markup for a project. The system was designed and implemented to better represent the real world system involved in construction bidding. The findings obtained from the analysis of existing assumptions used in the previous quantitative markup estimation methods were incorporated to improve the accuracy and predictability of the S2ME. The existing methods has four categories of assumption as follows; (1) The number of competitors and who is the competitors are known, (2) A typical competitor, who is fictitious, is assumed for easy computation, (3) the ratio of bid price against cost estimate (B/C) is assumed to follow normal distribution, (4) The deterministic output obtained from the probabilistic equation of existing models is assumed to be acceptable. However, these assumptions compromise the accuracy of prediction. In practice, the bidding patterns of the bidders are randomized in competitive bidding. To complement the lack of accuracy contributed by these assumptions, bidding project was randomly selected from the pool of bidding database in the simulation experiment. The probability to win the bid in the competitive bidding was computed using the profile of the competitors appeared in the selected bidding project record. The expected profit and probability to win the bid was calculated by selecting a bidding record randomly in an iteration of the simulation experiment under the assumption that the bidding pattern retained in historical bidding DB manifest revival. The existing computation, which is handled by means of deterministic procedure, were converted into stochastic model using simulation modeling and analysis technique as follows; (1) estimating the probability distribution functions of competitors' B/C which were obtained from historical bidding DB, (2) analyzing the sensitivity against the increment of markup using normal distribution and actual probability distribution estimated by distribution fitting, (3) estimating the maximum expected profit and optimum markup range. In the case study, the best fitted probability distribution function was estimated using the historical bidding DB retaining the competitors' bidding behavior so that the reliability was improved by estimating the output obtained from simulation experiment.

Coastal disasters have become one of the most important issues in every coastal country. In Korea, coastal disasters such as storm surge, sea level rise and extreme weather have placed many coastal regions in danger of being exposed or damaged during subsequent storms and gradual shoreline retreat. A storm surge is an onshore gush of water associated with a tow pressure weather system, typically in typhoon season. However, it is very difficult to predict storm surge height and inundation due to the irregularity of the course and intensity of a typhoon. To provide a new scheme of typhoon damage prediction model, the scenario which changes the central pressure, the maximum wind radius, the track and the proceeding speed by corresponding previous typhoon database, was composed. The virtual typhoon scenario database was constructed with individual scenario simulation and evaluation, in which it extracted the result from the scenario database of information of the hereafter typhoon and information due to climate change. This virtual typhoon scenario database will apply damage prediction information about a typhoon. This study performed construction and analysis of the simulation system with the storm surge/coastal inundation model at Masan coastal areas, and applied method for predicting using the scenario of the storm surge.
This study was carried out to build a database system for amylose and protein contents of rice germplasm based on NIRS (Near-Infrared Reflectance Spectroscopy) analysis data. The average waxy type amylose contents was 8.7% in landrace, variety and weed type, whereas 10.3% in breeding line. In common rice, the average amylose contents was 22.3% for landrace, 22.7% for variety, 23.6% for weed type and 24.2% for breeding line. Waxy type resources comprised of 5% of the total germplasm collections, whereas low, intermediate and high amylose content resources share 5.5%, 20.5% and 69.0% of total germplasm collections, respectively. The average percent of protein contents was 8.2 for landrace, 8.0 for variety, and 7.9 for weed type and breeding line. The average Variability Index Value was 0.62 in waxy rice, 0.80 in common rice, and 0.51 in protein contents. The accession ratio in arbitrary ranges of landrace was 0.45 in amylose contents ranging from 6.4 to 8.7%, and 0.26 in protein ranging from 7.3 to 8.2%. In the variety, it was 0.32 in amylose ranging from 20.1 to 22.7%, and 0.51 in protein ranging from 6.1 to 8.3%. And also, weed type was 0.67 in amylose ranging from 6.6 to 9.7%, and 0.33 in protein ranging from 7.0 to 7.9%, whereas, in breeding line it was 0.47 in amylose ranging from 10.0 to 12.0%, and 0.26 in protein ranging from 7.0 to 7.9%. These results could be helpful to build database programming system for germplasm management.
