Waterbody Detection from Sentinel-2 Images Using NDWI: A Case of Hwanggang Dam in North Korea (Sentinel-2 기반 NDWI를 이용한 수체 탐지 연구: 북한 황강댐을 사례로)

  • In thisletter, we developed technology which can exclude effect of cloudsto perform remote waterbody detection based on Sentinel-2 optical satellite imagery to calculate the area of ungauged reservoirs and applied to the Hwanggang dam reservoir, a representative ungauged reservoir, to verify usability. The remote waterbody detection technology calculates the cloud blocking ratio by comparing the cloud boundary in the Sentinel-2 imagery and the reservoir boundary first. Next, itselects data whose cloud blocking ratio does not exceed a specific value and calculates NDWI (Normalized Difference Water Index) with selected imagery. In last, it calculatesthe area of the reservoir by counting the number of grids which have NDWI value considered as waterbody within the boundary of the target reservoir and correcting with cloud blocking ratio. To determine cloud blocking ratio threshold forselecting image, we performed the area calculation of Hwanggang dam reservoir from July 2018 to October 2021. As a result, when the cloud blocking ratio threshold wasset 10%, we confirmed that the result with large error due to clouds were filtered well and obtained 114 results that can show changes in Hwanggang dam reservoir area among 220 images.

  • GIS analyzes various topographic feature in three dimensions using triangulated irregular network (TIN). This paper proposed a method that can analyze topographic features effectively in three dimensions. Method developed in this study can calculate earth-volume, the inundation volume, storage volume etc, effectively. We could reduce error than existing volume calculation methods in computing volume in addition to water level's change about each. Also, the develop method can improve accuracy in measuring the storage of reservoirs. Main result of this paper id to develop a efficient calculation method using contour and elevation data on digital map.

  • Agricultural small dam reservoirs in Korea are vulnerable to flooding because of insufficient flood control capacity and deterioration such that reservoir water level is likely to rise rapidly and a large amount of water release quickly to downstream without flood warning. In this study, we performed hydrologic analysis to estimate design flood(200 years return period ${\times}1.2$) and also evaluated the effect of siphon spillway as a structural countermeasure for flood control and mitigation by applying reservoir routing to the Jipyeong reservoir, located in Sangju, Korea. The results show that the design flood was calculated at $284.3m^3/s$, and water level and water release decreased by 40cm and $91m^3/s$, respectively.

Estimation of Break Outflow from the Goeyeon Reservoir Using DAMBRK Model (DAMBRK 모형을 이용한 괴연저수지 붕괴유출량 추정)

  • Several reservoirs that were managed by local governments and the Korea Rural Community Corporation have recently collapsed. One of them is the Goeyeon reservoir in Yeongcheon-si, Gyeongsangbuk-do that collapsed mainly around the spillway due to heavy rain at 9 O'clock, on 21 August 2014. The Goeyeon reservoir was an aging agricultural reservoir over 70 years since it was built. In this study, the collapse situation of the reservoir was reproduced through the DAMBRK model. Flood inundation maps were reconstructed for the breach outflow of the dam analyzed by the DAMBRK model. We estimated the breach duration and outflow of the reservoir as compared with the inundation image taken by the Unmanned Aerial Vehicle (UAV) at the time when the Goeyeon reservoir collapsed. The results of this study are expected to be useful for predicting damage in the downstream inundation area when a reservoir collapses.

  • Water flow in rivers during flood season can be 10 to 100 fold higher than normal seasons (low precipitation) in Japan and predicting flood runoff is essential for operating reservoirs with discharging gates. Abundant experiences and knowledge are requisites for operators to be able to make efficient decisions at work. This research investigated a method to transfer technical knowledge by acquiring skills and knowledge from actual dam operators and by using the information to construct an educational training system. The purpose of the research was to enable the execution of a secure and rational reservoir operation during flood period. The educational training system for reservoir operation was developed with the focuses on acquiring knowledge on hydraulics and hydrology and learning about decision making related to the reservoir operation as well as the timing of control. The system is capable of conducting education that corresponds to individual levels in each location. Of the educational training methods, a lecture method that uses textbooks is effective for the understanding of basic knowledge and concepts while a training method that uses a simulation device is essential for the practice of advanced and specialized procedures in specific fields. Simulation devices are used in operational training for airplane flight and driving cars and trains. The educational system presented here was designed to provide further assistance to those who have acquired basic knowledge and concepts through textbooks and also to at low them to perform the satisfactory operation of dam equipment. Our research proposes a method which can realize a system to acquire technical skills-the skills which are the foundation of technical knowledge and operation.

Flood Routing Analysis Considering the Effects of Dams in Han River (한강수계에서의 댐의 영향을 고려한 홍수추적)

  • This study has performed flood routing computations considering the upstream and intermediate dams in Han River using DAMBRK. Hypothetical reservoirs with variable dimensions are used to compare the validity of the reservoir routing methods, that are storage routing and dynamic routing. The flood events in September, 1990 and August, 1995 are used to verify the applicability of the model. The model performs the flood analysis more accurately considering multiple dam effects in Han River. The methodologies presented in this study will give a good contribution for basin-wide flood forecasting in Han River basin.

  • The water demand has been rapidly increased by the growth of population, industrialization, unbanization, water pollution and so on. This study carried out the seasonal pre-reserved planning for the five zones, comparing the water demand with the available water resources up to the goal year, 2001. The results of this study are as follows; 1) It is principle that the monthly water demand is supplied by the surface and ground water as the increasing tendency of it, and the deficit of water is supplemented by the water supplying capacity of dam. And water demand should be completely reserved before supplying the deficit of water. 2) The monthly and seasonal maximum deficit of water demand take place in June and summer. 3) The periods when the deficit of water demand exceeds the water supplying capacity of dam are 1984-1990, 1994-2001 in zone III. 4) To reserve the deficit of water demand in zone III, we would like to pre-construct Masan-Keumbo estuary barrage from 2001 to 1991 in Seomjin river basin, the deficit of water demand is supplied by the diversion of water from Yeongsan river basin with the developments of the ground water and small reservoirs until 1986.

  • According to the "Safety Evaluation Detailed Instructions (Dam)", a precise safety inspection is carried out for dams that exceed a certain scale. However, as the Hydrological Safety Evaluation from various evaluation standards is designed to evaluate the safety of existing dams considering PMF(Probable Maximum Flood), the evaluation is much less applicable for most agricultural reservoirs. Therefore, the Hydrological Safety Guidelines for agricultural reservoirs are expected to be re-evaluated considering the diverse risk factors with the coefficient model and AHP(Analytic Hierarchy Process) in this study. The coefficient model has been developed by selecting the hydrological safety superordinate subordinate evaluation factors to reflect diverse risk factors of agricultural reservoirs. This study indicated that in the short term, improving the safety check condition evaluation grade will be useful to improve the hydrological safety of the agricultural reservoir because it can be performed immediately.

  • This study is aimed to develop a remote control robot-ship system using wireless communication and DGPS, which it is an automatic system for measuring exact depth and bed topography of reservoir or dam. Robot-ship is equipped with GPS and echosounder, and it is controled remotely using wireless internet. Robot-ship is consist of frame, each module and control board. Control segment is consisted of a processing system for positioning data and remote control system. A wireless communication system is developed which can communicate interactively between robot-ship and control segment, and it is developed in two channel system of RF modem and wireless internet. The robot-ship could be used acquire economically and exactly the water depth and bed topography of reservoirs, dams, rivers and so on.
