Transition of ACTD by Measuring the Technology Readiness Level (기술성숙도 측정을 통한 ACTD 과제 전이 결정에 관한 연구)

  • Recently, request far application of advanced commercial technology to the defense acquisition process, to reduce the budget and shorten development time, has been increased. To accomplish these goals, the Advanced Concept Technology Demonstration(ACTD) is used for the defense acquisition process in Korea. And User Utility Assessment is tested to make a decision for transition to acquisition process. But this process does not include measurement of technology maturity and impacts of interface and interaction among the technologies. In this research, we propose the needs of measurement of TRL and IRL and application of SRL to reduce the risk during development phase, to understand the relations of technologies, and to fulfill the requirement far transition of the ACTD project to system development and demonstration process.

  • The SW-centered battlefield management information system R&D project takes a long period of 5-10 years or more by applying a complex and rigid batch acquisition strategy. In order to solve this problem, it is necessary to institutionalize a rapid and flexible battlefield management information system R&D project management procedure applying agile development methodology, and a government project management organization and contract management method to support it In this study, we analyzed the case of applying the Agile development method centered on Scrum to the US SW-centered weapon system R&D project and the characteristics and problems of the battlefield management information system R&D project in Korea, and suggested improvement measures as follows. First, the battlefield management information system R&D model applies the hybrid development method, and the system requirements analysis and system structure design use the existing waterfall development procedure, and the agile method is applied from the SW requirements analysis to the system integration stage. Second, flexible adjustment of performance, schedule, and cost by organizing an Agile IPT in which military (requirements) - DAPA (project management) - developer - functional specialized organizations (test and evaluation, quality, government research institutes, etc.) participate. Third, improving the Basic Order Agreement so that it can be applied to agile R&D.

A Methodology Research on Development Stage of Submarine Vessel through QMST/QCG System (QMST/QCG 제도를 통한 잠수함 함정 체계개발단계 방법론 연구)

  • Purpose: This paper is to study the methodology of the development stage of the submarine vessel through the QMST/QCG system. Methods: In order to study the methodology for supporting the development stage of the submarine vessel system, the mission and role for QMST were defined, and the timing and detailed plans of the QCG review were established. Results: Through the analysis of the development stage of the ship's weapon system, QMST was formed, and roles were divided for each subdivision, and methods to effectively support the DAPA IPT were specified. In addition, QCG review timing and plans for submarine safety control lists were established. Conclusion: It is expected that the methodology in the development stage discussed in this study will be useful as a reference when supporting the general weapon system development stage in addition to similar equipment.

  • The defense industry export of Korea has been steadily risen since 2006. It is attained $340million, the highest export amounts ever, in 2013. As the defense industry export increase, Defense Acquisition Program Administration (DAPA) built defense industry export and import management system to assist export and to protect defense technologies. In this paper, we study factors to activate the defense industry export and import management system using Technology Acceptance Model(TAM) in compulsive usage environment. The significance of this study is as follows: First, we prove the reliability and feasibility of measurement variables in defense industry of compulsive usage environment. Second, we suggest factors to activate the defense industry export and import management system. Third, we present methodology to find factors in computation systems of public institute using TAM.

  • The purpose of Defense Acquisition Project is that the superior weapons validated needs and performance are supplied to military user with limited financial resources and time. The Warship Acquisition Project is not only like this, But also has special characteristics of long project period and first-constructed ship's operation employment. So, The Warship Acquisition Project need systematic and efficient procedure & management. And this paper researches System engineering application of imaginary WIG(Wing-In-Ground Effect) ship acquisition project based Systems Engineering Handbook ver.3.1 published by INCOSE, the lead of field. The Imaginary WIG(Wing-In-Ground Effect) ship acquisition project applied the four processes(technical project, Enterprise & Agreement, Enabling Systems), the basis of INCOSE Engineering Handbook ver.3.1, and the each process output compared with DAPA(Defense Acquisition Program Administration)'s warship acquisition procedure.

  • The software installed on an aircraft is directly related to its safety. Therefore, it shall comply with the standards of the airworthiness certification to ensure safety of flight. Airborne software should be developed in accordance with the DO-178 (Software Consideration in Airborne Systems and Equipment Certification) to comply with the airworthiness certification criterion. However, the military airborne software has been developed in accordance with the DAPA weapons system software development and management manual. In this paper, we completed a questionnaire survey of software experts. We also suggest a military airborne software development/certification process based on DO-178.

  • In principle, R&D of general weapons systems are led by companies or government-funded organizations. In terms of project execution, the defense R&D planning system was reorganized to conduct SE-based project management by integrating the naval ship project execution procedure into the general weapon system R&D procedure. The development progress was confirmed according to the guide for SE application of DAPA, and a technical review meeting was proposed to enter into the each next phase in the R&D process. This paper focuses on improvement for technical review in terms of technical management based on system engineering for R&D mounted weapon systems and the naval surface ship project in preliminary design and detailed design. So, the improvement direction for reviewing the entry criteria for the R&D weapons systems of the naval ship and mounted weapons is proposed.

  • Recent developments of small-size unmanned or manned mobile systems such as autonomous robots, exoskeleton or armored suits, micro air vehicles, and unmanned armored vehicles require long-lasting independent power sources of high energy and power density to support the systems' operation for up to 72 hours in the fields. Chemical batteries such as Ni-MH, Li-Ion, the current primary power sources for mobile devices, however, are not capable of providing enough power and energy density for the next generation high power mobile machines. For this reason, KIMM along with KERI and KIMS has been carrying out a 500W MTG development project under the DAPA's "Next generation military power source R&D program" since 2009. In this paper, a design process for a 500W MTG system currently being developed at KIMM is briefly described and the technical issues related to its development are addressed.

Nonlinear Transonic Flutter Analysis of a Composite Fin Considering Delamination Effect (층간분리 효과를 고려한 복합재 핀의 비선형 천음속 플러터 해석)

  • In this paper, nonlinear transonic flutter analyses of a composite missile fin considering the effect of delamination are conducted. An effective modal analysis methodology is adopted and verified with the experimental modal test data for laminated composite plates with delamination. Extended version of the in-house computational aeroelastic analysis program with the transonic small-disturbance (TSD) code is used in order to predict the flutter dynamic pressure of the delaminated composite fin models. In the subsonic, transonic, and supersonic flow regions, nonlinear time-domain flutter analyses are performed for various delamination conditions, and aeroelastic characteristics due to the delamination phenomena are examined in detail.

  • C4I system is the centerpiece of the military force. The system is an information based system which facilitates information grid, collection of data and dissemination of the information. The C4I system seeks to assure information dominance by linking warfighting elements in the battlespace to information network which enables sharing of battlespace information and awareness; thereby shifting concept of warfare from platform-centric paradigm to Network Centric Warfare. Although, it is evident that C4I system is a constant target from the adversaries, the issues of vulnerability via cyberspace from attack still remains. Therefore, the protection of C4I system is critical. The roadmap I have constructed in this paper will guide through the direction to protect the system during peace and war time. Moreover, it will propose vision, objectives and necessary supporting framework to secure the system from the threat. In order to fulfill these tasks, enhanced investments and plans from the Joint chief of Staff and Defense of Acquisition and Program Administration (DAPA) is critical; thereby enabling the establishment of rapid and efficient security system.
