The Effects of R&D Process Maturity on Product Development Performance: Focused on Mediating Effect of R&D Project Performance (R&D 프로세스 성숙도가 제품개발 성과에 미치는 영향: R&D 프로젝트 성과의 매개효과를 중심으로)

  • The purpose of this study is to verify the effects of R&D process maturity on product development performance and to verify whether R&D project performance mediating effect. The questionnaire was collected and analyzed to 131 persons related to the R&D work in 55 companies and public institutions performing R&D work. The results of this study are as follows, the effect of R&D process maturity on product development performance and mediating effect of R&D project performance were analyzed by simple and multiple regression analysis. Regression analysis was analyzed by SPSS statistical program. The higher the maturity level of the R&D process, the higher the product development performance and the R&D project performance, and the R&D project performance is partially mediated. It is concluded that it is important to establish and operate a systematic R&D process and to develop a project management methodology suitable for the characteristics of a company in order to improve product development performance. It is expected that if this study are utilized as practical R&D management methodology in corporate management, it will contribute to improvement of company product performance.

Analysis on the Relationship between R&D Inputs and Performance by using Panel Data : Focus on Defense Industry (패널 데이터를 이용한 방위산업의 R&D 투입과 성과 관계 분석)

  • This study analyzes the relationship between R&D input and performance using panel data from the defense industry. A research model is established based on the R&D logic model, and the study sample consists of a strongly balanced panel data (n=351) empirically analyzed using panel linear regression. Results identified that defense improvement expenditure has a positive influence on the R&D input, and R&D input positively affected patents using a 5-year time lag. In addition, R&D input positively impacts economic performance, including sales and profit. Hence, the major finding includes R&D inputs have statistically significant effects on economic outcome and the R&D logic model featuring a time-lag.

An Analysis on the R&D Productivity and Efficiency of Korea: Focused on Comparison with the OECD Countries (우리나라의 R&D 생산성 및 효율성 분석: OECD 국가와의 비교를 중심으로)

  • This paper aims to measure and analyze R&D productivities and efficiencies of 17 major OECD countries including Korea over the 1984-2008 period by using the Malmquist Productivity Index and Data Envelopment Analysis, classifying R&D performance into an output and outcome aspects. It also searches the Korea's current status and characteristics in each R&D stage to enhance Total Factor Productivity (TFP) compared with other developed countries. Our major findings are the followings: (i) Korea's productivity index of R&D input vis-a-vis R&D output is very high (13.39% annual growth rate) compared with those of major advanced countries, whereas the annual average of efficiency index is very low (0.33), i.e. Korea's technical efficiency index has risen to 0.83 at the last time series started at 0.10 point and come up to the level of major advanced countries. (ii) the Korea's productivity index of R&D output vis-a-vis R&D outcome is very low (14.02% annual reduction rate) compared with those of major advanced countries, whereas the annual average of efficiency index is very high (0.22), i.e. Korea's integrated frontier technical efficiency index has dropped to 0.057 at the last time series started at 1.00 point and coming up to the level of major advanced countries. (iii) The productivity of R&D input vis-a-vis R&D outcome is positively correlated with that of R&D output vis-a-vis R&D outcome and the growth of R&D input factors. In a nutshell, it implicates that the effort to take advantage of R&D outputs, namely establishing the diffusion and commercialization system of technical knowledge to the level of developed countries, should be strengthened over that on the growth of R&D investment and output for enhancing R&D productivity and efficiency in Korea.

The Relationship between TQM Practices and R&D Performance: A Contingency Approach (구조방정식을 이용한 TQM 프랙티스와 R&D 성과에 관한 연구: 상황이론적 접근)

  • Research interest in TQM has recently begun extending beyond manufacturing to moreinnovative R&D activities. Despite numerous studies of the relationship between TQM and organizational performance, little are known about the relationship between TQM and R&D performance. This is especially true for manufacturing-based R&D performance. The objective of this study is to examine the relationship between TQM and R&D, and also explore several contingencies that moderate the relationship. The study uses data from 133 R&D divisions of Korean manufacturing firms to test hypotheses regarding the relation of TQM with R&D. TQM measures are aligned with the six criteria of Malcolm Baldrige National Quality Award, and the R&D performance measures consist of incremental and innovative R&D aspects. The findings from structural equation modeling show that TQM practices contribute to R&D performance significantly in aggregate, and their specific contributions vary according to the contingencies, which provide further understanding of the relationship between TQM and R&D in the manufacturing sector. Therefore, the results could offer firms a better strategy for their R&D management. This study is, however, exploratory in nature; the conclusion is tentative and may thus be different in other research settings.

Analysis of Economic Effectiveness in the Results of Construction R&D (건설R&D성과의 경제적 파급효과 분석)

  • In 1994, Korean construction research and development (R&D) projects received investments amounting to 1.2 billion KRW, an amount that rose to 164.8 billion KRW in 2007. Under the current system, construction researchers submit the application records of Construction Research and Development (R&D) in construction projects to the Korea Institute of Construction & Transportation Technology Evaluation and Planning. The performance of Construction R&D projects has thus been dependent on the subjective reporting of the results by the researchers themselves. For this reason, it is difficult to secure confidence in the records of Construction Research and Development. Therefore, this research suggested measures for revitalizing Construction Research and Development, analyzed approaches to cost-saving in Construction Research and Development, and analyzed economic effectiveness in the results of construction R&D.

Efficiency and Effectiveness of Government R&D Projects for SMEs (중소기업 R&D지원사업의 효율성과 효과성 분석)

  • Government R&D support for SMEs is very important and the R&D budget is also increasing. This study suggests a new method for analyzing a performance of R&D programs and analyzes the performance of R&D programs funded by small & medium business administration using the method. We discuss new measures "efficiency" that means short-term performance and "effectiveness" that means long-term performance. Weights based on the R&D programs' characteristics among the various sub-indicators of two measures were derived, and then the final scores were calculated by combining the weights with the responses on the indicators. Finally, this study tests the mean differences between R&D programs statistically. As a results, efficiency of R&D programs shows a significant difference between the R&D programs, while effectiveness does not. Most of the efficiency scores are low, whereas the effectiveness scores are high. The results explain that the R&D programs are managed inefficiently. However, most SMEs predict a positive impact of government R&D supports on effectiveness in the long term. Government needs to try to improve the efficiency of R&D supports because SMEs cannot expect sustainable performance with no improvement in efficiency.

R&D Investment and Project Performance : Research on Industrial R&D Programs of Government (연구개발투자의 성과에 영향을 미치는 요인에 관한 연구 : 정부의 산업기술개발사업을 중심으로)

  • The purpose of this paper is to give policy implications for relevant policy-makers by analyzing factors affecting performance of industrial R&D programs of the Ministry of Knowledge Economy. The independent variables are type of project leader organization(Big Enterprises, SMEs, Ventures Businesses, Public Research Institutions, Universities), cooperative or noncooperative R&D among industry-university-research institution, total number of project participant organization, total R&D investment, and the ratio of private investment to total R&D investment. The dependent variables are domestic or foreign patents granted and domestic or foreign papers accepted. The method of analysis is Poisson Regression analysis operated by STATA. The results of this research are follows ; Universities show higher R&D performance compared to enterprises or public research institutions in terms of patents and papers as well. Venture businesses show higher patent performance compared to SMEs. Inverted U-shaped relationship between total number of project participant organization and R&D performance is not supported. The higher total R&D investment, the higher R&D performance. The higher the ratio of private investment to total R&D investment, the higher R&D performance.

Technological Performance Analyses of SMEs Based on Type of Government R&D Support (정부 R&D지원 유형에 따른 중소기업 기술적 성과 분석)

  • Various types of government R&D support are available for activating businesses by small and medium sized enterprises (SMEs). However, most existing studies on this topic are focused only on the financial aspect. Interest in non-financial R&D support from the government has recently grown due to the limited provision of government financial support. In this study, government R&D support for SMEs was categorized into financial and non-financial strategies. Performance in terms of technological innovation by type was also analyzed. Furthermore, as R&D performance could vary according to the characteristics of the firms, the study classified performance variables into technological development possibility, technology intensity and technology uniqueness. The relationship between the types of support and the characteristics of the performance was also examined. Based on the results, it was found that government R&D support positively influences the SMEs' technological performance. However, the level of financial support does not significantly influence the technological uniqueness. As such, it is expected that effects from the increase in quantity of government R&D support are limited.

The Study on the Analysis of Efficiency of Governmental R&D Programs Regarding to the S&T Outcomes (과학기술적 성과 관점에서 정부 R&D사업 효율성 분석에 관한 연구)

  • The Korean government continuously increases the R&D investment in order to pursue an economic growth through technological innovation. Hence, the intensity of governmental R&D has increased rapidly. However, the whole amount of the R&D investment is still small compared to developed countries. And the type of R&D policies is more and more changing from the catch-up model to the technology-driven model. Therefore, there is a growing interest in the efficiency of public R&D investment. Hence, many studies on the efficiency of R&D investment have been researched. This study estimated the efficiency of governmental R&D programs considering the technological outcomes, e.g. theses, patents and so on, using DEA(Data Envelopment Analysis) with data of S&T investment and outcomes from NTIS(National S&D Information Service). In addition, we used the Mann-Whitney Test to investigate the characteristics of governmental R&D investment.

The Impacts of R&D Capabilities of Small Companies on Organizational Competences and R&D Commercializing Performances (소기업의 R&D역량이 조직역량 및 R&D사업화에 미치는 영향)

  • Since R&D (Research and Development) of small companies is becoming more and more important, and government R&D grants are still increasing. This study aims to investigate the factors influencing R&D performance of small companies and necessary capabilities of them. Based on empirical study of 3,636 small companies which participated and completed government R&D grant project, technology innovation capability and technology commercializing capability of small companies are positively related with organizational competences, with moderating effects of entrepreneurship. In addition, their R&D capabilities are not significantly related with R&D commercializing performance directly, but mediated with organizational competences. The results of study suggest implications of measuring the R&D performance of small companies and government support policy with the importance of organizational competences as an intermediate variable of R&D performances.
