A Study on Command and Control Through Cyber Protection Function Analysis (사이버 방호기능 분석을 통한 지휘통제에 관한 연구)

  • Cyber threats can bypass existing cyber-protection systems and are rapidly developing by exploiting new technologies such as artificial intelligence. In order to respond to such cyber threats, it is important to improve the ability to detect unknown cyber threats by correlating heterogeneous cyber protection systems. In this paper, to enhance cyber-attack response capabilities, we proposed command and control that enables rapid decision-making and response before the attack objectives are achieved, using Lockheed Martin's cyber kill chain and MITRE ATT&CK to analyze the purpose and intention of the attacker.

  • Cyberspace is becoming increasingly important. Incidentally, there exist possibilities of the industrial secrets leaked, cyber attacks, privacy protection problems. In addition, there are growing concern of cyber war between nations. Thus potential hazards in cyberspace and the extent of damage are getting bigger. Therefore, a systematic understanding of cyber damage and damage scale is very important and damage estimation method should be developed to establish solid cyber protection system. In this study, current and potential damage types are understood and damage scales are surveyed based on the analysis of existing studies and try to develop a reasonable methods to estimate economic effects of cyber protection.

  • Today, our society is exposed to cyber threats, such as the leakage of personal information, as various systems are connected and operated organically with the development of information and communication technology. With the impact of these cyber risks, we are experiencing damage from the virtual world to the physical world. As the number of cases of damage caused by cyber attacks has continued to rise, social voices have risen that the government needs to manage cyber risks. Thus, information and telecommunication service providers are now mandatory to have insurance against personal information protection due to amendment of "the Act on Promotion of Information and Communication Network Utilization and Information Protection". However, the insurance management system has not been properly prepared, with information and communication service providers selecting the service operators based on sales volume rather than selecting them based on the type and amount of personal information they store and manage. In order for the personal information protection liability insurance system to be used more effectively in line with the legislative purpose, effective countermeasures such as cooperation with the government and related organizations and provision of benefits for insured companies should be prepared. Thus, the author of this study discuss the current status of personal information protection liability insurance system and the issues raised in the operation of the system. Based on the results of this analysis, the authors propsoe tasks and plans to establish an effective personal information protection liability insurance system.

  • Since the cyber defense has been dependent on commercial products and protection systems, in aspect of the recent trends, our cyber defence ecosystem can be more vulnerable. In case of general defense weapon companies, they have to be observed by the government such as certain proprietary technologies and products for the protection from the enemy. On the contrary, most cyber weapon companies have not been managed like that. For this reason, cyber attack can reach to the inside of our military through the security hole of commercial products. In this paper, we enhanced a military cyber protection ecosystems out of enemy attacks and analyze the hypothetical scenarios to evaluate and verify the vulnerability, and finally more securable ecosystem of military protection system is presented politically and technically.

  • As core technologies(IoT, 5G, Cloud, Bigdata, AI etc) leading the Fourth Industrial Revolution promote smart convergence across the national socio-economic infrastructure, the threat of new forms of cyber attacks is increasing and the possibility of massive damage is also increasing. Reflecting this trend, cyber security is expanding from simple information protection to CPS(Cyber Physical System) protection that combines safety and security that implements hyper-connectivity and ultra-reliability. This study introduces the recent evolution of cyber attacks and looks at the next generation cyber security technologies based on the conceptual changes of cyber security technologies such as SOAR(Security Orchestration, Automation and Response) and Zero Trust.

  • Cyber hacking attacks and cyber terrorism are damaging to the lives of the people, and in the end, national security is threatened. Cyber-hacking attacks leaked nuclear power cooling system design drawings, cyber accidents such as hacking of Cheongwadae's homepage and hacking of KBS stations occurred. The Act on Information and Communication Infrastructure Protection, Promotion of Information and Communication Network Utilization and Information Protection, and the Personal Information Protection Act remove the responsibility for cyber attacks, but it is difficult to prevent attacks by hackers armed with new technologies. This paper studies the development of cyber security experts for cyber security. Build a Knowledge Data Base for cyber security professionals. Web hacking, System hacking, and Network hacking technologies and evaluation. Through researches on the operation and acquisition of cyber security expert certification, we hope to help nurture cyber security experts for national cyber security.

  • Recent DDoS attacks and private informations leaked show that everyday life is interwoven with cyberspace and we are becoming more vulnerable to cyber attacks. Therefore, a systematic understanding of cyber damage structure is very important and damage loss estimation method should be developed to establish solid cyber security protection system. In this study, economic loss caused by cyber attacks are surveyed based on the analysis of existing studies and try to develop a reasonable methods to estimate economic effects of cyber security protection in Korea. Potential economic loss of Korea by cyber attacks may be situated between 10 billion and 40 billion dollars. But more sophisticated system should be established to estimate economic effects of cyber protection for proper policy decision making.

  • The Ministry of National Defense is strengthening the power and capacity of cyber operations as cyber protection training is conducted. However, considering the level of enemy cyber attack capability, the level of cyber defense capability of the ministry of national defense is significantly low and the protection measures and response system for responding to cyber threats to military networks are not clearly designed, falling short of the level of cyber security capabilities of the public and private sectors.   • This paper surveys consumer policies for the internet transaction in the developed countries. Recently the internet transaction has been witnessing a remarkable change represented by the rapid spread of "revolution of distribution". It cannot be, however, stated that internet transaction will dominates all the market places without enhancing consumer's reliability in the internet transaction. Many countries made an efforts to the consumer protection in order to develop infra-structure of information industry. We will soon discover a new paradigm that consumer protection is not a tool for development of cyber market but the goal itself. We survey the process of consumer policies discussed in the developed countries and study the point of prevailing arguments of the consumer protection in the internet transaction. The arguments discussed in OECD meetings are debatable, especially, to the degree of government intervention in the field of consumer protection between EU and US. In contrast of US insisted on the minimum intervention of the government, EU suggest the opinion of more aggressive role of government in consumer policy in the cyber market. This paper attempts to provide several guide lines of Korean consumer policy in the cyber market.

The Reality and Response of Cyber Threats to Critical Infrastructure: A Case Study of the Cyber-terror Attack on the Korea Hydro & Nuclear Power Co., Ltd.

  • Due to an increasing number of cyberattacks globally, cybersecurity has become a crucial part of national security in many countries. In particular, the Digital Pearl Harbor has become a real and aggressive security threat, and is considered to be a global issue that can introduce instability to the dynamics of international security. Against this context, the cyberattacks that targeted nuclear power plants (NPPs) in the Republic of Korea triggered concerns regarding the potential effects of cyber terror on critical infrastructure protection (CIP), making it a new security threat to society. Thus, in an attempt to establish measures that strengthen CIP from a cybersecurity perspective, we perform a case study on the cyber-terror attacks that targeted the Korea Hydro & Nuclear Power Co., Ltd. In order to fully appreciate the actual effects of cyber threats on critical infrastructure (CI), and to determine the challenges faced when responding to these threats, we examine factual relationships between the cyberattacks and their responses, and we perform analyses of the characteristics of the cyberattack under consideration. Moreover, we examine the significance of the event considering international norms, while applying the Tallinn Manual. Based on our analyses, we discuss implications for the cybersecurity of CI in South Korea, after which we propose a framework for strengthening cybersecurity in order to protect CI. Then, we discuss the direction of national policies.
