In this paper, we aim to propose cyber security considerations and countermeasures for infrastructure and services in the UAM(Urban Air Mobility) Air Traffic Management field, which is one of the key elements of the UAM market that has not yet bloomed. Air traffic management is an important factor for safe navigation and social acceptance of UAM. In order to realize air traffic management, infrastructure and services based on solid network connectivity must be established. And for industries where connectivity is the core component, it can become an infiltration route for cyber threats. Therefore, cyber security is essential for the infrastructure and services. In detail, we will look into the definition of the existing air traffic management field and the cyber threats. In addition, we intend to identify cyber security threat scenarios that may occur in the newly designed UAM air traffic management infrastructure. Moreover, in order to study the cyber security countermeasures of the UAM air traffic management infrastructure, there will be analysis of the UAM operation concept. As a result, countermeasures applicable to the infrastructure and service fields will be suggested by referring to the cyber security frameworks.

인터넷 이용의 폭발적인 성장에 힘입어 IPv4 주소가 고갈됨에 따라 향후 IPv6 주소로의 전환이 필요하다. 하지만 현재 IPv6 장비 도입 비용 및 보안시스템 등의 기술적인 문제와 IPv4 서비스와의 상호연계 문제 등으로 IPv6로의 전환에 어려움을 겪고 있다. 이에 공공부문 특히 우리나라 IT의 메카인 대덕연구개발특구에 IPv6 네트워크를 구축하고 특화서비스를 개발하여 성공적인 IPv6 전환 촉진 및 IPv6 이용을 활성화 하고자 한다. 이를 위해 본 논문에서는 IPv6 네트워크 전환 구축방안을 제시하고 이에 따른 특화서비스에 대하여 알아보고자 한다.

Due to an increasing number of cyberattacks globally, cybersecurity has become a crucial part of national security in many countries. In particular, the Digital Pearl Harbor has become a real and aggressive security threat, and is considered to be a global issue that can introduce instability to the dynamics of international security. Against this context, the cyberattacks that targeted nuclear power plants (NPPs) in the Republic of Korea triggered concerns regarding the potential effects of cyber terror on critical infrastructure protection (CIP), making it a new security threat to society. Thus, in an attempt to establish measures that strengthen CIP from a cybersecurity perspective, we perform a case study on the cyber-terror attacks that targeted the Korea Hydro & Nuclear Power Co., Ltd. In order to fully appreciate the actual effects of cyber threats on critical infrastructure (CI), and to determine the challenges faced when responding to these threats, we examine factual relationships between the cyberattacks and their responses, and we perform analyses of the characteristics of the cyberattack under consideration. Moreover, we examine the significance of the event considering international norms, while applying the Tallinn Manual. Based on our analyses, we discuss implications for the cybersecurity of CI in South Korea, after which we propose a framework for strengthening cybersecurity in order to protect CI. Then, we discuss the direction of national policies.
The purpose of this study is to analyze cyber security risk modeling of critical infrastructure, draw out limitations and improvement measures. This paper analyzed cyber security risk modeling of national critical infrastructure like as electricity sector, nuclear power plant, SCADA. This paper analyzed the 26 precedent research cases of risk modeling in electricity sector, nuclear power plant, SCADA. The latest Critical Infrastructure is digitalized and has a windows operating system. Critical Infrastructure should be operated at all times, it is not possible to patch a vulnerability even though find vulnerability. This paper suggest the advanced cyber security modeling characteristic during the life cycle of the critical infrastructure and can be prevented.

An operation of an organization is currently using a digital environment which opens to potential cyber-attacks. These phenomena become worst as the cyberattack landscape is changing rapidly. The impact of cyber-attacks varies depending on the scope of the organization and the value of assets that need to be protected. It is difficult to assess the damage to an organization from cyberattacks due to a lack of understanding of tools, metrics, and knowledge on the type of attacks and their impacts. Hence, this paper aims to identify domains and sub-domains of cyber-attack taxonomy to facilitate the understanding of cyber-attacks. Four phases are carried in this research: identify existing cyber-attack taxonomy, determine and classify domains and sub-domains of cyber-attack, and construct the enhanced cyber-attack taxonomy. The existing cyber-attack taxonomies are analyzed, domains and sub-domains are selected based on the focus and objectives of the research, and the proposed taxonomy named AVOIDITALS Cyber-attack Taxonomy is constructed. AVOIDITALS consists of 8 domains, 105 sub-domains, 142 sub-sub-domains, and 90 other sub-sub-domains that act as a guideline to assist administrators in determining cyber-attacks through cyber-attacks pattern identification that commonly occurred on digital infrastructure and provide the best prevention method to minimize impact. This research can be further developed in line with the emergence of new types and categories of current cyberattacks and the future.

As the area covered by the CPS grows wider, agencies such as public institutions and critical infrastructure are collectively measuring and evaluating information security capabilities. Currently, these methods of measuring information security are a concrete method of recommendation in related standards. However, the security controls used in these methods are lacking in connectivity, causing silo effect. In order to solve this problem, there has been an attempt to study the information security management system in terms of maturity. However, to the best of our knowledge, no research has considered the specific definitions of each level that measures organizational security maturity or specific methods and criteria for constructing such levels. This study developed an information security maturity model that can measure and manage the information security capability of critical infrastructure based on information provided by an expert critical infrastructure information protection group. The proposed model is simulated using the thermal power sector in critical infrastructure of the Republic of Korea to confirm the possibility of its application to the field and derive core security processes and goals that constitute infrastructure security maturity. The findings will be useful for future research or practical application of infrastructure ISMSs.
The hacking threats made against the Korea Hydro & Nuclear Power(KNDP) and the leakage of critical information on nuclear power safety raised the public awareness on the importance of protecting and managing national infrastructure necessary for sustaining the state and society. Cyber security activities and relevant institutions in the ROK, however, are still insufficient, because of which there is a possibility that similar incidents would reoccur and cause serious damages. Hence, a grave and direct threat is posed to the national security of the ROK. In this thesis, I would like to give my analysis and assessment on the recent cyber intrusions against infrastructure at home and abroad, measures established in response and their implementation, and the deficiency of the existing infrastructure protection system ; and lastly propose measures to reinforce infrastructure protection of the ROK.

To develop experts capable of responding to cyber security incidents, numerous institutions have established cyber training facilities to cultivate security professionals equipped with effective defense strategies. However, these challenges such as limited resources, scenario-based content development, and cost constraints. To address these issues, this paper proposes a virtual infrastructure variation generation framework. It provides customized, diverse IT infrastructure environments for each organization, allowing cyber defense trainers to accumulate a wide range of experiences. By leveraging Infrastructure-as-Code (IaC) containers and employing Word2Vec, a natural language processing model, mutable code elements are extracted and trained, enabling the generation of new code and presenting novel container environments.

Smart grid (SG) software platforms and communication networks that run and manage the entire grid are increasingly concerned about cyber security. Characteristics of the smart grid networks, including heterogeneity, time restrictions, bandwidth, scalability, and other factors make it difficult to secure. The age-old strategy of "building bigger walls" is no longer sufficient given the rise in the quantity and size of cyberattacks as well as the sophisticated methods threat actor uses to hide their actions. Cyber security experts utilize technologies and procedures to defend IT systems and data from intruders. The primary objective of every organization's cybersecurity team is to safeguard data and information technology (IT) infrastructure. Consequently, further research is required to create guidelines and methods that are compatible with smart grid security. In this study, we have discussed objectives of of smart grid security, challenges of smart grid security, defensive cybersecurity techniques, offensive cybersecurity techniques and open research challenges of cybersecurity.
The development of information and communication technology in the 21st century has increased operational efficiency by providing hyper-connectivity and hyper-intelligence in the control systems of major infrastructure, but is also increasing security vulnerabilities, exposing it to hacking threats. Among them, the electric power system that supplies electric power essential for daily life has become a major target of cyber-attacks as a national critical infrastructure system. Recently, in order to protect these power systems, various security systems have been developed and the stability of the power systems has been maintained through practical cyber battle training. However, as cyber-attacks are combined with advanced ICT technologies such as artificial intelligence and big data, it is not easy to defend cyber-attacks that are becoming more intelligent with existing security systems. In order to defend against such intelligent cyber-attacks, it is necessary to know the types and aspects of intelligent cyber-attacks in advance. In this study, we analyzed the evolution of cyber attacks combined with advanced ICT technology.
