In this paper, the survey results of the interruption on domestic residential customer with primary focus on the cost are presented. General method utilized in quantifying the benefit of reliability on power system is to estimate the Customer Interruption Cost(CIC) associated with the electric service interruption. According to change the circumstance of electricity market by the deregulation and the introduction of new technology, reliable and accurate CIC is required for estimate the applied plan and technology under the circumstance. This paper presents the residential customer interruption cost is estimated by the survey conducted by KEPCO in 2009. To collect the customer interruption data for calculation of CIC, the survey is conducted. The survey targeting residential customer around the branch-offices under twelve regional headquarters of KEPCO was carried out.

This paper presents an assessment of the customer interruption costs using a macro economic methodology of Korean customers by cities and provinces. The customer interruption cost is considered a very useful index in quantifying reliability worth from a customer point of view. This paper reviews the methodology to evaluate the customer interruption costs and ratio to the average revenues per electric energy sold for public, service agriculture, fishery, mining, manufacturing and residential sectors by cities and provinces in Korea.

As the power industry moves towards open competition, there has been a call for methodology to evaluate power system reliability by using customer interruption costs. This paper presents an evaluation of the interruption costs for public customers in Korea using customer survey methodology. When various research results are examined, the evaluation of direct interruption costs becomes much more simplified. Especially, in the case of public customers, it is known that the evaluation of direct interruption costs is more useful. Accordingly, this paper selected the customer survey method to evaluate the interruption costs for public customers in Korea considering interruption and customer characteristics.

As the power industry moves towards open competition, a need has arisen for appropriate methodology to evaluate power system reliability by using customer Interruption costs. This paper presents an assessment of the interruption costs by industrial customer type in Korea using customer survey methodology. When various research results are examined, the customer damage survey methodology becomes much more generalized. Especially, in the case of industrial customers, it is known that evaluation by the customer damage survey is more useful. Accordingly, this paper selected the customer damage survey method to evaluate the interruption costs by industrial customer type in Korea considering interruption and customer characteristics.

As the power industry moves towards open competition, there has been a need for methodology to evaluate distribution power system reliability by using customer interruption costs, particularly in power supply zones under the competitive electricity market. This paper presents an algorithm to evaluate system average interruption duration index, expected energy not supplied, and system outage cost taking into consideration failure rate of the distribution facility and industrial customer interruption cost. Also, to apply this algorithm to evaluate system outage cost presented in this paper, the distribution arrangement of a dual supply system consisting of mostly high voltage customers in an industrial complex in Korea is used as a sample case study. Finally, evaluation results of system interruption cost, system average interruption duration index, and expected energy not supplied in the sample industrial complex area are shown in detail.

본 논문에서는 해석적방법론에 의한 산업용 수용가의 공급지장비를 산정할 수 있는 방법론을 개발하기 위해 산업용 수용가 1,026호를 방문하여 설문조사를 수행하는 미시적 접근법을 사용하여 산업용 수용가의 종별 공급지장비를 표준산업분류에 의한 18개의 업종으로 조사하였다. 얻어진 조사결과를 계층화의사 결정법(AHP; Analytic Hierarchy Process)으로 최적의 공급지장비용 함수(SCDF; Sector Customer Demage Function)를 선정하였다. 이를 통하여 배전계통에서의 신뢰도 가치평가(VBDRA; Value Based Distribution Reliability Assessment)를 위해서 주어진 배전계통 예상 공급지장에너지(EENS; Expected Energy Not Supply), 정전비용기대치(ECOST; Expected Interruption Cost), 차단에너지비율(IEAR; Interrupted Energy Assessment Rate)을 계산하여 그 가치를 평가하였다. 이를 배전계통에 적용하기 위해서 사례연구로 적용하고 공급지장비용을 도출하여 그 특성을 분석하였다.

전력서비스 중단이 전력소비자에 끼치는 충격은 소비자와 정전 특성에 달려있다 소비자 특성은 인구통계학적인 측면(주거형태와 가족구성원 수)과 전력공급 형태를 포함하는 반면에 정전특성은 발생 빈도, 기간, 시간과 요일을 포함한다. 따라서 이러한 소비자 정전비용의 평가는 상당히 복잡하고 주관적이다. 주거용 소비자들의 경우, 주거용 소비자에 대한 정전의 충격이 가시적이지 않기 때문에 소비자 조사 방법이 가장 적합할 것으로 보인다. 달리 말하면, 가사일과 정전으로 인해 여가의 가치가 각자 다르기 때문이다. 따라서 본 논문에서는 주택 수용가에 대한 정전 비용을 평가하기 위한 방법으로서 수용가 설문조사 방법을 선택하였다.

The study used a direct visit survey to determine the customer assessment of electric service interruption and characteristic. The variation in interruption cost with the characteristics of interruptions such as duration, time of day, frequency, and day of interruption was also investigated.
