A Study on the Analysis of the Safety Management System of Korea-China Car Ferries

  • The purpose of this study is to keep the safety of the car ferry passengers and vessels by investigating and analyzing vessel safety management systems in Korea and China. To this end, we investigated Korea-China car ferries and the current status and causes of global marine accidents corresponding to the sizes of the vessels from Korea and China. Furthermore, we investigated car ferries' crew management and safety management. As a result of the analysis of the ferry accident, the causes of human error and ship's age were the greatest, but the ship's companies showed a negative stance regarding the age restriction. It seems that it is necessary to utilize the near-miss accident reporting system and differentiate the management of ship's aging. Also, it was analyzed that both the ship company and the crew of the ship need to strengthen their awareness of safety management.

  • In the era of the 4th industrial revolution, the aviation industry is also growing remarkably with the development of artificial intelligence and networks, so it is necessary to study a new concept of crew resource management (CRM), which is required in the process of operating state-of-the-art equipment. The automation system, which has been treated only as a tool, is changing its role as a decision-making agent with the development of artificial intelligence, and it is necessary to set clear standards for the role and responsibility in the safety-critical field. We present a new perspective on the automation system in the CRM program through the understanding of the autonomous system. In the future, autonomous system will develop as an agent for human pilots to cooperate, and accordingly, changes in role division and reorganization of regulations are required.

  • This paper presents a heuristic algorithm for a multidepot aircraft scheduling and crew scheduling with deal-head flights. This algorithm is extended from a Greedy heuristic algorithm for a multi-depot multi-salesman traveling salesman problem. We first transform a given flight schedule into a multi-depot multi-traveling salesman problem, considering aircraft flight policies and crew management constraints. Then we solve this problem by applying a modified Greedy heuristic algorithm.

IPA를 이용한 도로교량 골조공사의 작업조 생산성 관리요인의 중요도 및 실행도 분석 (Analysis of Major Management Factors Affecting Crew Productivity in Road Bridge Construction Site Using IPA)

  • 건설현장의 생산성은 견실성 및 생산활동의 효율성 평가을 위한 매우 중요한 지표이며, 건설 현장작업은 모두 작업조를 중심으로 수행됨으로 작업조의 생산성 관리는 특히 중요하다. 문헌연구 및 전문가 인터뷰를 통해 도출된 27개의 관리요인들로 설문조사를 실시하였으며 32부를 회수하여 분석하였다. 대분류항목의 실행도 및 중요도를 분석한 결과, '장비'와 '건설인력' 항목이 도로교량 공사의 작업조 생산성에 매우 중요한 것으로 나타났으며, 실행도는 중요도에 비해 비교적 미비한 것으로 밝혀졌다. 또한 소분류 항목 27개를 분석한 결과, 지속적인 관심을 가져야 하는 항목으로는 '적기의 장비조달', '효율적 작업조 구성', '작업자의 숙련도', '현장통제 및 감독능력'이 중요도에 비해 실행도가 낮음으로 보다 더 향상시킬 필요가 있는 관리 요인들로는 '장비 가동성능', '설계도서의 정확성', '시공상세도의 정확성', '작업지시 및 승인 시기', '작업지시의 정확성' 등인 것으로 밝혀졌다. 본 연구의 결과는 앞으로 도로공사의 구조체 공사에서 작업조 생산성 향상을 위해 유용하게 사용될 수 있을 것으로 사료된다.

Network Enlarging Search Technique (NEST) for the Crew Scheduling Problem

  • We consider an algorithm for the Crew Scheduling Problem (CSP) based on the Transportation Problem approach. The main flows of the algorithm are arranged in three steps. First we propose a heuristic algorithm of the greedy principle to obtain an initial feasible solution. Secondary we present a method of formulating CSP into a Modified Transportation Problem format. Lastly the procedures of network search to get the optimal solution are presented. This algorithm can be applied to the general GSP and also to most combinatorial problems like the Vehicle Routing Problems. The computational results show that the large size CSP's could be tackled.

Iterative time constraint addition algorithm for the crew scheduling problem

  • The size of time constaints is the critical bottleneck of the Crew Scheduling Problem (CSP). This paper deals with a method to extract the minimum required time constraints by k-shortest path algorithm. These time constraints are added as the "insurance constraints" to avoid the unnecessary tree search, which are very time-consuming procedures, for the integer solutions. The computational results show that the problem size in LP formulation could be reduced by our method.

  • Many problems related to airline business belong to large-scale optimization problems, so that it is expected that the state-of-art optimization techniques are widely applied to making the airline operation effective and competitive. This paper introduces the concepts and mathematical models of various optimization problems in airline system. Airlines involve many activities that utilize airline resources such as aircrafts and crews to make profit. We view the airline activities in the planning and operational aspects. In the planning viewpoint, we discuss the flight schedule design problem that impacts on passenger demand directly. For aircraft and crews, we deal with fleet assignment, aircraft routing, crew pairing optimization, and crew assignment problem. In the operational viewpoint, we concern schedule recovery problems for aircrafts and crew using the method of reassigning available resources when airlines face with the unexpected situations.

  • Urban Transit Train Radio is Radio Communication system that is used official business as leading motive for train safety running among the train crew and the central control center and drive-caring-chamber on main line and branch line. This system is operated that organizes talking path on handset of terminal after the train crew receives audio and understands call voice on speaker of terminal at calling the train of the central control center. When the central control center calls the specific train uses all call radio form, the train crew doesn't recognize the call cause the train situation, noise and action as train control. So there is a delay response cause reset call at the central control center. This research discusses the management of subway radio system and describes the call the train system that recognize train call number of all-call used between the central control center and the train crew.

  • The main function of most ship management companies in Korea has been crew manning for foreign shipowners i.e. limited management whereas those in Norway. U, K Hong Kong Singapore and etc. have been largely involved in full management which includes ship operation maintenance and repairs chartering financial administration accounting insurance etc not to mention crew manning The shortage of supply of seamen caused by deindustrialisation and increasing GNP tends to deteriorate the profitability of ship management companies in Korea. In these circumstances they may have to expand their present business to full management in order to continue to be going concerns, This paper evaluates the roles and performances of ship management companies in Korean shipping sector during the last three decades and suggests some ideas in order to develop them identifying major barriers against their development and analysing business activities of ship management companies in advanced maritime countries.
