Evaluation of Auditors' Professional Skills in Local Auditing Firms in Hanoi

  • In recent years, the quality of auditing human resources in domestic auditing firms in Hanoi has certain limitations in which professional skills of auditors have not been given adequate attention. The number of customers at local auditing firms is forecast to increase gradually. Therefore, the quantity and quality of auditors need to be improved to meet requirements of the workload. Data for this research were collected through surveying 120 customers of domestic auditing firms in Hanoi on the 5-point Likert scale. Based on the collected data, we employ both qualitative and quantitative methodology along with some tools such as descriptive statistics, Cronbach's Alpha, T-test and ANOVA to analysis, evaluate and measure the professional skills of auditors in local auditing firms in Hanoi. The results show that the professional skills of auditors in auditing firms include 17 attributes. The majority of respondents show appreciation for the professionalism and professional competence of auditors, while, they think that critical thinking skills and creative thinking skills are still limited and need to be improved. These findings, not only help auditors to improve themselves, but also provide solutions for managers of domestic auditing firms in Hanoi to enhance quality of audited human resources.

  • Though the demand of a leading role of resources technology and fosterage of the resources industry has increased in Korea, it is difficult for the existing investment and management of its R&D to lead to be the same level of those in more advanced countries within a short period. Therefore, in order to strengthen the resources technology system it needs to set up systematic plan or strategy, to resolve shortage of professional human forces, and to expand the investment of private technology development. In this study, we suggest the concept redefinition of resources technology and resources development industry, the establishment of expanded R&D investment system, to offer professional human forces and to reestablishment of the infrastructure for creatively improving resources technology.

The Basic Research on the Establishment of a Librarian's Talent (사서의 인재상 정립에 관한 기초연구)

  • Talent is a person who has the values and skills necessary to achieve effective goals and performance of the nation, society, organization, and individuals, or those who play a key role in generating the success or performance of the nation and companies. It can be said that it is a talented person who will achieve a well-equipped library world and a knowledge-based national society. In this study, in order to derive the talent image of the librarian, the talent image, competency, role of the librarian, librarian job development, PEST analysis, etc. suggested in various fields of society including the library world were performed. First, 11 human resources were derived, and 4 types of human resources were derived through the FGI process, and a verification process was conducted for users, librarians, and students. Finally, in this study, four librarian talents were proposed: creative convergence type talent, personality type talent, professional type talent, and communication type talent.

  • This study has analyzed the history of the subcontract animation in Korea that began with Golden Bat of TBC Animation Division in 1966 to 1980s and shed the light on the history of subcontract animation that has been processed over 30 years in Korean animation. For this purpose, through the outlined status of subcontract animation, such as, production company, production status, scale of industry and so forth, the status of the OEM industry then has been checked and it links the solidified background of animation into subcontract production industry with the situation in time for analysis. In addition, on the basis of the foregoing, it is intended to broaden the horizon of the history of animation through the analysis on new search for facilitating the creative animation by overcoming the issues and limits generated by the subcontract animation industry. 1970s was the time that the national objective is to advance heavy-chemical industry and export-led economic growth. From the late 1970s, the animation has been spot lighted as the main-stream export industry through the overseas subcontract orders for animation. Expansion of the subcontract animation production has been influenced from the national policies on public culture, dispersion of color TV, facilitation of video production market and other media changes of the time that led the decline of animation audiences in theaters, and another cause would be in lack of platform of broadcasting companies that avoided the independent animation production for its economic theory. The subcontract animation industry may have the positive evaluation in the aspect of expanding the animation environment, such as, structuring of animation infra, development of new human resources and etc. However, the technology-incentive 'production'-oriented advancement has created distorted structure in advancing the professional human resources due to the absence of 'pre-production' of planning and others as well as the insufficient perception on 'post production (post work)', and it was unable to formulate domestic market by re-investing the capital accumulated for OEM industry into the production of creative animation and it has been assessed as negative aspect. Animation is a cultural and spiritual product of a country. Therefore, the systematic support policy for the facilitation of the creative animation, such as, development of professional human resources, creation of outstanding work, formation of market to make the pre-circulation structure and so forth has to be sought. However, animation is an industry, but there is no perception that it is a cultural industry based on the creativeness, not hardware-oriented manufacturing business. Such a lack of recognition, there was no policies to make the market and facilitate the creative animation by the animation of Korea for this period through the long-term plan and investment for independent work production. Such an attempt is newly begun through diverse searches for protection and advancement of creative animation in Korea after 1990s.

A research on education model in design service sector (디자인서비스 분야의 교육모델 연구)

  • Design sector, one of the key factors defining national competitiveness and one of the creative industry, needs multi-functional and differentiated designers as its structure has changed to knowledge-intensive industry. Design sector is now following the trend of social change through frequent exchanges and joint researches with other sectors. However, education for human resource nurturing in the sector falls far short of social demand for change. As the industry still focuses on educating modeling issue handlers, the problems of excessive supply of human resources in particular sector and imbalance of supply and demand of human resources are adding extra difficulties to the already competitive designer employment market. Against this backdrop, this study recognized that design service sector, which began to be established as a new industry sector, has potential of becoming one of the new domains of movement for designers, explained the necessity of education in the field, and specified practical contents of design work. Also, It analyzed work contents of design service sector, classified them into each stage, and presented them to use in design professional nurturing education.

A Study on the Library's Internal and External Environment Change and the Librarian Education and Training Vision and Promotion Strategy Proposal through HRD Trend (도서관의 대내외적 환경변화와 HRD 트렌드 분석을 통한 사서교육훈련 비전 및 추진전략 제안에 관한 연구)

  • In this study, the vision and goal of librarian education and training were designed by reflecting the changes in the internal and external environment of the library and the human resource development (HRD) trend in order to prepare a mid- to long-term development plan for librarian education and training. To design the vision and goal of librarian education and training, redefining the necessity, goals, mission, and role of librarian education and training, and seeking strategies to realize the vision and goal of librarian education and training. Core competency and national competency standards (A detailed implementation plan was prepared for the development of NCS) - based educational operation guidelines. First, when analyzing domestic and foreign prior research and literature, the future librarian is a person with competencies that includes first, creative convergence, second, communication and cooperation, third, leading professional, and fourth, empathic and inclusive talent. It was identified that education and training should be established based on The curriculum according to the library's future talents and core competencies should be presented in the following process model, and the librarian competencies for each type of creative convergence type, communication cooperation type, leading professional type, and empathy and inclusive type should be derived, and It was identified that the education direction should be set in the direction of designing a curriculum for job competency improvement by setting the job competency according to the requirements.

  • Culture contents are connected directly with our lives. Experts who produce culture contents or work at such industry or most of people regardless of age and gender are exposed to media contents like movie, game, animation, broadcasting and advertising. There are a number of users who use smart phones and smart pads which can view such media contents. The era of smart device which people easily surf, watch, and produce media contents will be opened. Therefore, the efficient curriculum for producing more touchable media contents should be developed continuously. Most of people recognize the necessity of educations to enhance creativity at university education. This paper intended to research the method of roles curriculum of university produce culture contents which stimulate emotion, creative and show new technology. This paper suggests academic curriculum for department of culture and contents based on the basics, even though new media device emerges the proper talents can be fostered.

Educaction program development applying capstone design for convergence talent development in the fashion field (패션분야 융합인재 육성을 위한 캡스톤 디자인 교육프로그램 학습 모형 개발 - NCS 패션분야 중심으로 -)

  • In this paper, Capstone Design Education Program Learning Model was developed and recommended in order to foster convergent talents armed with practical competences and real cooperative capabilities. In this era of convergence and creativity, the fashion world needs human resources with cooperative skills and true professional abilities. A case analysis, an in-depth interview, and 1,2 test method were used for data acquisition and analysis. The summary of this study is described below. First, this program needs to complement the NCS fashion design learning module. Second, material changes to creativity and practical competencies - knowledge, skills, and attitudes - of the students are assessed after applying Capstone Design to the NCS fashion design learning model. Third, the process of converging fashion curriculum with IT and electronic technology, developing a fashion design learning program, and applying the Capstone Design was tested to prove the effectiveness of convergent fashion design education. Among the changes observed between the trial and control groups, it was confirmed that sub-factors of creative personality, i.e. self-assurance and openness, were increased along with knowledge, core competences including communication capability, and self-directed learning capability. The greatest improvement on the technological side was observed in IT literacy while ability to respond to changes was also increased. Besides, effects were demonstrated in behavioral factors such as initiative, spirit of challenge, experience, and openness. Lastly, the Capstone Design Education Program Learning Model was proposed in order to foster convergent talents in the fashion world.

Research on Web standards compliance and professional level of domestic Web Developer (국내 웹 개발자의 웹표준 준수 및 전문성 수준에 대한 연구)

  • Recently, non-standard techniques of web like Active-X caused not only user inconvenience but also barriers to the business of Internet. The government recognized that the serious environmental situation of using Internet is needed to be improved. Especially, HTML5 convergence technology is meant to be a specific platform over the devices, users, and systems. It also means web standards to support more creative business service model and emerging market. In this paper, we performed a survey on Web standards compliance and web development professional level of domestic web developers. In addition, we present the basic direction of government policy of software and software-positive human resources policy, that is based on the analysis of the survey results. Our study will be able to contribute to construct policies to support digital convergence industry and to strengthen technical assistance and expertise to build training programs for the spread of global Web standards (HTML5).

SEG Based Engineering Education Innovation: A Case Study on GNTECH-ICEE

  • GNTECH-ICEE, which this study seeks to investigate and evaluate, demonstrates a new system of training innovative engineers. An essential component of this operation is a Small Engineering Group (SEG) that links professors, students and industrial experts together, to study and apply different techniques in determining the processes and products that relate industrial sectors needs. As an education program, SEG also provides a right direction for educating students, and generates industry-university link based human resources. Through these efforts, GNTECH-ICEE has effectively trained creative, professional, and practical engineers, by operating a variety of programs for meeting industrial needs and enhancing engineering education. SEG has many merits that have influenced its success so far, but the program also faces some challenges. The merits include; strong group bondage, practical ability incubation, and efficient administrative support. In terms of demerits, it is evident that sufficient theoretical education and local small-middle size enterprises (SMEs)' sustainable participation cannot be warranted. Thus, we propose that initiative strategies have been helpful to maximize GNTECH-ICEE's goal of making students into multi-player engineer, but continuously financial and administrative strategies be put into place in order to guarantee SMEs' long-term devotion to the program, and to help create a sustainable network between students and the companies involved.
