  • This study proposes a strategy for the creation and management of urban forests in Paju Heyri art village. Urban forest composition attributes (4 categories and 16 items) were extracted and the questionnaire was asked to the level and the current level for tourists, local residents and workers in Paju Heyri art village. And the priority order for the creation of urban forests was derived through the difference between the present level (performance) and the required level (importance) and the requirements analysis procedure. In this study, the priorities of each item of urban forest formation attributes were determined. The t-test alone had limitations, so we calculated the Borich needs which were not covered by the existing Importance - Performance Analysis (IPA). We used the Locus for Focus Model, which is a method for visually confirming the difference between the current level and the required value for the required level in the 4-quadrant coordinate plane. The results of this study show that the seven priorities can be used as a useful tool for the formulation of urban forests and operational strategies and can be a basic research for the activation of urban forests in the future.

For the purpose, this study set the "Songakdongnesaramdeul," a residential community organization founded for regional innovation to revitalize the village community, as a case organization from the perspective of regional innovation system theory. The result of the study showed that creating an innovative milieu through the creation of various innovation elements to revitalize the village community is crucial. Especially, this study confirmed that the existence of regional development organizations is the key element of the innovative milieu. such as case organization that contributes to regional development while promoting interaction between actors, common learning and systemization, and new value creation activities. The implications derived through the study can be summarized in four points. First, a variety of means to promote the formation of subjects in response to the public debate of the village agenda is needed. Second, it is highly important to create innovative elements, for example, organizations and programs, resources, and spaces that promote regional innovation. Third, forming a close network between various innovative resources existing in the region and establishing regional capabilities that allow to mobilize and utilize such innovative resources are important. Fourth, the establishment of a promotion mechanism such as a case organization is suggested as a major task, to revitalize the village community. Specifically, forming and revitalizing numerous private-based community organizations with regional developmental capabilities to establish local governance also has significant importance. In this vein, based on the point of view of the regional innovation system theory, the establishment of regional policies to construct a regional innovation milieu, such as creating innovative elements that can actively promote the regeneration of the village community and establishing a promotion system, can be presented as major tasks.

  • This study aimed to categorize mountain villages according to business expense investments and investigate residents' supplementation demands and differences between expected effects by the categories. For the study, 35 villages where are completely developed on and after 2007 were selected to consider fairness among local governments. Each village leader(the head of the village or the chairperson of the management committee) was conducted a survey from 2012 May to August and one copy of survey was eliminated from the study. The study is summarized into four results. First, the types of mountain villages were categorized as a type of mountain village practice(18), a type of life environment improvement(8) and a type of forestry income(8) according by the itemized reports of the business expense investments. Second, the result of F-test(One Way ANOVA) for the average analysis by types showed that 3 out of 6 demands for the operation were significant differences and a supplementation necessity of the program was identified significant differences in p<0.01 level. The necessity of forestry resources use and sprawling development prevention are also showed significant differences among types in p<0.05 level. Third, F-test results from 7 questions of desired effects through mountain village creation project revealed that promotion and market security of forestry products and local patriotism instillation through a personal exchange are significant differences between types in p<0.05 level. Forth, the results of duplication benefits(the mountain village development projects and the village support programs with other departments) on the residents' development expectation found that when a village received a large number of projects, residents' expected effects were higher than other village residents where received relatively a small number of projects. However, the expected effects from the increasing quantities of projects were decreased.

  • This study is to excavate superior fishing communities by applying the Ostrom (1990)'s principles of sustainable and successful use of common goods. Ostrom(1990)'s principles are (1) clearly defined boundaries (2) congruence between appropriation and provision rules and local conditions, (3) collective choice arrangements (4) monitoring (5) graduated sanctions (6) conflict-resolution mechanism (7) recognition of rights to organize by external government authorities (8) nested enterprises. The survey was carried out under the individual interview method of 15 fishing village members in 32 fishing communities with the government's fishery environment improvement and fishery creation projects. The total effective samples are 477. These data were analyzed. The analysis result shows that 24 fishing villages are selected among the 32 fishing communities in the samples, including Nanji, Sanghwang, Songseok, Sinshido, Jukyo, Jinsan, Changli, Pado, Beopsan, Rahyang, Palbong, Woongdo, Daehwang, Sapsi, Chido, Jinri, Daeri, Songgak, Joongwang, Ojii, Doripo, Doseong, Mongsan 1ri and Songnim as superior fishing villages. The results of this study have limitation that may vary depending on the rigor of the criteria in the process of deriving good fishing communities. Despite this limitation, this study has expanded existing research focused on validating the theoretical applicability of the framework through case analysis of specific fishing communities to objectively and quantitatively to many fishing communities. The results of this study are expected to contribute to the creation of conditions in which fishermen can continue to manage their fishing grounds and stand on their own feet by presenting the framework and principles for developing desirable fishing village models for the continued use of mudflat shells grounds as the common goods.

  • This study investigated the problem of the existing rural development plan where the opinions of local residents are excluded due to the lack of expert knowledge and limited participation and sought the village development plan driven by the voluntary participation of local residents by applying a rural forum targeting rural villages to solve the problem. As a result of the study, (1) the problem of the current village development plan should be made based on the participation of local residents, and (2) this problem has remained as an important challenge. Therefore, the village improvement activities that have reflected the opinions of local residents can be said to be (3) the process that seeks the change into the rural planning process led by local residents, and this study derived the ways to ensure the voluntary behavior of local residents, strengthen local residents' capacity to create on-going villages, and expand local residents' participation opportunities in the entire process of rural planning through the application of the rural forum. (4) Although it is generally difficult for local residents to propose opinions directly and exert influence in the rural planning and design process and it is not easy to reduce the difference in the perspective between the professionals and local residents, significance lies in the fact that local residents voluntarily determine the future of their region and derive the plan. Therefore, the experience of decision-making and consensus process through the rural forum can promote the sustainability of the village creation participated by local residents and the increase of local residents' role. This study took one village as an example to reflect the results applied to the rural forum, and it is difficult to determine that it has been fully verified with the method of residents' participation. Therefore, future studies to verify the effectiveness of village creation and seek the empirical utilization measures are needed more, and the operation of education programs and various support plans suitable to the capacity and level of local residents should be promoted rather than the traditional lecture-style stereotyped education in the future for sustainable rural development.
