  • The primary purpose of the safety management is to prevent the loss of lives or physical damages arising from potential hazards in the railway signaling system. Since such potential hazards may occur at any time during the system life-cycle from design and development to maintenance, safety management activities have to be continuously taken in the course of the system life-cycle. 실습선 백경호의 조종성능 평가 (Evaluation of the maneuverability of the fisheries training ship Baek-Kyung)

  • The model ship of this study, the Baek-Kyung fisheries training ship of Pukyong National University, has a length between perpendiculars of 85 meters, making it not subject to the IMO maneuverability standards. However, understanding the maneuvering characteristics of the vessel is essential for safe navigation. In this regard, this study was conducted to analyze the results from the sea trials of the model ship conducted in accordance with the IMO maneuverability standards. The results of the turning tests met the standards well while in the zig-zag tests, the first overshoot angle exceeded the standard in the 10°/10° test; however, such results met with a difference of 1.8° in the 20°/20° test. Additionally, using the course-stability discrimination formula, the calculated value was -0.0051, indicating unstable course-stability. The results of the stopping tests met the standards well. It is hoped that the analyzed maneuvering characteristics of the model ship from the study results will contribute to the safety of ship navigation.

  • 본 논문에서는 기존의 LCMS에서 사용되는 평가시스템에 퍼지 추론 규칙을 이용한 적응형 퍼지평가시스템(AFES ; Adaptie Fuzzy Evaluation System)을 제안한다. AFES 는 학습자가 하나의 학습코스(learning course)에 들어가기 전에 퍼지진단평가(fuzzy diagnostic evealuation)를 통해 학습자에게 코스수준(course level)을 부여한다. 학습자는 코스수준에 따른 맞춤식 학습경로(learning path)로 학습을 종료한 후, 퍼지최종평가(fuzzy final evaluation)를 통해 최종성적(final grade)을 AFES 으로부터 부여 받는다. AFES의 가장 큰 특징은 최종성적의 점수 부여 규칙에 있는데, 만약 서로 다른 학습자가 동일한 문제 수에 대하여 같은 수의 정답을 냈더라도, AFES 는 125 가지 퍼지 추론 규칙(fuzzy reasoning rule)에 의거하여 탄력적으로 서로 다른 최종성적을 학습자에게 부여한다.

NCS 기반 SW 신자격 설계를 고려한 자바프로그래밍 강의 설계 (Java programming lecture design considering NCS-based SW Qualification Design)

  • As the NCS(National Competency Standards) classification system continued to be developed and supplemented, NCS became widespread. Qualifications were redesigned to actively reflect industry demands, reduce the burden of redundant acquisition of unnecessary qualifications, and to evaluate objective capacities of the workforce. In addition to the learning modules to be developed in the future, previously developed NCS-based learning modules and lectures should be reorganized based on the new qualification design. In this paper, the Java programming subject designed based on NCS was redesigned according to SW new qualification design. Since the redesigned Java programming subjects consider the qualification design direction or qualification roadmap, not only can they be recognized as a test subject in qualification assessment through course evaluation, but also can be used as individual qualification data.

공공기록물의 평가체제에 대한 이론적 검토 -선별 방식 및 가치 범주를 중심으로- (A Theoretical Examination on Appraisal System of Public Records in Korea : Comparative Study on Archival Selection and Concepts of Values)

  • Appraisal is a basic archival function that analyzes values of records and determines the eventual disposal of records based upon their archival values. In Korea, this appraisal concept introduces in earnest through Public Records and Archives Act(PRA, 공공기관의 기록물관리에관한법률) with which Korean record management systems settle inflexibly. In theoreical and methodological area, therefore, it is necessary to analyze appraisal system in this Act with it in archival science. In PRA Act, appraisal system is founded on the Tables of Transaction for Records Scheduling(TRS, 기록물분류기준표) through which disposal activities of all records are definited in a concrete form. In this system, selection of archival materials which has been recognized as a important function of record center is carried out by record creators and archival institutions; Primary value between semi-currenty and non-currenty are reflected at the same time. In view of values, this appraisal system intends to separate reasonably consideration for continuing utility of achives from current use of records throughout agencies duration. Ultimately, appraisal based upon TRS makes up not separated management course but organic courses reflecting the Continuum of Care. Of course, this appraisal system makes up the deficiency partially. TRS regarded as 'mainboard' of current appraisal system will have to be enacted elaborately. And appraisal strategies of electronic records must set up in detail in PRA Act and TRS. Lastly, arrangement and description concepts immanent in TRS will have to supplement in archival institutions.

해양오염방지관리인 교육의 현황과 전망 I. 선박 오염방지관리인 교육 (The Present State and Future Prospect of the Education for Marine Pollution Prevention Manager in Korea I. Marine Pollution Prevention Manager on Board Ship)

  • 국내에서는 해양오염을 예방하기 위하여 해양오염방지관리인 제도를 운영하고 있다. 국적 선박의 증가와 해양환경관리법의 시행으로 인하여 선박 오염방지관리인 교육 제도에 변화가 예상된다. 2011년부터는 해양오염방지관리인 교육과정을 해양환경관리공단에서 운영하기 때문에 교육 수요에 영향을 미치는 요인을 분석하여 교육계획을 수립하여야 한다. 선박 해양오염방지관리인의 교육 현황을 알아보고 교육수요에 영향을 미칠 수 있는 주요요인을 분석하였다. 현재 한국해양수산연수원에서 시행하고 있는 선박 해양오염방지관리인 교육과정은 정규과정의 경우 3일간 21시간, 재교육의 경우 2일간 18시간, 유해액체물질 교육의 경우 2일간 17시간 교육하고 있다. 2008년의 연간 교육생 숫자는 정규과정의 경우 516명, 재교육과정의 경우 1085명, 유해액체물질 교육과정의 경우 135명이었다. 선박의 증가율이 선박의 해양오염방지관리인수에 영향을 미치는 주요변수로 나타남에 따라 연도별 예상선박발주량을 근거로 선박의 오염방지관리인수를 전망하였으나, 해운시황 변화, 조선 산업 변동 등의 주요요인에 따라 크게 변할 수 있다.

웹기반 학업성취도 관리시스템 구축에 관한 연구 (A Study on Management System Development for Web-based Academical Achievement)

  • 본 연구에서는 공학교육인증과정을 운영하는 프로그램에서 소속 학생들의 성공적인 학습성과 습득을 보장하기 위한 관찰 및 관리 수단으로서 학업성취도 관리시스템 구축의 필요성 및 운영 사례를 소개한다. 본 대학의 전자공학 프로그램을 대상으로 관련 데이터베이스를 구축하고 학생들의 교과목 이수 이력 및 학습성과 성취도를 점검할 수 있도록 하여 학생들은 스스로 학업 계획을 수립할 수 있도록 하고 교수들에게는 학생별 맞춤식 상담이 가능하도록 하였다. 구축된 시스템에서는 학습성과와 관련된 각종 통계도 제공하도록 하여 프로그램 차원의 학습성과 관리가 가능토록 하였다. 본 논문에서는 개발된 시스템의 성공적 구축 및 운영 예를 제시함으로써 공학인증과정의 운영에 필요한 각종 통계지표의 계산 및 제시가 가능함을 보인다.

간호조직내 인사고과제도운영에 관한 고찰 (A Study on the Management of Performance Rating System in Nursing Organization)

  • A nurse is give much weight in the professions of hospital.The effective achievement of a goal of hospital organization needs to get nurses to contribute the structure positively through the rational personnel management of the nurses.The operation of performance rating system is necessary to improve because the nurses hold negative opinions about the resonable management of that system in most Korean hospitals.Therefore, the prupose of this research was to suggest an efficient method to solve the problem in connection with the management of nurses performance rating system.The results of the study are summarized as follows.1. As the performance rating implies the evaluation of employee's functional accomplishment and ability, and essential condition of the job was surveyed according to the job analysis of nursing activities and nurse position.That is to say, Nusrses' performances and capability is estimated in comparision with the condition of the job. 2. It is required adequacy for evaluation factors in performance rating.That is, $\circled1$ as for those who work in psychiatry or newborn baby room they should be appraied in terms of different factors from those applicable to whom work in a general staffs. $\circled2$ Evaluation factors should be concrete so that the quality and quantity of work and the potential ability of them can be correctly appraised. 3. In order to realize the object of perfamance rating system, the training on chief nurses are quite important. Also, careful practices and continuous supplementary training are required before the system is introduced.First of all, the appropriate evaluation can be mad by continuing to record the rating objects every day for the purpose of obtaining the objectivity of rating. 4. In course of transfering of the position and training, the induction of self-rating system and presentation of self-description is required to supplement functionally the performance rating system. 5. For the efficiency of nurses' performance rating system, the results of performance rating system must be reflected in promotion, allocation and training course, which makes the nurses have the motives and the organization accomplish the goal of modern nursing through its activation.

안전성활동의 추적성을 위한 초기 위험원 도출 기법에 대한 연구 (A Study on Identification of Hazards for Their Tracking and Management)

  • The primary purpose of the safety management is to prevent the loss of lives or physical damages arising from potential hazards in the railroad signaling system. Since such potential hazards may occur at any time during the system life cycle from design and development to maintenance, safety management activities have to be continuously taken in the course of the system life cycle. The identification of potential hazards is the early step of the safety management. However, such identification activities have to be continued during the system life cycle. Further, they have to be closely linked with system functions to prevent functional problems. This study provides a systematic approach to identification of potential hazards for their tracking and management during the system life cycle to assure the identification and definition of the most appropriate hazards.

학교 재난안전 교육연수과정 실태분석 및 개선방향에 관한 연구 - 학교시설에 대한 재난안전관리 중심으로 - (A Study on the Actual Condition Analysis and Improvement Direction of Disaster Safety Education Training Course in School - Focused on Disaster Safety Management for School Facilities -)

  • 이 연구는 학교 재난안전관리 교육연수과정의 운영실태 분석과 교직원의 수요조사를 통해 바람직한 재난안전 교육과정을 제시하는데 있으며, 분석 결과 다음과 같은 결과를 도출할 수 있었다. 첫째, 학교 재난안전 교육연수과정의 문제점으로 법 제도의 미비와 학교 재난안전 직무와 연계되지 못한 교육과정이었으며 둘째, 전문적 지식을 습득할 수 있도록 법 제도의 개선과 교육연수과정이 다양화 되어야 한다. 셋째, 교육행정직은 시설물 안전 및 유지관리와 재난대응 교육과정으로, 교육(지원)청 기술직은 학교시설 사업승인 절차 및 방법과 건물의 내진보강, 구조안전, 석면 해체 제거 등의 교육과정으로, 교육전문직은 학교 재난안전관리 책임자로서 재난대응을 위한 역할, 재난발생시 조치사항 등의 교육과정으로 편성하고, 교사는 학생의 안전지도 중심으로 편성함으로써 교직원의 직렬별 수요에 맞는 교육연수과정으로 개선해야 할 필요성이 있다. 넷째, 바람직한 교수학습 방법으로는 강의 및 체험학습 방식이 가장 바람직한 것으로 확인되었고, 주요 순위는 지진재해, 화재, 가스, 태풍, 통학로, 전기안전으로 나타났다.
