The government is operating a course evaluation-type qualification system for the purpose of overcoming the limitations of the test-type qualification system and cultivating talents with practical skills applicable to related industries. However, there is a part that does not match the purpose of the course evaluation qualification system by educating competency units in the field of surveying rather than the field of cadastral field in the education and training course of the course evaluation qualification. Therefore, this study closely analyzed the course evaluation qualification system in the cadastral field and suggested improvement plans accordingly. First, NCS in the cadastral field has not been supplemented or developed since its development in 2014, and there are many parts that do not conform to the current laws, so supplementary development is necessary. Second, It was proposed to improve the optional competency unit in the field of surveying to the NCS competency unit in the cadastral field. In addition, if the 12 competency units of the current NCS in the cadastral field are designated as essential competency units and education and training are operated, it will be possible to foster working-level talents with sufficient competency at the cadastral engineer level. However, for practical system operation and application, supplementation and development of NCS in the cadastral field, which is used for education and training of the course evaluation qualification system, must be preceded.

As the NCS(National Competency Standards) classification system continued to be developed and supplemented, NCS became widespread. Qualifications were redesigned to actively reflect industry demands, reduce the burden of redundant acquisition of unnecessary qualifications, and to evaluate objective capacities of the workforce. In addition to the learning modules to be developed in the future, previously developed NCS-based learning modules and lectures should be reorganized based on the new qualification design. In this paper, the Java programming subject designed based on NCS was redesigned according to SW new qualification design. Since the redesigned Java programming subjects consider the qualification design direction or qualification roadmap, not only can they be recognized as a test subject in qualification assessment through course evaluation, but also can be used as individual qualification data.

This study includes the possibility of organizing courses that can accommodate both NCS-based and course-based qualifications program in terms of contracting departments operating a college-based work and study in parallel system, examining and comparing differences between the two qualifications. Based on the case study of mechanical design engineer based on the job of machine design, curriculum that meets both composition regulation is developed. The author predicts future operational differences and problems and suggests several ways to overcome them. In conclusion, a few words have been added to modify the composition regulations to help the professional educational institute that simultaneously operates a work parallel system and a course evaluation type as to develop the field-oriented curriculum minimizing the gap between provider-centered education and consumer-centered qualifications, and maximizing the performance of training and education.
