Concept Structures, Functional Equivalence and the East Asian Welfare State Discussion: An Application of Set Theory in Comparative Social Policy (개념구조, 기능적 등가물 그리고 동아시아복지국가론: 비교사회정책연구에서 집합이론의 활용)

  • After the introduction of the three welfare regimes by Esping-Andersen, discussion on 'other' types of welfare regimes was facilitated and the scholarly focus on East Asian economic development gradually shifted to the East Asian welfare states discussion from the late 1990s. Literature on East Asian welfare states increased our understanding on the characteristics of not only the East Asian welfare state as a whole but also of each country in the region. However, compared the attention given to developing variables and empirical studies on the East Asian welfare state, less attention has been given to the concept of East Asian welfare states. Recognizing the limitation in developing comparable variables without a concept analysis of the East Asian welfare states, this study highlights the importance of conceptualization and concept analysis in comparative social policy studies. This paper first discusses on the concepts, conceptualization and on the use of set theory in comparative social policy research. Next, the study argues the validity of 'functional equivalence' in the East Asian welfare state studies and critically reviews the existing literature. Lastly, this paper suggests how the concept of functional equivalence can be successfully employed for the East Asian welfare states studies with a concept analysis and by applying a set theory including the fuzzy set theory.

Parents' Perceptions of the Music Therapy Children With Disabilities Received in the United Arab Emirates (아랍에미레이트 장애아동 부모의 음악치료에 대한 인식 조사)

  • Given that music is not part of the national/regular curriculum and how music therapy is a new endeavor in the United Arab Emirates (UAE), this study aimed to investigate parents' perceptions of the music therapy given to their children with disabilities in the UAE. A survey was administered to 33 parents of children with disabilities living in Sharjah, UAE. The survey consisted of 43 questions related to characteristics of the music therapy sessions that the participants' children received and the parents' satisfaction with their children's music therapy. The results showed that participants reported a high level of satisfaction with the music therapy provided to their children. In terms of their participation in music therapy sessions, 33.3% of parents co-participated in music therapy sessions with their children, and 45.5% of parents observed their children's sessions. Parents who had direct participation in music therapy sessions were significantly more satisfied with their children's music therapy (p < .05) and perceived greater positive changes in their children as a result of the therapy (p < .05). Parents perceived their children as being able to positively respond to music, leading to positive changes in behavior. Despite these benefits, participants also reported the need for formal opportunities for family members to learn about the applications and outcomes of music therapy. The findings of this study supports the implementation of music therapy throughout the UAE and point to the need for future studies as music therapy expands across the country.

An Investigation on the Perception of the Effects of Particulate Matter on Oral Health (미세먼지가 구강건강에 미치는 영향에 관한 인식도 조사)

  • This study was conducted to investigate public's perception of the effects of particulate matter (PM) in oral health and to provide specific motivation to prevent oral disease by PM. A total of 134 adults were selected as final analysis subjects from some people all over the country. The data collected is analyzed using SPSS 21.0 for windows. Frequency analysis was used to identify general characteristics and hygiene habit. For identifying perception of effects of PM on oral health, crossover analysis was used. The largest number of people recognized that the level of PM had deteriorated, compared to five years ago. That perception was highest among those in 30 years of age and service professions. Those who check the concentration of PM are more concerned with oral health care when the PM is occurred in high concentration. People who perceive PM as a threat to the oral health are more concerned about oral health care when the PM is occurred in high concentration. It is concerned those who are aware of the relationship between PM and oral health specifically manage the oral health to protect the oral cavity from PM.

A Study on the Distribution Characteristics of Three Major Virus Infectious Diseases among School Infectious Diseases in Sejong City (세종시 학교감염병 중 3대 바이러스성 감염병의 분포특성에 관한 연구)

  • Schools are highly feared to spread widely in the event of an infectious disease, and systematic management and prompt response are needed as it can undermine students' health and learning rights. This study was conducted to identify the current status of infectious diseases common to elementary, middle and high school students and to provide basic data to protect students and faculty from the threat of infectious diseases and maintain normal school functions. Sejong City was selected for investigation. The three major infectious diseases are influenza, chickenpox and aquarium, all of which are classified as acute viral infectious diseases and have fast propagation speed and strong propagation power, which can have fatal consequences for students living in groups. The research data were analyzed using the 2019 infectious disease report data from the Education Ministry's Education Administration Information Network (NEIS), and the current status data reported by elementary, middle and high schools nationwide were analyzed. The research method was to compare the current status of infectious diseases across the country and Sejong City, compare the status of issuance by each school level, compare the status of infectious diseases by item, and analyze the status of infectious diseases by time. The results of the survey on the status of the three major infectious diseases are expected to be used as basic data for managing infectious diseases not only in Sejong City but also in the nation, so that they can be used to establish measures to manage student infectious diseases in the future.

Seeking for the Determinants of Entrepreneurship from National Level Data (국가 특성이 창업활동에 미치는 영향 실증 분석)

  • The purpose of this study is to empirically analyze the factors that affect start-up activities at the national level. Unlike most existing research about entrepreneurship at the individual level, this empirical analysis makes use of the total early-stage entrepreneurial activity(TEA) index at national level. This was developed by the Global Entrepreneur Monitor (GEM) as the measure for the degree of entrepreneurship of the countries. Based on the previous studies, not only national income level and unemployment rate, but also other factors including the cultural characteristics of the countries were included in our regression model. Using GEM's panel data, we found that the effectiveness of the factors depends on the stage of economic development. In particular, we found 'U-shape' relationship between the level of per capita income and entrepreneurship activity by the panel regression analysis using quadratic function. This analysis result can explicitly confirm what the existing literature have explained descriptively. Furthermore, the governmental support programs are shown to have significantly positive effects on the entrepreneurship or start-up activities in the factor-driven and efficiency-driven economies. On the contrary, those programs were not very helpful in the innovative economies. Lastly, this research suggests that the 'education and training' and the 'entrepreneurial culture' be the supportive norm for new business regardless of the economic development level.

Case Studies for the Establishment of Korean National Urban Park (사례로 본 한국 국가도시공원 조성 연구)

  • Although the 'Act on Urban Parks and Green Spaces' was revised in 2016 to provide a legal foundation for national urban parks, there was no further discussion or follow-up research for the implementation of national urban parks. This study investigates Korea's park and green space regulations and national urban park cases from across the world. It aims to analyze worldwide cases and set a course for a viable national urban park system in Korea. The importance and characteristics of national urban parks were evident after reviewing the cases of Japan, Sweden, Finland, and Canada, which have national urban park systems, and the United States and Germany, which aid city parks with national budgets. Each country determined the plans and procedures by assessing the scope of government intervention and the government's role. The importance of communication between the state and municipal governments and private sector participation and governance was recognized. A system was also formed in which local governments actively participate in the nomination, establishment, administration, and management of national urban parks. The results of this study are as follows. First, the concept of equitable national development should be implemented to activate the national urban park system. Second, the national urban park should be a land management tool that may be used to balance development and preservation. Third, a specific method of securing, constructing, administering, and operating national urban parks should be supplemented by the current legislative framework amendment. Furthermore, the establishment of a sustainable research institute is needed to comprehensively analyze parks and green space systems and make appropriate decisions.

  • In the world, each country is preparing various policies to promote start-ups, and the Korean government is actively promoting policies to support start-ups and the national economy through technology-based start-ups for creating jobs. Recently, the number of start-up companies is on the rise. In particular, in accordance with the industrial structure transformation leading the 4th Industrial Revolution, technology-based start-ups are steadily growing based on knowledge-based services such as information and communication, science and technology service industry, and business support service industry. The purpose of this study is to find out whether the startup space provided by the university reflects the startup-friendly characteristics, and to investigate and analyze the satisfaction and requirements of the space required by the actual college campus startup space users to create a more efficient space configuration plan. Through this study, factors that should be considered first for universities in preparing startup spaces were derived for each space element. Therefore, it is necessary for university campuses to deeply recognize the importance of space provision among the future start-up support systems, and to improve them periodically through the consumers' satisfaction of the space in the construction and improvement of startup spaces.

Engineering Properties of CB Cut-off Walls Mixed with GGBS (고로슬래그 미분말을 혼합한 CB 차수벽의 공학적 특성)

  • For a slag-cement-bentonite (slag-CB) cut-off wall, GGBS replaces a part of the cement mixed to build a CB cut-off wall, which is used to block the flow and leakage of pollutants or groundwater; prevent seawater infiltration; and repair or reinforcement an aged embankments. Slag-CB cut-off walls are used in various applications in different fields where groundwater control is required due to its excellent characteristics. Such properties include high strength, low permeability, high durability and chemical resistance. However, despite these advantages, slag-CB cut-off walls are not extensively studied in Korea and thus are not applied in many cases. Particularly, GGBS, which replaces cement in a mixture, has different properties depending on its country of production. Consequently, it is necessary to perform various studies on slag-CB cut-off walls that use GGBS produced in Korea in order to increase its usability. This study has evaluated the bleeding rate, setting time, strength, and permeability in relation to the cement replacement rate of GGBS produced in Korea for slag-CB cut-off walls, with the aim to increase its usability. The evaluation found that slag-CB cut-off walls, made of a mixture containing GGBS produced in Korea, have a lower bleeding rate and permeability, and higher strengththan CB cut-off walls. It was also analyzed that such improved performance is more effective with a higher cement replacement rate of GGBS.

Characteristics and Trends of Spatiotemporal Distribution of Frost Occurrence in South Korea for 21 Years (21년간 한국의 서리발생 시·공간 분포 특성과 경향)

  • In order to actively prepare to frost damage that occurs in the process of growing crops, the spatial and temporal distribution of frost occurrence in South Korea was derived using frost observation data from 20 regions over the past 21 years (2000~2020). The main products are the number of frost days, first frost day, and last frost day by region. And the climatic trends of these results were identified by performing the Mann-Kendall trend test and Sen's slope estimator. In South Korea, a lot of frost occurs in the inland area to the west of the Taebaek and Sobaek Mountains. Relatively closer to the coastal area, the number of frost days is small, the first frost day is slow, and the last frost day is early. The east coast region has fewer frost days, the first frost day is later, and the last frost day is earlier than the west coast region. The southern sea, the southeastern sea region, and the island region rarely experience frost. As a result of the annual time series trend analysis, although South Korea is a country where climate warming is progressing, there was no trend in reducing the number of frost days and slowing the first frost day, and it was found that the last frost day is delayed by 0.5 days per year.

Filtering-Based Method and Hardware Architecture for Drivable Area Detection in Road Environment Including Vegetation (초목을 포함한 도로 환경에서 주행 가능 영역 검출을 위한 필터링 기반 방법 및 하드웨어 구조)

  • Drivable area detection, one of the main functions of advanced driver assistance systems, means detecting an area where a vehicle can safely drive. The drivable area detection is closely related to the safety of the driver and it requires high accuracy with real-time operation. To satisfy these conditions, V-disparity-based method is widely used to detect a drivable area by calculating the road disparity value in each row of an image. However, the V-disparity-based method can falsely detect a non-road area as a road when the disparity value is not accurate or the disparity value of the object is equal to the disparity value of the road. In a road environment including vegetation, such as a highway and a country road, the vegetation area may be falsely detected as the drivable area because the disparity characteristics of the vegetation are similar to those of the road. Therefore, this paper proposes a drivable area detection method and hardware architecture with a high accuracy in road environments including vegetation areas by reducing the number of false detections caused by V-disparity characteristic. When 289 images provided by KITTI road dataset are used to evaluate the road detection performance of the proposed method, it shows an accuracy of 90.12% and a recall of 97.96%. In addition, when the proposed hardware architecture is implemented on the FPGA platform, it uses 8925 slice registers and 7066 slice LUTs.
