  • 정부는 기존의 품셈에 의한 예정가격 산정 방식을 폐지하고, 실적계약 단가를 근거로 하는 실적공사비 적산제도를 도입하여 시행중에 있다. 그러나 현재 BTL 교육시설물 예정가격 산정방법의 경우 표준화된 작업분류체계(WBS : Work Breakdown Structure) 및 내역서 작성지침의 부족으로 인하여 단가 산정에 정확한 근거 마련이 힘든 실정이다. 따라서 본 연구에서는 BTL로 발주된 교육시설물의 내역서를 바탕으로 BTL 교육시설물의 실적공사비 적용을 위한 작업분류체계(WBS : Work Breakdown Structure) 구축을 목적으로 한다. 이를 통해 일반 시설물과는 다른 특징을 가지는 교육시설물 분류체계를 구축하고 이를 이용한 공사비 항목 및 유지보수비 항목의 체계화가 가능할 것으로 예상된다.

Step-up Switched Capacitor Multilevel Inverter with a Cascaded Structure in Asymmetric DC Source Configuration

  • This study presents a novel step-up switched capacitor multilevel inverter (SCMLI) structure. The proposed structure comprises 2 unequal DC voltage sources, 4 capacitors, and 14 unidirectional power switches. It can synthesize 21 output voltage levels. The important features of the proposed topology are its self-voltage boosting and inherent capacitor voltage balancing capabilities. Furthermore, a cascaded structure of the proposed SCMLI with an asymmetric DC voltage source configuration is presented. The proposed topology and its cascaded structure are compared with conventional and other recently developed topologies in terms of different aspects, such as the required components to produce a specific number of output voltage levels, the total standing voltage (TSV) and peak inverse voltage of the structure, and the maximum number of switches in the conducting path. Furthermore, a cost function is developed to verify the cost-effectiveness of the proposed topology with respect to other topologies. The TSV of the proposed topology is significantly lower than those of other topologies. Moreover, the developed topology is cost-effective compared with other topologies. A detailed operating principle, power loss analysis, and selection procedure for switched capacitors are presented for the proposed SCMLI structure. Extensive simulation and experimental studies of a 21-level inverter structure prove the effectiveness and merits of the proposed SCMLI.

한방병원 입원환자의 진료비 구조 분석 (Medical Expenses Structure on Hospitalized Patients of an Oriental Medical University Hospital)

  • This study was performed to investigate the practical oriental medical expenses by the use of internal data of an oriental hospital due to the bias of medical insurance program data. The purpose of this study was to describe prevalent diseases of clinical department in the studied hospital, to analyze medical expenses structure and to verify the each cost share ration of expenses on insurer to insuree. Under this purpose, we analyzed actual medical expenses data of 1,611 hospitalized patients of the oriental medical university hospital with 150 beds that can be approached to internal data from Jan. 1, 1994 to Dec. 31, 1994. The major findings are as follows : 1. Upper five of most frequent diseases of admitted patients were Joul-Jung-Pung(55.5%), Yoo-Kak-Tong(7.3%), Yoo-/Tong(7.1%), Gu-An-Wa-Sa(2.7%) and sequale of Joul- Jung-Pung(2.4%) 2. In medical expenses structure, hospital ward fee was 47.1%, medication fee 41.3%, fee for procedure(acupuncture, moxibustion, negative therapy, physical therapy, etc) 11.1% and consultation fee 0.5%. In addition to the cost share ration of insuree & that of insurer was 75:25 respectly.

층고절감형 거더를 이용한 영구 스트러트 공법 (Strut as a Permanent System using Composite Beams)

  • Sheathing work used for excavation in a crowded downtown is generally a temporary strut method using H-piles and sheathing wall includes lagging, CIP, SCW or slurry wall. A temporary strut serving the support for sheathing wall acts to resist the earth pressure, but it shall be removed when installing the underground structure members. A traditional temporary strut might cause the stress imbalance of the sheathing wall when it is demolished, resulting in time extension and the risk of collapse. A traditional temporary strut method thus needs to be improved for schedule and cost reduction, risk mitigation and for preparation for potential civic complaint. A permanent strut method doesn't require installing and demolishing the temporary structure that will lead to reducing the time and cost and the structural risk during the demolition process. And given the girder, the part of the underground structure, serves the role of strut, it can secure the wider interval compared to the traditional method, which enables to secure the wider space for the convenience of excavation as well as enhance the constructability and efficient site management. The thesis was intended to study the composite girder designed to use the strut as permanent structure so as to reduce the excavation and floor height.

Three-dimensional structural design based on cellular automata simulation

  • This paper describes the design scheme of the three-dimensional structures based on the concept of the cellular automata simulation. The cellular automata simulation is performed according to the local rule. In this paper, the local rule is derived in the mathematical formulation from the optimization problem. The cell density is taken as the design variable. Two objective functions are defined for reducing the total weight of the structure and obtaining the fully stressed structure. The constraint condition is defined for defining the local rule. The penalty function is defined from the objective functions and the constraint condition. Minimization of the penalty function with respect to the design parameter leads to the local rule. The derived rule is applied to the design of the three-dimensional structure first. The final structure can be obtained successfully. However, the computational cost is expensive. So, in order to reduce the computational cost, the material parameters $c_1$ and $c_2$ and the value of the cell rejection criterion (CRC) are changed. The results show that the computational cost depends on the parameters and the CRC value.

  • Construction project have extremely high risk in the process of construction owing to unexpected event, like as design amendment. As a result, owner have to endure enormous extra-cost to control the risk and continue to the project having more higher uncertainty. Also, if the structure is completed, it is needed that the structure is protected and maintained continuously during life cycle time to satisfying original aim of structure itself. LCC analysis to calculate cost of structure alternatives divides into two stage, one is design_LCC and the other is maintenace_LCC. But two stages all is needed in the transition deterioration model to calculate more reasonable LCC analysis. This paper developed the model using analysis of FMS contents and survey from professional about Prestressed concrete beam girder bridge(PC Beam bridge)in railway. The model is focused in project level of PC beam because any condition state information for element level analysis can not get up. This paper is intended to use the developed model in LCC analysis of PC Beam bridge in railway and constitute the foundation to perform more deep study in the near future.

의료이용심사에 대한 소고 (Introduction to Utilization Review)

  • Background : Utilization review has been adopted as a vehicle for cost and utilization control of health care services. Its role was further stressed and expanded through the establishment of Health Insurance Review Agency in 2001. This article is to introduce concept, activities, and effect of utilization review based on the experiences of U.S. and to suggest important characteristics for ideal utilization review activities at the national level in Korea. Method : Twenty-five articles related with utilization review were reviewed after being selected through web site search through Med Line and Richis. Result : Utilization review was introduced mainly for health care expenditure control either by insurer, provider or the third parties under the pressure of increasing health care cost. It's activities can be categorized to prospective, concurrent and retrospective review according to the time of service provision. Based on most of studies, utilization review has been effective in controling rising health care cost and utilization. However it's effectiveness assumes a reimbursement structure of managed care like capitation payment. More worse, it is still unknown it's effectiveness on quality of care. Conclusion : Utilization review should be employed to increase the cost effectiveness of medical care by optimizing quality and patient's outcomes while also attempting to reduce the use of resources. So, it should consider outcomes before expenditures, check for both under and over-use, and construct an structure in which consumption is reduced equitably. Aggressive adoption of utilization review in Korean health care setting with fee-for-service reimbursement structure might not be a cost-effective approach before adoption of prospective payment system such as D.R.G. and capitation.

사장교에 장착된 MR 댐퍼의 비용효율성 평가 및 최적설계 연구 (A Study on Cost-Effectiveness Evaluation and Optimal Design of ant dampers for Cable-Stayed Bridges)

  • 지진응답 제어를 위하여 사장교 구조물에 장착된 준능동MR 댐퍼의 경제적 효율성 평가기법을 제안하였으며, 다양한 지반운동 특성에 대하여 비용효율성을 극대화하는 MR 댐퍼의 최적용량에 대한 분석을 수행하였다. MR 댐퍼의 비용효율성 평가를 위하여 생애주기비용 개념을 적용하였으며, 생애주기비용을 이루는 비용항목 중 손상비용의 기대값을 평가하기 위하여 지진재해로 인한 사장교의 파괴확률을 추정하였다. 사장교의 파괴로 인한 직 간접 손상비용의 규모를 매개변수로 하여 비용효율성을 평가하였다. 비용효율성 평가지수는 MR 댐퍼의 장착으로 인한 추가 투자비용과 사장교 구조물의 손상비용으로 이루어진 함수로서, 탄성받침이 사용된 기존의 설계에 대한 경제적 효율성을 나타내도록 정의하였다. 사장교의 지진응답 제어를 위하여 장착된 MR 댐퍼는 경제적으로 효율적인 대안인 것으로 나타났다. 지반운동의 특성과 손상비용 규모에 대한 MR 댐퍼의 최적 용량을 분석한 결과, 지진위험도 및 손상비용 규모가 커짐에 따라 가장 높은 비용효율성을 가지는 MR 댐퍼용량이 증가하는 것을 확인할 수 있었다.

  • 다양한 지진 규모 및 주파수 특성을 가지는 지반운동에 대하여 사장교에 장착된 준능동 제어시스템의 제어효과를 분석하고 비용효율성을 평가하였다. Dyke 등에 의하여 제시된 벤치마크 사장교 제어문제에 준능동 제어시스템을 설계하였으며, LQG 최적제어기에 기반한 bi-state 제어방법을 적용하였다. 제어시스템의 비용효율성은 제어시스템을 장착하지 않은 교량의 생애주기 비용에 대한 제어시스템을 장착한 교량의 생애주기비용의 비로서 정의하였으며, 손상비용 규모와 준능동 제어장치의 가격을 매개변수로 하여 그 변화에 따른 비용효율성 평가를 수행하였다. 분석 결과, 제어시스템의 경제적 효율성은 준능동 제어장지의 가격에 크게 민감하지 않은 반면, 손상비용 규모에 따라 민감하게 변화하였다. 또한 중진규모의 연약지반과 강진규모의 견고한 지반에 해당하는 지반운동에 대하여 준능동 제어시스템의 비용효율성이 높은 것으로 평가되었다.

신한옥 건설 특성을 반영한 표준품셈 개발 (Estimating Standards and Cost Data for Modernized Korean Hosing (Hanok))

  • 최근 한옥의 수요 증가에 따라 전통한옥을 보급화 하기 위한 방안으로 신한옥이 개발되었다. 신한옥이란 전통한옥 보급의 저해 요인으로 작용하였던 높은 평단가 및 건축물 성능 보완하여 개발한 한옥의 한 형태이다. 신한옥이 개발되어 짐에 따라 보급화, 표준화, 생산성 향상 등을 위한 다양한 연구들이 진행되고 있다. 그 중, 신한옥을 건설하기 위하여 필수적 요소로 논의되는 예가 산정의 한 측면으로 품셈에 대한 요구가 지속된다. 이에, 본 연구에서는 신한옥 건설 특성을 반영한 표준품셈을 제안한다. 연구의 방법으로는 기존의 품셈 및 Cost Data 체계를 분석하여 신한옥과 부합하는 품셈구조를 제시하고, 실제 구축사례를 통한 세부항목의 선정과 1차적 검증을 실시하였다. 해당 신한옥 표준품셈은 신한옥 표준정보분류체계와 연계되어 있어 다방면에서 효율적인 활용이 가능하다. 또한, 추가 신한옥 구축을 통하여 데이터가 업데이트되면 보다 신뢰할 수 있는 표준품셈이 될 것으로 기대한다.
