An Analysis on the Selection Process of Core Wireless Communications Technologies in Korean National IT R&D Program

  • This paper reviews the Korean government’s selection process of core wireless communications technologies, and presents technology trends, perspectives and strategies of 5 core technologies to develop in wireless communications areas based on the mid term IT technology development plan(2002∼2004). Delphi Panel Method and Analytic Hierarchy Process(AHP) Analysis were adapted to select 30 core technologies in 9 strategic areas. Especially, 5 core wireless communications technologies out of 24 required technologies are selected: 4 G Core Technology, Broadband Wireless Access Network Technology, IMT-2000 Plus STP Technology, OBP Based Multimedia Satellite Communications Technology, Stratosphere Communications System Technology. Strategic national IT R&D program has been essential to continue success story of CDMA technology, and acquiring technology independency from advanced nations. In long term perspectives, a strategy of intensive investment with prudent selection onto core technologies should be deployed in the IT R&D programs. Also, the national IT R&D programs should be limited in the high risk & high returen areas where only government can afford the failures as well as better spill over effects are expected for the technology development and national economy. Korean industry has some strength in wireless communications technology area. Therefore, more policy concerns should be given into this area not only to secure present strength but also to explore better technology competitiveness.

  • Core technologies of powerplants, which are necessary for the development of Korean type combat aircraft, are analyzed. And then, the acquisition methodologies for the technologies are proposed. With respect to the aircraft engine design and manufacturing technologies, simple basic technologies such as component manufacturing and assembling technology come to close to those of advanced countries, but the core technologies were not acquired or in the understanding level only. Therefore, the research on the component manufacturing technology should be specialized for buildup of international competition first, and the research on core technologies such as high pressure compressor design, blisk, FADEC and hollow fan blade design should be concentrated step by step by taking an active participation in the development project of international cooperative aircraft powerplants.

A study on Technology Push-based Future Weapon System and Core Technology Derivation Methodology (빅데이터분석기반의 기술주도형 미래 국방무기체계 및 핵심기술 도출 방법연구)

  • Purpose: Recent trends have shown that the usage of big data analysis is becoming the core of identifying promising future technologies and emerging technologies. Accordingly, applying these trends by analyzing defense related data in such sources as journals, articles, and news will provide crucial clues in predicting and identifying core future technologies that can be used to develop creative and unprecedented future weapon systems that could change the warfare. Methods: To identify technology fields that are closely related to the 4th industrial revolution and recent technology development trends, environmental analysis, text mining, and military applicability survey have been included in the process. After the identification of core technologies that are militarily applicable, future weapon systems based on these technologies as well as their operation concepts are suggested. Results: Through the study, 73 important trends, from which 11 mega trends are derived, are identified. These mega trends can be expressed by 13 promising technology fields. From these technology fields, 248 promising future technologies are identified. Afterwards, further assessment is performed, which leads to the selection of 63 core technologies from the pool. These are named as "future defense technologies" which then become the bases for 40 future weapons systems that the military can use. Conclusion: Predicting future technologies using text mining analysis have been attempted by various organizations across the globe, especially in the fields related to the 4th industrial revolution. However, the application of it in the field of defense industry is unprecedented. Therefore, this study is meaningful in that it not only enables the military personnel to see promising future technologies that can be utilized for future weapon system development, but helps one to predict the future defense technologies using the method introduced in the paper.

Priority Setting for Future Core Technologies in Biosystems Engineering using the Analytic Hierarchy Process (AHP를 이용한 기계화분야 미래유망기술의 우선순위 설정)

  • The study focused on setting priority among the future core technologies that were derived by Delphi in agricultural management & information using analytic hierarchy process(AHP). Items for setting priority were decided as ‘technology’, ‘market’, and ‘public concerns’by council. The future core technologies were divided into four parts by importance and R&D level. Technologies which consisted of upper two parts having higher importance were considered in the study. Questionnaires were given to 9 specialists in biosystems engineering. As the results, ‘market’ was decided as a most important item. The most important technologies were ‘Developing technology and system of post harvest processing for higher quality rice’ in group I, and ‘Developing sensor technology to evaluate quality and safety for agricultural products’ in group II.

  • To keep pace with other powerful nations in this era of the era of digitalization and to emerge stronger in the world, the defense forces of South Korea aim to innovate and prepare themselves for digital battlefields of possible wars in the future. The resources in the defense sector, which is the core of defense intelligence, is based on an intelligent mission collaboration tactical network system via cyber, command, control, communication, and computer (C4), and military and non-human weapons. Defense intelligence depends on the degree of the convergence of advanced Information and communication technologies (ICTs). Considering this aspect of defense intelligence, We plan to determine the application status of defense blockchain technology and examine the feasibility of applying blockchain technology and the core of applied technology. Generally, a key feature of blockchain technology is its data integrity in untrusted environments. There are various types of core technologies for the blockchain depending on the target areas of application in the defense sector, and it is also essential to derive new application strategies for core technologies that are applied in combination with other ICT technologies. We plan to demonstrate new defense ICT converged technologies (DNAB2: Data, Network, AI, BigData, Blockchain) and DNAB2-As-Services in the defense strategy.

  • The study was focused on setting priority for future core technologies in rural development and resources using AHP. The technologies were derived by Delphi method. Evaluation criteria for the priority setting were decided as 'technology', 'market oriented', and 'public concerns' by council. The future core technologies were divided as four groups by importance and R&D level. Technologies in upper two groups were considered in the study. Group I had high importance and high R&D level. Group II had high importance and lower R&D level. Questionnaires were given to 9 specialists in agricultural resources. As the results, 'public concerns' was decided as a most important evaluation criterion. The most important technologies are "technology developing for animal feces and urine treatment, and restoration it to farm land" in group I, and "technology developing for agricultural by-products as energy source" in group II.

Study on Priority Selection of Export Strategic Core Technologies for IT Fusion Next Generation Agricultural Machines (IT융합 차세대 농기계 수출전략형 핵심기술 우선순위 선정에 관한 연구)

  • The objective of this study was to develop the export strategic core technologies for IT fusion next generation agricultural machines by the analysis of comprehensive and cooperative systems of industries, universities, and institutes. In order to achieve the objective of this study, an expert panel was formed and operated. The first survey was conducted by the Delphi method. For this the export strategic core technologies were surveyed and analyzed using the questionnaire. Based on the results of the first survey, the second survey was conducted. The questionnaire used for the second survey was designed by results of the first survey. The results of the second survey was analyzed by AHP method. The third survey was conducted based on the second one, and the final results were analyzed and the export strategic core technologies were developed through the expert meeting. The study results showed six export strategic core technologies as the followings : 1) environment-friendly engine technology for high performance 2) high performance/high efficiency power transmission system technology 3) development of measurement system technology for safety of agricultural products 4) field application of sensor networks 5) large size combine development technology for high performance 6) quality evaluation technology for agricultural products.

Analysis of Influencing Factors of Cyber Weapon System Core Technology Realization Period (사이버 무기체계 핵심기술 실현시기의 영향 요인 분석)

  • It is demanded to promote research and development of cyber weapons system and core technology in response to the ongoing cyber attack of North Korea. In this paper, core technologies of the future cyber weapon system are developed and the factors affecting the realization timing of core technologies were analyzed. 9 core technology groups and 36 core technologies are derived. Afterwards, these core technology groups are compared to the operation phase of the joint cyber warfare guideline and the cyber kill chain of Lockheed Martin. As a result of the comparison, it is confirmed that the core technology groups cover all phases of the aforementioned tactics. The results of regression analyses performed on the degree of influence by each factor regarding the moment of core technology realization show that the moment of core technology realization approaches more quickly as factors such as technology level of the most advanced country, technology level of South Korea, technology transfer possibility from the military sector to the non-military sector(spin-off factor), and technology transfer possibility from the non-military sector to the military sector(spin-on factor) increase. On the contrary, the moment of core technology realization is delayed as the degree at which the advanced countries keep their core technologies from transferring decrease. The results also confirm that the moment of core technology realization is not significantly correlated to the economic ripple effect factor. This study is meaningful in that it extract core technologies of cyber weapon system in accordance with revision of force development directive and join cyber warfare guideline, which incorporated cyber weapon system into formal weapon system. Furthermore, the study is significant because it indicates the influential factor of the moment of core technology realization.

Analysis of Smart City Core Technology Using Quantitative Indicators of Patentes (특허의 정량적 지표를 활용한 스마트시티 주요기술 분석)

  • The purpose of this research is to define detailed technologies of smart city based on excellent patents through patent analysis related to major technologies of smart city, and to use quantitative indicators to classify relatively high technology importance and identify related technologies. To achieve the purpose of the study, patent collection is conducted by reflecting literature research and expert opinions based on information related to the smart city Internet of Things/Internet of Things communication core technology. Also, DEA were used to determine the relatively high technology. The inputs and outputs used in the study used quantitative indicators to determine technical value and made up of impact assessment, performance assessment and value assessment. As a result of the analysis, various technology groups were classified into smart city-related platform technologies, information sharing technologies, and network-related technologies, and based on the results of this research, it is expected that it will be able to apply technology patents related to smart cities to research and development strategies through key detailed technologies by major technologies of Smart City.

Relationship-type R&D Portfolio Method for Selection of Core Technology (중점기술 선정을 위한 관계분석형 R&D 포트폴리오 방법)

  • The relationship-type research and development (R&D) portfolio is a method for selecting core technologies based on their unique purposes and characteristics when the criteria for selecting them are independent. This study presents a relationship-type R&D portfolio method as a way to derive core technologies, and describes the methodology by dividing it into three steps: 1) analyze the relationships between selection criteria and analytical indicators, 2) form a portfolio matrix that best matches each selection criteria, and 3) derive the core technologies. In this study, the relationships between four selection criteria for selecting core technologies and the analytical indicators for identifying the technology level, economics, and the technology itself, are written in a table with HoQ. Based on the relationship table, analytical indicators to be considered were derived to satisfy each selection criterion, and the derived analytical indicators and the selected technologies were constructed with two axes in the portfolio matrix. The satisfied portfolio, P0, that satisfies all four criteria, and the portfolio, P1~P4, that satisfies selection criteria based on the unique characteristics of the four criteria, were constructed, and core technologies derived. The selected core technologies can be utilized in selecting a core area against the future security environment through a process like key word analysis based on the specifications.
