In this study, we examine the case of administrative reorganization centered on the case of specific region C and try to clarify implications for the reorganization of administrative district in Korea. The target city for the study is composed of two surface units and one town area. Is it right to integrate these areas into a single administrative district with a huge megapolis, a new city? Or is it right to separate it? This study has begun with these questions. In this study, we conducted a literature review on the theories related to the administrative district reform and examined related issues in the new city area. The policy implications that should be considered in promoting administrative district reform are as follows. First, cooperation and understanding of various stakeholders is needed. Second, the goals and vision of integration should be presented. Third, sufficient review is needed before integration. Fourth, it is important to respect community. Fifth, concession and coordination of interest groups are necessary. Sixth, the administrative reform process must be absolutely democratic and fair.
From an ecological point of view, the western part of the Atlantic sector is one of the most productive areas in the Southern Ocean. Antarctic krill (Euphausia superba) and krill-dependent predators such as fish, seals, and birds are abundant there, and most krill fisheries have operated in this area since 1970s. The hottest issues for the proper management of krill resources nowadays are to determine total biomass in this area, and to identify environmental forces controlling stock fluctuation. This paper reviews and collates information on ongoing oceanographic activities in the Antarctic Peninsula region concerning these issues. To delineate the status and function of Antarctic krill population in Antarctic marine ecosystems, multinational researches along the Antarctic Peninsula area have been developing recently. Four member states of CCAMLR (Japan, Russia, UK, and USA) had conducted acoustic surveys in January-February 2000 (socalled CCAMLR-2000 survey), and krill standing stock at 120 kHz was estimated to be 44.29 million metric tonnes in the western Atlantic sector of the Southern Ocean. On the other hand, the Southern Ocean GLOBEC (SO-GLOBEC) Programme has prepared a serial winter survey to examine the factors that govern krill survivorship and distribution in relation to shelf circulation processes. Ship-based surveys using ice-breakers are being conducted by three nations (Germany, UK, and USA) around the Marguerite Bay during the austral fall and winter 2001 and 2002. In addition to these two large-scale surveys, some CCAMLR members have carried out joint oceanographic surveys near the South Shetland Islands to detect ecosystem changes since 1994. Especially from December 1999 to February 2000, in conjunction with CCAMLR-2000 survey, four nations (Japan, Korea, Peru, and USA) conducted acoustic surveys to produce time-series information on krill distribution and biomass near the South Shetland areas. Though the aims of each program and the approach to solve the scientific questions were different each other, the results from each program fill the gaps between programs. Further cooperation and exchange in these activities could be beneficial to each program.
The effect of alkali metal salt on the activity of Co-Mo catalyst which has high resistance to sulfur poisoning for water gas shift reaction(WGSR) was studied. Two groups of catalysts were prepared to investigate the effects of anion and cation in alkali metal salts. For K-doped catalysts made with various potassium salts having different anion, the catalytic activity was explained to depend mainly on the BET surface area. Among the catalysts prepared by various nitrates of alkali metal as precursor, the Li-doped catalyst showed the best activity, and the others did not make significant differences giving relatively low activities. And the change of BET surface area by varying the loading of alkali metal showed a similar trend to that of activity. In this case, the activity was dependent on both BET surface area and the ratio of $Mo^{6+}$ with a tetrahedral coordination symmetry to $Mo^{6+}$ with an octahedral one, $Mo^6+[T]/Mo^{6+}[O]$ value.
The role of Community Health Practitioner(CHP) should be continuously adapted to the social changes and the needs for health care services. That is the reason CHP needs to be retrained through the continuing education program. This paper showed CHP's roles to be reinforced by analyzing his present . task performance and ability in seven task areas as well as the changes of the social environment. In addition, this paper presented retraining areas needed for the reinforcement of the CHP's role in the future, and the development strategy of related continuing education package. The major results are as follows: 1. CHP's main practice area is health care services and management & guidance, whereas the development of health information system is neglected. 2. As a result, CHP plays a role mainly as a health care supplier, a consultant and a health instructor. Therefore CHP's roles to be reinforced are management of the community health system, act as a spokesman and a team member, promotion, assessment, collection & maintenance of information, coordination and research. 3. The areas to be reinforced in CHP's continuing education are (]) aged people's health, (2)?drinking & smoking, (3)?young people's health(including drug and sexualissues), (4) rehabilitation, (5)?administration and management for community health, (6)?partnership & membership, (7) local residents' participation and community development, (8) collection & treatment of health information and (9) environmental issues for community health. 4. The priority in developing continuing education package should be given to the area, which is encountered often in rural area but important, and has a good opportunity to be resolved. The health management of aged people was selected as a top priority by members of the Community Nursing Academic Society. 5. It is recommended that the instruction materials be accommodated to the small scale workshop or seminar in order that CHPs can participate actively in the continuing education program.
To achieve the "low carbon green growth" vision, the first step is securing core technologies. Therefore, S&T policy direction for green technology development is urgently needed. As of 2008, investment in green technology (GT) development hovered around 10% of the government's total R&D budget. Thus, the Korean government developed a plan to increase that percentage to 15%, by 2013. To develop reasonable investment strategies for green technology development, targeted strategies that reflect technology and market changes by green technology area are needed. However, the overall planning and coordination of national GT development is currently split among, approximately, 10 government ministries. To establish an efficient green technology development system, the so-called "Green Technology R&D Council" should be launched in collaboration with the Presidential Committee on Green Growth and the National Science and Technology Council. Furthermore, to build a solid foundation for commercializing the outcomes of GT development projects and promote GT transfer, the government should undertake two initiatives. First, the government should reinforce GT R&D performance management, by establishing a GT R&D performance management and evaluation system. Second, the government should implement the "customized packaged support for promoting green technology business rights and commercialization" and present "e-marketplace for market-oriented green technologies". Creating a pan-ministerial policy for GT development policy would necessitate restructuring the HR(Human Resources) development system, which is currently separated by technology area. Based upon mid/long-term HR supply and demand forecasts, the government should design differentiated HR development projects, continuously evaluate those projects, and reflect the evaluation results in future policy development. Finally, to create new GT-related industries, the "Green TCS (Testing, Certification, and Standards) System" needs to be implemented. For objective evaluation and diffusion of R&D results by green technology area, a common standardization plan for testing, analysis, and measurement, like the "Green TCS", should be developed and integrated.

As that experienced in other developing countries, Mongolia has already faced multilateral side issues for two decades due to economic growth that created Ger areas or internationally 'Slum', public housing and living conditions for low-income citizens, on the basis of rapid migration from rural areas to urban. Ger areas appear to be the main cause of environmental pollution problems and impending comfortable living conditions of the city's residents by covering more than half area of Ulaanbaatar city. Also, the spread of the Ger areas has many side issues such as prevention of urban development and unaesthetic. Most inhabitants of the areas are on low-incomes, and living in the detached houses or felt yurts (Ger) usually build within a low budget, by themselves or unprofessional people, and by using materials of poor quality. Therefore, Ger areas are an inevitable issue that requires effective, proper and immediate housing policy coordination under the government and even the housing market. Unfortunately housing policies, laws, and projects adopted by Mongolian government have shown inefficient results. The government housing policies, unlike other developing countries did not target low-income households' housing which is the priority issue for two decades. But only in 2014, the Long-term housing policy with the strategy for affordable housing initiated the housing policy for low-income households. This policy has five main broad directions such as redevelopment of Ger area, the land readjustment, public rental housing, new settlements and new city and reconstruction for old apartments, which are rather general and would require tremendous financial resources if each of the directions is implemented simultaneously without prioritization. Therefore this research aims to suggest the efficient and adequate housing policy direction for the low-income households in Ger area based on achievement of other developing countries' strategies, performances and generic characteristic with explanatory models. Also, this research adopts a literature analysis method that uses various research reports, related papers in domestic and international journals, and theses by experts, researchers, public institutions, and agencies.

The purpose of this study was to analyze the growth characteristics of perilla according to the materials of the seedbed for the development of seedling plug technology suitable for the mechanical transplantation of perilla. Perilla (Perilla frutescens var. japonica Hara) cultivars Deulsaem and Sodam were used in this experiment. The composition ratios of 170 products from 16 companies published in the 'Korean Association of Seedbed Media' homepage were compared according to usage and type, and 11 products that corresponded to the average were selected. The seedbed was classified according to the seedbed for paddy rice as light-weight, semi-weight, and weight, and based on the seedbed for horticulture, as light-weight and ultra-light. The seedlings were placed in 72-cell (semi-automatic), 128-cell (automatic) and 220-cell (automatic) plug trays. We selected 2 light-weight seedbeds of paddy rice and 2 light-weight seedbeds of horticultural products with the highest plant growth. We analyzed plant height and mat formation of the perilla roots. Results showed that the perilla height and mat formation were the best in light-weight seedbeds of paddy rice (product R1). Therefore, light-weight seedbeds of rice (product R1) were suitable for perilla plant transplantation. The estimated major components were vermiculite 41.0%, cocopeat 31.0%, peat moss 5.7%, and red-yellow soil 20.0%. The mechanical transplantation of perilla significantly boosts plant growth and reduces sowing and thinning efforts. However, continuous evaluation of newly introduced, commercial seedbeds is needed.

Maize is thought to be an alternative crop to rice in paddy fields for efficient field management and maintenance of rice production at appropriate levels in Korea. Thus efforts to breed waterlogging-tolerant maize cultivars have been ongoing. However, molecular studies related to waterlogging tolerance are limited for developing molecular markers to select waterlogging tolerant maize varieties. In this study, we examined molecular biological changes of B73 in the V3 stage after immersion treatment for 7 days. Overall growth of maize was lower in treated samples compared to non-immersed control samples. The length of leaf and root decreased by 21.3% and 50.6%, respectively and the weight of root reduced by 21.6%. Soil plant analysis development (SPAD) value and chlorophyll content of leaf also decreased by 55.7% and 35.3%, respectively. Reactive oxygen species (ROS) content of root increased by 46.5% at 2 hours in immersion treatment. In addition, immersed roots were 2.5-fold thickened with additional aerenchyma formation in the cortex. In order to identify the causes of these changes, we performed a microarray and found increased expression of genes, such as WIP1, PMIP2, EXPA1, TPS1, and MAS1, in immersed samples. These differentially expressed genes and expression of previously reported genes, including ALDH2, Wusl1032, UP-1, UP-2, and CAT2 were further confirmed with qRT-PCR. Here, we report 7 differentially expressed genes after immersing treatment, which may be utilized as useful resources for breeding waterlogging- tolerant maize.
This study was conducted to evaluate the effect of high-oleate and normal-oleate peanut consumption on adipose mass and serum lipids in obese-induced C57BL/6J mice. After four weeks of the high-fat diet, mice were randomly divided into six groups: normal control (NC) diet, high-fat control (HFC) diet, high-oleate peanut-seed (HOPS) diet, normal-oleate peanut-seed (NOPS) diet, high-oleate peanut-oil (HOPO) diet, and olive-oil (OO) diet. After four weeks, all four experimental diet groups showed significantly lower body weight and epididymal fat weight than HFC group. In four experimental diet groups, serum triglycerides (TG), total cholesterol (TC) and low-density lipoprotein cholesterol (LDL-C) were significantly lower, and high-density lipoprotein cholesterol (HDL-C) was significantly higher than HFC group. TG was significantly decreased in HOPS group (92.1±1.2 mg/dL) than NOPS group (101.7±5.3 mg/dL, p<0.05). Similarly, LDL-C was significantly lower in HOPS group (66.1±2.8 mg/dL) than NOPS (76.9±1.5 mg/dL, p<0.05), on the other hand, HDL-C indicated a significant elevation in HOPS (50.5±2.1 mg/dL) than NOPS group (45.2±1.6 mg/dL, p<0.05). This result suggests that the consumption of high-oleate peanut has a favorable effect on the plasma lipid profile.

The Korea Electric Power Corporation (KEPCO) has installed an 80 MY A Unified Power Flow Controller (UPFC) at its 154㎸ 'Kang-Jin Substation in South Korea. The device, manufactured by Siemens & Hyusung, has been operational since October 2002. The Korea Electric Power Research Institute (KEPRI), a division of KEPCO was tasked to study operational strategies that could be employed for the UPFC and surrounding reactive support devices concerning problems of low voltages and overloads in the Mokpo & Gwangju areas. Particular apprehension surrounded the possibility of delay in the installation of a new 345㎸ transmission line from 2005 to beyond 2010. The studies were to specifically determine whether these problems could be eliminated by application of a UPFC. The analysis included determining the UPFC operating point under various conditions, investigations of the coordination between the UPFC and a HYDC line terminating in this area, and the design of a supplementary damping controller for the UFPC. This paper summarizes the results of those studies, demonstrating the dynamic characteristics of the operation of this UPFC operation in the Korean power system.
