Since 1982, the government of Korea has actively promoted vertical cooperative R&D programs between government-sponsored research institutes (GRIs) and private firms. A number of firms participated in the programs because cooperative R&D could lower the risk and could contribute to rapid commercialization of many technologies. This paper examines the effectiveness of vertical cooperative R&D projects by the modes of cooperation between GRIs and industrial firms, and analyzes the performance of participating firms' technology sourcing strategies for commercial utilization of cooperative R&D results at the project performed from 1982 to 1989 under the Government-Industry Cooperative R&D Program sponsored by the Ministry of Science and Technology(MOST) in Korea. The cooperative R&D projects are classified into 4 groups by two criteria, i.e., the level of participation of firms, and the breadth of cooperation. The findings suggest that firms should actively participate in cooperative R&D projects. In addition, in order to enhance commercial success, cooperation between GRIs and industrial firms should not be limited to R&D stage only. The breadth of cooperation should be extended to commercialization stage. Small- and medium-sized firms participating in vertical cooperative R&D projects in Korea usually lack internal technological capabilities that are needed to commercialize the results of cooperative R&D. Three different technology sourcing strategies - exclusive cooperative R&D strategy, in-house development augmented cooperative R&D strategy, and licensing-in supplemented cooperative R&D strategy - are empirically derived through cluster analysis of the relative usage rates cooperative R&D and of other supplementary technology acquisition methods. The findings suggest that the firms participating in vertical cooperative R&D projects should try to utilize other supplementary technology acquisition methods in order to achieve commercial utilization of the vertical cooperative R&D results.
This study examines how the characteristics of cooperative research and development (R&D) projects in the public domain impact information and communication technology (ICT) convergence. Based on the analysis of 416 cooperative R&D projects under the ICT-based industry convergence R&D program in Korea, the study finds that the characteristics of cooperative R&D projects significantly impact ICT convergence. Moreover, the participation of public research institutes and universities is critical for ICT convergence compared with that of firms. However, in firm-to-firm cooperation, the participation of small and medium enterprises contributes to cross-sectional convergence, while the participation of large firms leads to overall and longitudinal convergence. R&D inputs such as the number of partners and government subsidies exhibit an inverted U-shaped relationship (negative quadratic effect) with technology convergence. Project duration and homogeneous partners are also critical factors for ICT convergence. The results indicate several implications and guidelines on how to effectively organize cooperative R&D projects to facilitate technology convergence.
The aim of this study is to provide evidence of how a change in the process of calculating the economic valuation of a project can affect the decision regarding national R&D investment. The paper examines a R&D project of cooperative research program of university-industry-research institute for the construction of a woodchip power plant to explore the role of capital expenditure in the economic evaluation of an investment project. The paper finds that the simple introduction of capital expenditure in the profitability analysis affects the perspectives on the construction plan. The results of this study indicate that standardization of the calculation process that takes different characteristics of industries into account is needed in the preliminary feasibility study of national R&D projects.
The world is suffering from numerous human and economic losses due to the novel coronavirus infection (COVID-19). The Korean government established a strategy to overcome the national infectious disease crisis through research and development. It is difficult to find distinctive features and changes in a specific R&D field when using the existing technical classification or science and technology standard classification. Recently, a few studies have been conducted to establish a classification system to provide information about the investment research areas of infectious diseases in Korea through a comparative analysis of Korea government-funded research projects. However, these studies did not provide the necessary information for establishing cooperative research strategies among countries in the infectious diseases, which is required as an execution plan to achieve the goals of national health security and fostering new growth industries. Therefore, it is inevitable to study information services based on the classification system and classification model for establishing a national collaborative R&D strategy. Seven classification - Diagnosis_biomarker, Drug_discovery, Epidemiology, Evaluation_validation, Mechanism_signaling pathway, Prediction, and Vaccine_therapeutic antibody - systems were derived through reviewing infectious diseases-related national-funded research projects of South Korea. A classification system model was trained by combining Scopus data with a bidirectional RNN model. The classification performance of the final model secured robustness with an accuracy of over 90%. In order to conduct the empirical study, an infectious disease classification system was applied to the coronavirus-related research and development projects of major countries such as the STAR Metrics (National Institutes of Health) and NSF (National Science Foundation) of the United States(US), the CORDIS (Community Research & Development Information Service)of the European Union(EU), and the KAKEN (Database of Grants-in-Aid for Scientific Research) of Japan. It can be seen that the research and development trends of infectious diseases (coronavirus) in major countries are mostly concentrated in the prediction that deals with predicting success for clinical trials at the new drug development stage or predicting toxicity that causes side effects. The intriguing result is that for all of these nations, the portion of national investment in the vaccine_therapeutic antibody, which is recognized as an area of research and development aimed at the development of vaccines and treatments, was also very small (5.1%). It indirectly explained the reason of the poor development of vaccines and treatments. Based on the result of examining the investment status of coronavirus-related research projects through comparative analysis by country, it was found that the US and Japan are relatively evenly investing in all infectious diseases-related research areas, while Europe has relatively large investments in specific research areas such as diagnosis_biomarker. Moreover, the information on major coronavirus-related research organizations in major countries was provided by the classification system, thereby allowing establishing an international collaborative R&D projects.

Technology diffusion policy can be defined as the role of government in linking knowledge production with usage. It has an importance due to the fact that linking knowledge between the producing agent and using agent does not automatically occur. If knowledge produced by an R&D agent is not used by somebody else, the knowledge may deteriorate to a social loss since knowledge production consumes a considerable degree of social resources. Explicit technology diffusion policies are not found in Korea. There we, however, a number of implicit policies to promote technology diffusion, mainly by promoting cooperation among universities, industries and research institutes. Government R&D programs have provided incentives for cooperative research projects, and many government sponsored institutes have been assigned the role of technology assistance for small and medium sized firms. Nevertheless, diffusion policies remain weak in comparison to other innovation and technology policies. This is reflected in the relatively small scale of government support for technology diffusion programs. In addition, there is no systematic approach between the different ministries for enhancing diffusion across technologies, institutions, sectors and regions. A comprehensive evaluation of government diffusion programs, which is necessary for improving policy and program design, is lacking. Enhancing the diffusion of technology in Korea will require the strengthening of policies at different levels, including; 1) increasing the orientation of science and technology policies towards diffusion; 2) increasing the scale of existing diffusion programs; 3) developing new diffusion programs, in particular sector-specific or manpower training programs; 4) developing policies to encourage a culture of cooperation that can facilitate technology diffusion; and 5) carrying out substantial policy research to develop diffusion policies.
Shanghai Institute of Metallurgy(SIM), Chinese Academy of Sciences is a multioriented applied science reaearch institution that was founded in 1928. This study investigates business demands for firms operating in the Busan Sasang Industrial Area for the proposed knowledge-industry innovation base. Diverse improvement arrangements are proposed for revitalization of the industrial area. For these purposes, a questionnaire survey was conducted for the examination of physical conditions and enterprise demands among firms. The major findings are as follows. Firstly, judging from the examination of physical conditions, the study area has presented a lower rate of roads and smaller individual lots of land, which would contribute to a worsening business environment for small business owners. Secondly, business request for industrial-area innovation, pilot project needs, and expected impacts demonstrated higher scores. Thirdly, an absolute majority of firms strongly supported the proposed knowledge-industry innovation base and requested an R&D center as the first anchor facility. Based on these findings, guidelines are proposed for an institutional rearrangement plan. First of all, specific field surveys dealing with networking issues and industrial dominance should be immediately carried out. In addition, the proposed knowledge-industry innovation base should be equipped with significant power of influence for the adjacent industrial areas. Lastly, major stakeholders should upgrade the cooperative mechanism for innovative change in the regional industrial complex.
