This paper presents a study on risk analysis in terms of contractor's costs in construction phase in which Crystal ball (software of Decisioneering, UK) has been utilized as a main tool. To realize it, a questionnaire survey has been carried out to identify the dominant factors that strongly influence contractor costs in Vietnam. Based on results of questionnaire investigation, the survey identified three factors which were duration of each construction task, costs of reinforcing steel, and cement. Then a spreadsheet model was created in order to analyze risks. The study also indicates that the cost of reinforcing steel and cement are the cause of risks for contractors. According to the suggested model, contractors may foresee the probability of completion within the approved budget, and the possibility of earning in accordance with owner's payment conditions.

As a matter of fact, the better architecture is very important things to create our generation and culture. Also, construction quality improvement is critical necessary to keep the culture and international competition which must be obtained through the consciousness reform of persons concerned. 건설공사는 다양한 리스크에 노출되어 있으며, 건설공사의 리스크는 더욱 증가하는 경향을 보이고 있다. 건설공사의 리스크 증가는 건설사의 리스크 예측 및 대응의 중요성을 더욱 증가시키고 있다. 건설사가 건설공사의 리스크를 대응하는 방법 중 하나는 리스크 비용을 사전에 예측 또는 산정하여 이를 실행예산에 반영하는 것이다. 리스크 비용과 관련하여 다양한 연구들이 수행되어 왔지만, 국내 건설사의 실행예산 편성 시 리스크 비용 산정에 관한 인식과 실태에 관한 분석은 미흡한 것으로 나타났다. 본 연구의 목적은 종합건설사의 실행예산 편성 시 리스크 비용 산정과 관련된 인식과 실태를 조사·분석하여 주요 특징 및 시사점을 도출하는데 있다. 본 연구의 주요 결과를 요약하면 실행예산 편성 시 리스크 비용 반영의 중요성에 대한 인식은 상당히 높았으나, 상대적으로 리스크 비용을 산정하는 수준은 상대적으로 미흡한 것으로 나타났다. 리스크 비용 산정을 효과적으로 수행하기 위해서는 실적 데이터, 가이드라인, 전사적 표준절차 등 실무기반이 구축되어야 하며, 충분한 견적기간도 할애될 필요가 있었다. 또한 리스크 비용 산정을 위해 빅데이터 분석기법을 포함한 정교한 분석기법의 활용에 대한 관심은 높지만 현재 준비 및 활용 수준은 낮은 것으로 나타나 이에 대한 실무 적용성을 높이기 위한 연구개발이 필요하다고 할 수 있다.

Delay on State-Funded Construction Projects (SFCPs) in Dong Thap - a province in Mekong Delta of Vietnam, as many provinces of Vietnam, have caused budget overrun through many recent years. The budget-overrun situations, in turn, have deepened the delay. Identifying critical factors affecting delay SFCPs plays a key role to mitigate negative impact of delay. 134/160 questionnaires were collected from personals working for project owners, consultants, supervisors and contractors in Dong Thap Province. Convenient sampling method was used. EFA was resulted in critical 04 factors with 20 variables caused delay in SFCPs, including: "Project technic, contractor's financial capacity and adjustment role of the government", "Regulation and Policy", "Mutual benefit support and concern between the government and residents", and "Disadvantage of construction site and weather season". Reliable measures to reduce delay on SFCPs are discussed to establish legal corridors to strictly controlling the process, consider mutual benefit between the government and its residents, and evaluating construction conditions. Those measures are considered could be applied in not only Dong Thap province, but most provinces of Vietnam as well.

The Korean government implemented 259 road projects from 2004 to 2007, valued at $18.4 billion. Change orders of these road projects occurred 8,973 times and, subsequently, caused significant increases in the cost of the projects, approximately up to $4.2 billion (22.8% of the initial budget). These significant problems of huge change orders require a more workable control system for budget management whereas the effectiveness of the government's control is still not satisfied. However, previous approaches and studies mostly limited their analyses to simply classifying the causes of the change orders. This paper investigates the real frequency and cost impacts incurred by each cause of a change order, primarily based on 218 road projects in Korea. The paper then identifies the attributes of change orders through a survey of 204 project participants in that those sources were inevitable or avoided if properly managed. The causes of the change orders are further analyzed with analysis of variance (ANOVA) in connection with contract volume, bid award rate, the contractor's capacity to perform, and the design company's capacity. This study found that if the contract volume is smaller, then the possibility of change orders is higher. Interestingly, if the bid award rate is less than 67.5%, it signifies the highest rate of change orders. In addition, the contractors whose construction ability is assessed as the top-ranked group showed the lowest change order rates. With these results, this paper provides the preventive guidelines for reducing the likelihood of change orders.

본 연구의 목적은 임시활주로를 건설하는 과정에서 발생된 위험항목을 도출하고 위험항목을 조치하기 위해서 지출된 위험비용에 따른 손실비용을 분석하는 것이다. 이에 따라 건설공사가 완료된 임시활주로를 사례대상으로 선정하였으며, 시공자료(실정보고자료, 설계변경요청자료, 설계변경승인자료, 계약내역, 준공내역 등)를 기반으로 공사비의 변동을 유발한 위험항목과 위험항목을 조치하기 위해서 지출된 위험비용 그리고 손실비용을 분석하였다. 사례대상으로 선정된 임시활주로를 건설하는 기간 동안에 발생되었던 위험항목은 8개로 도출되었으며, 그 중에서 발주기관의 책임으로 인하여 발생된 위험항목은 3개, 건설회사의 책임으로 인하여 발생된 위험항목은 5개이다. 그리고 위험비용은 520백만원으로 발주기관이 부담하여야 하는 위험비용은 243백만원, 건설회사가 부담하여야 하는 위험비용은 277백만원으로 산정되었다. 이에 따라 발주기관은 건설회사와 체결된 계약금액 대비 2.36%의 예산이 추가적으로 지출되었고 건설회사는 최초 계획된 수익 443백만원 중 -277백만원이 손실되어 잔여수익은 165백만원으로 분석되었다.

건설사업에서 클레임은 필수적으로 발생하는 요소이다. 1998년까지 우리나라에서 건설클레임이 체계적으로 제기되거나 해결되었다고 소개된 바는 없으나, 1998년을 기점으로 하여 IMF환란 등을 겪으면서 건설업체들은 원가관리의 중요성을 인식하여 계약에서 주어진 자신의 권리를 찾고자 하는 노력을 경주해 오고 있다. 그러나 건설클레임이 활성화됨으로 인해 기술자의 전문업역탄생, 책임시공으로 인한 부실공사예방, 불필요한 예산낭비억제, 중복업무의 감소 및 규제개선 등의 기대효과가 장단기적으로 예상됨에도 불구하고 아직도 건설현장에서는 클레임을 제기하는 것에 대하여 막연한 두려움이나 경계심을 갖는 분위기가 팽배하였다. 따라서 본 논문은 1998년부터 공공건설사업현장에서 제기된 클레임사례를 분석한 후, 시공자가 건설현장에서 체계적으로 건설클레임을 제기할 수 있는 방법과 절차를 제시하고자 한다.

건설산업은 발주자가 생산활동(시공) 이전에 소요되는 비용을 예측하여 수급자에게 도급주는 형식을 취한다. 따라서 공사비 예측은 건설 프로젝트 전 단계에 걸쳐 수차례 이루어져야 하며, 발주자와 수급자 모두에게 중요하다. 그러나 국내의 경우 단가물량내역 완료전 공사비 예측은 실적자료를 이용한 면적당 단가방식을 벗어나지 못하고 있으며 이를 보완하기 위한 정형화된 절차와 방법이 미비한 것이 현실이다. 이에 본 연구는 국내 공공 아파트 사업 주동을 대상으로 수량기반 공사비 분석 방법인 면적형 세대별 수량분석 방법을 제안하고 데이터베이스를 구축한 후 유효성과 세목수량 예측중심 공사비 예측방법의 적용성을 확인하였다. 이로써 건설프로젝트 전체 라이프사이클에 대한 공사비정보의 일관성 있고 상호 연계된 관리가 가능할 것으로 예상되며, 예측 결과가 세목 수량과 단가의 곱으로 이루어져 각종변경 및 연계확보, 시점의 변화, 제도의 변화에 탄력적으로 적용될 수 있다. 따라서 본 연구는 건설 공사비정보를 수량기반 데이터 형태로 집 관리할 수 있는 방법을 제시하고 그 효용성을 확인하였다는데 그 의미가 있다.
