Study on Assessment of Value of Yongdam Dam-wetland using Contingent Valuation Method (조건부가치측정법을 이용한 용담댐습지의 가치평가 연구)

  • Recently, there have been a lot of studies for the value for wetlands with increased interest about wetlands. However, the value assessment for wetlands was usually conducted for natural wetlands only, without consideration for Dam-wetlands. In this study, we assumed that a dam carried out a function of wetlands and defined such dams as Dam-wetlands. Contingent Valuation Method(CVM) was used in value assessment method. Study area of this study is Yongdam-dam. We performed questionnaire survey in six metropolitan cities for the value assessment of Dam-wetland. As a result, the total values of a Yongdam-dam is estimated as 4.2 billion-won for construction scenario of wetland ecological park.

The Residents' Perception and the Application of Contingent Valuation Method for Green Areas in Apartment Housing Blocks (아파트 단지의 녹지조성에 대한 주민의식과 가상평가법 적용에 관한 연구)

  • This study is designed to derive a cost estimation method for the management of green areas in apartment housing blocks. For this purpose, quantity of green areas, their usages, management techniques were analyzed through a survey of residents. In this process, contingent valuation method(CVM) is utilized to evaluate the cost of green areas. The survey was conducted for about two weeks in June of 2002. The amount of willingness to pay(WTP) for green area management is calculated by the CVM program. The findings are as follows; First, the residents want more green areas in their apartment blocks, as well as in the surrounding urban areas, due to the shortage of green areas in their living environments. Second, the residents' opinion on green area is summarized as that of natural environment protectionist - it helps living environment to be more amenable and contributes the preservation of urban and global environments. This fact can be interpreted as the peoples profound recognition toward green areas. Third, the contingent valuation method(CVM) is suitable to evaluate WTP for management costs of green areas. Fourth, more than half of the residents(61.6%) agreed upon the costs of green area supply and management. calculated by the CVM. Estimated WTP is ₩ 1,900~2,400 per month per household.

Estimating Economic Value of Environmental Resource - Focussed on the Preservation Value of Bong-seo Mt. by Using the CVM in Cheonan City (환경자윈의 경제적 가치평가에 관한 연구 - 천안시 봉서산의 보존가치 추정을 중심으로 -)

  • This study attempted to estimating economic value of environmental resource by using the contingent valuation method(CVM), known as one of the tool measuring the economic benefits. To analysis the preservation value of Bong-seo Mt.. the surveys were conducted for citizens resident in Cheonan city. The sample sizes of the survey were 200 respectively. The survey method adopted face-to-face interview method as a mean of correcting useful response. This study considers models for evaluating the willingness to pay(WTP) based on payment card contingent valuation survey data and has attempted to measure goodness of fit for the data obtained from the survey design. It was estimated that the average WTP of Cheonan citizens for a maintenance and management of Bong-seo Mt. was 5,010 won per month and 60 ,118 won per year. When it is translated by total number of households in Cheonan city, there is the preservation value of approximately 8.8 billion won per year. On the other hand, total expense of development increased about 1.7 times over including application of the preservation value.

Application of contingent valuation method for estimating willingness-to-pay in planning the integrated sewerage system in the catchment of Dam Chung-Ju (충주댐 상류지역 하수도시설 확충사업에 관한 주민의 지불의사액 추정을 위한 CVM의 적용에 관한 연구)

  • The objective of this research was to estimate residents' willingness-to-pay using contingent valuation method and to investigate their environmental sensibilities prior to conduct the costbenefit analysis on the watershed management program of integrated sewerage construction and operation in the catchment of Dam Chung-Ju. A set of questionnaire was prepared and asked to 1,200 residents at downstream area as well as upstream area of Dam Chung-Ju. As a result, environmental sensibility of the residents living in the catchment of upstream of Lake Chung-Ju seemed very high. However, the substantial practice in their own life for conserving their environment was inactive, although residents' efforts trying to collect and dispose garbages in separate containers and to minimize the waste discharge load were actually made. The willingness-to-pay on each month for 20 years was estimated as 4,841 wons for the openended question and 3,411 wons for the close-ended question. Factorial analysis was also performed to obtain correlation among the questions asked. Seven groups of the correlated questions were identified and their contribution to the estimated willingness-to-pay was analyzed.

  • In this paper, we have tried to evaluate the economic value of technological information. Toward this aim, we have adopted the newly emerging method of contingent valuation which capitalizes on the direct survey through users. The estimated result indicates the strong support for the public activities to provide and diffuse technological information. We also tried to shed light on the implications of the research finding for government technology policy.

  • Although flood is a very common natural disaster in Bangladesh, recently Dhaka, the capital city of Bangladesh got flooded even in moderate rainfall. Accordingly, on January 2002 the sale and use of polythene bags were banned, by identifying it as one of the main causes for such flooding. Now the question arises, whether only polythene shopping bags are alone responsible for causing water logging problem. Accordingly, the objective of this study is to detect the reason(s) for the recent prolonged water logging problem in Dhaka City, even by small amount of rainfall. Both contingent valuation method and remote sensing technique were used for comparison of the results. The results of the study indicated that, not only polythene bags, but also unplanned land filling is also liable for creating water logging problem in Dhaka City. Finally, the study suggested that, the value of wetlands lost, which is directly related to the recent water logging problem, is more higher than what actually thought by the citizens of Dhaka City.

Valuation of Nonmarketed Goods: WTP and Part-Whole Bias in CV Studies (비시장재의 가치평가 : WTP의 추정과 부분-전체 편의의 검토)

  • Part-whole bias in contingent-valuation studies is a possible explanation for non-use contingent-valuation estimates that are insensitive to marginal changes in environmental commodities. To increase the quality of river water, it is tested how much WTP is paid and is tested whether there is a part-whole bias in this contingent studies. An empirical test of the component sensitivity is provided. This test rejects the hypothesis that respondents are insensitive to the scope of the good being valued. WTP estimated in this paper is 5,435.69 won for Hangang model, and 7,182.68 won for 4-river model. And it might be concluded that part-whole bias exists and it is mainly attributed to substitution and net-benefit effects.

  • The need for overall assessment of economic effectiveness of library culture program has been suggested, as its importance continues to grow. Our study proposed a new assessment method by applying DM format and IBM format to contingent valuation method that has been used for analyzing the economic value of culture program. This study also illustrates the process through case analysis so that the public library can apply this model. It is meaningful that the study provides basic framework to evaluate the fair value of the public library by minimizing the bias that the contingent valuation method has.

  • The main purpose of this study is to estimate willingness to pay (WTP) by the general publics, assuming that they pay tax or charge for protecting marine living resources and environment through developing and supplying biodegradable fishing nets. This study employed a contingent valuation method (CVM) which is an econometric method. The survey was conducted by using both double-bounded dichotomous choice and open-ended survey. Tobit model was used for the analysis. The variables included concerns about marine environment and fishing net discarded, sex, age profile, number of family members, educational level and personal disposable income. Annual average WTP per family for the biodegradable fishing net development and supply was estimated at 5,294 won and national WTP amounted to some 84.2 billion won. This includes both of use and non-use value of biodegradable fishing nets.

Public Perception of establishing Marine Protected Areas in Guimaras Province, Philippines using Contingent Valuation Method

  • Philippine fisheries code of 1998 (Republic Act 8550), which is enacted to achieve food security by managing, conserving and protecting fishery resources, obliges local governments to designate no less than 15% of jurisdictional municipal water as fisheries resource protection zone. Accordingly, Marine Protected Areas (MPAs) are the most extensively established as fisheries management and conservation tool and over 1,500 MPAs are reported in the Philippines. But there has been debate on the pros and cons of implementing MPAs because of the positive and negative impacts on local communities and fishermen. A dichotomous-choice contingent-valuation survey was conducted in the two municipalities of Guimaras, Philippines to investigate public opinion in debates over MPAs and to estimate willingness to pay (WTP) for MPAs to protect and conserve marine habitats for fishery resources. For the benefits and costs of MPAs, 43.6% of respondents thought the costs would be larger than the benefit, but 91% respondents voted in favor of increasing MPAs for fisheries resources as a protective measure. Finally, the estimated Turnbull lower-bound mean WTP (36.75ha) was php 493.6(US$ 11.3) per household to establish the additional MPA (36.75ha) in their municipality waters.
