  • This study reviews trends of Japanese consumer policies, with particular attention to the situations of operating local consumer centers, in an effort to find ways to develop rapidly changing local consumer administration practices in Japan. Budget cut on consumer administration by the Japanese government has resulted in a reduction of consumer centers in Todohuken, while new consumer policy, which seeks greater consumer independence, has encouraged civil consumer groups' participation in consumer administration. In particular, entrustment of consumer centers to civil groups has increasingly stimulated more region-oriented local consumer policies and enhanced the efficiency of consumer administration. To activate local consumer administration, it seems necessary to provide assistance to entrusted civil groups, strengthen business regulations of Todohuken administration, and ensure more effective operation practices of civil consumer groups.

Based on the information obtained through in-depth interviews, the researchers developed an information classification system that meets the needs of consumers, and which serve as a basic framework for a homepage for a food safety information center. A total of 62 food items in 6 areas were selected based on reports of food safety related events occurring between 1998-2009 (KFDA 2008). The classification system of risk factors such as chemical risk factors and biological risk factors were categorized. The specific features of the information content for individual food items provided for classification based on evaluation by professional food scientists and the importance of risk factors. By providing a consumer participation section and company participation section, it was anticipated that the food safety information center would be able to act as a moderator for food safety information communication among consumers, the food industry, and the government. Based on the development of a classification system and framework, a design plan and tree-map for the internet site was developed.

Thus, it is essential that we devise a variety of consumer-oriented marketing strategies to keep close relationships with consumers. The purposes of this study were as follows: 1) to explore the relationship between customer participation and surveys on its effect, 2) to compare groups with respect to customer participation, and 3) to see whether there is a cause-effect relationship between the customer participation and surveys on its effect. Frequency analysis, correlative analysis and discriminate analysis were used to analyze the data. The results of testing hypotheses can be summarized as follows. we find that, as for customer participation factors, there is significant relationships among survey factors including customer satisfaction, cost reduction, customers' prior occupations. The current analysis exhibits favorable results in the customer participation and such factors. The analysis shows that there is significant difference between the active groups and the passive groups in all the new product development related factors; customer satisfaction, cost reduction, customers' prior occupations. Finally, this perhaps indicates that the result of the survey depends on whether firms are positive or negative in introducing customer participation.
