In this study, based on accident cases of manned and unmanned tower cranes, the types and causes of accidents were analyzed and tower crane accident prevention measures were proposed accordingly. As a result, 'lack of communication' was commonly analyzed as the biggest cause of accidents. Therefore, in this study, we investigated domestic and international systems and laws regarding signalmen responsible for communication between tower crane operators and workers and proposed the following three improvement methods. First, the signalman system must be legally and institutionally reestablished. Second, national agencies and private organizations with expertise should create standardized training manuals and distribute them to signalman educators, and create checklists to manage educators. Third, in the case of a site using a tower crane, the employer must mandatorily deploy a signalman with professional qualifications. Lastly, the results of this study are expected to highlight the differences in accident types and causes of manned and unmanned tower cranes and the need for legal and institutional improvement in the signal system.
The Bonghwang-dong ruins in Gimhae, the central area of Geumgwan Gaya, is presumed to be the site of the royal palace, and excavations have been in progress at the Gaya National Cultural Heritage Research Institute. According to a research conducted by lowering the level to the base layer on the north side of the site, mostly shell layers composed of oysters were confirmed, and soil composed of different material was alternately filled in to form a site construction. In other words, it can be seen that there was work at the site of the Bonghwang-dong ruins that required large-scale labor, such as building ramparts and embankments. There is stratigraphic confusion such as showing different age values in the same shell layer through a chronological analysis of organic matter and charcoal in the sedimentary layer, and deriving a result value in the upper layer ahead of the lower layer. In addition, open-sea diatoms are observed not only in the sedimentary layers, but also the pits. Therefore, it is judged that the soil constituting the ruins was brought from the outside. The Bonghwang-dong ruins are located inside the commonly called Bonghwang earthen ramparts, where many excavation organizations conducted research within the estimated range of the earthen fortifications. As a result, it was found that it was similar to the sedimentary layers of the ruins of the Three Kingdoms Period, which were investigated along with the ruins of Bonghwang-dong. Through this, the surrounding ruins, including those of Bonghwang-dong, were located close to paleo-Gimhae Bay, so it is believed that the soil brought from the surroundings was used to reinforce the ground. As a result of the excavation research on the Bonghwang-dong ruins conducted so far, it was found by sedimentary layer analysis and soil experiments that the ruins were created on stable land. Relics excavated in the sediments of the ruins and carbon dating data show that Bonghwang-dong carried out large-scale civil construction work in the 4th century to build the site, which clearly shows the status of Geumgwan Gaya.

Objectives: This study was conducted at a request for cooperation through an analysis of the effect of toothbrushing facilities at a public health center in Seongdong-gu. Also, with the aim of furnishing basic data to the proposal of a program for improving the ability of school aged children in managing oral cavities and developing a correct toothbrushing habit, the study conducted an investigation of how toothbrushing facilities affect change in the oral environment management ability and behavior of oral health care. Methods: From among elementary schools located in Seongdong-gu, Seoul the study selected A Elementary School where toothbrushing facilities were established and have been operated since 2008, B Elementary School in an adjacent region within the jurisdiction of Seongdong-gu where the demographic environment was similar among schools where toothbrushing facilities were newly established in 2012, and C Elementary School without toothbrushing facilities. Then the study was aimed at first grade students of the schools and an investigation was carried out from April to December 2012. Through a dental checkup, the study evaluated the teeth and periodontal health conditions, and a test of the oral environment management ability was undertaken three times. Regarding change of oral health care behavior, the study carried out a self-recording survey. Results: 1. Concerning decayed and filled tooth(dft) and decayed and filled surface (dfs), A Elementary School where toothbrushing facilities have been established and operated from the past showed a relatively lower decayed, missing, and filled teeth index than B Elementary School where toothbrushing facilities were established in 2012 or C Elementary School without toothbrushing facilities; however, there was no significant difference (p>0.05). For CPI, there was no significant difference by school; however, in looking into the difference between boy students and girl students, Code (0) was discovered higher in boy students whereas Code (1) was shown higher in girl students. 2. In the PHP index test in accordance with the existence of toothbrushing facilities before the installation of toothbrushing facilities, for A Elementary School where toothbrushing facilities have been established and operated from the past, the school recorded 4.28 points whereas B Elementary School where the facilities were established in 2012 recorded 3.51 points. Meanwhile C Elementary School without the facilities posted 4.30 points. Therefore there was a statistically significant difference according to the existence of toothbrushing facilities (p<0.05). 3. In a comparison of teeth health care behavior according to the existence of toothbrushing facilities, the number of answers that the respondent did not brush their teeth after lunch over the past one week was higher in B Elementary School and C Elementary School where there were no toothbrushing facilities. Regarding the average number of brushing after lunch for one week, it was discovered higher in A Elementary School (p<0.01). 4. In change of teeth health care behavior before and after the establishment of toothbrushing facilities, the case of answering that the respondents did not brush their teeth after lunch for one week increased more after establishment than before establishment. Also the average number of teeth brushings after lunch for one week decreased further after the establishment of toothbrushing facilities; however, it did not show a significant difference (p>0.05). One of the reasons that they do not brush their teeth, "the lack of a place", decreased significantly after establishment than before establishment (p<0.05), whereas the answer, "because their friends do not brush their tooth" increased greatly after establishment than before establishment; however, there was no significant difference (p>0.05). 5. In the comparison of the degree of knowledge about dental health according to the existence of toothbrushing facilities, the degree of knowledge about dental health was shown significantly higher in A Elementary School with toothbrushing facilities than in B Elementary School and C Elementary School where there were no toothbrushing facilities (p<0.01). Conclusions: Given the above results, it is difficult to attract change in behavior only with an environmental improvement; therefore, it is deemed necessary to develop an educational program that will help children to make a habit of oral health care not only through a school but also through a related policy and financial support of government organizations as well as the construction of the basis of a systematic and consistent cooperative system with relevant organizations.

This study of the subject will review past and present irrigation development in Korea. Particular attention will be given to water pricing structure and a case study on the purpose of rational operation and management of irrigation water and organizations, and the optimum irrigation water and organizations, and the optimum irrigation water fee inorder to reduce farmers burden and to rationalize the farmland associations management so as to achieve development of the rural environment. In 1971, the reservoir of the Farmland Improvement A sociation (FIA) produced only 775 millison $m^3$ of irrigation water or 77% of planned capacity of 1,015 million $m^3$. It was caused by inefficient maintenance of irrigation facilities; for instance, about 21% of reservoirs, pumping stations and weirs in Korea have been silted by soil erosion which hinder to water production according to an ADC survey. The first Irritation Association was established in 1906, whcih was renamed the Farmland Assoeiation by the Rural Development Enouragement Law in 1970. By the end of 1971, 411,000 ha of rice paddies were under the control of 267 associations nationwide. The average water price assessed by Associations nationwide rose from 790 won per 0.1 ha. in 1966 to 1,886 won in 1971. The annual growth rate was 20%. The highest water price in 1971 was 4,773 won her 0.1 ha. and the lowest was 437 won. This range was caused by differences in debt burden, geographic conditions and management efficiency among the Associations. In 1971, the number of Associations which exceeded the average water price of 1,886 won per 0.1 ha. was 144, or 55.1% of all Association. In determination of water price, there are two principles; one is determined by production cost such as installation cost of irrigation facilities, maintenance cost, management cost and depreciation ect. For instance, the Yong San River Development project was required 33.7 billion won for total construction and maintenance cost is 3.1 billion won for repayment, maintenance and management cost per year. The project produces 590 million $m^3$ of irrigation water annually. Accordingly, the water price per $m^3$ is 5.25 won. The other principle is determined by water value in the crop products and in compared with production of irrigated paddy and non-irrigated paddy. By using this method, water value in compared with paddy rice vs. upland rice(Average of 1967-1971) was 14.15 won per $m^3$ and irrigated paddy vs. non-irrigated paddy was 2.98 won per $m^3$. In contrast the irrigation fee in average association of 1967-1971 was 1.54 won per $m^3$. Accordingly, the current national average irrigation fee(water price) is resonable compared with its water value. In this study, it is found that the ceiling of water price in terms of water value is 2.98 won per $m^3$ or 2,530 won per 0.1 ha. However, in 1971 55% of the associations were above the average of nationwide irrigation fees. which shows the need for rationalization of the Association's management. In connection with rationalization of the Association's management, this study recommends the following matters. (1) Irrigation fee must be assessed according to the amount of water consumption taking intoaccount the farmer's ability. (2) Irrigation fee should be graded according to behefits and crop patterns. (3) Training personnel in the operation and procedures of water management to save O&M costs. (4) Insolvent farmland association should be integrated into larger, sound associations in the same GUN in order to reduce farmers' water cost. (5) The maintenance and repair of existing irrigation facilities is as important as expansion of facilities. (6) Establishment of a new Union of Farmland Association is required to promoted proper maintenance and to protect the huge investment in irrigation facilities by means of technical supervision and guidance.
In the recent years there has been an increase of service competition in the activity of product selling, especially in the extension of warranty coverage and qualify. The variables in connection with the service competition are not crisp, and required the expertise of the production line. It thus becomes all the more necessary to use subtler tools as decision supports. These problems are typical not only of product companies but also of financial organizations, credit institutions, insurance, which need predictions of credibility for firms or persons in which they have any kind of interest. A suitable approach for minimizing the risk is to use a knowledge-based system. Most often expert systems are not standalone programs, but are embedded into a larger application. The aim of this paper is to discuss an approach for developing an embedded fuzzy expert system with respect to the product selling policy, especially to present the decision system of automobile selling activity around the extension of warranty coverage and quality. We use the MATLAB tools which integrates computation, visualization, and programming in an easy-to-use environment where problems and solutions are expressed in familiar mathematical notation. Also, we present the API functions embedding into the existing application.
Recently, most enterprises are having a knowlege management boom. A number of books associated with the knowlege management are being published, countless public seminars are held, and many research councils have been organized studying it formally or informally as if not importing the system is like falling behind a fashion. However, there are not many cases that achieved success by constructing the system of knowledge management. Then, why the knowledge management is not so much effective despite so many voices wanting the change of management system and a lot of public lectures about it? I guess the reason is that most companies do not have concrete methodology. Seeing a result of a survey which reported that with spread of venture boom and successful examples being known widely, the outflow of precious human resources is accelerated and a large number of employees of conglomerates have already resigned or are considering separation from their positions, we can realize that are occurring a change which can be nearly called severance in an occupational view and an organization culture. The preference to a large enterprise or a public institution of labor is low today and the notion about a lifelong job is regarded as past remains. As for this, it could be said that the social atmosphere that pursued the stability of a job has been changed to the practical one that attaches importance to ability and pay. The way of thinking of employees has been changed while established organizations cannot satisfy their desire and this explains why important members of a company are flown out. The reason why superior human resources move to venture businesses is that they can do their likable work and also prove their ability as well as unconventional rewards. Although existing companies are trying to preserve important human resources through performance compensating stock option, temporary patching up of personnel management cannot retard the rushing wind of foundation and the outflow of labor. On the contrary, clumsy import of performance-based reward system not only fails to hire superior labor power but also can bring about a sense of incompatibility and conflicts among the remaining employees. Therefore, this thesis, focusing on how to choose, develop, and maintain the human resources, will suggest a future-aiming human resources management model of Korean enterprises after comparing and analyzing the actual condition of domestic companies and the trends of advanced corportaions.
As knowledge workers have increased and information interchanges become more diverse, only the resources of internal enterprise is not longer useful, and the practical use of external information through information public sharing network is even more crucial. But, few studies that use both internal and external information sharing systems together have been conducted. In this research, we carried on the depth interview to analyze the main factors that intend to utilize outside information as well as to share inside information voluntarily. In conclusion, sharing internal information is directly involved with the performance of their job exchanging simple data, past documents, and technical materials. On the other hand, using the external information belonged to several other organizations is mostly caused by the voluntary participants' satisfaction sharing their individual experience through the network systems. Based on the study, we propose the idea that can activate both internal and external information sharing network through the system with user feedback function regarding the customized information, and with the space expansion where people can freely raise their private opinion. We also introduce the plan of the construction of communication systems with various experts, and the development of compatible devices with diverse interfaces.

Korea's overseas construction awards reached US $750 bn for more than 50 years since it first entered the market in 1966. In particular, the company won US $540 bn over 10 years from 2007, achieving 72% of the total contracts. However, in recent two years, awarded amounts have decreased by 40% each year. The most significant decline is due to the impact of international oil prices, which have plummeted since end of 2014, as oil-producing nations, which are Korea's major target countries, are struggling to cancel or postpone infrastructure orders. In order to lessen the impact of raw material price fluctuations, the recent trend is that even countries with relatively loose government financing conditions are rapidly changing their ordering methods to investment development forms such as PPP. The Korean government and companies have been already preparing for this for several years, but they are still not doing so well. The main reason is the lack of understanding about the investment development type project, especially financing methods and the aggravated fear of exposing it to various risks due to the characteristics of the development project, which takes a long time to collect the investment. In this paper, I propose a more systematic solution to financial process and risk management, which is recognized as a obstructive factor for Korean companies, in line with the recent government-led establishment of overseas infrastructure development support organizations. I would like to serve as a investment guide.
SISP(strategic information system planning) is an important part of IS management. Through it, organizations establish effective long-term use of IS and ensure their support of organizational objectives. This entails establishing priorities for implementation of new applications, developing policies and procedures for managing the IS function and IS services, and construction of information architecture. Many studies have tried to improve SISP practice by discussing planning problems, identifying factors critical to the success of planning efforts, and providing methodologies for carrying out the process. Others tested the appropriateness of formal SISP under varying contextual circumstances and examined a number of contextual variables for their effects on SISP practice and its effectiveness. In this paper, the two criteria(the improvement of planning capabilities and the fulfillment of planning objectives) of successful SISP will be given and the relationship between organizational variable(IS-present role, IS-future role, formalization, time horizon) and improvement of planning capabilities will be analyzed. And then the relationship between improvement of planning capabilities and fulfillment of planning objectives will be examined. Specific description about the purpose of this study is as follow: (1) What are the determinants of successful SISP? (2) Which contextual factors are important and how strong are their influences to the improvement of planning capabilities? (3) How important is the improvement of planning capabilities to the fulfillment of planning objectives?
The global mean surface temperature has already increased by $0.6{\pm}0.2^{\circ}C$ over the last century, and warming in Korea is approximately twice as large as the global average. The Intergovernmental Panel on Climate Change (IPCC) has concluded that the majority of warming over the past 50 years could be attributed to human activities (IPCC, 2001a). In addition, the global surface temperature is expected to increase by 1.4 to $5.8^{\circ}C$ depending on the greenhouse gas emission scenarios during the $21^{st}$ century.Climate change resulting from increased greenhouse gas concentrations has the potential to harm societies and ecosystems. Reductions in emissions of greenhouse gases and their concentration in the atmosphere will reduce the degree and likelihood of significant adverse conditions due to the anticipated climate change. Mitigation policy has generally been the primary focus of public attention and policy efforts on climate change. However, some degree of climate change is inevitable due to the combination of continued increases in emissions and the inertia of the global climate system. Adaptation actions and strategies are needed for a complementary approach to mitigation. The United Nations Framework Convention on Climate Change (UNFCCC) currently addresses vulnerability and adaptation in the context of climate change negotiations and in future adaptation may be an important element of work under the Kyoto Protocol. There are several on-going programs to develop effective adaptation strategies and their implementation. But in general, many other countries are still on an initiating stage. The climate change science programs of the United States, Japan, England, and Germany are initiated to understand the current status of climate change science and adaptation researches in the developed countries. In this study, we propose the improvement on systems in policy and research aspects to effectively perform the necessary functions for development of nation-wide adaptation measures and their implementation. In policy aspect, the Korean Panel on Climate Change (KPCC) is introduced as a coordinating mechanism between government organizations related with climate change science, impact assessment and adaptation. Also in research aspect, there is a strong consensus on the need for construction of a national network on climate change research as trans-disciplinary research network.

제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.

1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
