Prediction Survey on Construction Guarantee Market Due to the Restructuring of the Construction Industry's Production System (건설산업 생산체계 개편에 따른 건설보증시장 변화 예측 조사)

  • The construction guarantee market is a rear market affected by changes in the construction industry and market. As the restructuring of the construction industry's production system is being carried out, such as the abolition of regulations on business field between general and specialty contractors, major changes are expected not only in the construction market but also in the construction guarantee market. In construction guarantee market, there are currently three Contractor Financial Cooperatives, which are divided based on business field and business type(General, Specialty and Plant & Mechanical). The abolition of business field regulation will have various effects on construction guarantee market, such as forming a competitive structure among the three Contractor Financial Cooperatives. Therefore the role of the construction guarantee institutions are also required to change. This study predicted the changes in the construction guarantee market after the restructuring of construction industry and analyzed the ripple effect on the market. This study reviewed the details of the reorganization plan on the construction industry, policies and statistical data related to construction guarantee, and lastly conducted the survey on each member of the three Contractor Financial Cooperatives to analyze the usage behavior in the future guarantee market. Based on the result of this study, the members of both the General Contractor Financial Cooperative and Specialty Contractor Financial Cooperative are not willing to change the existing institutions, but a lot of them are expected to use other institutions in duplicate. The members of the Plant & Mechanical Contractor Financial Cooperative are most willing to use other guarantee institutions.

  • While the local plant market is reducing its volume, the plant market over the world since 2000s is rapidly expanding. The nation's construction companies, aggressively dedicated in launching out overseas plant market, increase the volume of orders in that sector, but there also are much difficulty in the project management as those projects ordered are gradually large scaled with more cutting-edge high-tech requirements along with comparatively higher risk. Though the local construction companies have developed their own types of measures to analyze the risk evaluation putting into practice, the specialized decision-making model for the overseas plant market or the risk measure understandable easily and applicable practically is not yet shown. This paper aims at providing the methodology to evaluate the risk by way of constructing the risk evaluation process in order to induce risk measuring elements through appropriate indexing system. Furthermore, through studying the risk management system, it aims to seek for a thorough risk management method from beginning of the project to the end.

  • Although the CM(construction management) market in Korea has shown rapid growth, unlike other market sectors, there has been lack of a system by which the economy trend of the CM market can be analyzed. The objective of the paper is to analyse and identify key characteristics of the CM market as of the third quarter of 2010 by using the CMBSI(Construction Management Business Survey Index) which was proposed in the previous study. In the paper, the CMBSI is used as the main index along with other five supplementary indices. The use of the CMBSI can contribute to enhancing the understanding of CM market situation and prospect, and also to providing information for CM policy and regulations.

  • Recently, with achieved US$ 500 Billion international cumulative construction order, the Korean government presented overseas construction industry visions for international orders of US$ 100 B and entering the top five countries in global construction market. Also, Korean companies are developing strategies for expansion of international markets especially focused on company competitiveness as a target market. Therefore, this study aims to analysis of competitiveness for the Cambodian building construction market, which presents abundant development potential. The results of IPA result were as follows; construction order information and supply chain management are needed for public tender projects and F/S, global project financing, and supplier relationship management are needed for construction investment projects. However, this work is still considered to provide the basic data that can help Korean construction companies who plan to enter the Cambodian building construction market strengthen their medium and long-term capabilities.

  • The brand value of apartment which affects not only sale percent and profit but also the worth of real estate is rising as an important point of apartment competition. But now the apartment brand market is occupied by some large-sized construction companies with strong recognition. So it's difficult for newly joined construction companies to enter the apartment market and the companies that made inroads into the market don't have the brand effects because of consumers' ignorance. Therefore, through the analysis of example from construction and industrial companies, I suggest the marketing strategy which consists of target market, positioning strategy, brand naming strategy, PR strategy and distinct strategy.

  • Although global construction spending has experienced slow growth due to consecutive economic crises, global contractors have consistently attempted to expand their overseas market share, leading to more intense competition among contractors in the international construction market. In this market environment, owners, clients and financial institutions require reasonable and systematic criteria to effectively assess the business capabilities of international construction firms. However, the existing evaluation methods for construction firms rarely consider overseas-focused business capabilities. To address this problem, this study proposes a quantitative approach to assessing the overseas business capabilities of international construction firms. The limitations of existing approaches are reviewed, and the capabilities required to perform overseas businesses are analyzed through expert interviews. Finally, 18 evaluation indices are suggested in four categories: technology resources, project management, experience and performance, and sustainability. The relative weight of each index is determined according to the Analytical Hierarchy Process (AHP) method, and a preliminary investigation of 11 Korean construction firms is conducted. The proposed method is expected that it will provide the rational criteria for international owners, clients, and financial institutions for decision-making and for evaluating international contractors.

  • Chinese construction industry has been enjoying a good opportunity for development which appeals to lots of foreign investment. However, the difference in socioeconomic environment and legal environment brings difficulties to foreign enterprises. This paper analyses the institution environment in Chinese construction market. The main objective is to form an insight of Chinese construction environment, and to identify critical factors that may block the way of foreign enterprises.

  • In the early 90's, we had serious shortage of construction engineers in Korea. The shortage was acute especially in construction quality control and supervision area, which were gaining social attention due to the road bridge and the department store collapse that took the hundreds of lives in the early 90's in Seoul, Korea. In order to meet the high demand of construction engineers, the engineering license regulations were changed in 1995. Engineers who did not pass the written exam but have equivalent working experience are given engineering license to practice engineering legally. Since year 2000, while the severe engineer-shortage has been resolved, the opposite situation has occurred: there is serious over-supply of construction engineers. Policy makers and engineering practitioners are agreed to bring back the old-fashioned written exam engineer licensing system like before 1995, i.e., no more written exam exemption. However, the engineers who obtained license without taking written exam may not want to go back to old policy which would take their license. It is required to provide appropriate grace period before the new policy takes effect to minimize the impact of the changes. This paper forecasts the supply-demand of construction engineers providing the basis for the most appropriate policy changes.

  • The necessity of professional construction management has been increased as a construction project is getting larger, more complex and specialized. Thus, the CM market has steadily expanded since 1996 in Korea. Despite the external expanding of the CM market, experts claim that domestic CM regulations and infrastructures should be revised. Therefore, this paper developed a causal map which consists of elements vitalizing CM market. Then, the simulation model using NUMBER (Normalized Unit Modeling by Elementary Relationships) to predict the size of the CM market is established. As a result, in the case of more regulation related CM, the quantity of CM projects could not reach of construction supervision until 2020. This paper can be used as a baseline providing a prospection of the change of CM market according to causal relation between the improvement as well as the base of revitalization research of CM market based on non-institutional factors change.

An Investigative Study on the Impact of Construction Policies on Market Entry and Exit of Construction Companies in Daegu and Gyeongbuk Province (건설정책이 대구·경북지역 건설기업의 시장 진입과 퇴출에 준 영향에 관한 조사연구)

  • The purpose of this study is to analyze empirically the effects of changes in policies of the construction industry on the entry and exit in the construction industry and to present the direction of changes in construction industry policies based on the analysis results. The purpose of this study is also to present by analyzing the factors influencing the increase and decrease of builders in the actual construction market. The results of the survey indicate that for general contractors in Daegu and Gyeongbuk, which are mostly small and medium-sized construction companies, the strengthening of registration standards (capital, technicians, etc.) has a significant impact on market entry and exit. However, on the other hand, many of the construction policies implemented to eliminate unqualified contractors in the construction market have had the effect of increasing the number of unqualified contractors. This suggests that construction policies in the construction cycle have not achieved their objectives.
