Suggestion of the Five Laws for Integral Studies (통합학문 5대 법칙의 제안)

  • Current study is the era of fusion, and future study is the era of integration. The prerequisite of study integration is that all studies must be equal to each other, and only laws derived from natural laws can achieve the equivalence of integration. We suggest that the ability to make change is defined as energy. All things change, the change necessarily has directionality, therefore change and directionality apply equally to all studies. The zeroth law of integral studies is the law of existence, the first law is the law of change conservation, the second law is the law of increasing non-available change, the third law is the law of the guidelines, and the fourth law is the law of fusion. The above laws are very similar to the law of thermodynamics. The ultimate aim of the five integral laws is the realization of a community in which natural, human, and AI individuals cooperate and develop each other on the earth.

  • Construction project is necessary element for human life to upgrade the quality and convenience. However, due to its contradictory nature to the environment conservation, environmental pollution and damage, deterioration of natural scenery, noise/vibration, water quality pollution, etc. caused in the process of construction greatly affect the environment. The purpose of this study is to propose checklist for environment management can be used in construction phase. For this, we went ahead with the research by studying the existing research related to environment-friendly construction project management both at home and abroad, investigation and analysis of environment-related laws and ordinances, and drawing the checklists for natural environment and living environment at the construction phase. As a result, we were able to compile a checklist for nine items including geological features, animals and plants, use of soil, quality of air, water, and soil, construction wastes, noise, vibration, recreation, and sceneries. The checklist is structured in 4 grades and coded so as to allow it to be developed with the use of computer system in future. We hope that the checklist presented in this study will help lead the managers at the construction phase in construction development sustainable from the perspective of environmental conservation.

  • Apartments, which are typical residential spaces, are reconstructed or remodeled according to aging. However, reconstruction or remodeling of apartment complexes or an individual building requires following relevant laws and policies and requires a lot of time. Therefore, there are cases where apartment residents choose remodeling that improves the living environment by renovating only the interior of their household. In order to improve the interior space of an apartment, various materials such as windows, toilets, walls, and floors are replaced, and lots of matters must be considered in this process. Several problems arise in the process of selecting a remodeling company and carrying out construction, and the problem must be resolved through owner's decision-making. This study analyzes the problems through the case of apartment interior remodeling and suggests ways to improve them.

  • Recently IT industry has its eyes on IT Converged Technology as its future growth engine. Now, local governments are busy with planning U-City Constructions to improve their competitiveness. While this shows the ripple effect of U-City Constructions, the related standards or laws don't still seem to be established. The existing Construction Criteria which comprehends only construction could not apply to U-City development. Therefore Construction-Information Converged Technology Criteria should be needed. And fundamental research of Criteria should be preceded. The objective of this research is to develop Structure of Construction-Information Converged Technology Criteria on U-City. The new comprehensive Criteria for Construction-Information Converged Technology would be fundamentally basic standard for U-city development. Thereafter local governments, the main body of the projects, could use Construction-Information Converged Technology Criteria so that there must be lest trial and error to Construction U-City Project.

  • The Ministry of Maritime Affairs and Fisheries is supporting the "Environmentally Friendly Fisheries Promotion and Private Assistance Project" to increase production of eco-friendly, high-value-added foods. Private-backed operators selected for the project will have an economic opportunity to build, expand or refurbish eco-friendly fishing grounds. To facilitate this, the scope of project support was expanded after 2015 and an opportunity was prepared for private subsidy projects to grow to a new level in terms of quality and quantity by switching to a public offering project. However, starting in 2017, demand from the private sector will plunge and selected projects will be delayed or the project implementation rate will be lowered. It was a time for subsidy-related laws and systems to be reinforced but private subsidy projects do not temporarily shrink simply due to the increased administrative burden on private subsidy operators on subsidy management. It plans to review the correlation between laws and systems related to the construction of fish farms and suggest ways to enhance the efficiency of implementation so that economic advantages, the biggest advantage of the private subsidy project, can be recovered within the current legal system.

  • The apartment housing in Korea has been rapidly constructed by adapting the most suitable construction methods as like wall structure, wet and united construction. But most of short-lived equipments usually filled in the structure which has longer life, and it causes not only to make difficult coping with the deterioration of equipments but also to let buildings remained deteriorate themselves. The buildings can be remodelled to slow down the terms of deterioration or reconstructed to give a new life of themselves, although the disposal of wastes or the lack of natural resources still be problems and unsolved that can occurred in pulling down and reconstructing the buildings. Furthermore, it is the time to need keeping with worldwide trends and movements as like sustainability or 'green growth' movements based on low carbon emissions. The researches for Long-Life Housing apartments which has durability and variation have been advanced up to now. Long-Life Housing apartments can separate their structures from equipments and interior or exterior materials of buildings. Therefore equipments or materials of buildings can be easily repaired and replaced with new ones, even if they are deteriorated themselves. Also, the construction process of Long-Life Housing apartments can be independent from the matter of proprietary rights, terms of durability, decision rights and so on. 'The law of Possession and Management of Collective Building' and the 'Regulation of Management of Collective Building' established by each local governments are already legislated for declaring the rights of using and ownership, responsibilities of each parts of apartment buildings. These laws and regulations classify the ownership of each parts of apartment buildings, and divide the ownership with public possession and exclusive possession. Therefore, this study will conduct comparative analysis between 'The law of Possession and Management of Collective Building' and 'the Regulation of Management of Collective Building' and find problems which can be occurred in future construction of Long-Life Housing apartments. It will be helpful to revise laws and regulations.

  • As construction project is becoming larger, construction progress and works are more various and complex according to recent Korean construction tendency. The growth of construction induces much pollution on the progress of construction and the problems due to the construction pollution are raised into social problem strongly, because it is increasing the need on the quality of lift and the desire of clean environment. This study aimed to seek far the effective solving plan of the construction popular complaints by surveying the real condition of construction popular complaints and analyzing the cause and tansaction period of popular complaints. For this study, the laws related and popular complaints were analysed focusing on the documents in low district offices of Gwangju from 2000 to 2004. As a result, the types of construction popular complaints were divided into 17 and the causes were as follows in order: crack and subsidence of ground(14.90%), infringement of private life(11.55%), noise(10.80%), infringement of a right to sunshine(10.07%) and breakdown(6.7%). Consequently, it is considered that these complaints are occurred by physical and environmental causes.

A Study on Korean Science Teachers' Points of View on Nature of Science (과학교사들의 과학의 본성에 관한 관점 조사)

  • Recent literature in science education has emphasized nature of science in science teaching. The theme has been considered to be an important element for scientific literacy.The purpose of this study was to identify Korean science teachers' points of view on topics related to nature of science, such as definition of science, characteristics of scientific hypotheses, scientific theories and scientific laws, and their construction, scientists, and scientific methods. The relevant 13 items were selected from Views on Science-Technology-Society (VOSTS) by the authors for this study. Most teachers perceived science as an exploratory process or problem solving. Some perceived science as an application of knowledge to make this world a better place to live in. Teachers viewed scientific activities as scholastic and individualistic instead of pragmatic or collective. They did not hold clear understandings of the idea that scientific knowledge is subject to change. As identified in previous studies, teachers thought that scientific ideas develop from hypothesis to theories, and finally to scientific laws. They did not show sound understanding of inventiveness of scientific hypotheses and theories, nor discovery of scientific laws. In summary, teachers' major points of view reflected 'realism'. It suggested that they needed to understand nature of science in the ways which it has been described in recent literature of science education, in order to teach science with personal and social contexts.

A Study on the Improvement of the Blind Zones in View of Safety Laws and Regulations for the New Multi­purpose Business (신종 다중이용업소의 안전기준 사각지대 개선에 관한 연구)

  • Currently, the legal framework for installation of safety facilities has not been implemented for new multi-purpose business excluding 23 multi-purpose business types, and therefore, there is a high likelihood of large number of casualties in case of fire accident. At present, the new multi-purpose business can start its operation only with administrative actions of the licensing agencies and registration to the tax agency, and it is difficult that the fire department, which is a competent safety management department, makes intervention them in the same way as before. In addition, as the licensing agency has no authority to restrict the business due to insufficient implementation of safety facilities, a lot of civil complaints occur, which causes difficulties in changing concerned laws and regulations rapidly. In this study, it is considered to analyze the legal system, status of safety management of multi-purpose business, type of new multi-use facility and characteristics of fire risk. Based on such analysis results, this study will suggest the improvement plan to solve the blind zones in the safety management, which enables the multi-purpose business to be operated within the legal framework.

Analysis and Improving Strategies on Construction Management(CM) Service Adoption in Public Sector Construction (공공부문 건설사업관리(CM)적용 실태 및 개선에 관한 연구)

  • On December, 1996, the Ministry of Construction and Transportation published Construction Management Service in Construction Industry Basic Act. CM service has been adopted in Korean construction market for ten years by now, however there was no significant change in the construction industry from adoption of CM service. The CM service results aggregated by PCM, from 1997 to 2004, show that CM service adopted projects were 324 in total and the total contract amount was 260million US dollars. These results tell us that adoption of CM service in Korean construction industry is not successful. The research is to survey the factors and the limitations affecting on poor adoption of CM service and to propose the improving strategies on that matter. Therefore, this paper analyzes former papers, laws and regulations on CM and CM service results from PCM as well. From the analysis, we found conflicts in between the laws such as different rules on same matter or missing significant policies in their provisions. Also, problems of industrial organization was found such that the public sector seldom adopts CM service due to their embeded CM function.
