TREE FORM CLASSIFICATION OF OWNER PAYMENT BEHAVIOUR

  • Contracting is said to be a high-risk business, and a common cause of business failure is related to cash management. A contractor's financial viability depends heavily on how actual payments from an owner deviate from those defined in the contract. The paper presents a method for contractors to evaluate the punctuality and fullness of owner payments based on historical behaviour. It does this by classifying owners according to their late and incomplete payment practices. A payment profile of an owner, in the form of aging claims submitted by the contractor, is used as a basis for the method's development. Regression trees are constructed based on three predictor variables, namely, the average time to payment following a claim, the total amount ending up being paid within a certain period and the level of variability in claim response times. The Tree package in the publicly available R program is used for building the trees. The analysis is particularly useful for contractors at the pre-tendering stage, when contractors predict the likely payment scenario in an upcoming project. Based on the method, the contractor can decide whether to tender or not tender, or adjust its financial preparations accordingly. The paper is a contribution in risk management applied to claim and dispute resolution practice. It is argued that by contractors having a better understanding of owner payment behaviour, fewer disputes and contractor business failures will occur.

  • The purpose of this study is to examine the degree of openness and competition in special contractor's market. And the result of this study will present the basis of rational policy making. The literature research and time series analysis are adopted as research method. And the findings of this study are as followed. The study has shown that the degree of openness is high in korean special contractor's market by gradual deregulation of entrance barriers into special contractor's market. And the study has revealed that the degree of competition in special contractor's market is high, revealing that the rate of increase of contract account and the subcontract bid rate have decreased.

  • Korean won overseas construction projects worth 71.6 billion US Dollars in 2010, which exceeded that of 2009 by 45.6%. An overseas construction project is a transaction of large scale, long term project, many parties participating, deferred payment, and of high-technology. It contributes to foreign currency earning, and also leads the nation's export restructuring work towards high value-added one. There are various kinds of risks towards the relevant parties respectively, which are key elements in successfully performing the overseas construction project. There are completion risk, financing risk, operating risk, revenue risk etc, in an employer's place. A contractor may be confronted with payment risk, issuance risk of performance bond, financing risk, performance risk of sub-contractors, and exchange rate risk. In lenders place there are repayment risk, completion risk, and political risk in the host country. In order to mitigate risks, the parties shall take relevant measures or require relevant securities. A contractor needs to evaluate the credibility of an employer in respect of payment risk, and can also request export insurance cover by the Korea Trade Insurance Corporation(the former 'Korea Export Insurance Corporation"). An employer can require a contractor to provide performance bond in respect of completion risk, and employ a well-known first class bank as a mandated arranger to arrange financing with regard to completion risk. Lenders needs to evaluate the credibility of an employer and accomplish feasibility study of the project. Lenders can request insurance cover from export credit agency. Once the parties assess the respective risks and obtain relevant securities, the project will be successfully completed. The success of the project will be sure to bring the parties involved enormous profits and another opportunity to participate in overseas construction project afterwards.

  • Nowadays, as construction projects become bigger, the probability of construction accidents is higher than any other day. When construction accidents break out, we may suffer from the loss of life and property. For preventing these damages, there is lawed that some public constructions have to insure Contractor's all risks insurance policy (CAR), However, CAR is used to preventing the insured from the loss of construction accidents, it is debated that the premium rate of CAR is not fair to the insured (contractors) The objects of this thesis are as follows Firstly, the fairness of the premium rate of CAR is reviewed, and then the amount of risk of the insured evaluates and applies to the premium rate. Secondly, the development direction of components for evaluating the amount of risk of the insured is presented in the research. Lastly, how to use the team which assesses the risk of the insured and construction works is proposed for deciding reasonably the premium rate of CAR

  • Construction market structure give to third subcontract from contractor that received bid. A general contractor is subcontract to subcontractor that construct final product. When the subcontractor is related with productivity on the site, a study is lack to subcontractor productivity. The property of construction industry include many subcontractor at one project. If a subcontractor will improve productivity, total productivity would improve on the site. We will understand about subcontractor productivity and suggest about productivity method.

  • Using green construction equipment, there are some disadvantages like increasing construction costs and delaying the schedule. Despites of disadvantages, green construction equipment is necessary for decreasing environmental load in construction industry. Therefore, this study proposed checklist for green construction equipment selection. For the checklists, criteria of the checklist were drawn by literature review in the aspects of contractor and a survey was performed in order to measure weights of the criteria. When a contractor choose the green construction equipment, this checklist can support an objective decision-making.

  • The Singapore construction market has just recovered from the decline of the last seven years. Past annual construction volume remains around S$10 to 12 billion and the market is saturated with local and international contractors. This study examined the competitiveness of the construction market from the perspective of a Chinese contractor. The case company in this study is China Construction (SP) Development Co Pte Ltd. The purpose of this study is to use strategic research and management methods to analyze the case company's internal and external environment and development strategies, so as to bring about the approaches and measures to achieve its strategic targets.

  • The owner's evaluation system about the contractor's work performance is used to give the contractor some advantages or disadvantages. According to the result of evaluation of the contractor's performance in the given construction project, the owner identify the good contractors and give them some merits in the future project bidding. However, the system used in the Korean construction industry has caused many problems and has been operated improperly. As a case study, this paper investigates the current problems existed in the KNHC (Korean National Housing Corporation) evaluation system and suggests some directions for its efficient operation.   • The unique characteristics of the construction industry - such as the fragmentation of its processes, varied scope of works and diversity of its participants - are contributory factors to poor project performance. Several issues are unresolved due to the lack of a comprehensive technique to measure project outcomes including: inefficient decision making, insufficient communication, uncertain site conditions, a continuously changing environment, inharmonious working relationships, mismatched objectives within the project team and a blame culture. One approach to overcoming these problems appears to be to measure performance by gauging contractor satisfaction (Co-S) levels, but this has not been widely investigated as yet. Additionally, the key Co-S dimensions at the project level are still not fully identified. This paper concerns a study of satisfaction dimensions, primarily by a postal questionnaire survey of construction contractors registered by the Malaysian Construction Industry Development Board (CIDB). Eight satisfaction dimensions are identified that are significantly and substantially relate to these contractors - comprising: project cost performance, schedule performance, product performance, design satisfaction, site safety, project profitability, business performance and relationships between participants. -Each of these dimensions is accorded different priority levels of satisfaction by different contractors. The output of this study will be useful in raising the awareness and understanding of project teams regarding contractors' needs, mutual objectives and open communication to help to deliver a successful project.

  • Construction projects are fraught with risks from cost or other overruns to accidents along with other issues. This is true whether the relevant organization is an owner, general contractor, CM, specialty-trade contractor, or other entity. When cost issues or other issues confront arise, how should an organization proceed whether attempting to gain additional compensation in terms of cost/other damages or protecting the same against such claims if they do not appear to be warranted? Enter construction cost forensics. This presentation will focus on strategies/techniques with construction cost forensics in these areas in order to be successful. Covered techniques include those to develop and analyze claims including fundamental construction cost analysis techniques. When an unexpected event disrupts a construction project, using sound analytical methods to identify the cause and quantify the extent of the issue will be important for negotiating a fair result or for obtaining a successful outcome in arbitration or litigation. Key examples of uncovering issues via construction cost forensics will be covered in this presentation.
