Research and Development Strategic Plan of Honam Sea Grant Program to Secure the Base Technology of Jeollanam-do's Policy Projects in the Area of Maritime and Fisheries (전라남도 해양수산 정책사업의 기반기술 확보를 위한 호남지역 Sea Grant 사업단 연구개발 전략수립)

  • The goal of this paper is to set the research and development (R&D) strategic plan of Honam Sea Grant (HSG) program which is to secure the base technologies for the success of Jeollanamdo's policy projects in the area of maritime and fisheries. HSG's mission is to support science-based sustainable management, conservation and enhancement of Honam coastal and aquatic resources through research, extension and education. Firstly, 80 cases of Jeollanam-do's policy project and 48 cases of HSG's R&D project are compiled and classified into the five areas of maritime and fisheries. Secondly, typical key words are extracted from each five areas and assessed the inherent meanings of each key words using quarterly segmented meaning allocation techniques with 'intended for practical use', 'intended for theoretical use', 'intended for future', and 'intended for current'. Then, we proposed R&D strategic plan based on the evaluation results and, it's practical use is also discussed.

Dissemination Plan for the Renewable Energy in Daegu City (지방분권화 시대 대구광역시의 신재생에너지 보급 확대방안)

  • The purpose of this study is to propose a way to develop and disseminate the renewable energy technologies and industries in the local community. Fundamentally, the renewable energy is able to reduce environmental pollution and diminish a use of fossil-fuel energy in the local area. And it will lead to promoting regional sustainable energy in the future, as well as making contributions to local economic development. Above all, based on the environmental conservation project, including greening of the city and improving water quality, Daegu metropolitan city has launched a series of renewable energy projects, such as solar city programs and local energy plan. But, some problems still exist, due to the technological, economic and socio-political barriers. Thus, to encourage and disseminate a renewable energy in Daegu city, we need to examine a present condition on renewable energy and analyze constraint elements to prevent its distribution. Based on the results, we have to set the feasible strategy to develop and disseminate renewable energy in Daegu city and help it systematically integrate renewable energy technologies and industries into environmental economics and city planning. Ultimately, to achieve this purpose, we need to adopt the following policy measures: (1) establishment of a master plan for renewable energy; (2) interconnection between local development project and energy industry; (3) promotion of technological development; (4) inducement of and assistance to renewable energy industry; (5) fostering venture companies; (6) specializing Daegu's public office by energy-specific education programs. In particular, local entities including local company, consumers, policy-makers and citizen's groups have to pay attention to local energy plan for the regional sustainable energy future. These measures will lead to establishing an environmentally friendly and sustainable city.

Study on Assessment Institution of Urban Ecosystem in Korea (우리 나라의 도시생태계 평가제도 고찰)

  • Assessment institution of urban ecosystem is divided into ‘Urban Planning Act’and ‘Environmental Management Act’in Korea. The assessment institution of urban planning is divided into ‘Standard of land development approval’and ‘Environmental assessment of urban planning’. The institution of environmental management is divided into ‘Environmental impact assessment’and ‘Advance environmental assessment’. Assessment institution of urban ecosystem is progressed very slowly, because of development oriented policy. And so there are many problems that objective assessment method is not invented except ‘Degree of growing tree number per unit area’and ‘Degree of human disturbance of vegetation’, and insufficiency of conservation measures or post evaluation, etc. Activation of assessment institution of urban ecosystem is necessary followed countermeasures in Korea. (1) Development of objective assessment method for urban ecosystem as biotope map, (2) Appointment of censer-vation zone or consideration of damage for high value in conservation, (3) Parallel establishment of development and ecosystem conservation plan, and enforcing post evaluation

A study on the Developmental Indicators of Urban Forest with Reference to User Recreational Satisfaction -Case study of Mt. Gum-Jung- (이용자의 레크리에이션 이용만족에 기초한 도시림의 개발지표 설정에 관한 연구 -부산시 금정산을 사례로-)

  • The purpose of this study is to investigate the prime factors that affect user satisfaction of area and facilities in urban forests, to classify those factors, to find out factorial structure of user satisfaction about them, and then to suggest important indicators in the urban forest planning, design, and development. The survey research was done using the self-administered questionnaire method by the people in the city of the Pusan who participated in recreational activities in the Mt. Keumjung. Factor analysis was used to extract the prime factors related to the recreational satisfaction concerning the area and facilities of the urban forest by the SPSS program, and then prime factors were used to investigate the factorial structure of user recreational satisfaction in the urban forest by the LInear Structure RELation program. According to the factor analysis concerning the 13 variables, 4 prime factors by the statistical values were considered as effective, indicating, 'health and recreational facilities', 'convenience and management facilities','facilities for the physical and psychological training' and 'historical and cultural areas'. The results of the causal structure analysis were identified as having significant effects mutually on endogenous variables, 'overall recreational satisfaction of the areas and facilities in the Mt. Keumjung','health and recreational facilities','convenience and management facilities','facilities for the psychological training', and 'historical and cultural areas'. But exogenous variables which have significant effects on endogenous variables were also indentified. Overall fits of both causal model were very good. The hypothetical causal structural equation models based on the results found partially significant correlation between dndogenous variables and between envogenous and exogenous variables. These significant relationships indiate important factors and variables that should be considered in planning, design, and development of the urban forests. Therefore, development direction of the Mt. Keumjung has to be analyzed as significant factors concerning user recreational satisfaction in a systematic was, recognized as important variables for planning process. The plan for development and management also should reflect the natural conservation policy from the environmental conservation movement like natural conservation advertisement and environmental education.

Effects of Seawater and Air Pollutants on Stone Cultural Properties: Three-Story Stone Pagodas in Gameunsa Temple Site (해수와 대기오염물질이 석조문화재에 미치는 영향: 감은사지 삼층석탑을 중심으로)

  • The effect of seawater and air pollutants on the three-story stone pagodas on Gameunsa Temple Site have been studied in order to establish conservation basic plan. Also, an experimental study has been conducted to evaluate the effect of seawater salt and air pollutants on the weathering of granite. The results could be summarized as follows. Because the three-story stone pagodas on Gameunsa Temple Site are located outdoors, the external appearance has been largely deteriorated due to natural and artificial factors such as typhoon, wind, microorganisms, moisture, extreme change in temperature, air pollutants, and seawater, etc. When G.J fresh granite was dipped into the seawater, dissolution rate of three minerals (Mg, Ca, and K) are increased linearly until about 40 days and then increased abruptly. After seawater dipping experiments, the mineral compositions of the granite surface were lower then that of the G.J fresh granite but Poisson's ratio and absorption ratio were slightly increased. Therefore, from these results we can say that stone cultural properties could be weathered by seawater and air pollutants and it's considered being a meaningful experiment to study the conservation method of stone cultural properties from seawater.

Identifying Other Effective Area-based Conservation Measures for Expanding National Protected Areas (국가 보호지역 확대를 위한 기타 효과적인 지역 기반 보전 수단(OECMs)의 발굴)

  • This study aims to establish the integrated system of national protected areas by identifying OECMs which are not officially recognized as protected areas, but effectively and enduringly deliver the conservation of biodiversity and ecosystem service to expand them up to the level recommended by the international community. In order to identify them, candidates for OECMs were listed and it was developed a three-step systematic screening tool based on preconditions, essential characteristics, and sustainable means for conservation outcome of them. As a result of using the tool that considers domestic conditions, seven areas which included Development Restriction Zones, Urban Natural Park Areas, Fishery Resources Protection Zones, Riparian Zones, Natural Recreation Forest Zones, Water Source Protection Areas, and Buffer Zones for Korea National Arboretum were selected as OECMs. And the system of national protected areas was built by integrating them with national protected areas(NPA). Compared with the NPA, the system has been expanded by them and has reached to 17.88%, exceeding the target of 17% for terrestrial and inland water protections. It was proven that they were very effective in enlarging these protections. However, it failed to contribute to the target for marine protections. The expansion of marine protected areas requires different approaches, such as discovering new types of marine protected areas or linking them to biologically important marine areas all over the world.

Policy Decision Making Through Wildlife Habitat Potential With Space Value Categorization (야생동물 서식지 잠재력과 공간가치분류를 통한 정책방향 설정)

  • Beginning of the human ecology in 1920s, the efforts for applying the environmental values to a policy have been embodied by the enactments of international agreement and relevant laws. The government has been struggling to adopt the environmental values for the policy by enacting the relevant laws and establishing the environmental value evaluation information (environmental conservation value assessment map, eco-natural map, biotope map). In spite of the efforts to apply the environmental value assessment information for the habitat potential of wildlife, the application is being challenged by the discrepancy in methods and criteria. Thus this study intends to measure the potential of wildlife habitat and apply it to the spatial value classification for the application plan of wildlife habitat potential in policy. Maxent was used for the habitat potential and the land types were classified depending on the surface and land use pattern of cadastral map. As a result, the policy matrix including conservation strategy(CS), restoration strategy(RS), practical use strategy(PS) and development strategy(DS) has been deduced as CS $13.05km^2$(2.38%), RS $1.64km^2$(0.30%), PS $162.42km^2$(29.57%) and DS $8.56km^2$(1.56%). CS was emerged mostly on forest valleys and farmlands, and RS was appeared in the road area near the conservation strategy areas. Boryung downtown and Daecheon Beach were the center of DS, while the forest and farmlands were presented as PS. It is significant that this study suggest the new approaching method by comparing the wildlife habitat potential with the land type. Since this study evaluated the environmental value by one species of leopard cat (Prionailurusbengalensis) with Maxent model, it is necessary to apply the habitat potential measuring method for various target species as further research.

Analysis on Characteristics of Distribution of Specific Plants in Juwangsan National Park, Korea (주왕산국립공원의 특정식물 분포 특성분석)

  • This study was carried out to establish the conservation plan of specific plants by surveying and analyse the individuals and the environment of habitats on specific plants designated by Juwangsan national park office. The specific plants were 14 species including Berchemia berchemiaefolia, Hylotelephium ussuriense, Aristolochia manshuriensis, Lilium cernuum, Thalictrum coreanum, Exochorda serratifolia, Lilium distichum, Aristolochia contorta, Jeffersonia dubia, Eleutherococcus senticosus, Salix chaenomeloids, Eranthis stellata, Scopolia japonica, and Paeonia japonica. The habitats of specific plants were 40 sites including Berchemia berchemiaefolia of 11 sites, Hylotelephium ussuriense of 8 sites, Lilium cernuum and Thalictrum coreanum of each 3 sites, Exochorda serratifolia of 2 sites, and Lilium distichum, Aristolochia contorta, Jeffersonia dubia, Eleutherococcus senticosus, Salix chaenomeloids, Eranthis stellata, Scopolia japonica and Paeonia japonica of each 1 site. The altitude was the most in 300~400 m. In direction, NW was the most, and it showed SW in that order. The slope angle was the most in 0~10%, and the cliff showed in that order. In the results of species composition by stratum layer, Berchemia berchemiaefolia had the most, 15 species, in tree layer. In shrub and herb layer, this had the most as 20 species and 29 species, too. The species that occupied the largest size was Salix chaenomeloids in 2,500 $m^2$, and Jeffersonia dubia showed 1,500 $m^2$ in that order. The conservation of specific plants is to accomplish the ex situ and in situ conservation at the same time.

Characteristics of Rock Phase and Phenomena of Exfoliation, Breakout and Cracks Developed on the Rocks Constituting the Soongryemoon (숭례문의 육축을 이루는 석재의 암상 특징과 박리, 박락 및 균열현상)

  • After the construction (1398 year at first, secondarily reconstructed at 1448 year), the Soongryemoon (South Gate) had been preserved to late 19c without large damages. The present shape of the gate have been kept after the repairments of two times (1953, 1963). However, the rocks constituting the walls of the gate have been strongly weathered, exfoliated and cracked due to severe changes in the environment as traffic increase, air pollution and the subway which may seem also to cause the structural unstability. The rocks composed of the walls of the gate are almost of granites. On the rocks such deteriorations as onion structure, surface exfoliation, cracks, and edge breakout are developed. These deteriorations may be caused genetically by strong weathering, differential load due to possibly structural unstability, impact and unknown reasons. For the establishment of conservation plan, the factors of these deterioration phenomena and structural unstability must be quantitatively analyzed and diagnosed in detail.

  • The sources of the pollution on a river are divided into two classes, one the point source and the other non-point source. In raining, especially, the non-point source discharged from paddy, residential area, road ${\cdots}$ etc have correlations with the land use. This study was carried out to find out the model to estimate the quality of water in a river according to the land use. Land use data (Pungse-Myeoun and Kwangduk-Myeoun in Chonan) were produced from Landsat TM (Thematic Mapper) and topographic map. Total nitrogen(TN) and total phosphorus(TP) general indices for the degree of pollution in river were measured during 11 months. Correlations between two variables(Land use and Pollutants(TN, TP)) were explained by the regression coefficient. As a result of this study, we found that among the five types of land use, the residential area, store area and paddy have significant effects upon the quality of water in a river. The results of this study will be applied to pre-estimate the degree of pollution in river broadly and to offer basic data in establishing the land use plan and the concept on the conservation of the river in rural area.
