In this paper, we propose an open protocol to be employed between a smart meter concentrator and a metering data collection server, and also evaluate its performance. Legacy concentrators performs the connection establishment and data gathering operations with DLMS/COSEM protocol standards. However, we note that there are no standardized protocols between the concentrator and the collection server, which inevitably conduces each commercial smart metering system to have its own proprietary protocol. In order to solve this problem, we propose an open protocol - Smart Meter Concentrator Control Protocol(SMCCP) by extending the existing standard protocol(DLMS/COSEM). The SMCCP can provide the proxy mode to enable efficient transmission between the concentrator and the data collection server. It also can support the relay mode to enable a direct communication between the data collection server and each far end smart meter. We also implement an emulator system and a protocol analyzer to provide its operation. In addition, we evaluate the session holding time and the link usage ratio in both relay and proxy modes with OMNET++ simulator.

In this paper, an accuracy analysis of parallel method based on non-overlapping domain decomposition method is carried out. In this approach, proposed by Tak et al.(2013), the decomposed subdomains do not overlap each other and the connection between adjacent subdomains is determined via simple connective finite element named interfacial element. This approach has two main advantages. The first is that a direct method such as gauss elimination is available even in a singular problem because the singular stiffness matrix from floating domain can be converted to invertible matrix by assembling the interfacial element. The second is that computational time and storage can be reduced in comparison with the traditional finite element tearing and interconnect(FETI) method. The accuracy of analysis using proposed method, on the other hand, is inclined to decrease at cross points on which more than three subdomains are interconnected. Thus, in this paper, an accuracy analysis for a novel non-overlapping domain decomposition method with a variety of subdomain numbers which are interconnected at cross point is carried out. The cause of accuracy degradation is also analyze and establishment of countermeasure is discussed.

This paper involves the constitutionality of the restrictive by-laws established by the 'College of Maritime Science' at the 'Korea Maritime and Ocean University' when they affect the cadet's fundamental rights, particularly, in connection with the training system of the 'Merchant Cadet Dormitory.' The issue in question is whether the school regulations may fall within a judicially permissible boundary in light of the general principles of constitutional rights in that the rules are enacted by the school itself in accordance with the Article 31, Section 4 of the Constitution and largely regulate the cadets' living conditions on a campus. However, the general scrutiny standard the courts apply requires the school enactments to pass three tests to be justified: (1) legislative authorization, (2) proportionality and (3) non-infringement on the essential elements of the fundamental rights as articulated under Article 37, Section 2 of the Constitution. The review in this paper shows that, first, the by-laws at issue find themselves statutorily authorized by the 'Higher Education Act' and the 'Decree of the Establishment of National Schools', with the proportionality as a second part observed within a justifiable scope and the essential elements of the fundamental rights as the third point not being marred. In conclusion, the school's dormitory training system is not found to cross the line and, however, the school authorities still need to keep overseeing the overall training course to secure the constitutional proportionality.
Open educational resources(OER) enable the spread of mutual information exchange and provide advantages to both their users and institutions, such as reducing costs, improving content quality, and establishing relationships. The recent research on OER was about their connection to formal education, copyright trends, and corporate e-learning. There have been very few studies, however, on the utilization of OER and on the problems related to their practical use. Thus, this study was conducted for the purposes of analyzing the status of OER usage in education-related institutions and of providing suggestions for institution operation based on the analysis results, to promote the use of OER. A survey was conducted among more than 200 institutions in Asia, and the survey results showed that 'images and visual materials' are the most commonly used materials in Asia, and that the factors barring OER usage in the said region are 'lack of awareness', 'lack of skills', 'the absence of a reward system', and poor cooperation in participation. To promote OER usage, each institution should provide training courses about awareness, utilization skills, and copyrights. There is also a need to provide support for the establishment of reward systems and environments for OER usage. Finally, more active participation is required for inter-agency cooperation in OER sharing.
Narrow zone of attached gingiva and shallow vestibule around the implants might contribute to difficulty of cleasing, periimplant mucositis caused by incomplete cleansing and further peri-implantitis. The aim of this case report is to present modification of soft tissue biotype around the implants by free gingival grafts according to timing of surgical intervention and shape of free gingiva. A 44 year-old male patient had a missing area on lower right second molar area with 1 to 2 mm of narrow attached gingiva zone and wanted to be treated by implant placement. In radiographic analysis, there was enough alveolar bone to install an implant, free gingiva from hard palate was grafted following implant placement using double layer flap. The width of attached gingival was increased to 4 to 5mm and well maintained during 5 months of follow up. A 69 year-old female patient also had a missing area on lower right first and second molar area with 1 to 2 mm narrow attached gingiva. Since she had systematically angina pectoris and dental phobia, minimal invasive free gingival graft after implants placement was planned. After 2 months of implant surgery, free gingival graft surgery was performed with healing abutments connection. The grafted gingiva was composed of two strip shaped free gingiva, and they were immobilized by periodontal pack. The width of attached gingival was increased to 4 to 5mm and well maintained during 10 months of follow up. With prosthesis delivery, the patients recovered ideal periodontal environment around implants and masticatory function. In conclusion, periodontal health and masticatory function could be achieved through implant placement and free gingival graft.
The aim of this study is to propose effective measures for shortage of manpower of dental technology laboratory in Gangwon province by means of examining not only the history of Gangwon association, present condition of transference of members of Gangwon association from 1990, of missing members and annual rate of participation in repair education with setting object of study into Gangwon association under the influence of the Korean Dental Technology Association but also the present condition of opening and closing laboratory, amount of business connection and condition of shortage of manpower and its field with setting object of study into 28 dental technology laboratories. Results from this study are like followings : First, Gagnwon association was established in 1984 as the eleventh in the line of the board, reorganization of board is conducted 8 times up to the eighth in the line of the board in 2001. board is composed of 16 persons including president and operated its term as 3 years. Second, a number of representative and ordinary member of Gangwon association has increased gradually from 1992 to 2001. in aspect of annual rate of participation in repair education, representative's is more higher than ordinary member's overall. the worst rate of whole members' is shown as 47.9% and the its best rate is shown as 92.0%. in addition, 70$\sim$80% rate of participation into repair education is shown most frequently as 8 times of whole 20 times from 1992 to 2001. Third, 29 authorized dental technology laboratories have registered in Gangwon association until march 2002 within 9 cities and counties. in consideration of establishment location. Gangneung city has most amount as 7 laboratories(24.1%), Wonju city has 5(17.2%), Samcheok city and Sokcho city, each has 4(13.8%), Chuncheon city has 3(10.3%), Donghae city and Taeback city, each has 2(6.9%) and Yangyang and Yongwol county, each has 1(3.4%). Fourth, amount of work personnel of laboratory in Gangwon province is 1$\sim$10 persons as the maximum value. 23 laboratories(82.1%) have their own work personnel as amount of 5 and below. in aspect of main business, most of laboratories focus on the Porcelain and Crown. and 16 laboratories(57.1%) have their own expensive equipments such as Milling. its also suggests that 16 laboratories(57.1%) suffer their shortage of working personnel. specifically, 6 laboratories(21.4%) suffer the highest shortage especially in Denture field, Fifth, whole number of Gangwon association is up to 101 members (28 representatives and 73 ordinary members) until December 31th 2001. amount of immune from repair education of Gangwon association until October 2001 is up to 10 persons, and missing members from 1997 is up to 18 persons, suspension of business is up to 4 persons. in aspect of transference from 1990, transfer-in is up to 21 persons and transfer out is up to 16 persons.

Purpose - This study reviews the achievements of a pilot project for the revitalization of a commercial district performed for three years after its establishment in 2011. The project for the revitalization of the commercial district was performed to create a new local community space in connection with the traditional market and nearby districts. Although it was a pilot project, the project for the revitalization of the commercial district has been performed for almost three years. Therefore, this seems a proper time to conduct an interim evaluation of the project. This study aims to review and evaluate how the government support policy is influential for the revitalization of the commercial district. In other words, this research aims to identify what projects positively affected consumers' intention to revisit the downtown commercial area among the commercial district revitalization projects-promotion events, promotion activities, education, merchants cooperation system, IT projects, cultural events, and residents' communication. Research design, data, and methodology - This study designated seven management improvement projects affecting commercial district revitalization based on preceding studies. The survey of the degree of satisfaction on seven management improvement projects was executed targeting consumers who visited the commercial areas. Additionally, visitors' revisit intentions regarding currently visited commercial areas were also investigated. Therefore, revisit intention was set as a dependent variable and the satisfaction degrees of the respective management improvement projects were set as the independent variables. A total of 1,209 consumers were examined in six districts in the country. Result - Multiple regression analysis results showed that cultural events, education, the merchants' cooperation system, and IT projects brought statistically significant effects to the revisit intentions of consumers. In contrast, promotion events, resident communication projects, and promotion activities did not affect the revisit intentions of consumers. Particularly, the residents' communication project did not show significant influence because of consumers' recognition that it is similar to a cultural event. Conclusion - The following implications for the revitalization of business districts in the urban central area are drawn. From a general perspective, the businesses of culture, education, and cooperative system among seven businesses play positive roles regarding the intention to revisit so that the project is required to be promoted periodically through unique performances differentiated for each district, the merchant training reinforced for professionalism, and the expansion of joint events of merchants. Moreover, the sales promotion project and public relations activity are shown to be not influential to the intention to revisit. Therefore, while short-term sales promotion such as one-time gift events are required, sales promotion and public relation activities to induce revisits by mileage savings and accumulated gift presentation to attract long-term customers are required. The IT business is positively influential to the intention of revisit. Therefore, detailed information on the revitalized commercial district should be provided and additional functions such as discount coupons for continuous utilization should be included in the mobile app and the website.

This study intended to analyze growth condition of each object by protected tree's ground for 45 places registered to Pyeongtaek protected tree list in locational characteristics, conduct exchange analysis for impediment extent rate in crown area and tree type to the result and suggest the measures to manage artificial impediment which is an effect on protected tree condition. In this study, the tree whose area of impediment for crown area is less than 21% is tree condition of grade 1~2, less than 21~50% is grade 2~3 and more than 50% is grade 3~5. The more impediment is, the more inconvenience causes on growth and development. So, it verified that the area rate must maintain less than 21% for the root system management of protected tree. For the standard of managing artificial impediment which is an effect on the tree condition of protected trees, the below matters intend to be suggested. The first, the impediment in crown area should be less than 21%. But, if there is not artificial impediment out of crown area, the rate of impediment area is considered to increase somewhat. The second, growth space of protected tree should be maintained by crown area at least and impediment should be established out of the crown area. The third, during the national project and land development, surroundings of protected tree must be applied as park, resting place, etc. and the establishment area of impediment (artificial impediment and natural impediment) in crown area must be limited. The forth, publicity for regional people (especially, land owner) is necessary for the protection of natural inheritance and the value of dependence on local government and village which are the subject of management must be announced widely through the internet media, etc, so its importance must be recognized. The fifth, the matters related to protected tree management must be able to limit artificial damage which is for surroundings of protected tree through the mutual connection among the local governments; construction, civil engineering, architecture, water and sewage, agriculture and forest and others. Also, following studies on the effects of kinds, thickness, etc. of impediment around the protected tree on trees should be continued.

Recently the establishment of high accuracy 3D spatial information has been largely stimulated according to the increase in need of such 3D spatial information. In the fields of constructions and civil works, studies on increasing the productivity in these fields through converging them with other fields using the established 3D spatial information have been conducted. In such a tendency, BIM (Building Information Modeling) technologies have been rapidly applied to the fields of constructions and civil works. In particular, in the fields of constructions and civil works that represent a life span of plan-design-construction-maintenance, some BIM application methods and plans for the characteristics in each step have been proposed. Thus, the objective of this study is to simulate a project that is reasonable and can be optimized in connection with 3D spatial information and BIM technologies escaped from the conventional civil construction process that is based on empirical, statistical DB, and 2D information. For achieving this objective, 3D terrain data for the subject area engaged in this study using aerial photographs and airborne LiDAR was established. Also, a counter plan for the issues, which cannot be solved in the conventional methods for managing civil work projects, is applied through implementing bridge-based civil structure BIM by combining them with objective information.
