RECENT DEVELOPMENTS IN EU SPACE POLICY AND LAW

  • This paper starts with a brief overview of the history of the European Space Agency and recalls some of its main features. Next, the gradual process of cooperation between ESA and the EU is outlined, leading to the creation of the Framework Agreement in 2004 and the adoption of the European Space Policy in 2007. The entry into force of the Lisbon Treaty in 2009 codified the space competence of the EU, and its implications are addressed. Lastly, some attention is paid to the issue of space security in Europe, through ESA's new SSA programme adopted in 2008, and to the relevance of the EU Council initiative for a Code of Conduct for Outer Space Activities in 2008. The paper ends with some conclusions.

  • The international trade industry is on the brink of a radical Internet-driven transformation. TradeCard is a payment and settlement system that is an alternative to letters of crdeit. That is, TradeCard is a business-to-business e-commerce infrastructure that enables buyers and sellers to conduct and settle international trade transactions securely over the Internet. Paperless, payment-guaranteed international trade transactions - which eliminate the traditional letters of credit with electronic certifications - are widely considered the most difficult B2B transactions to conduct. The TradeCard system was initially built to accommodate and process this complex, cross-border payment type at a US$100 service fee for each transaction of up to US$100,000 since November 1999.

  • To Recently, the buckling is easy to happen a thin plate and High Tensile Steel is used at the structure so that it is wide. Especially, the buckling is becoming important design criteria in the ship structure to use especially the High Tensile Steel. Consequently, it is important that we grasp the conduct after the buckling behaviour accurately at the stability of the body of ship structure. In this study, examined closely about conduct and secondary buckling after initial buckling of thin plate structure which receive compressive load according to various kinds aspect ratio under simply supported condition that make by buckling formula in each payment in advance nile to place which is representative construction of hull. Analysis method is F.E.M by ANSYS and complicated nonlinear behaviour to analyze such as secondary buckling.

  • This paper proposes the new adaptive gain control monitoring sensor for the marine IT system. The marine IT system sensors make it possible to conduct search missions, record climate changes, provide pollution control, study marine life, conduct survey missions, tactical surveillance, and predict natural disturbances in the ocean. In this paper, the adaptive gain control circuit which changes its parameters according to the ambient noise situation for obtaining the precise location information of marine IT system sensor is developed and analyzed. The performance characteristics for ensuring the precise location information of marine system sensor is presented and analyzed. The theoretical and experimental studies have been carried out. The presented results from the above investigation show considerably excellent performance for the monitoring of the marine system.

Development and Effect Evaluation of Safety Education Program for Higher Grade Students of Elementary School (초등학교 고학년생의 안전교육프로그램 개발 및 효과 평가)

  • Purpose: This study evaluated the effectiveness of safety education programs for students in higher grades of elementary school. Methods: This study involved a test group and a control group, each consisting of 214 students in higher grades of elementary school. These students were subjected to before and after simulation tests conducted between September 9 and October 22, 2004. Results: We predict that the test group who received safety education training will possess a greater knowledge about safety and will conduct themselves in a relatively safer manner relative tothe control group that did not receive safety education training. Conclusion: The above results implicate the importance of a continuous and systematic safety education program and demonstrate the ability of such programs to encourage safe conduct among elementary school children.

  • ebXML (Electronic Business using extensible Markup language), sponsored by UN/CEFACT and OASIS, is a modular suite of specifications that enables enterprises of any size and in any geographical location to conduct business over the Internet. Using ebXML, companies now have a standard method to exchange business messages, conduct trading relationships, communicate data In common terms and define and resistor business processes. It is the mission of ebXML that provides an open XML-based infrastructure enabling the global use of electronic business information in an interoperable, secure and consistent manner by all parties for creating a single e1ectronic electronic market. This paper briefly overviews the concept of core component, context, assembly rule and context rule. Then, It designs by standard specifications of ebXML core component commonly used in an industry and among industries, and assembles business messages by using XML schema. Therefore, it suggests the mechanism which effectively exchanges business messages among the trading partners. This paper designs core component by using only three business messages of retail industry : orders, dispatch report, sales report.

  • In this paper, a method which cna detect tracking caused by the insulation deterioration of conduct wiring, is proposed. To investigate it, we analyzed the harmonics of each load current waveform and those of tracking current waveform with FFT. The computer which take experiment data is learned by neural network algorithm, which has recently been used for the load recognition. The proposed metod in our study can be applied to the development of several measuring equipments such as hotline insulation tester, cna earch tester for the detection of tracking under hot-line state, Furthermore, it can substitutes molded case circuit breaker, fuse, and so on.

  • In the paper, we consider two-dimensional warranty policy with failure times and repair times. The failure times are considered within the warranty period and the repair times are considered within the repair time limit. Under the renewable warranty policy and non-renewable warranty policy, we consider the number of warranty services in the censored area by warranty period and repair time limit to conduct warranty cost analysis. We investigate the field data to check their dependency and implement our proposed approaches to conduct warranty cost analysis using the parametric methods. Numerical examples are discussed to demonstrate the applicability of the methodologies and results based on the proposed approach in the paper.
