  • Following the opening of eleven medical schools in Korea in the 1980s, the issues of standardization and accreditation of medical education came to the forefront in the early 1990s. To address the medical community's concern about the quality of medical education, the Korean Council for University Education and Ministry of Education conducted a compulsory medical school evaluation in 1996 to see whether the medical schools were meeting accreditation standards or not. The evaluation was a "relative evaluation" rather than an "absolute evaluation." The Accreditation Board for Medical Education in Korea (ABMEK), established in 1998, was a mere voluntary organization, but with the full support of the Korean medical community, it successfully completed its first cycle of evaluations on all 41 medical schools from 2000-2004. The history of medical education evaluation activities, including those of ABMEK, was not well recorded. In 2004, ABMEK changed its name to the Korean Institute of Medical Education and Evaluation (KIMEE) as a corporate body and the government paid much attention to its voluntary accreditation activities. In 2014, the Ministry of Education officially recognized the KIMEE as an Institute for Accreditation of Higher Education Evaluation. The most important lesson learned from the history of ABMEK/KIMEE is the importance of cooperation among all medical education-related organizations, including the Korean Medical Association.

  • Utsunomiya University started a 3-year project to develop an education program for postgraduate students to cultivate leadership spirits. The program is centered on a PBL in which each group of students is required to find an engineering or social problem themselves and start a project to solve the problem. Projects vary widely, from a straight product development to a summer program for children or local area development. Student groups are advised by senior engineers from industries. They give advice as to how a project should be managed and run, but will not give instructions. The PBL is compulsory for all students in the engineering master course students. The new education program also includes a series of lectures by engineers to show engineers' job, activities, and career in the industry. Internship programs are also provided, in which students will be given opportunities to actively apply their knowledge and skills to real engineering tasks offered by the industry. The students are expected to gain something more than just experiences.

  • Purpose: The object of this study is to identify the reason why school health education act had not been enforced properly, and to find out implications for improving. Methods: The implementation process of school health education act was described and the imperatives of the process were analysed. M. Rein's Policy Implementation Model was used as an analysis framework. The sources of this study was based on the minutes of parliament, government reports, materials for the meetings of policy makers, the press, etc. Results: The school health education act clarified mandatory and systemic health education in it, but it did not clearly mentioned about 'the introduction of compulsory health education subject'. The bureaucrats of National Educational Ministry who are responsible for policy implementation, did not behave in a friendly manner toward the school health education act. What is more, the ways of mandatory and systemic school health education could not be discussed reasonably in the implementation process. Through this study it was found that the rational-bureaucratic imperative played the main role in the implementation process of school health education act due to the limitation of the legal imperative and the consensual imperative. Conclusion: The result of this study suggests the strong need to make up for the defect of the two imperatives, and to reform the rational-bureaucratic imperative.
