Pattern Analysis for Civil Complaints of Local Governments Using a Text Mining (텍스트마이닝에 의한 지자체 민원청구 패턴 분석)

  • Korea faces a wide range of problems in areas such as safety, environment, and traffic due to the rapid economic development and urbanization process. Despite the local governments’ efforts to deal with electronic civil complaints and solve urban problems, civil complaints have been on the increase year by year. In this study, we collected civil complaint data over the last six years from a small and medium-sized city, Jinju-si. In order to conduct a spatial distribution pattern analysis, we indicated the location data on the area through Geocoding after classifying the reasons for civil complaints and then extracted the location data of the civil complaint occurrence spots in order to analyze the correlation between electronic civil complaints and land use. Results demonstrated that electronic civil complaints in Jinju-si were clustered in residential, central commercial, and residential-industrial mixed-use areas—areas where land development had been completed within the city center. After analyzing the civil complaints according to the land use, results revealed that complaints about illegal parking were the highest. Regarding the analysis results of facility distribution within a 50m radius from the civil complaint areas, civil complaints occurred a lot in detached housing areas located within the commercial and residential-industrial mixed-use areas. In the case of residential areas(old downtown), civil complaints were condensed in the areas with many ordinary restaurants. This research explored civil complaints in terms of the urban space and can be expected to be effectively utilized in finding solutions to the civil complaints

Analyzing Characteristics of Construction Complaints with Construction Project Type

  • Conflicts in a construction project not only make negative impacts on project performance such as schedule delay or cost overrun but also require social cost to resolve the conflicts. Although the conflict needs a preemptive management because a conflict usually begins with a complaint, existing studies have focused on conflict resolution after it occurs. This study identifies and categorizes complaints which mainly appear in the construction projects. Those complaints were evaluated and quantified in terms of occurrence frequency and potential to conflict through a questionnaire survey with industry experts. Using the survey results, this study examines the characteristic of complaints in linear project and clustered project, and analyzes what kind of complaints occur by project type. As the results, this study derives the complaints with high potential to the conflicts that should be managed first during managing a construction project in each project type.

  • Conflicts in public construction projects become more serious and complex so that they have a negative effect on performance of projecets. Conflicts in public construction projects are defined as expanding in complaints. This study analyzes the relationship structure and effect on performance between complaints and conflicts. First of all, 219 survey data collected from industry experts were used to derive complaints arising from the project and to understand the characteristics of each complaint. In the case of environmental damages, rather than environmental damage during construction, harmful substances or effects that can occur in completed facilities cause complaints from local residents, and opposition from environmental groups has a great effect on time and cost increase. As for safety damage, civil complaints related to prevention and countermeasures for safety accidents occur frequently, and additional construction affects cost increases. Through this study, it is possible to understand the serious complaints that are prone to conflict in public construction projects, their frequency, and the performance of the project.

Relationship between Comorbid Health Problems and Musculoskeletal Disorders Resulting in Musculoskeletal Complaints and Musculoskeletal Sickness Absence among Employees in Korea

  • Background: To investigate the relationship between musculoskeletal disorders and comorbid health problems, including depression/anxiety disorder, insomnia/sleep disorder, fatigue, and injury by accident, and to determine whether certain physical and psychological factors reduce comorbid health problems. Methods: In total, 29,711 employees were selected from respondents of the Third Korean Working Conditions Survey and categorized into two groups: Musculoskeletal Complaints or Musculoskeletal Sickness Absence. Four self-reported health indicators (overall fatigue, depression/anxiety, insomnia/sleep disorder, and injury by accident) were selected as outcomes, based on their high prevalence in Korea. We used multiple logistic regression analysis to determine the relationship between comorbid health problems, musculoskeletal complaints, and sickness absence. Results: The prevalence of musculoskeletal complaints and musculoskeletal sickness absence due to muscular pain was 32.26% and 0.59%, respectively. Compared to the reference group, depression/anxiety disorder and overall fatigue were 5.2-6.1 times more prevalent in the Musculoskeletal Complaints Group and insomnia/sleep disorder and injury by accident were 7.6-11.0 times more prevalent in the Sickness Absence Group. When adjusted for individual and work-related physical factors, prevalence of all four comorbid health problems were slightly decreased in both groups. Conclusion: Increases in overall fatigue and depression/anxiety disorder were observed in the Musculoskeletal Complaints Group, while increases in insomnia/sleep disorder and injury by accident were observed in the Sickness Absence Group. For management of musculoskeletal complaints and sickness absence in the workplace, differences in health problems between employees with musculoskeletal complaints and those with sickness absence as well as the physical and psychological risk factors should be considered.

A Study on the Visualization of Geospatial Big Data using Sentiment Analysis of Collective Civil Complaints (집단민원의 감성분석을 이용한 공간빅데이터 시각화 방안)

  • Traditionally, surveys or interview studies have been used to measure satisfaction factors for public services. This method focuses on the simple frequency of civil complaints and does not consider the aggravation of emotions implied in civil complaints. As a result, it is difficult to judge the urgency of civil complaints and the severity of grievances experienced by civil petitioners. This study aims to calculate the negative emotional value of collective complaints by using the happiness score for each word on the Hedonometer. The Anti-Corruption and Civil Rights Commission applied a Hedonometer to the top civil complaint topics and related keyword data by region in 2021 to calculate negative sentiment values by subject of civil complaints, and visualize the distribution by region. Using the negative emotional values derived from the results of this study, the severity of emotions contained in civil complaints can be considered. It is also expected to be helpful in determining the urgency of civil complaints and the severity of grievances experienced by civil petitioners.

  • Vast quantities of environmental pollutants from construction projects are causing significant damage to nearby local communities and thus generate environmental complaints. The construction company, responsible for compensating and resolving environmental complaints, suffers economic damages due to additional expenditures and schedule delays in construction projects. Meanwhile, the construction industry can stagnate from a broader perspective. Therefore, this study aimed to propose a framework for developing an automated management system which consists of two models for environmental complaints in construction projects: (i) the prediction model: a model for predicting environmental complaints based on factors related to environmental complaints; and (ii) the prevention model: a model for providing construction companies with the optimal prevention measure to effectively prevent environmental complaints according to the results of the prediction model. In addition, the algorithm for integrating the developed models into the management system in construction projects was proposed. Eventually, the application of the management system to construction projects can ensure the profitability of construction companies and mitigate damage from environmental pollutants to the nearby local community.

  • Officers and NCOs are in charge of complaints Army. Most of the complainants are civilians, so if the active duty is treated as complaints, their expertise is limited and it is difficult to think in terms of civilians. In order to overcome this problem, it is suggested that private career experts should be dedicated to complaints.

College Students' Dissatisfaction, Complaints, Compensation and Repurchase Intentions of Food services (대학생 외식소비자의 불만족, 불평행동, 보상방법 등이 재방문 의도에 미치는 영향에 관한 연구)

  • The aim of this study was to analyse the consumer dissatisfaction, complaint and repurchase intentions in foodservices with a particular focus on college students. For this investigation we analysed the responses of 520 college students interviewed from Daegu Gyeongbuk Province. The SPSS/WIN version 12.0 and AMOS version 6.0 were used to analyse collected data. The results were as follows : 1) Factor analysis identified 5 different consumer dissatisfaction factors: facilities, waiter/waitresses behavior, food quality, service, store operating. The level of food quality dissatisfaction was most high. Consumer complaints came in three forms: public, personally and no action. The level of personal complaint was most high. 2) AMOS analysis found that public complaints had the most influence on repurchase intentions. 3) Dissatisfaction was highest with fast food restaurants, which also received the most public complaints. 4) Dissatisfaction, complaints, and compensation strongly influenced eating-out and spending motivation of college students.

  • With the development of the Internet, e-commerce is rapidly developing, and e-commerce through the Internet has become a major distribution channel for selling products and services to consumers and buyers. However, as Internet shopping develops, consumer dissatisfaction and conflict are increasing. In this regard, this study examined how consumer dissatisfaction caused by using an Internet shopping mall, which is currently taking the core position in commerce activities, leads to consumer complaints, and how these complaints affect the necessity and intention to use the arbitration system. As a result of the study, the following implications were obtained. First, it will be necessary to remove the root cause of consumer complaints by continuously monitoring consumer complaints, rather than staying at passive consumer complaints such as defective product exchange and damage compensation for dissatisfaction with Internet shopping malls. Second, it can be said that the function of the arbitration system is required to protect the rights and interests of consumers using the Internet shopping mall and to actively improve the problems in the event of a damage situation or a problem situation. Lastly, academia's continuous research will be needed, and governments and related organizations will need to continuously provide and promote information to users of Internet shopping malls.

A Study on Hazard Assessment of Employees in New Buildings

  • In order to evaluate the physical and psychological health effects of air pollutants from new building materials, 100 employees who worked in new buildings were given a general health questionnaire, and the prevalence of their subjective complaints was measured. The collected data were classified according to age, gender, smoking status, profession, working time, sleep time, life style, and length of employment. The results obtained were summarized as follows: The THI lie scale scores were significantly higher among the older respondents. Compared to males, females showed a significantly higher level in the depression itemas well asa tendency toward high ratios of physical and psychological complaints. The smoking group showed higher scores regarding health complaints related to most physical and psychological items. Smokers showed significantly increased respiratory organ complaints compared to nonsmokers. Those with a profession showed significantly higher level of nervousness. The group of those working 7 to 10 hours group showed higher rates of complaints in the multiple subjective symptoms and mouth/anus items than the group working less than 2 hours. Those living an irregular life showed a tendency toward higher rates of complaints for most physical and psychological subjective factors. Those who were satisfied with their environments showed significantly lower scores in the mouth/anus, impulsiveness, mental irritability, depression, and nervousness items. In summary, this study shows that the health complaint scores regarding physical and psychological symptoms tended to be higher among the unsatisfied group, the irregular life group, the group who worked long hours, the elderly, smokers, and females. These results can be used to improve the psychosomatic health status and working environments of employees working in new buildings.
