A Exploratory Study on Competency-Based Social Welfare Education (역량기반 사회복지교육에 관한 탐색적 연구)

  • This study was an exploratory study for the development of a competency-based social welfare curriculum. This study was conducted through a literature review focused on guidelines for social welfare published by the KCSWE (Korean Council for Social Welfare Education). The purpose of this study was to explore social welfare professional competencies, subject goals, teaching methods, and the participatory learning environment for the development of a competency-based social welfare curriculum. The findings are as follows. First, each university had been researching professional competencies individually. Second, the social welfare subjects tended to include all elements of knowledge, skills, and attitudes, and these goals were matched with professional competencies set by each university. Third, the guidelines for social welfare subjects provided various teaching methods to achieve the goals of the subject as well as a participatory learning environment based on discussion. However, it was difficult to determine whether the various teaching methods were effective in achieving core and professional competencies. Therefore, it is necessary for KCSWE to set up a standardized competency-based curriculum and research professional competencies based on social welfare, a curriculum and subjects according to their competencies, effective teaching methods, and a method for evaluating educational outcomes.

Development of University Students' Key Competency Improvement Program Based on Field Demanding Analysis in Nursing and Social Welfare (간호.사회복지 분야의 현장 요구조사에 기초한 대학생 직업기초능력 향상 교육프로그램 개발과 평가)

  • Purpose: The purpose of this study was to develop and evaluate learning effects of the key competency improvement program which is based in nursing and social welfare fields demanding analysis for nursing and social welfare among university freshmen. Method: The program was based on the ADDIE model. The field demanding analysis gave a questionnaire to 459 participants in the nursing and social welfare workplace. The subjects of this study were 136 students as an experimental group and 116 students as a control group which participated in the questionnaire. The experimental group was given a newly developed program, on the other hand, the control group was given traditional lessons. Collected data were analyzed by ANCOVA with SPSS. Result: The result of this study was that linkage perception of health and welfare, self-directed learning ability, participation perception, and interpersonal relationship ability showed significant improvement in the experimental group. Conclusion: This study can be used as basic data for management and evaluation of programs that are available not only to field-oriented disciplines but also to overall higher education fields which aim to strengthen core competency.

  • The purpose of this study was to develop a curriculum for international social workers. Due to the changed circumstances of social welfare agencies, the demand for international social welfare and the need for suitable training for social welfare education agencies has increased. This study explored the job competency of international social welfare and suggested a competency-based curriculum for international social welfare. Researchers analyzed the social welfare NCS, social welfare curriculum and job of international development cooperation agencies and presented a combined curriculum for international development cooperation and social welfare. The findings are as follows: the core subjects of international social welfare are "Human Rights and Social Welfare", "International Social Welfare", NGOs and International Development Cooperation", "the North Korea Development Project", "International Development Cooperation and ODA", "PCM (Project Cycle Management)", "Evaluation and Monitoring", "Seminars in International Social Welfare", "International Social Welfare Practicum", "International Social Welfare Internship", "Community Welfare and Practice", "Program Planning and Evaluation for Social Welfare", "Social Welfare Ethics and Philosophy", "Skills and Techniques for Social Work Practice", "Multicultural Social Welfare", "Poverty and Social Welfare", "Social Enterprise and the Third Sector", "Social Problems", etc.

Educational Needs Analysis on NCS Based In the Field of Social Welfare (사회복지 분야 NCS기반의 교육요구 분석)

  • This study conducts an analysis on the relative significance and urgency of competence factors for jobs in the field of Social Welfare through a demand analysis on the vocational training of the K Human Resource Development Institute regarding the National Competency Standards (NCS) in the field of Social Welfare, which was developed in the year 2014. The aim is to derive competence factors with high demands in education and high necessity of curriculum development based on the analysis. The data of 1,227 persons: 583 public officials and 644 private employees, was analyzed by using SPSS 18.0 and Microsoft Excel 2013. Results of the demand assessment on vocational training are as follows: for public officials, 4 competences in social development jobs (social area analysis, needs assessment, community resource building, community network, social assessment, community organizing, and welfare planning), 2 competences in public welfare jobs (management of unusual complaints in welfare and civil cooperation in resource development), and 2 competences in social welfare administration jobs (financial management in social welfare organizations and welfare planning) had high urgency in competence development. Implications were suggested based on the results.

An Exploratory Study on the Competency and Proficiency Standards for Social Workers: Focusing on the Case of British Social Workers (사회복지사의 역량과 숙련도 표준에 관한 탐색적고찰: 영국 사회복지사 사례를 중심으로)

  • The purpose of this study is to explore the standards and directions of professional competency and proficiency of social workers in Korea through a review of British cases. In particular, in the face of a super-aged society, this study aimed to improve the proficiency of social workers in the field of elderly welfare in Korea by examining the complacency and proficiency standards of the British Association of Social Workers and the Health Care Professionals Council related to the care of the elderly. With the structure of a Professional Capabilities Framework, the UK promotes the acquisition of competency-based qualifications by specifically presenting the competency of social workers at each stage of qualification. In addition, general and detailed standards of proficiency of social workers in the care field are presented at each qualification stage. In order to improve the competence and proficiency of Korean social workers through a case study in the UK, this study presented the need for a standard that connects "common competencies, professional competencies, and proficiency of social welfare professionals." This study also suggested the necessity of the role of Social Welfare Education Association and Association of Social Workers for this purpose

Development of Regional Problem Solving Entrepreneurship Education Program: Based on Competency-Based Curriculum Design (지역사회 문제해결형 기업가정신 교육과정 개발: 역량 기반 교육과정 설계를 기반으로)

  • As the economic, social, and environmental problems of the local community reach a serious level, our society is realizing the need to foster young talents who discover opportunities in local issues through entrepreneurship education and create social values through creative challenges. However, entrepreneurship education programs are generally focused on commerciality, so customized education programs to solve regional problems are insufficient. Therefore, this study aimed to develop a community problem-solving entrepreneurship curriculum. In this study, a competency based curriculum model was applied to develop the curriculum, and regional problem-solving entrepreneurship competencies were derived through expert advice from a total of 10 people. In the process, the Delphi methodology was additionally used to reduce the possibility of errors in the competency model. As a result of the study, a total of 23 regional problem-solving entrepreneurship competencies were confirmed, and knowledge(K) - skill(S) - attitude(A) by competency consisted of 5, 9, and 9, respectively. By applying this to Dunham's problem-solving six-step model, modular learning support measures were developed in the order of phase 1(problem discovery), phase 2(problem analysis), phase 3(plan), phase 4(measure), and phase 5(evaluation). This study is meaningful in that it integrated theory and practice by developing specific entrepreneurship curriculum and learning support measures based on the theoretical model devised in social welfare. In addition, it has implications in that it developed a regional problem-solving entrepreneurship competency model based on expert advice and proposed a specific curriculum based on this.

Development of Korean Cultural Competency Scale for Human Service Workers (다문화 사회복지 실무자의 문화적 역량 척도개발 및 타당화)

  • This study aims to identify constructs of cultural competency specifically relevant to the Korean society and to test its reliability and validity among human service workers. For the purpose of the study, authors conducted focus group interviews and conferences with human service workers to draw the concept of cultural competency. Further, this study conducted to two separate pilot tests with 20 social workers with practice experiences in order to clarify descriptions and relevance of scale items. Based on the literature review on the concept of cultural competency and analysis of focus group interviews, 40 items were initially constructed and then were reduced to a 32-item scale after two separate pilot studies. Meantime, suggestions made by an advisory group were also reflected in the scale development process. Finally, one hundred ninety four workers in social service agencies were recruited to evaluate the relevance of the scale items in a 5 point Likert scale. Through exploratory and confirmatory factor analysis, 4 main factors were identified: 1) competency to use culturally relevant skills, 2) cultural awareness and sensitivity, 3) cultural knowledge, and 4) efforts to overcome cultural differences. These factors were consistent with sub-concepts of cultural competency in other studies. Confirmatory factor analysis also showed that the model fitness was at the high level and convergent analysis with the similar scale also showed high correlations. Internal consistency also remained at a high level. Based on the results, implication for social work practice and education were discussed.

A Study on the Direction of Consumer Education Program for Food Safety and the Production of Case Programs (식품안전 소비자교육 프로그램의 방향과 사례 프로그램 제작 연구)

  • The goal of educating consumers regarding food safety is to increase consumer competency in food safety. In order to recognize consumer problems and to develop consumer competency in rapidly changing consumer environment, it is necessary to cultivate consumer knowledge, attitude, and ability on food safety required in performing the consumer role effectively. Within this context, it is necessary to develop consumer-oriented education programs which aim to change consumer values and behaviors with regard to food safety. Based on information obtained from focus group interviews, the need for educational programs for food safety, which are related to the whole process of food consumption, have been raised. The process of food consumption is divided into buying, cooking/eating, and after eating, based on the process of consumer decision making and consumer behavior. Scenarios for consumer education on food safety were developed depending on the process of food consumption. This study developed a pilot consumer education program which included the whole process of food consumption. The program of this study was designed to induce consumers to change their behavior through establishing values on food safety and may contribute to lay the foundation for the realization of food safety culture. The results will be utilized to provide future directions for consumer education programs and efficient educational materials on food safety. Finally, it is hoped that empirical evaluation and analysis on the effects of consumer education programs will be investigated in future studies.

Exploring the Validity of Convergence between Qualifications and the Support System for Lifelong Education for the Disabled (자격과 장애인평생교육 지원체제 간 융합 타당성 탐구)

  • The purpose of this study was to explore the prerequisites for securing the convergence validity of qualifications and the development of a lifelong education support system for the disabled. The research method consisted of the procedure of collecting and analyzing previous research literature and conducting expert meetings. The content of this study is based on the limitations and reflection of the current promotion of the qualification system for lifelong education professionals for the disabled, establishing the academic foundation and concept system for lifelong education for the disabled, designing a career development path for the professional competency of developing and operating the lifelong education curriculum for the disabled. Also, Restructuring of related institutions based on the curriculum for lifelong education for the disabled, and enhancement of qualification types for nurturing professionals for lifelong education for the disabled were suggested. As a result of the study, it was analyzed that the value and function of qualifications are very important in the comprehensive category of developing a lifelong education support system for persons with disabilities, and conclusively, the viewpoint of university foundation and the application model for nurturing professionals for lifelong education for persons with disabilities should be reviewed.

Validation of Short Form Age Integration Scale and Relationships between Socio-Demographic Characteristics and Age Integration: A Comparison of Age Groups (단축형 연령통합척도 타당화 및 인구사회학적 특성과 연령통합인식 관계: 연령집단 간 비교)

  • This study validates an abridged version of the age integration scale by Chung et al. (2015), which constitutes sub-dimensions of age flexibility and age heterogeneity-from Riley et al. (1994)-and observes disparities in the perception of age integration among different socio-cultural characteristics. This study analyzed 1,433 people in the "Age Integration and Generation Integration Survey" data, with the support of the Social Science Competency Enhancement Project (SSK) (supported by the Korea Research Foundation). This paper analyzed the data using exploratory factor analysis, confirmatory factor analysis, multiple-group factor analysis, and a compare means test. The results are as follows. First, the scale was abridged to 13 items from 28, of which eight items concern age heterogeneity and five concern age flexibility. Second, the multi-group analysis did not show a significant difference among younger, middle, and older age groups, therefore allowing the scale to be used among all age groups. Third, when sociocultural characteristics were observed, younger adults showed differences in their levels of age integration, age heterogeneity, and age flexibility regarding their residential area. Middle-aged adults showed dif f erences in their levels of age integration, age heterogeneity, and age flexibility regarding their residential area and social status. Older adults showed differences in their level of age integration regarding their residential area, education level, and social status. They also showed differences in the level of age flexibility regarding their residential area and social status and differences in the level of age heterogeneity regarding their residential area and education. Based on the results of the study, political and practical measures to promote perception on age integration in the future were suggested.
