The purpose of this study is to find out implications which can be useful for enhancement of user participation in Korean disability services from UK community care experience. In Korea, until recently dominant issue on social services always has been the shortage of service provision. But during the recent 20 years, we experienced great expansion in quantity, as though it may be not yet enough. And more recently, disabled people and organizations began to actively argue for appropriate service in quantity and quality. Now, Korean disability policy and practice are confronted to the difficult and embarrassing task how to meet the need of disabled people with limited resources, and how to response to the disabled people's voice arguing on independence and choice. This task would require somewhat deliberate reform which might be quite different from previous one. UK's experience of implementation and development of community care system would give meaningful implications to Korean disability service policy and practice related to user participation. The results of the review on user participation issues in the UK community care give several implications to Korean disability services. Above all, consumerist approach which is the key strategy adopted by UK community care change is not appropriate for Korean disability service because of largely different service environment. The second implication is about decentralization. To enable decentralization of social service leads to enhancement of user involvement avoiding a lowering of service quality, prerequisite conditions should be secured. A third is securing and making declaration on the disabled person's right to assessment and constructing public service system operated by case management process. Fourth, formalized complaints procedure should be established. Fifth, professional education which enables professionals to encourage participation of disabled people should be developed, and the role of disability movement leading disabled users to participate on their services also should be highlighted.
This article focuses on the use of case management in the Self-support program. Case management is a service modality which provides integrated services for people with multiple needs in the community. The goal to accomplish self-sufficiency of working participants in Self-Support Programs is positively affected by the efforts to reduce high social risks they are exposed. It is recommended that the agencies running Self-support programs apply case management to increase the quality of lives as well as the effectiveness of exiting statuses of conditional welfare recipients. Several service considerations of case management are recommended for the change in the structure and functioning of the Self-Support Program: Integrated view and contextualized thinking, empowerment-oriented approach, and a development of the community support system through networking. Types of case management and practice roles of the case manager applicable to the Self-Support Program are also recommended. Structural aspects of an organization, inter-organizational linkages and contextual factors need to be considered to improve problematic conditions that have not enough resources and appropriate authorities in providing case management functions.
This paper purports to explain the conflicts and compromises between supra-national authority and national welfare state in an era of globalization. For this purpose this paper, first of all, examines if Community law(EU) is directly applicable to member states(direct applicability), and subsequently, if Community law is superior to national law(supremacy). It duly claims that Community law is de facto applicable to member states and thus is superior to national law, but de jure the direct applicability and supremacy of Community law are still ambiguous in practice. Secondly, it briefly describes the development of EU social policy from 'The Rome Treaty(1957)' to 'The Amsterdam Treaty(1997)', and ascertains clear limitations of social dimension of EU. Thirdly, it explains why CEU(Commission of European Union) sequently fails to achieve uniform harmonization policy in the making of social Europe. This paper concludes that 'downward harmonization thesis' or 'convergence thesis' which commonly stresses that globalization seriously impinges on nation-state's policy autonomy and policy capacity is not evidenced at least in the case of EU social policy.
This study attempted to identify the type of social network interventions and barriers to implement them. Few empirical studies have been conducted concerning social network interventions as professional activities. Although social support and social network interventions have been noted as important practice concepts, the existing studies ten us little about how social workers perceive and experience social network interventions. This study used seven types of social network interventions identified in the previous studies. And based on "obstacles to social network interventions scale" developed by Biegel, Tracy & Song (1995), a twenty-two item scale was developed by the authors. The results from this study show that social workers little implement social network interventions such as community empowerment, family caregiver enhancement, and support group, and that they perceive organization characteristics and profession-oriented culture as important obstacles to implement social network interventions. The findings from this study suggest various strategies to address these barriers.

Purpose: Respite care is not a discrete intervention, but encompasses a range of services. This research was conducted to clarify the phenomenon of respite care for family caregivers of elders with dementia from a nursing perspective. Method: The Hybrid Model of concept development was applied to clarify the concept of respite care for family caregivers of elders with dementia. The study was conducted in the following three steps, theoretical phase, fieldwork phase, and final analytic phase. Results: The definition of respite care for family caregivers of elders with dementia was delineated through integration of data analyses in theoretical and fieldwork phase, and has three dimensions; tailored supports for caregivers, tailored supports based on physical and cognitive function of elders with dementia and community interventions related to family care function. Conclusion: Through this study, the concept of respite care for family caregivers of elders with dementia is clarified and reformulated as nursing practice phenomena in the Korean context, which indicates ways to develop caring practice forms for a family living with an elder with dementia in a community setting.

Objective : The purpose of this study is to investigate the effect of mental practice with task activities through upper limbs movement speed and accuracy in ideomotor apraxia patient. Methods : As a single subject research design with multiple baseline across individuals, the patients were two ideomotor apraxia patients, employed in this study. The employed program included receiving mental practice and task activities, measuring change of the total performance times, time to put down the last cups and amount of water in cups for 4 weeks, including baseline and intervention periods. The subject were measured by Ideomotor apraxia test and MFT were analyzed. The analyses were performed using visually and two-standard deviation band method. Results : All subjects were a reduction in symptoms of apraxia, but noticeable change in upper limbs function was not there. Total time of performance from 376.67 to 355.24 seconds, 391.33 seconds to 434.60 seconds, reduced. Put down the cup of performance time from 15.67 to 13.30 seconds, 20.80 seconds to 10.73 seconds, reduced. The amount of water transferred from 52.38ml to 49.70ml, 50.89ml to 50.09ml, all results were closer to 50ml. Conclusion : As a result of this study, mental practice with task activities can be an effective method to ideomotor apraxia patients. This study would serve a fundamental data on ideomotor apraxia patients to the further studies.
This study aimed at understanding the staff recruitment process of social welfare organization and providing specific practical implications for better practice in the process. To achieve this, we have contacted a community welfare center which has decided to adopt open and multi-method approach in recruitment process. The data has been collected through in-depth interviews, participatory observation and documents review. Case study analysis has been used for data analysis. The research findings have been presented at five different processes, i.e. recruitment advertisement, documents screening, job interview, selection and result announcement, appointment. A number of themes has been raised such as 'By others faults wise men correct their own', 'Lessons from experience', 'No two men are of a mind', 'Lack of speciality in recruitment methods of social welfare organization'. These themes have been discussed in detail. In conclusion, we have made some practical suggestions for both social welfare organization and job applicants concerning recruitment process.
This article reviews 20 empirical studies that have focused on the organizational effectiveness of social welfare organizations since 1980. The purposes of this study were to understand the organizational phenomena of social welfare organizations, to offer practical implications for organizational management and to propose direction for the further researches. Special attention has been paid to identify 1) subjects of research 2) approach and criteria of organizational effectivess and 3) critical factors that impact on organizational effectiveness. The results showed that 1) most of researches utilized samples from social welfare community centers and assisted-living facility, 2) many researches focused on internal process approach and used diverse criteria of organizational effectiveness 3) collective developmental culture, decentralized structure, transformational leadership, open relationship between organization and external environment were critical factors of organizational effectiveness. The review suggests that social welfare managers should practice diverse approach based on vision, purpose and developmental stage of each organization. The managers also should implement more conscious efforts to make supportive and fair work environment where all employees feel valued and can demonstrate their maximum potential and to respond to task environments more proactively. Further research should be conducted from diverse organizations using various research methods. More comprehensive empirical model and multidimensional measure of organizational effectiveness need to be developed.
The issue presented in this paper are as follows: 1. Legislative actions of welfare-related law for the exceptional children. The legislative base for the evolution has been yet weak and ambigous at best for a formalization of what should be considered accepted practice and effective action in providing handicapped child and their parents educational rights and equal protection of the law. And they are under remote control of partial factor subject to social welfare law for children, and public law for education, promotion law for the exceptional child education, protection law for public aids. 2. Organization of government for the welfare services for the exceptional children. There is no sing of a push toward consolidation of effort for the welfare service of the exceptional children in this country that seeks to recapture a sense of unity, of coherence, of completeness from a reality made up of discontinuous fragments of humanitarian effora This presently that. as for the education of the exceptional child, by the section of the exceptional education in MOE (Ministry of Education), and/or as for welfare services and promotion actions, by the section of child welfare in MHSA (Ministry of Health and Social Affairs). One door type operation rooted in the specialization, and limited resources to evolve multi-purpose agencies that undertake to provide a broad range of tangible and concrete services, as well as supportive counselling and assessment, under a single management which plans and directs the allocations of resources, should be followed. 3. Facilities and recruitment of teachers for the exceptional children. In this country there are 54 facilities for special services, 56 schools for the exceptional education, and 3 colleges and equavalents that provide teacher training services leading to certification with IIO annual graduates. However, curriculum for exceptional children should be rearranged and reconstructed. Conclusion; Only as for social welfare institutions in community, this country produced a succession of specific purpose activities, over period of time, that accumulated to form the present network of hundreds of social welfare organizations and facilities Periodically major efforts were launched to revitalize or to improve the help-giving system. But they lack specialization to be effective, and the nature of multi-purpose center tends to be vague for the classified handicapped. Therefore, there, should be linkage between policy maker and community services to maintain some coherenty in preventive care, treatment, and after cares. At last, the effects of the current concept "the exceptional child" involved with their families, and their neighborhood should be considered in view of the people who consist about 25% of the total population.
This study attempts to identify the changes in social reactions to disabilities in general, and to research the contextual implication of these changes in social work practice in Korea. In the early years after the Industrial Revolution, disability was conceived as social unfitness and it was assumed that the cause and responsibility could be attributed to people with disabilities. But, in the midst and late 20th century, social responsibility for people with disabilities was argued and generally accepted. As the results of these changes, conceptual models explaining disabilities have changed gradually; there has been a transition, so called, from individual model to social model. In a similar vein, WHO has refined the definition and classification of disability. Related to these changes, social welfare service paradigm for people with disabilities has shifted. This paradigm shift can be explained with the perspective of strength approach, empowerment approach, case management and independent living model. In Korea, 1998 Act on welfare for people with disabilities meant that social service for the disabled were categorized with, namely, residential service, community rehabilitation service and vocational rehabilitation service. Recently, the extent of these services has been rapidly broadened. In these situation, this study researched to identify the implications on social work practice in the context of changes in social response, conceptual model, definition and also service paradigm. Such as the followings are enumerated for the implications: disabled person's participation in assessment process, development of assessment tools focusing on social and environmental perspectives, reinforcement of information service helping self-determination, supporting on formal and informal helping network, expanding self-help programs and, finally, a shift from displacement model to support model.
